how come? >> well, because we understand there's a lot of fear surrounding the coronavirus. we want to be supportive of local merchants. >> reporter: this man says business is down recently but thinks car break ins and other things in the city could be a factor. >> they steal all their belongings and that's what it is. it's the city policy, i think. it's not the corona. >> reporter: still the department of public health say there are no confirmed cases of san francisco residents and the risk to the public is low. >> from what i can tell, it did not affect us that much, but at the beginning another 37,000 are infected, that's worldwide. 12 of those cases here in the u.s. and half of them in california. that includes the four cases in the bay area. well, today three more passengers including two americans who are being quarantined on a cruise ship in japan tested positive for the virus. health officials say passengers who had contact with those people are also being tested for the virus. cruiseline says its collaborating with the japanese government and health ministry who have sent additional medical staff. >> we recognize that this situation is not ideal on any dimension. this evening at 7:00, a wind advisory will go into effect. notice the wind speeds through 7:00 will be breezy on the hilltops. then those stronger wind speeds by tomorrow morning by 10:00 a.m. start to mix into some of the valleys where gusts of 20 to 40-miles-per-hour will start to increase through tomorrow morning. that's the reason starting 11:00 a.m. monday we'll the way see the wind advisory where gusts will be up to thay mountains, we'll see gusts above 45-miles-per-hour. so, when we expect the strongest winds when to arrive and if there's any sign of rain trying to break through this ridge of high pressure. it's part of the reason why we have the wind this weekend. could we see moisture returning to the seven day forecast. have a look at that in about 12 minutes. methamphetamine related arrests are on the rise in san jose, and now the city has a plan to help deal with that problem. in 2017, san jose opened mission street sobering center which is a drop off spot for people arrested for public intoxication. now the city says it will designate 10 of 20 spaces specifically for meth users. going to provide them with showers, food, clothing, registered nurses, and therapists. >> officers can drop people off who are coming down off of meth, alcohol, or having a sober up. and we're going to use the opportunity to try to connect them directly to services or to family or to a place for them to go after they are with us. >> the new service begins on march 4th. it will be among the first sobering centers in the country directly addressing methamphetamine. first homicide of the year happened last night. an 18-year-old man stabbed his mother's boyfriend. they found the man with multiple stab wounds. he died at a hospital. the son took off in his mother's car. police chased him to castro valley where the son got out of the car and police arrested him. stand off continues after a shooting rampage in thailand today. a thai soldier shot and killed people at a shopping mall. we've got footage outside the mall. the soldier shot and killed another soldier and a woman in a military barracks. he eventually holed up in the shopping mall where he opened fire killing 20 people, injuring at least 31. he remaps on the run. now to decision 2020, the democratic presidential candidates are crisscrossing new hampshire right now three days ahead of the first in month, almost missed out on an inch and a half of rain. so, you go dry for five days, missed out on an inch of rainfall. you can see the other areas, numbers continue to accelerate into the deficit for season rainfall today, anywhere from 71% average down to 30% of average in livermore. so, moving forward we would like to see thesebe ahead, maybe a chance of showers coming up towards the end of next week. right now it's a nice view. nice evening outside as you can see from san francisco to san jose, not much in the way of clouds. it's this evening that's going to be the more pleasant of the two weekend evening. by this time tomorrow we'll see quite a bit of wind to wrap up the weekend. 50s and 60s outside currently. winds not all that bad. i think by late evening, we'll have the wind speed pick up as we head towards the morning. morning temperatures should be in the 40s. the winds mix up is going to help mix down. some areas may see 30s overnight and highs probably a little bit cooler. upper 50s to low 60s. but the big headline will be the wind. notice the areas in yellow. these are areas from the east bay hills and the valleys out there. coastal hilltops here in the santa cruz mountains. peak gusts in the hills likely other curing mid-morning showing up. that's the sgeevel from 20 to 40-miles-per-hour gusts. peak intensity from late morning to 5:00 tomorrow. then by monday notice how the transition starts to see the wind speeds come down a bit. still an offshore breeze which is also a sign that high pressure which is keeping things dry isn't going anywhere through at least midweek. there is a slight chance by thursday and friday we talk about the chance of showers. doesn't look like a big chance because that's a system dropping up and over the ridge of high pressure. so, it won't have a lot of moisture to work with. what will likely happen and fortunately is we'll probably see more wind as opposed to more substantial rainfall. we can see by nextke active. in terms of measurable rainfall, we should be seeing inches of rain this time of year. right now it looks like we may have .1 of an inch of rain with for tonight and tomorrow, gusty winds return. it's basically exactly what we saw last weekend in terms of the winds picking up. for under is, pretty gusty at times, less wind into monday. overall a dry looking february forecast. if you
