A followup on the plan to paint over a controversial mural at a San Francisco high school. The chronicle is reporting that San FranciscoSchool Board President steve cook is proposing a compromise. Dont paint over it, just cover it with some panels, talking about the decades old mural of George Washington at the High School Named after him. Critics point out it includes images of slaves as well as a dead native american. In june the school board voted to paint over the artwork. That decision sparked controversy. Now cook is proposing to cover the objectionable parts of the mural with panels. The school board will vote on cooks proposal on tuesday. And its official, all trans bay buses will return to the Sales Force Transit Center in San Francisco today. It was nearly a year ago when crews found large cracks in the flyover bus platform near fremont street. After being fixed in july, the lower level opened and San Francisco muni buses moved back. And for the second time in two days, rescue crews were called to a San Francisco cliff around 12 30 yesterday afternoon, two men hiking near fort funston decided to go over the edge of the steep embankment but couldnt get back up. By the time First Responders got there, one had reached safety. Firefighters had to use pulleys to rescue the second man. We respond out here a lot. A lot of times a dog will get over the side and the owner will try to go down and help him, but we find a lot of times we get the owner back up and the dog gets themselves back up, or somebody gets too close to the edge of the cliff and want to explore a little bit and find they cant get themselves back up. Well look, i have been watching her candidacy and its been fascinating to me. I think she is trying to create a space that were going to find out if its available, which is a space in between the Progressive Left of warren and sanders, and sort of the establishment wing of joe biden. And Health Care Issue i think probably exemplifies this attempt better than any. While shes aspiring to medicare for all, shes got a process that will incrementally put it in and thats thank sort of was my takeaway from the conversation. She is very careful not to take definitive attacks or positions. Shes coming across i think trying to send a message she doesnt make quick decisions, shes more nuanced on some of these things, and the only question i have is we live in a very black and white world these days, the gray areas and nuances dont get rewarded and social media dont get rewarded in our politics. They get sometimes penalized. Ill be fascinated to see if she can create this space, because if she can, shell be the nominee. Chuck, sandy hook, charleston, las vegas, now el paso and dayton, it goes on and on, with every mass shooting event, the clamor for gun control rises to a fever pitch, only to subside within weeks. Do we have any reason to expect meaningful legislation this time . Well look, i think people are right to be skeptical, if youre looking for new gun regulations. President trump talked about expanding background checks after las vegas, didnt happen. He talked about it after parkland and it didnt happen. One thing has changed, the Republican Party got hammered in the suburbs in 2018. I talked to a couple of strat jips strategists, who said the gun issue hurt republicans in suburban districts and you see it play out in the senate. Republicans with states more populations, florida and pennsylvania those republican senators are calling for expanded gun regulation but the rural senators are not. They dont want to see anything. You have seen one sea change, larry. Geography used to divide the democrats on guns. Now geeing afee is dividing the republicans. Ultimately it will be what does donald trump think he needs more, a solidified base or outreach to the suburbs . Because what he decides on that will indicate where he really comes down on this issue. So assuming the status quo remains, do we expect any elected officials to pay a price in 2020 president ial or senat senatorial elections, maybe the conservative republicans . Ing loo, i thi i think thats mcconnell pledged to vote on something. I think theyre nervous about this. I think when you look at the politics of this has changed. You got a republican governor of florida running for the u. S. Senate who came out for red flag laws and that helped him probably whin that senate seat. It didnt hurt him. You look at the senators theyre most concerned about, Susan Collins wants expanded background checks in maine. John cornyn, texas is a state with a traditional gun culture, rising suburbs doesnt like some of these things, so i think when you look at Mitch Mcconnells sole goal, which is keeping power, thats why he may relent on some of these votes, because i think he is nervous they could pay a price at the ballot box. Lets talk about the visibility, because we are definitely seeing some limited visibility. Check out santa cruz, down to about a mile, that means visibility in terms of how far ahead you can see in front of your vehicle, San Francisco down to about ten miles. Use your regular headlights or low beams. Satellite radar, yesterday the system that was impacting us in terms of cloud cover and drizzle over parts of far Northern California now kind of trekking out northeast near portland. We