Nice to see some rain moving at least into parts of the bay area. Not all of us will see it as we look at the models. Hell meet with republicans to talk about how to try to right the economy. Investors nervous. People worried about paychecks and retirement accounts. The president says lets give loans to Small Businesses and support the travel industry. Those are his ideas. Some republicans saying it may be too much. Substantial relief. Its a big number. Were also going to be talking about hourly wage earners getting help so that they can be in a position where theyre not going to ever miss a paycheck. Reporter taking a live look at wall street, things are looking up this morning after that huge selloff that had the dow down 2,000 points yesterday, forced them to stop trading for 15 minutes. Things are looking up today. People continue to keep an eye on their money, keeping an eye on capitol hill. Six members decided to quarantine themselves. They came in contact with someone who had the virus and home or work remotely for the next 14 days to be safe. Back to you. Interesting times. Back here in the bay area the map of the confirmed cases. There are now 86 confirmed cases. Santa clara county has the most with 43 and only Santa Clara County is confirming a death because of coronavirus. This is as several cities and counties are set to vote on local states of emergency. Santa clara county already declared a state of emergency and leaders will vote on an emergency measure today. New drastic measures are taken in Santa Clara County into uncharted territory. Large gatherings will be banned to halt the spread of the virus. Bob redell is live to explain where that ban will and will not be applied. Reporter the Public Health department has banned large social gatherings of 1,000 people or more. Theyre starting this ban tonight at midnight and theyll have it going on for at least three weeks. Now this is not applied to your shopping malls or the airports and, of course, schools are exempt for now. The more testing theyve done, the more cases they are seeing and they expect that trend to continue. Weve seen a rapid increase in cases not linked to travel or known confirmed cases of covid19. This order is legally enforceable by the sheriff and by all the Police Departments in the county. Reporter this temp rather ban does impact a number of events including those at s. A. P. Center which means no San Jose Sharks games, at least not with people in the stands. The sharks sports and entertainment saying, quote, we will adhere to the mandated guidelines, reviewing each scheduled eventte in the coming days. The earthquake say they will comply with the county order. The Public Health department announced the first covid19 death here in Santa Clara County. A woman in her 60s had been hospitalized for a number of weeks in Mountain View. She happened to be the third reported case in the county. Had not traveled internationally and had no known contact with an infected person. The decision made by universities like san jose state to curtail the possible spread. Bob redell, today in the bay. Thanks, bob. A lot of us wondering what it means for kids sports and Church Events and what not. Some bay area schools are already closed. Others are rethinking their policies in the wake of the outbreak. San jose state has stopped in person classes though campuses do we main open. Some bay area high schools are temporarily closed. Lowell high should reopen tomorrow and marin schools remain open but some believe that could change at any moment. Probably not a question of if but when, honestly. Weve seen school closures, weve seen all of this. Some more aggressive than others. If you look there at the bottom of your screen youll see that ticker is rolling by. A live look at the port of oakland where teams are still in the process of transporting 3,000 or so people onboard the grand princess cruise ship. We saw a lot of passengers disembark yesterday and where they are still onboard. Its not clear how many are left. Some are being sent to miramar air station in Southern California. Some of the passengers from other countries were taken to oakland airport. Bus loads arrived at travis where theyll now face two weeks of quarantine. The dow, nasdaq and s p 500 suffering their worst day since 2008 and less than 1 from bare market territory or down at least 20 . The dow down more than 2,000 points. And, again, a brutal day for wall street on monday. One Research Firm says this may be the storm before the calm, so to speak. The s p 500 index, the broadest measure has had a decline of 5 or more 11 times on a monday going back to 1952. Every time the s p has risen the next trading day by an average of 2 . Mondays represented some of the worst days for the market including the black monday crashes in 1987 and 1929. Perhaps a good time to mention dow futures are indicated to open up about 700 points. Not all of us will see it. See the rain around l. A. And some of that storm system coming in on the northern fringe of some of the rain bands moving in. Most of the bay area will stay dry. It may make it up to