The idea is to match up the number of ventilators and patients. If you spike too early, there are too many, not enough doctors, not enough ventilators, and people get in trouble. New yorks governor says the state there needs as many as 30 thousand dollars ve thousand ventilators. 30,000 . Think of this. You go to hospitals, they have one in a hospital, now all of a sudden everybody is asking for these vast numbers. Reporter governor cuomo, meanwhile, maintains he needs that many ventilators. He just had a press conference of his own. Keep in mind there are 40,000 tested positive in new york city. Thats about ten times what we are seeing. Now, this morning a hospital chain in detroit warned the Mayors Office there in detroit that there are people on ventilators who are not going to improve in the hospital, would be taken off those ventilators so they could be used by someone who may benefit from them. So to be clear, the people taken off the ventilators would then most likely suffocate. Also morning, the president tweeted this. Were hoping for more information as he holds his press conference this afternoon. He says, as usual with this general motors, things just never seem to work out. They said they were going to give us 40,000 much needed ventilators very quickly. Now they are saying it will only be 6,000 in late april and they want top dollar. Always a mess with mary b. , thats the ceo, invoke p. The president later tweeted that the p is for the defense production act which would force companies to build things we need. Car companies did that during the second world war, for instance, they built airplanes and tanks, but they got paid for them. Its not clear from president trumps tweet if he was aware that the companies would want money for the products they were making, as he says, they said they were going to give them to us. Its worth about a billion dollars, in idea. And marcus, the New York Times reporting this morning that the white house is balking at that cost. 1 billion is about onehalf of 1 of the bailout. Thats how big trillions are. Absolutely, scott. Were talking a lot of money here. But those ventilators are needed to keep people alive. You this, scott. Some neighbors in Contra Costa County this morning are just finding out that their local schools may become a care site for covid19 patients. Nbc bay areas Sharon Katsuda is at the scene. Reporter marcus, were seeing county employees here and one employee told me they are making sure that the Communications Systems are working here for this personal care site. Now, the School District and county health provided for details this morning. Alhambra high school has been chosen by federal and state officials to turn this site into an alternative care site if the nearby county hospital becomes full. The countys health cio tells me the plan is to shelter covid19 patients at the high school who require a lower level of care but still need to isolate. Neighbors say they would like the county to provide fliers in the community to provide information about this plan. I think they should announce it to the public first, before they start doing this kind of thing in our neighborhood, you know, because people are walking their dogs here, children are playing with their bikes here in the afternoons. And, you know, this is where we can get out and move. Reporter on the district website, the superintendent says the gym, the commons, and the kitchen are areas that would be utilized for this care site if needed and so far there are no plans to use classrooms in other buildings. The district is busy this morning reaching out to teachers, informing them about this plan and to remove their stuff if they need to before the school possibly becomes an alternative care site. The superintendent says the school would be sanitized and disinfected before students and staff return to school. The county Health Officials tell me this is a fluid situation, there is no opening date yet. She says there are so many variables such as social distancing, if that works maybe the numbers will go down and there might not be a need for this care site. Sharon katsuda, nbc bay area news. This is where people are trying to get tested. The number of people might be lower today. Theyre also closing early to allow hayward firefighters and paramedics to conduct testing elsewhere in the community. Reporter the state has seen the fastest growth rates in the world. On thursday the numbers soared to more than 2,300 coronavirus cases and 83 deaths. If this spread continues on its current path, could louisiana start to look like spain or italy . Absolutely. Reporter and new orleans is taking the biggest blow. In orleans parish, nearly a thousand cases with 46 dead. Now experts are pointing to one major factor. Mardi gras. People are drinking and sharing glasses, throwing beads off floats. Unfortunately people werent only catching beads who were here for maddie grass, they were catching coronavirus. Reporter a popular new orleans deejay was writing one of those floats last month. Two weeks later, he started feeling sick. Doctors ordered no visitors because of the virus. In his final hours, his wife couldnt even be by his side. I couldnt hold his hand. I couldnt tell him i love him. Nothing. That was the harder t er thest me, i couldnt be with him. Reporter the heartache shows no mercy. Mayor mei says the city council is looking into creating a Testing Center in the city like the one we saw earlier in this newscast in hayward. Struggling homeowners will buy some time on making their house payments. Many banks already stepping up to help californians. Citigroup, jp morgan chase, u. S. Bank, wells fargo and 200 state chartered banks and Credit Services have agreed to the 90day grace period. During that time those institutions will waive late mortgage fees and other fees including ordinarily citi withdrawals. The banks were agreed not to report late payments to agencies and will have no new forks for 60 days. Any late charges charged about this agreement would still be on hold unless you have convinced your bank otherwise. But this do not apply to commercial loans and it does