Next. Ninemonth nbc bay area investigation has found a small group of vallejo Police Officers repeatedly show up in use of force incidents. We wanted to know why, Stephen Stock started digging. Reporter we examined files at courthouses and online and public use of force records from vallejos Police Department itself, found a pattern of recurring use of force of specific officers. 14 individual officers names kept coming up again and again, one named in nearly ever use of force report or lawsuit. Reporter nicholas pix, musician and Security Guard stepped out of his house to throw away a diaper, confronted by officers, according to report, approached him because he was jaywalking. Get down, turn around, one second, guns drawn, beat me all the way to the ground, felt like they were going to kill me. Reporter review of nearly 20 years of use of force cases, vallejo and its officers have been named 145 times in state and federal lawsuits paid out more than twice as much money to settle the cases than any other similarsized city in insurance pool. So many settlements and payments that are substantial reflects agreement by experts there have been mistakes made. Reporter attorney used to defend Police Officers in santa rosa but vallejos report of use of force troubles him. Its not acceptable, not normal, not explained by staffing. Reporter 19 people were killed in these incidents, others beaten or choked by police, suffering collapsed lungs and fractured bones. Reviewed 182 different legal Records Police reports and lawsuits involving vallejo Police Officers, found 59 legal cases in which individual Police Officers were named. Names of 14 of those officers came up again and again and again in a department of about 100 officers. In fact out of the 59 cases, 57 of them include at least one of those 14 names. Reporter some people in community ever vallejo think theres bunch of rogue cops, if you dont stay in line, beat up or shot. Guarantee theres not cops there that want to hurt people. Reporter vallejo families, mostly latino and black gathered to demand the District Attorney prosecute officers they believe targeted their loved ones over the years. We dont trust cops, not calling them. Reporter nicholas pix sued, they paid out money not admitting wrongdoing. Criminal charges were dismissed but he has a criminal record and lost his job as result. First time i got booked, now in the system, black man in the system, never thought would happen to me. Reporter are there rogue officers in the department . Two things, list and rogue officers. Reporter oversaw the department between july and october of this year. One of these names youre pointing out has been investigated and faced action. Reporter interim chief is not referring to kenney but another officer. Cant mention them by name because of californias Police Officers bill of rights. Stresses that officers who use force are not necessarily guilty of misconduct. If i got this list and this person had double use of force would want to examine each one. Reporter enough to bring to your attention . Absolutely. End of the day i need you to know we are aware, we have done investigations, there has been action taken. Its my job to improve what is going on in the city. Reporter says the buck ultimately stops with him. Are your citizens scared of their Police Officers . Are they . Well, i think there are some. So i go to neighborhood meetings, i dont hear that from a big section of the city, and you know, thats the last thing i would ever want to hear is that my community is afraid of my Police Department. Reporter do there need to be mechanisms in place to deal with officers who arent meant to be officers . You cant afford to have someone who shouldnt be a Police Officer be a Police Officer. If you have that person in your department it absolutely needs to be dealt with because youre talking about human life.
