1,000 today and nearly 12,000 tests are still pending. There is anger and concern among the residents at that peninsula senior facility as we first reported last night, a 75yearold man at the Sub Acute Center began showing signs of coronavirus just one day after moving in. Robert handa broke the story and is live with the latest for us. Robert . Reporter well, some of the 100 or so senior residents here told me they already felt more vulnerable due to their age and health. But they say it is a whole different kind of fear when a coronavirus case is in their midst. This is 63yearold Fernando Castello in isolation in the los altos sub acute patient center. They contacted me because theyre upset not enough has happened to protect patients after a man brought in march 13th later tested positive for coronavirus. They say theyre concerned the limitations of staffing in Nursing Homes make for an even bigger risk. By phone costello told me the patient who tested positive initially had two roommates. The two other people have been removed. But one of them is still walking around. Reporter costello said she and other patients dont feel safe in quarantine because that means rotating nurses and others. Whoever goes in that room is also taking care of others. Thats my concern. Reporter again costello emphasizes she doesnt feel managers are being negligent but Nursing Homes arent given enough resources including protective equipment and even with a coronavirus patient onsite. Her question of the managers is this . What are you guys doing to prepare your population instead of reacting from it . This is what were doing now is reacting. Reporter now we did not hear back from the care group that runs this facility except the person told us that the website would be continuously updated but sp patients told us they were told that there would be no more new admit ant and more protective equipment has arrived or is arriving. Live in los altos, robert handa, nbc bay area. First the warning and soon the fines. Be ready, the bay areas biggest city cracking down on nonessential businesses, staying open. Now since the order went into effect four teams of San Jose Police officers are on the streets warning nonessential shop owners that they need to close. So far more than 50 stores have received a warning from sjpd, among them a pool hall, 14 hair salons and war cash and three gyms. Today the police chief said the warnings will soon turn into citations. Were looking to begin that enforcement next week. We have several remedies to include criminal citation, business license sanctions and health code violations. We spoke with the owner of a small flowers shop and le take his chances because his entire livelihood depends on his shop staying open. A gun shop in the east bay defying the shutdown order closed today. It took a warning from the Sheriffs Office to make that happen. But that is not the only business deemed nonessential that is trying to stay open for business. Nbc bay areas melissa colorado joins us from the gun shop in contra cos Castro Valley and it sounds like a lot of businesses are ignoring the order. Reporter the spokesperson for the Sheriffs Office said the phones have been ringing off the hook with people complaining, reporting nonessential businesses that are somehow still open. Were talking about nail and hair salons throughout the county and up until this morning it also included this guns and ammo shop here in Castro Valley but this changes this morning. The closed today signs are up and all of the guns have been removed from the display. Yesterday it was tesla and today the sheriff took on solar tactical, a gun store in Castro Valley that until this morning refused to close its shop to customers. A gun store is an essential business because it is a Second Amendment right. Reporter the owner has seen a spike in gun and ammo sales since the order went into effect. This shipment of boxes packed with ammo that arrived this week sold out in a couple of hours. Theyre concerned about looting or concerned about their personal safety in the house. That is what is driving all of this, is First Time Buyers concerned for safety. Were in unprecedented times. We didnt want to go into the enforcement mode with solar tactical. We went through there multiple times. Reporter the team of deputies stop by stores in the county that shouldnt be open. Sergeant ray kelly said these are typically family owned Small Businesses including hair and nail salons whose owners dont realize theyre breaking the law. They absolutely have been totally cooperative and closed. They just needed some education on what is going on. For me home safe is a concern. Reporter this man was about to pick up a glock that he purchased for 700 and now he has to wait until the order is lifted. In a crisis like this, this is something that every citizen that isnt a felon and doesnt have a criminal record has the right to do. Mayor libby schaaf said opd is stopping by businesses that shouldnt be opening and educating those owners about the exact details of the order. I dont want my employees to expose to the virus. We are struggling and thinking what we can do. Reporter napa county issued the shelter at home order two days ago but this is the first day it takes effect. Im over 65 so everyone said you