not apply to people who rent. Renters are still on the hook unless youve made special arrangements with your landlord. Governor newsom did sign an executive order that gives cities and counties permission to halt evictions during this outbreak. A live at sfo where the airports are streamlining operations due to the lack of travelers. Starting on wednesday, the International Terminal will be consolidated into a single concourse. Boarding area a will be closed and all travelers will begin using area g. Those changes will be in place at least through the end of may. And today, dmvs statewide shut down, canceling all appointments. This move started today as only temporary. It follows an employee testing positive for coronavirus at a Southern California dmv office. Beginning next week the dmv will reopen, but only online. Services will continue for mail and kiosks. Meals on wheels is partnering with doordash to make sure the most vulnerable groups here in the bay area have meals in this tough time. Meals on wheels delivers breakfast, lunch, and dinner. Seniors and the sick really need their help right now. Were seeing more of that with the shelter in place. Its tripled in san jose, the number of meals made went from 400 to more than a thousand a week. Health trust partnered with doordash to make sure the meals are delivered. For many of the residents were serving, they are homebound and they cant even go and get their own groceries. Some of them are so frail, they cant cook their own meal. Thats why meals on wheels is such a lifeline. Health trust is also hiring deliverers to help deliver the meals. Those deliveries are deemed essential services. Today will be a nice day if youre doing that job, getting out, driving around to help those in need, kari. It will be a nice day out there. It will be a nice day. And its always great to see people helping each other and also we have the essential workers out today, making sure that we all stay safe even as we shelter at home. As we get a look at our sunshine across the bay area, a live look outside in the south bay, we started out with a clear sky and chilly temperatures. Its slowly starting to warm up out there. Just a couple of degrees warmer than jed. Were starting out with those temperatures in martinez in the low 50s. Well be in the low 60s going into the next couple of hours. And then Holding Steady there until 4 to 5 00, then starting to cool off once again. As we look around all of our microclimates, highs up to 62 degrees in napa as well as concord. Antioch reaching 62. 59 will be the high today in palo alto. And checking out whats going on. Okay, so we have a lot of changes here ahead into the weekend. Were seeing sunshine now, but there will be some more clouds moving in, as the new storm system approaches from the north. That will bring in our next chance of rain. So looking at whats happening nationally, we know were not the only ones having to shelter in place. Looking at these high temperatures across the country, check out new orleans and atlanta, very warm air for the southeast even for this time of year. A strong cold front will be coming through over the next couple of days. Were not traveling much now but were seeing impacts for part of the Pacific Northwest as this storm system moves closer. It will bring in rain and snow for upper elevations. This cold front is not as chilly as the last one that moved through. So were not looking at as much of the sierra snow. And for the bay area, no snow on a lot of our peaks. Well just see waves of rain coming in and temperatures reaching into the upper 50s and low 60s. Some of the heavier rain will get here by saturday or sunday morning into sunday afternoon. We could have some really heavy rain just briefly moving through and then it moves out by late sunday night. So waves of rain in the forecast, not too many opportunities to get outside for the weekend. So its really helping us out as we try to shelter in place. Were also taking a look at a lot of our live cameras to see whats happening not only around the bay area but across the state and in squaw valley. Its very cool, just one degree above freezing. This next storm system will bring another five to six inches of snow to the sierra. Well see a quarter to half inch of rain, maybe a little bit higher in some spots. Once that moves out well have some dry weather next week. Were looking at a big boost in temperatures going into the low 70s for monday, mid70s by the middle of the week. And for San Francisco, were also going to warm up from the 50s this weekend to the mid60s by wednesday. That money will go to americans who are out of work, businesses who are struggling, and of course hospitals that need the money. The Senate Passed this bill last night. President trump says he will sign it. Senator Kamala Harris is calling out some of americas Largest Companies for what she believes is not enough sick time for workers to end those benefits. A tweet from the senator said she has since taken that down from her feed. She tells the chronicle that she and senator gillibrand wrote 36 ceos. Some Companies List income thed tweet have added some more benefits, others did not comply. Mayor Eric Garcetti is battling a huge spike this week in coronavirus illnesses and deaths. The cdc is reporting two deaths this week tied to the grand princess cruise ship that eventually docked in the port of oakland. Both men were in their 60s and were initially quarantined at Travis Air Force base. No other information was given on either patient. The cdc also saying that fewer than half of the 2,400 passengers on board that ship were ever tested while in quarantine. Of those, about 100 tested positive. While the state prepares for the surge in covid19 patients, a lack of medical staff to handle the increase is a serious concern. There are nurses ready to go, so why arent they being put to work . That red tape there. And here is investing reporter candis nguyen. Reporter melissa was completing one of our final nursing requirements when covid19 put a stop to her studies. They had to make the decision to protect the participants in their programs. Reporter