Right now at 5 00, new directives for californians amid the coronavirus pandemic that Governor Newsom is now ordering. The news at 5 00 starts right now. Thanks for joining us. We continue to follow developments seemingly ever minute on the coronavirus. We just learned a Clinical Trial evaluating a Coronavirus Vaccine begins tomorrow. The first participant in the trial will receive the experimental vaccine at a kaiser facility in washington state, and it will take a year to 18 months to validate a vaccine, and we are asked to avoid gatherings of 50 or more people until about june. Here in california, sweeping changes just announced, including the governor calling for the closing of bars, clubs and wineries. And we are live with all the information swirling in. How are people reacting, sergio . Reporter with a combination of shock and acceptance. There are some cities in the bay area that already issued a combination of some restrictions over the last couple of days, but this announcement by the government this afternoon ratchets up the response another notch. We are directing all bars, night clubs, wineries, group publics and the like be closed in the state of california. We believe that this is a nonessential function in our state and we believe that its appropriate under the circumstances to move in that direction. Reporter the governor stopped short of issuing a lawful order but is asking businesses to follow his call, and said the restaurants stay open but reduce their capacity for a half in order to provide a way for social distancing, and residents are called to remain at home. He shared the governors remarks, and here most are rattles but understand given the circumstances. Were like, you know, were like a week, week and a half behind italy, and somebody else said that when it hits, its going to hit like a tidal wave. Reporter in europe, fitlita france and spain are in various lockdowns, and ohios governor made a similar announcement about closures, and Governor Newsom expect businesses to follow the order, and what was not made clear is how long this will continue. Sergio, thank you very much. In two hours the grand princess cruise ship expecting to leave the port of oakland. So many people stuck on the ship, and now the focus shifts to those left onboard. And Christie Smith joins us live with the late details. Reporter according to the governor the grand princess should finally be leaving sometime around 7 00 tonight and then it will temporarily anchor out in the bay, and then apparently continue quarantine with about 340 members onboard. Crew members. Princess says those requiring elevated care bill go to medical facilities. At one point there were about 1,000 cruise members but most moved on to chartered flights away from the public and back to their home countries but underwent a Health Screening first. This week more than 2,000 passengers disembarked and went to air bases to be quarantined, and some describe a disorganized process with that. People that needed medical attention were taken off first. We are told there are still about six foreign passengers that need to get home and today newsom says there are still about 75 medical personnel onboard taking care of the crew members. The Governors Office says that once the ship is gone, this site here at the port of oakland will be decontaminated and the all the temporarily structures removed and the area washed and cleaned with a bleach solution. Reporting live near the port of oakland, Christie Smith, nbc bay area news. Thank you very much. Churches, churches coming up with a variety of ways to still offer a way to pray despite services being canceled. Churches have been told to not hold masses or services to avoid spreading the coronavirus. Look at this in concord, people can drive to the church and be offered a prayer and move on, or watch a live stream in your car as if you were going to a drivein movie. We will just have them crack their window and say, how are you doing . While our services are not in person or in the worship center, we are happy to connect and talk with you here and we are watching online, and if you want to receive prayer, we will encourage you no matter what you are going through. The bay church usually serves 3,000 people on sundays. Parents are going to be tested with kids being cooped up at home, but there are things to help children busy and educated at home. The superintendent of schools is joining us now. Thanks for being here. Every parents situation is different, different ages and different numbers. The first guideline is young people should not congregate out in the community and just be in large groups in the community, so we are encouraging children to stay at home as much as possible and to, you know, also to have some time to be outside during the day, but just not in groups. Physical activity, and fresh air is really important. We are also encouraging young people to continue to read, to play games, and there are educational materials and things Available Online to continue childrens learning, and every school throughout the state and the county are in the stages of development to provide some resources, to continue learning. Perhaps through learning packets, and online lessons and other materials. So this is going to be evolving as we go because its a brandnew thing. What kind of discussions do you have . Do you get the teachers together . Is it more of an administration thing . How are you trying to plan about the packets with the information where the students can keep up Going Forward . Our Education Community is working together to come up with solutions and to provide respectable learning opportunities during these temporary school closures, so teachers and administrators, our state department of education, and county offices of education, throughout the state. More to come for all the families, and at this time we just really encourage families to continue learning at home. Parents are childrens first teachers and they continue to be their lifelong teachers, and a lot can be done at home. We have concern for teachers themselves. Suddenly they are going to be given off two weeks, three weeks, eight weeks, we dont know, off, and what is the status of a teacher when Something Like this occurs . What happens to them as far as pay and their lives . Well, at this time our educators are on duty, and were oncall, and that means that during this period of time they will be paid and they will also