Investigators say it appears the victim was already inside Woodland Hills park when a dpaem approached him and opened fire. The shooter ran to a car and drove away. The victim is a 21yearold man. There clearly was a large moderate majority or plurality that could have swamped sanders in the New Hampshire primary had they all coalesced around one candidate, being Pete Buttigieg or Amy Klobuchar. The question is will we see any attempt of coalescing in nevada or does the same phenomenon happen, a muddle mess and stays that way in South Carolina and schenn voila, the Michael Bloomberg experience starts to hit everybody. In which people work as independent contractors rather than employees with fixed hours and salary and benefits. However as of january 1st, last month, a new law redefined independent contractor as part of the traditional work force. This new law has ignited controversy across our state. Larry gerston rejoins us to assess the impact of the act not only for the independent contractors but for all of us. Can you kind of boil down the controversy here. If you havent heard about it yet, you will. Somebody will be affected. And somebody you know, no doubt about it. It will affect just about everybody. Californians we know have a history of providing for members of the work force periphery or garment workers and farm workers, all of those folks that have been accorded traditional benefits guaranteed to mainstream employees but this is the ride share drivers or the gig economy. Now uber drivers alone, just that one segment sacrament to 150,000 independent contractors in california and other groups go up from there. Door dash, newspaper carriers, entertainers and child care workers and other parttime individuals may be impacted by the law as well. Now the changes loom large for the state. Listen to this. Data compiled by the irs estimates that 2. 8 million californians earn income for what is described as nonemployee work and including independent contracting. It is everywhere. I heard gig economy talked about as uber and lyft drivers but it is interesting to note entertainers and childcare workers. It is all so common. What does this new law specifically do. That is the question, right. Assembly bill 5 known as the protect at base drivers and services act, it requires that ride share drivers and other independent workers be treated as Traditional Company employees. That status would cover such benefits as minimum wage and paid sick benefits and Health Insurance benefits. Employers would be required to pay into unemployment and disability insurance. Some have been excluded including physician and attorneys and sales people and realtors just to name a few. But still talking about a gamechanger for the gig economy and its employees and there is a related element. In a state that has one of the highest percentages of unionized workers, organized labors see this as a golden opportunity to bring workers from the occupations into the union fold. And talking about companies possibly having to pay into sick benefits and disability and those type of things, it sounds like it wouldnt be seen as a good thing by a lot of companies because it could be expensive . Yeah. We dont know everything about it. The law is still new. It is not even dry so to speak on the books. But the added cost for employees will go up, there is no question about it and we dont know which employers will be affected because there are numerous gray areas for fields such as barber, fisherman and artists and people like that. Independent have for bid this for motor carriers. For the sectors folded in ab 5 several accounting estimate that it could add somewhere between 15 and 30 in costs per employee. Now, of course, those added costs would be bound to affect their bottom line and in all likelihood passed on to you and me. So that is how were all impacted by this in the long run. So it seems like this new law could really change the relationship between employees and employers. If it stays this way, you say it is still wet. If it stays on the books. That is the crucial phrase. And if it stays as currently written the California Chamber of commerce, one of the most powerful Interest Groups in the state already managed to carve out several industries from coverage before the legislature enacted the new law. And the chamber, by the way, is already asking for additional exemptions. And the bill author Lorena Gonzalez of Southern California said shes open to additional modifications but but the ride share industry, no. Taking no chances. Uber, lyft, door dash have already promised at least 90 million to sponsor november initiative that would exempt their industry from the new law and it is reasonable to expect that other affected industries will join the employer side as well. But dont expect organized labor to stand by without a fight. Add labor chout and we could see a quarter of a billion dollars spent for and against ab 5. So for many, the fight is just beginning. Meanwhile, the states everywhere watching to see where and how this new law takes effect, where it lands. For as we know, what happens in california is often a precursor to similar legislation elsewhere. Very interesting. Well continue to follow that, larry, thanks as always. Yellow is abnormally dry but where you see this peachy hue, that is a area of drought. So about 10 of california, 40 is dry. So we certainly need the rain and were behind. But the dry weather is expected to continue. So more wind, below average temperatures. Showers remain to the north heading into the middle of the week and then right now were monitoring the chance of possibly seeing some chance of showers into saturday and sunday. But unfortunately it doesnt look like a big rainmaker so we need a bigger storm than that in order to make an impact on our Drought Monitor. Now over the next seven days, well see the pleasant weather stick around. Mid60s. We warm up right back into tuesday and wednesday into the mid60s. So it is really going to be a nice week ahead.
