The new fiscal year is now less than two months away, and city staffers in san jose are really scrambling because theyre probably going to have to make some budget cuts just to try to stay within somewhat of a budget. San Jose Councilmembers actually addressed a possible 72 million shortfall. Theyve already talked about extensive furloughs and theyre not rule out job cuts. The Palo Alto Weekly reports palo alto councilmembers have given initial approval to cuts in police and fire services. For now it may include cutting more than 26 jobs in the police department. 100 trailers donated by the state to house san joses homeless during the pandemic remain empty this morning. Nearly two months after they arrive. But according to the mercury news 90 of those trailers will open tomorrow in a city owned lot. They are designated for people with confirmed cases or those showing symptoms. Well, the state of california is actually looking into helping low income renters in light of the big pandemic that were going through. Theres a new proposal that is calling for the state to give landlords a tax credit to cover the money theyve lost. Renters would then have ten years to pay the state back. The low income renters could qualify for a hardship exemption allowing partial repayment. The program would be tied to the states 25 billion economic recovery fund. California Public Schools will get an update today from state superintendent tony thurman on Distance Learning and the outlook for reopening. For Cal State College students they already know. There still will be learning virtually come this fall. Csus chancellor announcing almost all classes will remain on line, this is after closing campuses in march. The chancellor says theres limited exceptions for lings like labs and medical courses. The overarching is to provide high quality degrees. We still want to do that. It will be done in a different way. All students accepted for the fall semester have until june 1st to accept. Cal states decision to do Distance Learning this fall is already having a Ripple Effect on athletes. It means the Division Ii California collegiate athletic conference will suspend its fall sports as well. The conference is made up of 12 schools including San Francisco state, cal state east bay and sonoma state. So far theres still no official word about the fate of cal states three largest athletic programs. San jose state, fresno state and San Diego State or even cal poly. Sonoma county is lifting more park restrictions. It will allow some parking lots to reopen. It is a small cloud of satellites that will allow the transmission of internet. This meeting apparently will go under consideration on friday. Now elon musk is asking for money from sacramento just a few weeks after he defied the rules and called the governments rules fascist. Lawyers representing a group of facebook contractors say the company has agreed to pay out 52 million to help those workers overcome the tra you ma of screening videos. They employ contractors to help them keep those disturbing images off their network. First reported by the Washington Post facebook admits no wrongdoing. A woman is in Critical Condition after the car she was in plunged 200 feet down a hillside. This happened yesterday in los angeles. Breaking news this morning that were following right now president trumps former Campaign Manager is now out of prison, Paul Manafort was released due to concerns over the pandemic. He was sentenced to more than seven years in connection with the mueller investigation. He is under home confinement. Manafort served from may 2016 until he resigned in august 2019. Weve been following this for you. Today in the bays bob redell is live outside Teslas Fremont factory. The factory will remain open. Reporter the county Public HealthDepartment Says teslas factory here behind me in fremont can go beyond basic operations this week and potentially resume full production of electric vehicles this coming monday. As long as they stick to safety precautions. They had productive conversations about its Site Specific plan for safe reopening and they came to an agreement after suggesting some additional safety guidelines. Fremont police will help verify tesla is following social distancing protocols and sticking to its side of the agreeme agreement. It reopened after Governor Newsom lifted restrictions for manufacturing in the state but Alameda County did not lift those restrictions which meant that tesla was in violation of the countys shelter in place order. Tesla has sued the county in federal court arguing that the state order should supersede the county order not the other way around. Tesla ceo elon musk dared authorities to arrest him when he reopened his factory monday. Its not clear if they will face any reopening. Musk has become a cause celeb throughout the country. Some of those owners have championed musk in the fight of what they describe as unreasonable government orders. Now the coronavirus has killed more than 80,000 people in the united states. Some Auto Industry experts say that musk could hurt himself with his customers, those electric car buyers, who sometimes favor more liberal causes. I want you to take a look at the map. As you can see here all the areas in yellow are sticking to their own plan of keeping businesses closed. Now many are asking why. Most of the numbers are looking better. Cases are level off and there are half as many hospitalizations as of april 1st. Dr. Sara cody is saying this isnt enough. We have the same conditions that we had in march. If we did ease up we would see a brisk return of cases, hospitalizations, and a brisk return of deaths. It could be quite blunt. Dr. Cody saying on average every person infected spreads to at least one other person. Dinein restaurants and walkin shopping will be allowed in butte and el dorado counties. The governor approved it because of their extremely low infection rates and increased capacity to deal with the potential outbreak. And we are getting a better look at how the virus, covid19, got here to california. A team from the university of washington and a Cancer Research center put together this map. What its showing is how the state was fueled by the early introduction. You can see the block here, the bay area. Those infections kept going with infections coming from new york. You can see the thick green line heading right here to california. That study looked at covid19 cases beginning as far back as december. Santa clara county reported 28 new cases. A disappointing jump from the start of the week. Contra costa county added 18 new cases. Theres increasing concern about how covid19 actually affects children. We told you earlier this week there was a child treated at Lucille Packard childrens hospital. This is very concerning for parents. Everybody wants to follow this one. Were worried about our kids, kris. Reporter for sure. The parents and teachers were talking about that as we talk about what is going to happen with our schools in the fall. The cdc is preparing to alert doctors across the country to track this new kind of syndrome that comes up when children are infected with coronavirus. Theyre calling