Lot slower than a lot of folks would like to see. Businesses are clamoring to get back to normal, workers want to start getting paychecks again. The governor will speak at noon today about the gradual reopening of business and with more than a million californians out of work, a lot of people are going to be listening. Nationwide, 14 states are starting to lift restrictions, but not one of those 14 states had those two weeks of declining cases of covid19, which is the white house recommendation before reopening. Speaking yesterday, the governor said its all about moving forward while protecting the progress weve made through our social distancing. We have to manage and augment our behavior. Thats why i cannot impress upon you more to those californians watching that we cant see the images like we saw particularly on saturday, Newport Beach and elsewhere in the state of california. Reporter so we do know that california will not be going at it alone, as governors from oregon, washington, colorado, and nevada made that western states pact to share their best practices and open up kind of at the same time with the same criteria. The governor set out six criteria for any change to the shelterathome order. Well review that. It includes testing and contract tracing, protecting atrisk people, protecting health care capacity, developing therapeutics, and ensuring social distancing at schools, businesses, and childcare, along with a contingency plan for bringing back that shelter order if things dont go according to plan, as we saw at Southern California beaches. The governors address is coming up at noon. Well be watching it remotely, of course, because of social distancing. Well post any of updates that we get to nbcbayarea. Com. But many people could venture out if there were enough people tested to determine if the virus was waning. Scott mcgrew, this is one of the reasons we keep hearing testing is critical. Reporter critical. I think of that hair salon owner that sharon was talking about, opening herself up to staggering liability if somebody got sick at her salon. Thats what were dealing with. So when it comes to reopening, how do you open, say, a factory without full testing . Lets say the tesla plant, one Single Person could infect the entire production floor, right . So testing and vaccines will be critical. At a rose garden appearance on monday, Vice President pence and President Trump assured the United States once again there will be enough tests to reopen america. We are continuing to rapidly expand testing to begin reopening and the reopening process. We want to get our country open. And the testing is not going to be a problem at all. In fact its going to be one of the great assets that we have. Reporter the testing may not be a problem for the president , but its not enough for medical experts. Look at these numbers. The white house says america will soon be capable of testing 7 Million People a month. Medical experts at harvard, in a harvard study, said we need to be testing that number of People Per Day in order to confidently open fully, and obviously were not there or anywhere close. Further, Vice President pence had said 5 million americans were tested by the end of march. He yesterday clarified the tests had been sent out but they actually hadnt come back to the lab, so that 5 million was not as big as we had hoped. Again, thats total ever. So the house of representatives scientists want to see that per not coming back to work. Day. Now, the house is also saying it marcus, consider another is not going to go back to work this coming week. Sa. Stimulus coalled c. A. R. E. S. Ii. San francisco wants to give runners, walkers like the lady i mentioned, and bicyclists the road so they have more space to practice social distancing which requires at least six feet between people, especially on days when Golden Gate Park is crowded. Its been really difficult. You see people on the sidewalks. They cant put six feet between one another. Tempers flare up. It gives people more space to walk around, nice to be able to spread around and enjoy. Everyone is craving outdoor time. Reporter what is it like before . Pretty crowded.
