San francisco in particular has some important issues hanging in the balance. Even if you dont live there, you might be impacted. Several propositions up for a vote here in San Francisco covering a wide range of important and familiar issues for voters in San Francisco, and really all across the bay area, so were going to touch base on a few of the top propositions, lets start with proposition a. If it is approved it would allow the city of San Francisco to sell 600 million in bonds for affordable housing, which would be the largest in San Francisco history. Theres also proposition c that is also on the ballot today and it aims to overturn San Franciscos rule suspending the sale of ecigarettes not approved by the fda. Now this is capturing a lot of interest nationwide, with cities and states mulling the possibility of an ecigarette ban. Now if the voters say yes to this prop, the ban would be replaced with regulations supported by ecigarette giant juul. Finally, theres proposition d which would impact everyone who takes an uber or lyft into San Francisco. If approved it would tax customers an extra 3. 75 more for most trips and 1. 5 more on pool rides. The charge would be based on the overall cost of the trip. S. mexico border, where at least nine americans including six children are dead, this is after a highway ambush. It happened near the arizona border. Relatives of the victims say the remains were found in a burned out suv you see right here. He says that group had been driving in a convoy from their home in mexico to arizona, where they were attacked. They were headed across the border for a shopping trip, along with the nine People Killed, eight children survived by hiding and sneaking away during the gunfire. My understanding is that there was some children that was able to escape out of the vehicles unharmed. That Family Member says one of the children walked about 14 miles to get help, this is after hiding the siblings in bushes. He also believes a drug cartel is behind the attack, and this may have been a case of mistaken identity. About a half hour ago President Trump responding on twitter, he says this is the time for mexico, with the help of the united states, to wage war on the drug cartels and wipe them off the face of the earth. A new turn this morning in the search for answers after that Halloween Party shooting in orinda, which left five people dead. Nbc bay area learned investigators are trying to figure out the killings to the quadruple murder years ago. Bob redell is live in orinda with the Police Investigation and the debate tonight to crack down on socalled party houses. Bob . Reporter were learn being a possible motive from thursday nights shooting that unfortunately left five young people dead who aring will memorialized in downtown origin da. Nbc bay area learned two of the victims in thursdays deadly shootings may be tied to a killing in San Francisco back in 2015. The chronicle is reporting one of the victims from thursday was the younger brother of the defendant in that 2015 shooting. The paper reports Law Enforcement is looking into whether thursdays shooting was an act of retaliation. Here in orinda the city is rethinking how they should handle airbnbs in the future because of the shooting. The city council will discuss ways tonight to deal with airbnbs including making sure the home is occupied by an owner, placing a twoday minimum on airbnb stays and possibly eliminating airbnbs all together. As it stands right now, orinda requires shortterm rentals to register with the city annually and pay an occupancy tax and maximum occupancy of 13 people which was clearly violated during a Halloween Party last thursday, which had over 100 people in attendance. Theres a range of things you could do to try to eliminate the kind of thing that occurred the other night. The thing that occurred the other night was not in accordance with the ordinance. Youre not allowed to have more than 13 people. Youre not supposed to have parties. Theres all kinds of things that got violated. I think its a good thing. They should also look at the people who are renting the houses out dean a little more background on those people. Seems unnecessary we should have houses that get purchased and all of a sudden are airbnb rentals. Reporter in response to the thursday shooting, airbnb put new measures in place to ban party houses on its platforms. The city of orinda is not expected to take any immediate action tonight. Happening today, san joses police chief is expected to provide new details about a Deadly Police shooting that happened on halloween. Last thursday, officers responded to mckee road about a block from interstate 680 where they say a man with a gun and demanded him to stop walking and drop the gun. Police say he refused and appeared to draw the weapon, thats when an officer shot him. He later died at a hospital. The gun ended up being a replica. 6 07. The golden state may be losing its sunshine for some people, opting to leave and live in other states. Kris sanchez joins us live from san jose with the reasons some people are living. Kris, is it a big surprise for us . Reporter i dont think. What do you think the biggest reason housing. Reporter you are absolutely right, the majority reason people give for leaving the golden state, the seventh year in a row california has lost more population than it has gained, according to u. S. Census data. More than 86,000 people left california last year for texas. Nearly 70,000 left for arizona. About 55,000 left for washington state, and the trend might might continue. In a recent uc berkeley poll, 52 of registered voters polled say theyve considered leaving the state, as you said, 71 cite the high cost of housing, 58 cite the high cost of taxes, but look at this, 46 cite political culture, particularly conservatives who say the states policies are not in line with their own. While california might be losing population overall, the state is adding people in a certain income bracket, in the 120,000 and up bracket, and you might not be surprised that a lot of those folks who added to the population in that income bracket came here to the bay area. Im concerned, because coming down to the Golden Gate Bridge, southbound 101 theres a crash reported just outside the Robin Williams tunnel, four or five, possibly six vehicles at one point in the call, again off to the right shoulder but this whole zone, novato scattered down especially out of the Robin Williams tunnel toward the golden gate that will be