palo alto by 3 00 this afternoon. Were going to see some of those showers moving through gilroy and morgan hill and especially later on this evening when we see a heavier wave of rain coming in, yellows and oranges indicating heavier downpours but then as it moves northward a lot of that falls apart. A couple of different computer models to see how they resolve this rain chance and well see some of those showers moving through late tonight and moving out tomorrow morning. It will warm up the rest of the week and another chance of showers coming in by saturday as well as early next week. And this one looks more significant especially for the bay area where our rain chances, rain totals, may make it up to half an inch and thats the most rain weve seen in quite a while. Then we talk about the sierra looking now at the coverage of snow, and its only at about 38 of normal. And then we compare this to a year ago. Remember the snow we had . We are seeing a big difference here. We were at 162 of normal at this point last year after all of those snowstorms. I have some great news. Check this out. Look at this computer model. It shows possibly three, maybe even four feet of snow in parts of the upper elevations of the sierra over the next week, so we do have some great news here and were also going to have some cooler temperatures, off and on showers expected through the weekend. Mike, youre seeing a lot of slowing out of hayward. Yes, kari. The san mateo bridge westbound, your commute direction thats here with these flashing brake lights. Now theres still a little bit of flashing light activity midway down the flat section. No reports from chp. Here is what princess said monday. It will refund the full cruise fare for all guests including air travel, hotel, ground transportation, shore excursions, gratuities and other items. In addition to those refunds the company says it will also provide guests with a future cruise credit equal to the fare paid. These steps are a big departure from the cruise lines 10,000word passenger contract. It gives princess the right to deviate from the road, change ports and substitute transportation. The contract says passengers get nothing in compensation when they do all of that. Princess said its making an exception here due to the extraordinary circumstances. Understand some lines are offering exceptions but that flexibility is not universal. Theyre still making casebycase decisions and you may have to appeal to get them to come around. And this is to give faculty and staff to transition to online or distributed instruction which would last for at least two weeks until march 27th. This decision comes after days of pressure including a student petition calling for the school closure. City college of san francisco, uc berkeley and stanford have enacted the no inperson class precautionary measures. A lot of people thought it was unfair that it wa and for the other people concerned about their kids or their family being here, too. San francisco supervisors will rubber stamp closing sidewalks for the upgrade of mul tower. The projects involving propping up two sides of the building. Our unit has been following this story very closely covering the sinking tower which has settled about two feet since it opened ten years ago. Last week supervisors approved sidewalk closures around mission and fremont. Theres no set date on that retrofit yet. One east bay city is looking to create more Affordable Housing to help people make it in the bay. Berkeley city councilmembers will vote on bonds for low income residents. These are the renderings for one project that would create a fivestory building with more than 50 units. If approved the city would use nearly 40 million to create six new housing projects. All right. Over here with a slow drive persistent across the san mateo bridge, slow to the base of that high rise. Some sort of maintenance crews out there, the best i can tell, causing the distraction and possibly one lane blocked for the short period of time. Looking over at the map and on the waze system with our partners the drive across both of those routes. First of all the san mateo bridge is about 41 minutes if youre driving here from hayward over to san carlos. If you use the dumbarton bridge youre saving about three minutes though it looks longer looping back is a benefit there and join nbc bay area wazers and help you adjust your route. The slower drive across 92 and 84, the dumbarton bridge is a nice drive below there. Im tied up with the san mateo and dumbarton bridge, i want to share some data we got. I talked to the folks at the Toll Authority and they explained today might be an exception because of the problem on the san mateo bridge but we talked about lighter traffic flow monday to monday from the previous week we saw a drop in those number of tolls across to the peninsula. The dumbarton bridge dropped 18 and san mateo down about 8 . Cant say its due to folks telecommuting but it could be a big part of it. And b. A. R. T. Saw an 8 drop, too. We want to talk about the myths behind the virus. A lot of folks are talking about the kit