be given some alternate duty assignments as needed to help support continued learning. Thats going to vary by position, and as the next few days evolve we will have more clarity about what that is going to mean for each individual teacher. Superintendent, thank you very much for taking time out of your sunday and talking to us. Good information. Thank you very much for being here. Thank you, all. All right. Social distancing. You probably heard that phrase as we report to the coronavirus vice crisis, and what is that so important and what does it looks like . By this point in the coronavirus outbreak, you have all probably heard of the term social distancing, but one thing everybody may not grasp is that its important to do even if you or nobody you live with is in the high risk group. This isnt really about protecting yourself we reached out to dr. Maria raven at ucsf to help us explain. What we are trying to do is prevent the spread of the rest of the community to people that are at risk, people older than you or have Underlying Health conditions, and you can decide what you want to do, but you need to be cautious about exposing other at risk people. So what does social distancing look like in real life . Here at our house, were doing the best we can. Working from home when possible is a good step. Card games and board games with mom and dad to replace play dates and sleep overs with friends, and cooking at home instead of going out to restaurants. Activity is still important, but these days its a walk in the woods or a trip to the beach rather than participating in sports or dance. What social distancing does not look like is Standing Shoulder to shoulder with dozens in a bar, which it seems what many italians were doing when their country was at the stage of the outbreak where we are now. They all of a sudden had an explosion of cases almost in a matter of days. This thing has gone rampant already, and they had not implemented the social distancing yet. The goal of social distancing is to achieve another term you probably heard of, is flattening the curve, and that is something the government or hospitals cant do. Its up to all of us. Everybody needs to take responsibility and step up and do the right thing. Thats the only way its going to happen. Garvin thomas, nbc bay area news. Lets take you outside for a live look at san jose right now. Cloudy, and not many cars out there. Very smooth drive coming down here from marin county earlier tonight. Rain on and off, though. And rob, is it over or are we getting more . No, it keeps going and going. In san jose, the biggest totals for the weekend. Morgan hill, and san martin, over two inches of rain. The north bay about half an inch around santa rosa and napa, and you can see the showers moving through, and then mainly from the east bay into san jose, rain continues. Heres the area of low pressure we will be watching, very slowly move into the south and that means more showers for monday, and even snow levels could be seen on the higher peaks tomorrow. Coming up, plead guilty to lying during the russia investigation, and now the president is considering pardoning him. And what other steps are being taken to help the spread of the virus. The Justice Department and white house did not respond immediately to the request for comment. Starbucks continues to change the way it does business in the uncertainty of the coronavirus panic. Nobody is allowed to sit inside or outside starbucks cafes. Starbucks says they know the changes will work because they already successfully implemented them in china. Were back in a moment. A changing day. You look behind me and you got the nice predominantly blue sky over the golden gate bridge, and rob, its not necessarily going to stay that way. Yeah, the difference is going down the peninsula away from san francisco. Partly cloudy skies and dry conditions in the north bay, 56 earlier today in san francisco, and then you get into the trivalley, back into the rain, 48 degrees in dublin and san jose is the wettest part of the bay area this weekend, the south bay. 51 degrees and still showers headed towards tomorrow morning. Notice the morning temperatures, upper 30s to low 40s and the air will get colder to support snow across the higher peaks of the bay area during the day tomorrow. Temperature wise, its almost a copy and paste of what we had today. Temperatures in the low 50s and more showers, the chance of hail. We saw a little bit earlier this morning, and we could see a slight chance of thunder especially out along the coast. East of san jose under the clouds, snow around mt. Hamilton and still rain around san martin and morgan hill. South of san mateo, and around san carlos and casto trvalley a the trivalley, a little mix with sleet and the north bay relatively dry, as this keeps the peninsula and south bay in the rain again. The area of low pressure didnt move much today, and as it moves more south tomorrow, it brings in cooler air. Higher peaks of the diablo range, and including the higher peaks of the Santa Cruz Mountains could see a little small for tomorrow morning. Rainfall totals through about tomorrow evening. It will be highest across the south bay, and we could see another half inch of rain, and 11 00, most of the rain kind of like what we are seeing now, lower peninsula down into the south bay. Tomorrow morning, studier rain, and then as we head to about midafternoon, still more showers, a lot like the radar looks right now with the ongoing chances of snow out near mt. Hamilton and mt. Diablo for another day. And the same upper level low doesnt really leave, its just sitting across Southern California so we cant rule out the chance of a few showers through the middle part of the week, but the next widespread rain event looks like it will give us a dry day on friday, and here it comes down the coast, and odds are saturday night into sunday, more rain. Overall, a very similar pattern, what we are seeing right now. Another coastal low gives us enough moisture to bring us the rain we need and more snow up towards the sierra. And probably thursday afternoon or friday that looks to be the driest day of the next seven. Remember, just last month we could not get one rainy day, and now its the opposite, looking for the one dry day. In and out of the rain, and many places, just this weekend reached their monthly averages in the south bay, and we are going to be adding to it over the next seven days. Back to you.