visibility a factor. We just got the latest trade deficit information showing monthtomonth, one of the biggest drops weve seen in eight years, but yeartoyear, were still going to have a bigger deficit this year than we did last year. Lets talk about uber. Uber has opened its books to investors and we have found out that company is still losing money, more than 1 billion a month. Uber says its probably making money on the actual rides themselves. This is over all good news. A lot of companies in the Silicon Valley bay area in which theyre actually losing money every time you deal with them. Uber and doordash and all of the scooter companies, and lyft and whatnot, these companies all lose money, so theyre charging you less than they should, being supported by Venture Capital. The money is coming in from investors. Every time you take an uber ride or get a cheeseburger theres a Venture Capitalist somewhere who is paying the freight on that and if they decide to quit doing that, all of this stuff will get much, much more expensive. Weve been talking about our air quality and unfortunately, there will be some more drifts of smoke coming in from a fire in northern california, coming down to Central Valley and right into the bay area, because of a wind coming in from the north. So if do you have asthma, make sure you keep all that you need with you, keep your medication and your inhaler with you. Were going to see our temperatures in the upper 30s to start. Santa rosa right now at 38 degrees. Were at 45 in livermore, and 47 in santa rosa. A closer look at the north bay, weve seen some chilly mornings here especially in the valleys, and so we are going to have another one starting out with a few spots in the upper 30s. As we head toward Martinez Well be at 50 degrees at 8 00, but it does warm up quickly again today. Were going from 50 to 77 by early this afternoon. Eventually reaching the low 80s today. 81 in concord. In santa rosa were going to see a high of 80 degrees, in palo alto reaching 77 degrees. Now here is the outlook for the next two weeks, and it looks like this pattern holds throughout the rest of the month. We have a very stubborn area of High Pressure just off to the west of us, it will keep it well below average in terms of rain were expecting over the next couple of weeks and its also going to keep it warmer than normal, and so this pattern with us, it keeps our temperatures warmer than normal and also drier than normal conditions, so here is a look at the sevenday forecast reflecting that, as we go into next week well see more of the same, and its going to start out cool each morning, because of that dry air, but heating up into the upper 70s and low 80s inland. San francisco no change in the pattern here, but its nice to see that fog creeping back in. Well see it lasting for the next couple of hours, before we head up to about 67 degrees. Mike, tracking the roads and starting to jam up in a few spots. Thats right, a few key spots. Well take you down to one here in the south bay. Well continue to track this, if you know where big basin way and the difference between big basin way and big basin highway, concerned with the power lines that are down right behind the sign there. Its south of skyline boulevard, highway 9 affected there by a downed power line. It happened after an earlier crash. I shout that out because its not a lot of alternates through the area. There will be at least be Traffic Control right now. The rest of the south bay shows a nice smooth drive as we gently build northbound through san jose which is your typical pattern. As you move farther north, youre seeing more mist and low clouds and maybe some fog as well, as you get up through sunol no problems and southbound here from san leandro down in toward union city, a mild build for highway, interstate 880 and toward highway 92. Out of the altamont a couple of problems, this one still there at north flynn and it may still be blocking one lane, causing more slowing, keeping traffic held up in livermore, but not at the dublin interchange, so there is the benefit for some folks there. Well be in the mid40s. It warms up fast today well be in the mid70s by early this afternoon, reaching the upper 70s in the south bay, 80 in livermore, and some low 80s in the north bay. Our nice weather continues throughout the week into the weekend, so yeah, feels a little bit more like the end of summer, with some low 80s across parts of the inland areas, and our morning temperatures start out around 50 degrees. For San Francisco expect some highs near 70 degrees, and mostly sunny skies, all dry. If you want to head out and do some nature observing this weekend, some leaf peeping, i want to show you our fall foliage forecast. We are past peak in the sierra and as you go up in elevations, youre seeing some bright colors, near peak for the sierra foothills but were also going to see some patchy fall foliage, as you head across the Central Valley into the bay area, and then for the santa cruz mountains, were at full peak now. Also at full peak north of ukiah, so those are some of the spots where you might want to head this weekend. For the east bay, martinez reaching 79 degrees and 80 today in livermore, and for half moon bay, were going to reach up to about 66 degrees. 76 degrees in redwood city, and in San Francisco, mostly staying in the 60s today, and for the north bay, reaching 83 degrees in ukiah, while mill valley will see a high of 76 there. So as we look ahead to the next couple of weeks, the Climate Prediction Center putting out their forecast, and how the rest of the mostly the rest of the month is going to shape up. We do have a very stubborn area of High Pressure just off to our west, so its going to keep it dry. S. mexico border where at least nine americans, including six children, are dead after a highway ambush. Photos of some of those victims, they were headed across the border for a shopping trip, that shooting happened in sunora near the arizona border. A relative of the victims says that remains were found in the burned out suv you see right here. He says that the group had been driving in a convoy from their home in mexico to arizona, when they were attacked. Along with the nine People Killed, eight children survived by hiding and sneaking away during the gunfire. My understand is there was some children that was able to escape out of the vehicles, unharmed. The Family Member says one of the children walked about 14 miles to get help, after hiding his siblings in bushes.
