A fleeing suspect rammed a gate and got on to the tarmac at Oakland International airport this afternoon. Why he did it remains a history tonight, and we may never know why he did it. Investigators say the suspect plowed through the gate and on to the tarmac, got out of the car, jumped into the bay and has not been seen since. Investigators believe he may have drowned. On a busy travel weekend at Oakland International airport, there was a wild disruption around noon the Alameda County Sheriffs Office says a suspect fleeing from a traffic stop sped through a security gate and on to the tarmac at terminal two. The suspect then ditched the car, bailed on foot, and was last seen going towards the water. Crews used dogs, drones, boats and helicopters to search the water, with no sign of the suspect, investigators say he may have drowned. Very unlikely that he would survive the last couple of hours in that cold water. This has now turned into a very mysterious incident. Reporter inside the suspects pickup truck, a deputy found airsoft guns and other gear. They were replica looking firearms. There was some masks and hoods and camouflage type equipment that obviously is cause for concern. Reporter now the fbi will help find a motive for this mysterious situation. It happened on snell avenue near rosenbaum about 6 30 last night. Investigators say a jeep and bmw were racing. The driver of the jeep lost control and slammed right into a tree at very high speeds. A 33yearold man and a 26yearold man both killed. Witnesses rushed to try to help the victims, but they couldnt be saved. Family members say the victims had just left a Family Gathering when that crash happened. Theyre my nephews. They were both of them both of the victims were cousins. The family is devastated. Terrible, terrible accident. Also strange, three men inside this gray bmw right here, they actually stop. There they are. They got out and looked at the crash scene, then they got back inside the beamer and took off. Investigators are asking for the publics help in identifying the people inside that car. Police say up to 100 cars took part in a sideshow in antioch last night. 71 people arrested. 26 cars towed away. Five east bay agencies teamed up with the chp to make that bust. Recapping our top stories tonight, Hurricane Dorian tearing through the bahamas, slowly making its way towards the united states. Category 5 hurricane made landfall on Great Abaco Island this afternoon, just east of miami. Its maximum sustained winds 185 Miles Per Hour, and that ties an atlantic hurricane record. Dorian expected to close in on the eastern coast of florida tomorrow night and reach the carolinas by wednesday. A scare at the Oakland Airport today after a driver trying to escape police made it on to the tarmac. Investigators say it all started about noon when an Alameda County sheriffs deputy tried to pull the driver over. The driver took off on to an airport access road and ran the secured gate at more than 50 Miles Per Hour. Shortly after driving on to the tarmac, the suspect gets out of the car, runs towards the water. Crews have been scouring the water. Its believed the man went in the water and drowned. Investigators from Alameda County will be working with the fbi to try to determine the motive. There is always the Mental Health factor. Was it just one person acting out . Reporter along snell avenue in san jose, people stopped by, some in tears at the sight of a horrible crash. Two men died when the jeep they were riding in slammed into a tree. Police say it happened during an apparent street race. Theyre my nephews. They were beth of them both of the victims were cousins. The family is just devastated. Terrible, terrible accident. Reporter jose lorenzo says he thinks they were close to making a turn to visit a relative. So it seems unusual they would go fast. They could have been racing. They could have been chased and they could have been trying to get away from something. I really have no idea what led them to drive at such a high te of speed. Reporter the coroner identified them as 33yearold Miguel Angel Rodriguez and 26yearold Ernesto Chapa of san jose. It appears they were race agre bmw when the driver lost control. A neighbor saw the devastating aftermath. One was probably going up on to the tree. It was pretty bad shape. By looking at the accident, i could guess probably that people inside would not have survived. Reporter police say the bmw that was racing stopped. Three males got out, looked at the crash and got back in the car and took off. Theyre hoping to find the car and the people inside. And just for the sake of closure, it would be nice if the guys that left the scene of the accident would show up and explain. Reporter christie smith, nbc bay area news. Now to the latest on the tragedy in texas. The victims killed in yesterdays mass shooting were between 15 and 58 years of age. In all, seven people shot and killed yesterday in odessa, texas. Nbc news has learned the shooter, a 36yearold white man who was killed by police, had been recently fired from his job. The deadly rampage started when the suspect was pulled over by a state trooper. He shot the officer and took off on a tenmile rampage, shooting people at 15 different locations. At one point he killed a postal carrier and took her van to continue the attack. One woman who survived the attacks very emotional today. I feel so lucky that i was not hurt. And im so sad inside because i i knew what was coming towards people, and i couldnt help them. In addition to the seven People Killed, more than 20 are being treated for gunshot wounds, including a 17monthold girl. Deputies busted an illegal pot grow near morgan hill this weekend. This is what santa clara sheriffs deputies also found. Several long guns and more than 8,000 in cash. Deputies say there were more than 600 Marijuana Plants at the location. One person detained, but then released. In the middle of all this, there is a second investigation going on. Deputies found several animal parts around the property. They believe poaching was involved at