because it seems like they have some sort of immunity. We havent heard of a lot of kids being sick. Good question. They dont really have immunity but they arent getting severe symptoms. They can get infected but they have very, very mild symptoms. They may or may not transmit. We are quite lucky children when they do get the infection get very mild symptoms. We saw perhaps one case in all of chinas cases was somebody 10 and under. A lot of folks are asking are you blowing this out of proportion . Is the media making this into a big hype, or is it very real . I think its real. This is something we need to act on. This is the time to slow the spread. I think the county is doing the right thing by banning large gatherings. We all need to do our part to slow the spread especially to those who are elderly and at high risk of complications. We need to make sure we dont overwhelm our medical system and really reduce the number of infections that we see. The county has canceled large gatherings of more than 1,000 people, talking about the sharks games. Our week plans are going to baseball games or Football Games with the kids. Should we be concerned about being in open air environments . In the open air is actually safer than being in a closed space with lots of people in a small stays. Open air environments are actually safer in some ways. Okay. Then i guess you know what were doing this weekend. We want to get to some breaking news. The stocks rebounding after yesterdays nightmarish day on wall street. You did not want to look at your 401 k yesterday. Trading i up almost the dow jones was up more than 800 points at one point. Courtney reagan joins us. You did such a good job of explaining something we had never seen before yesterday. Whats your take on todays buybacks . Today feels a little bit of a relief rally if we can call it. It was historic in the fact we saw these Circuit Breakers kick in at the new York City Stock Exchange yesterday within four minutes of trading because the selling was exacerbating to a level that was quite scary, frankly. The Circuit Breakers kicked in, halted trading, cooler heads prevailed. As the day went forward we stayed low to be sure but didnt accelerate too much further past that lower 7 that is where we ended. We are seeing a slight rebound of 2. 5 or so. Thats better than what we saw yesterday but were already off some of the highs of the session and were already off some of the hopeful levels the future market was indicating before the opening bell sounded. President trump suggested yesterday perhaps they were in the process of revealing details of a tax relief, a fiscal stimulus to help prop up the economy. It seems as if they walked that back, that theyre not quite ready to give us one of those tax packages. It may be in the works but we dont have the details. Perhaps thats some of the reason weve given up at least some of the highs of the session. Oil prices are rebounding. We talked about why that was a problem yesterday because Lower Oil Prices in general means lower Global Demand and that happens when theres economic weakness. We are seeing some rebounds in oil prices as well as in stocks. A relief rally. Nothing hugely fundamentally has changed from where we were yesterday. Still a decent amount of fear and anxiety about whats to come. At least were not seeing what we saw yesterday which was really unnerves. Flat out scary. Thanks, courtney. Thank you. 6 48. Their mother had a bunch of extra supplies in storage and one viral video, they say, inspired them. Their mom says if somebody comes up and does need it they can have it for free. The boys wont charge them. We dont know how sales went for the first day. Its still going to be a warm one and well see rain chances especially this afternoon for the south bay as this storm system continues across Southern California. Were kind of missing out on it but there will be some spots that may get a couple waves of rain coming in today as we go hour by hour. We see that there will be some showers moving in during the afternoon, mainly for gilroy, morgan hill into san jose and then as it moves northward a lot of that rain falls apart. As we go into this evening looks like some rain in and around the bay area that may linger into the overnight hours as well as early tomorrow before that storm system moves out. Once that moves out, well dry out and warm up for the rest of the week. You probably have already seen that at the bottom of the screen. Then going into the weekend a new storm comes in, brings in more waves of rain and some very heavy sierra snow. For us we could see up to a half inch of rain between sunday, monday and tuesday. And then as we go into next week, we could also see some very heavy snow. Look at what one computer model is showing for the sierra. The potential of getting 63 inches of snow that would be quite amazing and maybe help us go into the end of a miracle march. Were going to be watching that. Here were going to see our temperatures cooling off. Off and on showers, even rainbows in between. And today well be watching out for the rain chances in the south bay.