have to stay inside. Reporter sandy kept a 6 foot distance during her daily walk and started preparing to stay at home days ago. Now i have more food than i know what to do with. Those stores were mostly stocked but toilet paper remained hard to find. Gabe is manager sat this Public Market where all of the tables and chairs are gone and the food is now takeout only. Were still hanging in there. We still want to serve our local community. South bay fire crews are at the highest risk for contracting the virus because Santa Clara County has the most confirmed cases in the bay area. The fire chief tony bodden said one firefighter was exposed. I am concerned. We have to manage the fear, the expectations of our personnel. So this is an n95 mask. Reporter to learn the scope of the problem, our unit reached out to 13 Fire Departments across the bay area. Eight responded reporting 11 confirmed coronavirus cases involving firefighters. More than 80 quarantined and at least ten firefighters they say waiting for test results. We understand what it is to fall and get hurt. We understand what it is to get cancer or to be burned in a fire. Weve had that happen time and time again. This is a new experience. Reporter when one Fire Department is short staffed whether from massive wildfires or coronavirus, it requests help from neighbors. This kind of mutual aid works like it sounds. If neighboring city or county departments are stoo strapped to help, the request goes out to the region and then to the state through the office of emergency services. I have 41 units reporter ken led that agency as the california fire and rescue chief for 17 years. As a a californian we know to stockpile for earthquake and fire, was there talk about pandemic. Yes. The state of california has planned for pandemic, it is part of the state emergency plan and i think unique other than 2009 none of us including myself have seen quite as large or as circuming as this is today. Because of the limited supply for now the city is sticking to the cdc guidelines when it comes to who gets tested. The stayathome order is hitting people hard financially. Individuals who make 75,000 or less a year would be eligible to get a 1,200 check from the federal government and married filed jointly will make less than 150,000 to qualify and under the plan they would get 2,400. That will put a few locations into the 70s like napa, also into danville and concord, san jose at 67. I do want to get to some changes that we have on the way for tomorrow. I still think tomorrow looks beautiful but our storm system is beginning to move in a little bit quicker and that will keep some high clouds in place for tomorrow. Just off the top now, what are we doing right before we get into any criticism, what are we doing right, right now as a state and as a country . Well, i think what were doing right is to recognize how serious a threat the coronavirus represents not only to the lives of our people but a threat to our economy and to our country. I think there is now a universal recognition of how big a threat this is and i think that there certainly are efforts particularly at the state level here in california, new york, other states around the country to try to take the steps that we have to take in order to ultimately contain this virus. You were former chief of staff for president clinton. What happens right now in the situation room since youve been intimately and have this knowledge, what is happening in President Trumps situation room with his advisers. Is there any pushback and conversation and dialogue or is there just one word and that is it. Let me describe what i think should be happening. What should be happening is that the president should understand the depth of this crisis, how big it is and how much of a threat it represents to the country. And secretary, if i could jump in here, is he understanding and just not communicating it for maybe the fear of the recession and stock market or is he simply not understanding what is happening . Well, that is a good question. Because my sense is he began by simply saying that it isnt as big of a problem as we think it is. That we can control it. The words he used were basically the words of trying to almost ignore how big a threat this was. And i think that was dangerous. Now i think the president is finally beginning to understand how big a threat the coronavirus is to the country and to our economy. I think hes beginning to understand that. Secretary panetta, you could give me your Historical Perspective in terms of your generation compared to a younger generation, where will this rank so to speak for lack of a better term . We have the great depression, world war ii, the spanish flu, where do you see it . Well, you know, i was a young boy during world war ii, so i remember the seriousness of that crisis and what it meant for the country and obviously went through a number of wars, went through 9 11 as secretary of defense, as director of the cia, my responsibility was to deal with the war on terrorism that resulted from 9 11. So i understand what crisis is all about. I think we are dealing with a major crisis with this coronavirus. This isnt just another flu, this is something that can literally devastate our country. Were state. Were shutting down the country. That