the pot grow. School back in session at cal, but this is not part of the lesson plan. Uc berkeley issuing a warning to the entire campus community. Nbc bay area have learned that dozens of buildings at cal are at higher risk of failure during an earthquake than previously thought. Stephen stock has the story. Difference there. Reporter when students moved into their dorms last week, they likely had no idea that dozens of buildings on berkeleys campus now are considered by experts to pose a serious danger of collapse in the event of an quake. Among those listed as problematic, the very dorms these students were moving into. Well run a big test. Reporter jack mayhle is professor of Civil Engineering at cal berkeley, an expert in making buildings able to withstand major earthquakes. We learn in order what earthquakes can be like. Reporter mayhle also chairs the seismic review committee. Were now incorporating that new knowledge into the assessment of these buildings, and as that new knowledge comes into play, many buildings that were deemed safe in the past now have some open questions. Reporter look at a map of uc berkeley and the problematic buildings pop up all over the place. Classroom, dorm, libraries, research labs, even the old bell tower. 68 buildings and structures owned by uc berkeley are now considered at serious risk. Is there concern by some faculty that enough hasnt been done yet here . There is some concern. I personally have concerns about that. Reporter independent engineering firms hired by the different universities rate each building from 1 through 7. A building with a 1, 2, or 3 is deemed good with a negligible to slight risk of failing dur an earthquake. A 4 rating is considered fair. A 5 is equivalent to poor, a serious risk of injury or life to people inside. A 6 rating is considered very poor. A 7 is the most problematic with a 100 chance of collapsing during a major quake. According to this new assessment, 61 of uc berkeleys buildings are now in category 5, meaning theyre seismically poor, and seven buildings have a 6 rate organize very poor. There are no buildings listed in category 7. At uc berkeley, weve been engaged in improving the seismic strength of our buildings since the 1970s. Reporter he says the university has only assessed 114 of the schools 600 buildings, and they expect to find more problems once their review is complete. As for the cost to retrofit all these buildings our rough estimate right now is on the Berkeley Campus alone, were looking at a bill in excess of 1 billion. This is all thats left. Reporter mogoloff took us on a tour of campus, showing us buildings that had already been deemed unsafe in previous seismic assessments. One of which, pullman hall, was vacated and is now being torn down. Another, Giannini Hall is currently being retrofitted. This is a matter of public concern and interest. What i would expect to see in the days, weeks and months ahead is a public dialogue in discussion. Reporter mogoloff says all these buildings are up to code, and the University System is upgrading them voluntarily. What can you tell mom and dad at home who might be worried about jill or mary or pete or steven who just moved here . Are they safe . Are they at risk . It is obvious to us as this word comes out, there are going to be concerns. The facts are that the buildings on this campus are similar to buildings throughout the state. Some are safe. Some are less safe. Were moving as fast as we can. This is an inherent part of living in california. All we can do is mitigate those risks to the extent we can with the resources that we have available. Stephen stock reporting there. The university formally notified the public about the latest findings last week. Now comes the hard work, convincing the legislature and votes for the need for billions of dollars to fix the problematic buildings. Its an unexpected deadline for many families whose homes burned down. Several families have told our consumer investigator chris chmura that their investigators are cutting them off. Reporter brads santa rosa home is almost rebuilt. Its been a challenging process from the very beginning. Nothing has been easy. Reporter like thousands of others, brad has been building here while renting elsewhere. And only making ends meet thanks to insurance payments for temporary housing, what agents call additional Living Expenses, or ale. Ale saved us. Reporter brad expected ale to continue until his home is complete. But it turns out insurance contracts arent written that way. Brad says his company, all state and some others will stop paying temporary Living Expenses at the twoyear anniversary of the fire, regardless of whether their homes are ready for movein brad feels that decision ignores the delays in debris removal, permitting and construction so many families face. It was pretty well stated in the first few months after the fires that this is not going to be just a regular rebuild process. Reporter brad figures he might miss a month or two of ale and lose out on a couple thousand dollars. Youre not done, but you think youre lucky . Oh, god, yeah. My next door neighbors, theyre just getting started. Reporter the north bay is by no means fully rebuilt, and wont be any time soon. In fact, Sonoma County is estimating that just 50 of the homes that burned in october 2017 will be rebuilt by the end of this year. I just keep thinking i want to go home. Reporter over in knife valley, construction is just starting on ladonna days home with movin pushed back to 2020. If i am fortunate, perhaps next spring. Reporter and yet state farm is about to cut off her temporary Living Expenses much sooner, at the twoyear anniversary of the fires. Monthly rent on nearby homes soared and now hovers around 10,000 a month according to zillow. Madonna figures shell be in the hotel five figures. They should take care of me until im home. Reporter California Law entitles homeowners to three years. But at the time of the fires the law granted just two years. Thats the amount of Risk Insurance Companies Use to determine their rates.