she isnt alone. Nearly 12,000 nursing students across california are in a holding pattern. The hospitals where they normally fulfill the remainder of their inperson training have restricted access to focus resources on coronavirus patients. But michelle says she and here peers are asking for Emergency Action to help them graduate. Were stuck not being able to do anything. The nurses on the front lines are risking their lives, safety, and time with their families to help people. Thats what we got into nursing to do. Reporter state law requires nursing students to spend 25 of their training in simulations and 75 doing inperson clinical work at hospitals. Nursing schools, deans, educators, and student associations have joined forces and sent letters to the Governors Office and the nursing board in early march. Theyre vouching for their students capabilities, asking for temporary changes to licensing regulations for new nurses, and most notably, are requesting the 75 inperson requirement to be lowered to 50 . What do you want to say to people who may be concerned that nursing students arent ready to work in a hospital yet . I think at this point were all ready, willing, and able to go out and help wherever we can, however we can. The nursing students in my program right now, they have a desire to help and jump in. Reporter mary foley is the director of nursing at ucsf and reviewed a draft of the letter sent from the uc system. Shes been a nurse for nearly 50 years and understands the 75 inhospital regulation. She says Patient Safety is always a priority but were in an emergency right now. This is not an epidemic. Its a pandemic. Were learning more every day. But right now this is our urgency and its all hands on deck. Foley points to a study which found no notable difference between nursing students from states requiring 50 inperson experience to those requiring 75 . We know for a fact, based on research, that its safe. So thats why i think were very justified in asking for it and not asking anyone to put the public at risk. Reporter foley says no one expects the students to take on complex or critical medical tasks. Rather, simple procedures such as swabbing and basic care that would free up more experienced nurses. Our team reached out to the california board of registered nurses. They declined to comment but in an email to the Nursing Association the board says it has no jurisdiction to change the law. That ability resides with the governor who addressed the issue on monday for the first time. We believe the ability to get fourthyear medical students into the system, to get them their nursing degree, and licensed earlier. Reporter when we reached out to the Governors Office for a timeline on that, a spokesman would only say its forthcoming. The governors of texas, new york, and new jersey have all issued executive orders temporarily adjusting similar inhospital requirements during this pandemic. Candis nguyen, nbc bay area. Education leaders announced the plan yesterday, saying classes will continue remotely until then. If the shelterinplace order is lifted before the end of april, schools may reopen before that time. Two san jose spots may close because too many people are ignoring the social distancing rule. The two spots are closing to prevent overcrowding. Several new restrictions and closures go into effect at east bay parks and beaches starting today. Some hiking trails will only be accessible by bike or by foot. Oakland leaders are working to help renters make it in the bay. This is in the ongoing crisis. This afternoon they will vote on a new emergency eviction ordinance. If passed, they will postpone evictions if renters cant pay during the paneling. Other counties have passed similar measures. One Southern California companys ceo is sounding the alarm about hand sanitizer, saying it only can make the product for a short time. This comes as many shoppers are already finding those store shelves bare amidst the pandemic. Officials and we are definitely this is a press conference, First Responders and Health Care Workers will be given priority to be tested. This is a Live Conference with mayor london breed, being held virtually. Lets listen had. For their patience and for accommodating the change in order to help protect and keep them safe as well. And we also want to thank members of the public, because we know for the most part, so many san franciscans have really stepped up and really focused on social distancing and also helping to support and educate neighbors and other people as to whats most appropriate to do during this time. I know that we oftentimes refer to social distancing as saving lives. And i want to be clear that it will save lives. If we continue to practice social distancing every single day as we are during this stayathome order, we will get to a better place. But as dr. Grant colfax has said, we are at a really challenging time. We are seeing the numbers continue to crevasse we do more testing. And we also know, as we said in the last press conference we held, that we will need more beds, we will need more ventilators, we will need more support. So what you are doing by socially distancing and staying at home and only going out for essential services, what you are doing is you are helping reduce the number of people who are infected. So i want to thank you all so much for everything that youve done to help us get this far. And i know it hasnt been easy. We still have a lot more time ahead of us than we do right now behind us. Your patience during this very challenging time is definitely appreciated. I want to start by providing an update on some real positive information that we just received. Because, sadly, we know that testing is very limited in San Francisco, the department of Public Health, theyve been able to administer now 150 tests each day. That does not include the private hospitals. This is information that we anticipate we will receive sooner rather than later. We expect to increase that number significantly. And dr. Colfax will provide an update on where we are with testing and how we expect to extend our testing efforts more significantly