it pediatric multisystem inflammatory syndrome. At least three children have died of this and there are cases in at least 14 states including here in california. There was a case of a baby at Lucille Packard childrens hospital. The kids seem to get very sick in what sealed to be a delayed reaction to covid19. They suffer prolonged fever, rash, belly pain and an inflammation that can attack the heart and kidneys and other organs. In most cases there are no underlying conditions. I think wed better be careful if we are not cavalier about children. I am humbled in knowing i dont know everything about this disease. Its severe, very rapid in children. They can go from just having fever to deteriorating over a short period of time. Reporter maybe youre thinking i thought kids were asymptomatic, thats certainly what we heard in the beginning. Doctors say they seem to get sicker than we thought especially after one study showed of 177 kids with coronavirus one in four had to be hospitalized and, again, those symptoms are not what we hear about in adults, not the respiratory symptoms. If you have any question or any doubt make sure you reach out to your Health Care Provider and ask them, let them diagnose your children instead of wondering and feeling sick about it yourself. In san jose, kris sanchez, today in the bay. Oakland city leaders have approved an ordinance to provide fulltime workers more Emergency Paid Sick leave. That measure was passed last night. It also applies to gig economy workers like uber and lyft drivers. That ordinance was expected to pass at last weeks Oakland City Council meeting but was canceled due to the requirement of a minimum number of people be present in order for that meeting to continue. Santa clara county is looking to extend its renters eviction notice to help people make it in the bay. Theyre having a tough time. Today, in fact, the board of supervisors will discuss extending that ordinance through august. Its set to end in two weeks. But the governors executive order on halting renter evictions for the state ends at the end of the month. New this morning the search for gunmen after two separate shootings on bay area freeways. The first being called a road rage incident happened just after 1 00 p. M. On highway 85 at union avenue in san jose. Both drivers got out of their cars. One shooting the other driver in the leg before taking off. The second shooting being called targeted happened a couple hours later on 880 near coliseum way in oakland. The chp says someone shot a teenager three times but the victim managed to survive. A former San Francisco city commissioner is accused of pickpocketing nearly half a Million Dollars that was intended for city funding. Federal prosecutors charge Rodrigo Santos with bank fraud. Hes a former president of the board overseeing building inspecti inspections. Hes now out on bail after being booked yesterday. Investigators say santos personally deposited 261 checks from clients of his engineering firm. Prosecutors say the funds were meant to pay city planning fees. A federal judge is temporarily blocking the Trump Administrations plan to pump more water from the san gentlem joaquin claiming that it would threaten a major species and salmon runs. They have been fighting for more water since the long drought. Its 5 47 right now. A setback for the president and his former National Security adviser. Scott mcgrew, it appears the judge in the Michael Flynn case isnt sure those charges should be dropped. I think thats reasonable. Michael flynn lied to the fbi about his contacts with the russians. He pleaded guilty to that as well. President trump has claimed flynn was railroaded and is innocent. The department of justice asked charges be dropped even after he was convicted. It may be the first time in history thats happened. The judge in the case who makes the final decision has now invited third parties, friends of the court, they call them, to file opinions why he should or should not give the goahead, meaning this is not er. The president s former Campaign Manager, Paul Manafort, has been released from prison and will continue hisentence at home. This is because of the conavirus concerns in the prison. Manafort had been due to get out in 2024. The Supreme Court will take up the question today as to whether members of the Electoral College can vote for someone other than the person they were assigned to. Socalled faceless electors. Also, republicans look like they will take two special Congressional Elections winning in wisconsin looks like they will win in Southern California. In an interview with Time Magazine the president s soninlaw Jared Kushner said he was not sure if the 2020 president ial elections would go forward. This echoes a claim joe biden is making that somehow the Trump Administration would try to delay the elections. When asked if the pandemic could delay elections kushner responded, im not sure i can commit one way or the other but right now its the plan to go forward. The president s daughters husband has no authority to delay the president ial elections. In fact, nobody does. It is hard coded into the constitution. Kushner later clarified that nobody in the white house is talking about doing such a thing. Ill leave you with dr. Anthony fauci who testified before a Senate Committee yesterday. Were starting out with a mostly clear sky for our micro climates. Here is a look at our forecast if you want to enjoy time outside in santa clara. Its going to be in the upper 60s although we will see more clouds moving in. Well have to watch out for a spotty, light shower. Maybe youre good if you have a little shelter overhead. Were looking at the storm system now to the north of us and that will start to make its way into the north bay by late this morning. The rest of the micro climate seeing it by this afternoon. Here we are at 4 00 and not everyone will see the rain. It will be very spotty and mostly light as we go into the evening commute and then start to go taper off tonight. As we go into the day tomorrow well start to see more rain moving in. Once again scattered activity that will start out during the morning and then start to wind down as we go into the afternoon and then byunine and warmer temperatures. In all were looking at very light amounts of rain, a few traces of rain as we go into the day. As we look at our longrange forecast, a new storm system will approach on sunday, and that could bring in some more scattered showers on monday so its really been great to see the rain chances so late in the season. Our temperatures have been held down as a result. Were looking at mostly some 60s and 70s inland over the next few days. Whats happening out there for the morning commute, mike . Back in 2017 the city Council Voted to allow stores to sell flavored tobacco at adult only tobacco stores. But city leaders say retailers just blocked off areas in the store and labelled it as adult only so that they could sell the flavored and menthol Tobacco Products. Theyre our neighbors. And theyre our friends. Theyre our parents. Our brothers and sisters. And our children. But now, they are more than that. They are forever our heroes, too.