means jobs. It means employee. It means paychecks. It means businesses. It means enterprises. It means the stock market crashing. It means the impact on health care itself and the loss of lives. This is a huge crisis that i havent experienced in my life because it really demands a total mobilization at every level if were going to deal with it. Is there any possibility in your mind that there could be impact or a delay perhaps to the november president ial election if we dont get through this in the next few months . I hope we dont do that. I hope that we are able to have this election in november and have the American People be able to express their view about who should lead this country in the future. That is an important right we all have. And it was really interesting to see those states who were imp t impact impacted by the coronavirus still turn out and vote in the primary. I think we can do that in november and my hope is that by november well have a better sense of our ability to control this huge threat to our society. Now lets talk about your front door. Oakland police today alerting us to this one, thieves potentially going doortodoor claiming to be city workers who are doing covid19 tests. The cops say, no, that is not happening. So you should not let them in your house first and then call 311 to report those imposters. What they want is you to sign up and get all of your personal information. Did you not want to hand any of that over. Also your money of course. Our colleagues over at telemundo 48 told us they were hearing about a new scam where the bad guys are trying to trick people into handing over information because they know about those government checks that will go out. Well, here is the thing, none of that is finalized yet. So ignore the calls letters or knocked at the door. Yeah, i think were going to roll in with really good weather here through saturdays forecast. A little bit more cloud cover than anticipated and that is from a storm system that is beginning to move close. So, yes, even though im in my living room, part of it right now, we still have the full tools to give you the microclimate forecast with the same accuracy and quality. So as we bring you into the first thing to talk about, i think it is important here because we do have pollen that is beginning to spike, especially oak trees. As you look around the pollen is beginning to drop from those and that could definitely have you with some problems this weekend, sneezing, itchy eyes, maybe even a little bit of coughing or asthma issues. So you really want to discern those from covid19 and make sure you compare what youre dealing with along with allergies to make sure that youre taking care of yourself properly. So i definitely think that is important to get out there first. Otherwise, what were dealing with tomorrow is a little brief mild weather rush of air moving in before our storm system just off shore eventually makes it here. So here is the deal. Tomorrow morning, a little bit more cloud cover moving in with some high overcast. Temperatures in the low to mid40s if youre looking to get out tomorrow morning with fresh air still more of the jacket weather that weve been used to lately. 42 in the east bay. San francisco 47. In the north bay also at 40. So maybe just good weather to kind of sleep in since a lot of us are working from home. You could catch up on maybe some of the zs. As we head through tomorrows forecast, i do see numbers warming up a few degrees down here in the south bay but overall well stay in the 60s and unfortunately if you were looking for big sunshine in the south bay, i do think the cloud cover is going to linger here so hang with us on this. We have 67 in san jose, also 65 in morgan hill. Right through contra costa, Alameda County and some isolated 70s over to concord, danville, back to pittsburg as well. Through the peninsula, were getting you up to the 60s here in redwood city with a 65 in redwood city. 67 in palo alto. San francisco plenty of upper 50s and low 60s as we move through tomorrow with the marina at 61. And the north bay we are looking at napa, sonoma, also santa rosa and the upper 60s to about 70. Now my extended forecast shows that we see the better chance of rain returning by sunday night but notice the notation there, the storm is going to move in from the south so the south bay would have the better rain sunday afternoon and that monday, tuesday and wednesday, quarter to three quarters possible and well see from the inland valley, you want to enjoy tomorrows temperature with that average high of 70 because drop down to 62 on monday and 57 on tuesday. And real fast, you could see on this rain map, this last graphic i wanted to show, the bulk of the rain chances right now looks like it would go toward the south bay, the way that things are lining up now. So yes, rainfall on the way but it looks like the south bay could get more rainfall than the north bay with this storm system. So its been kind of unusual lately. The heaviest rain is moving off to the south, missing the north bay. Well continue to stay on top of it as we do weather from home. Im kind of sort of maybe used to it, you guys. I think ill have a coffee in between shows and i can fire up the coffee maker. It makes it easier. Dont get used to it.
