The report also revealed there was no unusual activity at the site of the tanks when they caught fire. So far, investigators have not been able to access the fire scene, because workers still need to drain the leftover ethanol and water. They plan to inspect the scene this coming week. The deadline is coming for a lot of people, and a lot of people could miss out. Recent wildfire victims have to file their claims by 5 00 p. M. Monday, in order to get a payout from pg e. Attorneys for wildfire victims say most people havent turned in their threepage claim form. Pg e said its between 8 and 14 billion to pay victims and some say theyre now just hearing about the form. We did learn just last night that dozens of insurers have extended monthly Living Expenses for some victims of the 2017 wine country wildfires. But three of the biggest insurer, state farm, allstate, and nationwide, will not be extending their payments. Now, to University Avenue, to East Palo Alto, with the welltraveled route from 101 to the dumbarton bridge, during rush hour, it is a traffic nightmare. So would you pay to get through it . East palo alto leaders are considering several ideas to help ease the gridlock there, including putting in a toll. Today in the bay has more on how it would work. The idea came to have pricing, with the toll on the thoroughfare is an effort to thin out traffic congestion, the same idea that San Francisco looked at to east traffic on the iconic lombard street. Over the next couple of hours, the forecasted highs, once again, going to be in the upper 60s through oakland and down through the south bay, 64 degrees in San Francisco and mid 70s for concord, and enjoy the sort of cool comfortable temperatures, because by tomorrow, our temperatures are already going to start warming up just atle bimore by a couple of degrees. The reason for that, is because weve got a ridge of High Pressure, thats going to Start Building in, as early as tomorrow, and still going to be in the 70s though, but i want to jump ahead, because this is another big thing that were monitoring, and it is the return of High Pressure, were seeing, elevated fire danger, because things are going to get dried out, throughout the bay area, and then the temperatures are going to increase, and then we get a shift of the winds, northeasterly winds which means gusty conditions for the Higher Elevation areas. And as you know, any time we have dry conditions, and windy conditions as well, that could bring the chance of seeing fire danger, and that could spread very quickly, and so here is a look at the next seven days, a look at the time line, again tomorrow, still in the 70s, so dont worry, it is still going to be comfortable and a lot sunnier tomorrow, so probably the sunniest day of the weekend. And as we head toward monday, look at the temperature, how much they jump, by as much as 10 degrees. We start to notice the breezy conditio conditions moving in, and then wednesday night, with the High Pressure that builds in. And we get the wind gusts, northerly gusts and the fire danger that quickly starts to increase overnight, into thursday, and then our temperatures starts to climb, into the upper 80s, nearing 90, for the interior valleys. Soes so thats something that we monitor very closely, as we head into San Francisco, another day of 67 degrees, for tomorrow, and again, by monday, and tuesday, we start to see the warmup in the temperatures, and then that fair danger really becomes elevated, wednesday night, into thursday. Reporter but 30 years ago, the embarcadero looked vastly different. It was home to a freeway that cast a shadow over the entire water front. The roadway was right in front of this building. Down here, it was very much an area that most people were afraid to come to. Reporter the embarcadero freeway touched down at broadway, just south of pier 23 which flickema bought in 1995. The big freeway got in the way of everybodys window. The controversial freeway also had its supporters, it was convenient, and made for a quick town to chinatown businesses. It was very fast. Get on and off. Then on october 17th, 1989, the freeways fortunes changed. Although it didnt collapse, in the loma prieta earthquake, it was damaged. And then mayor agnos saw it as a chance to tear down what he called a monstrosity. Look at it today. Is its a bright sparkling jewel, as is the rest of the water front. The minute the roadway came down, all of a sudden there was all of this area available to us. The quake damaged the cumbersome central freeway, which split hayes vally and western addition. And even after the quake it took years to come down. Voters passed a ballot measure to save it and then one to tear it down. We looked retrospect ively, the earthquake damaged it and great, we will take it down, but the reality was much more complex. When it was torn down, the central freeway gave way to octava boulevard, now home to shops and new residential. The earthquake was the single event that