There is no doubt, even under the best of circumstances, when you pull back on mitigation, you will see some cases appear. Its the ability and capability of responding to those cases with good identification, isolation, and contact tracing, that will determine whether you can continue to go forward as you try to reopen america. And it would provide three months of guaranteed paychecks for those making less than 100,000 a year. It will also give help to state and local governments, for Front Line Health Care workers, as well as allowing the forgiveness of student debt. Along with bolstering medicare and medicaid. New numbers offer some hope in the bay area. This is for the First Time Since march, Contra Costa County reported no new coronavirus cases. Santa clara county, the hot zone, just two new cases and no deaths. Here is a statewide view, all of the counties in white reported no new deaths, including Santa Cruz County just outside the bay area. Ive been to sunrise bistro many times with my family, usually its packed for inhouse dining. The owner says if Governor Newsom announces that restaurants will have to provide social distancing space for inhouse dining, and if he can only provide 25 seating area, it will be a challenge. The problem is going to be capacity. If we only have ten tables, and theres 50 people that want to eat, does that mean that, you know, 35 people are standing around with plates waiting for a table to open up because theres lack of space . So those are going to be exciting times ahead. Reporter he has a great attitude. Stein says he will probably focus more on seating in the outside patio area with all these changes. Nearby businesses like paper stores are still shut down. These businessth governor and c government on when they can reopen. And so, bob, the question is how is the county responding to them defying the order. Reporter well, marcus, within the past 15 minutes i heard from the Alameda County Public Health department. They told us yesterday tesla submitted to them a sitespecific plan for the reopening of the plant behind me. The county is in the process of reviewing that. Youll really elon musk, the ceo, tweeted out what seemed like a dare to authorities to arrest him for the reopening of his plant in defiance of the Alameda County shelterinplace order. Weve seen no indication that theres been any sort of enforcement action by the county or the Fremont Police department. For a second day in a row, you can see behind me, the employee parking lot is full as the factory resumes limited production of its electric vehicles. Alameda countys Health Department said it did notify tesla yesterday that it could only maintain, quote, minimum basic operations until it submits that plan for a safe reopening, and until that plan is approved. Tesla posted on its website a 38page document of steps musk said the company has taken to return back to work. Governor gavin newsom lifted restrictions for manufacturing in the state of california even though Alameda County has kept those restrictions in place. On saturday, tesla filed a lawsuit in federal court against Alameda County, arguing that the states order the countys order, not the other way around. We will continue to see a chance of showers as we go throughout today. As we look at san jose, some breaks in the clouds here as were getting a little bit of sunshine after some Early Morning rain. And weve seen this storm system moving through. But a lot more of these showers starting to develop in the last hour or so. And so were going to see this chance for at least the early parts of the day. As we zoom in on san jose, were seeing scattered showers moving through sunnyvale as well as los altos area. With the class of 2020 graduations in mind, a bay area county is actually thinking about changing some of the rules to allow some of the social distancing graduations. The San Mateo County Health Officer actually just changed the health order to allow for strictly regulated vehicle gatherings for graduations with a maximum of 200 cars. The county event center says it will offer graduation packages in its parking lot. There would also be an audio feed, and one student at a time would be allowed to get out and get a diploma. Grads say it sounds a lot better than planned virtual ceremonies. I like the new idea, because i can see some people, even if i cant be super close to them, its actually like a real graduation, not like a virtual one. It would be great to have something we could physically go to. I think it would be great for them to see their friends and just feel like theyre part of it. It is now up to School Districts in San Mateo County to decide if they will actually go along and change some of those graduation plans. Youve got to hear this one, this is a really remarkable story of survival from a man in southern california. He was actually believed to be one of the first patients to become infected with covid19 down in socal. His name is greg garfield. He went to a burbank hospital at the beginning of march and he spent over a month in the hospital where he got pneumonia, his kidneys failed, and his lungs actually collapsed four times. The agency is providing laptops to students who need them while learning from home online. A new Study Suggests a muchtalked about drug is not effective in treating hospitalized covid19 patients. Researchers explain the hospital records from more than 1,400 patients and nearly threequarters received a combination of hydroxychloroquine and zpack. Scientists found the drug did not have a benefit and those who received both drugs were twice as likely to suffer there are nw concerns surrounding flying again. Airlines are scrambling to try to rebuild confidence that flying is safe again while they follow social distancing rules. But some passengers say currently the planes are packed with people. Kari, looking behind you, w forecast. Yeah, weve seen it off and on around the bay area. As we head over toward the east bay, were taking a look over clayton. We have still some light rain coming down, and its been really great to see, considering how dry its been recently. And were heading into the month of may with some dry weather. But we also have the storms that will be moving in in the near future. So as we take a look in the north bay from mt. Tam looking over across the bay, into san francisco, a lot of low clouds. And every now and then we get some light rain here too. As we check out how its developed on the radar, just over the past hour or so, weve really started to see an increase in coverage in this race. Were seeing more of it around the radar as we head to the peninsula, the south bay. Weve seen light showers moving through sunnyvale over towards santa clara, north of san jose. We expect it to start to rain within the next few minutes there too. As we head over towards the east bay, weve also seen the showers moving through much of contra costa and alameda counties. As weve seen it mostly light but also very spotty, so if its not raining where you are, you may have a chance of getting in on some of that light rain. In the north bay, weve seen some of those showers moving through, very hit or miss. Its been good to at least see some of those showers moving through. Its keeping our temperatures down. Weve only made it into the upper 50s and low 60s. As we go into the rest of the day, were still going to have a chance of showers, but i do think what well see on the radar will be not as much as what were seeing right now. But you can track it all if you had the nbc bay area app. You can even get alerts as rain approaches your location. As we go through the rest of this forecast, we will be drying out a lot more. But were still going to have a chance of another round of showers moving through tomorrow, especially during the afternoon. And then it will be moving out by thursday. But off will be the story for us. Over the next 48 hours. And then well start to dry out, and well see at least in some spots about a tenth to a quarter inch of rain but not a whole lot to measure here, probably not enough to turn off the sprinklers for a lot of people.