than we have in the past. But the good news on that front is now, thanks to kaiser and blue shield, we will be able to provide testing for the Health Care Workers who are on the front line and working with patients who have been infected, as well as many of our Public Safety officials, our firefighters and Police Officers and those who are on the front line, we will prioritize them for testing. We know that so many of them are very concerned that they are doing this work in the community. They are trying their best to help save lives and serve the public. But they are living in fear as to whether or not they have the virus. And theyre concerned with going home and spreading that virus to other family members. We know thats a big concern, so getting the ease of knowing whether or not they have the virus or not is critical to protecting Public Health and safety. And so we will be prioritizing Public Health and Public Safety officials for testing. And dr. Colfax will talk a little bit more about that as well. And i want to just also mention to the public that although we want to be tested, i know Everyone Wants to be tested to know and think that that could put an end to what we are experiencing. And i want to be clear that in light of having sufficient testing for all san franciscanf, more social distancing is the key. I know i keep mentioning it but i cant mention it enough, because regardless of how many tests or who were able to tests, that at the end of the day is going to make the most impact. So please continue to practice social distancing. I want to talk about, since today is friday and the weekend is approaching, and we know what happened last weekend, what happened last weekend, you did see people who were out, of course enjoying the fresh air, walking their dogs, walking with some families and kids, and practicing social distancing. But sadly, we saw a number of areas in our city that were just jampacked. And we also saw people who were playing things like volleyball and basketball and other sports together that are not things that are that we are able to do at this time as a result of the order. And so just to make it clear, we are going to have to make some changes. The last thing i want to do, as i said on monday, is to basically close the parks. And so we need to shift our behavior and make adjustments so that people are not doing the kind of things that are going to lead to the spread. As we go into this weekend, i just want to appreciate the fact that weve been able to close places like alcatraz and lands end lookout and forepoint. And the federal government has announced parking closures in the city, including baker beach and ocean beach on slopes. So if you are trying to go to baker beach or ocean beach or crissy field, the parking will not be available. And we will be monitoring the neighborhood to make sure that there isnt an influx of vehicles that are impacting the parking in those particular neighborhoods. We dont want people to get in their cars and drive to ocean beach. What we want people to do is stay at home, and when they need to go out and get some air, walk outside, go to a park within the proximity of your neighborhood, please dont get in your cars and drive to ocean beach or crissy field or other places like that. So were going to be closing parking lots in crissy field, ford funsten, and specifically near beach chalet. We hope that by closing this area off to cars, that people will start to get the message of why we are pushing folks to really try and stay get your fresh air, walk your dogs, but dont get in your cars and drive to specific locations to play volleyball with your friends, to have picnics, to have wine parties. Zoom is a great tool to have wine parties and connections with one another, with friends and family members. I just discovered that as a very great tool for socializing. But the last thing we want to do, as i said, is to start to close the last bit of fresh air that were able to get during this very difficult time. And so parks, we know, are essential. And i know other places have chosen to just close parks and other places down. We dont want to get to that place. But if we see more people playing in basketball courts, if we see more people playing volleyball with one another and baseball and some of the sports that are more teamrelated, we will have no other choice. So its still okay to go out and walk, its still okay to go out and ride your bike and run. And i just want to give a message to the runners because i had an experience when i was out walking yesterday, i was walking in a narrow area and the retuuns decided to run very close yesterday. It would have taken three seconds for the runner to wait until i crossed the bridge area to get by so we could maintain that six feet. So im asking people to be considerate of one another. Im not asking you to go out in the street and risk getting hit by a car. Im asking you to just maybe wait a minute or two to allow people to pass within a safe distance. Again, we all can play a role in making sure that social distancing is practiced by everyone. The fact is were in this for the long haul, so theres no need for any of us to be in a hurry. I want to also talk a little bit about whats happening with our homeless population. Because we know that there are so many people who are very concerned about what this could mean, not just for the people who sadly are sleeping outdoors, but what does this mean for people who are in congregant living settings like laguna honda, single occupancy hotels and these other places. Weve been working on a number of things. I want to talk a little bit about what we have done and will continue to do, and hopefully give people an update on where we actually feed to gneed to ge well. Starting next week, moscone west will open up and supplies are being delivered this weekend. People are being coordinated. Well use moscone west as a place to thin out our shelters so we can start to have places so that people who are, again, living in congregant settings like our shelters can be spread out a lot more, so moscone west is going to play an Important Role for that.