gave us an opportunity to make a decision about freeways in this city. Different generations have their own ideas of progress. But for all the damage and tragedy inflicted by the loma prieta earthquake, it also had a hand in forging a new version of the old city. Joe rosato jr. , nbc bay area news. This week, we have been marking 30 years, since the loma prieta earthquake. It comes as about a third of San Francisco is unprotected against the massive fires experts fear will be sparked by the next big one. Which begs the question, where will we get water . Heres Investigative Reporter jackson van derbeken. Even though the epicenter of the loma prieta earthquake was 60 miles away, it set San Franciscos Marina District on fire. I also see the fuel. Engineer and quake model earthquake predicts that a big earthquake closer to the city will cause at least 100 separate fires fueled by broken natural gas lines like this one earlier this year. The way the situation is now, we are going to have some major conflagrations in the city, and i dont mean a few building, and a few block, im talking about tens to a hundred city blocks. They is a unique weapon. The distinctive hydrants, blue, black and red on top, where they can tap directly into the vast underground network of dedicated quake hardened pop filled with an Endless Supply of salt water pumped from the bay. But the system built after the 1960 earthquake covers only part of the city today and experts say it leaves 30 of San Francisco largely defensively, including parts of the richmond, the sun seft and much of the southern part of the city. Almost no other city in the world has so many layers of folks as San Francisco. And yet, its not enough. So how should the city provide water for firefighters in the 30 thats unprotected . Rather than just expand the current salt water system, the city wants to pull fresh water from the sunset reservoir. That would provide a more reliable source of Drinking Water every day, to thousands of people. And allow firefighters to tie into it after a disaster. And the city says that would be cheaper, as it grapples with costly priorities. But the civil grand jury says that the less expensive system still leaves out the southern part of the city. And critics like retired assistant chief tom duthier, doubts there is enough Drinking Water to fight all of the fires. To predicate your ability to put out post quake fires using Drinking Water is insane. Former chief blackburn agrees saying salt water is the best source to fight fires because there is an Endless Supply and building out the Current System now would be more efficient and protect everyone. Putting off the earthquake risk is a recipe for disaster itself. The former chief joanne haswhite told us on the way out in may, she favors the Drinking Water option because it is more practical. I think any system that gets out there sooner, the better, but i dont want to panic people. We have good plans in place. But even the most optimistic backers of that Drinking Water system say it wont be in place until the middle of the century. Jaxon van derbeken, nbc bay area news. The green train bridge in san jose over 280 near bird avenue is a favorite for travelers, and caltrans has tried everything to keep the graffiti off the newly painted bridge. Three years ago, someone, dont know who, put grease around the bridge, so taggers could not climb it. Nobody took credit for the tactic. But the grease did remain graffitifree for two years before taggers eventually found a way. And caltrans, cal train, the city of san jose, have now cleaned it up, again. I think they need to do what they got to do. Whatever ideas they can come up with. What does it hurt to try it. Try it out. See if it works. If it work, why not. Even if it is grease. Even if its grease. Others say that crosses the line because it could lead to someone falling from the bridge. 7 54. He might be one of our dogs thats going to go to foster care and we will provide him with everything he needs for the rest of his life. But he just needs someone to love him. Yes. And you guys have this wonderful thing called the Second Chance fund. And thats where people have donated money generously, and youre able to then take care of pets like caspian, so you have given him surgery, you have taken care of his needs for his polyps in ice ears and his throats, and if someone could give him a loving foster home, as you say, you will help pay to support his needs. Yes. If someone could just give him a home. Yes. He is basically right now on steroids and antibiotics, and he just needs a home to be happy in. And you say hes happy, free of pain, hes not suffering. Yes, as you can see, he is a pretty happy boy. A happy boy. What kind of home would be good for him, if anyone is out there . We think we do pretty well in any home. He loves to go on walks. He has been on overnight fosters and we have heard he is a super cuddle bug. Good with other dogs. But he is 70 pounds. And energetic.