saw that kind of lingering through the morning hours, but now we dont have to worry too much about it. What is going to happen, we have some building High Pressure, so overall your microclimate highs are going to be a little bit warmer today and this is going to set us up for a much hotter work week ahead. So weve got that morning fog, but take a look at your afternoon highs, oakland 76. Concord 89. Down through the south bay 85 degrees, but yes, we do have some 90s in through the trivalley. So hotter valleys, anywhere along the coast is going to be your best way to get away from the heat. Half moon bay 65 and San Francisco 70 degrees. Lets talk about the tsetup. The coastal fog could mean drizzle on the camera lens but the High Pressure moves in bringing the return of summerlike temperatures around here. It will stick around through about tuesday, wednesday and then into thursday and friday were going to see cooling and also the gusty north dry winds will be picking up at times in through thursday and friday, soer witso were going to monitor that. Even though temperatures are going to cool, the winds are expected to pick up at times. Over the next seven days, once again well be at about 70 degrees in San Francisco. 73 by monday. Tuesday we got that High Pressure building in, and then as the other system rolls around, our winds kick up in through thursday and friday, and our temperatures start to cool off, not just for the coast but also in inland areas. Now our hottest day so far is looking like monday, so tomorrow 93 degrees, in through tuesday and wednesday, well keep the 90s in the forecast and then thursday and friday, expect those breezy winds to kick up once again but so far overnight lows are remaining cool in the 50s and today should be an absolutely spectacular day. I want to go to graduations, not funerals. Im tired of going to funerals. Ive been to so many, so many funerals. Reporter nationwide brady united spent 160,000 last year lobbying members of congress for tougher gun laws. In the wake of the recent shootings in gilroy, el paso and dayton, scott says change is long overdue. Ive seen a mother on the news and i just saw myself all over again. Here we are 2019, still losing the battle against gun violence. Reporter last year, groups pushing for more gun control shelled out 2 million lobbying congress, but were seriously outspent by gun Rights Groups which paid out more than 12 million. Why do we lobby so hard . Why do we not let downs . because we truly believe that what we do saves lives, a large vast number of lives. Reporter sam peretas heads gun owners of california which has spent more than 1 million labbying california lawmakers over the past 15 years for fewer gun restrictions. More laws, more regulations, more rules will do nothing to prevent Mass Shootings. Thats what we have to get into our head. Reporter california, texas and ohio all sites of recent Mass Shootings, also happen to be the biggest recipients of Congressional Campaign contributions from gun Rights Groups. Sitting members of congress in texas have received 1. 5 million in campaign funds. 662,000 in california and 591,000 in ohio. So what did that money buy . In texas, less restrictive gun laws earned the state a failing grade from the Giffords Law Center which advocates for more gun control. Ohio got a d for its gun laws. California earned an a rating for its tougher regulations, even though when you add up the contributions from gun control groups, california only received 224,000 but thats still the most in the country. Virginia ranks second with 189,000 but still earned a d rating for its lack of gun restrictions. New york is third at 120,000 and earned an aminus for its gun laws. The influence of Campaign Contributions really its a wakeup call for the American People. Reporter do you see this as some in congress putting money above lives . Thats what the American People is looking at. This issue is intense. We are going to keep fighting. We believe what we do saves lives and thats why were in it all the way to the end, and we think were going to win. If money talks, the gun debate certainly seems to be heating up. There was a lot of blood. I saw the kid on the ground just laying down. Reporter after high winds picked up a beach embrul laand drove it right into the shoulder of a 13yearold boy, seriously wounding him. There was a really large gash in his shoulder, and by the time i got over there, there was about three or four people there. Reporter medics treated him on the scene before he was rushed to the hospital. Scenes like this arent uncommon. This toddler almost hit in july last year, the same mouth a metal umbrella spike pierced the ankle of a british woman at a new jersey beach and in 2016 another woman killed when an umbrella struck her in the chest at virginia beach. Medical researchers later calculated thembrella hit her with a force equal to 800 pounds. Why are you prepared . Were tired of getting killed on the beach. Reporter lrnd 2,800 people were injured by beach umbrellas between 2010 and 2018. Its recommended to get an uhm el umbrella and stake it 12 inches into the ground. Guns play a major role in americas culture, bigad, and have for more than 100 years. There are 330 Million People here and about 393 million guns. 40 of americans own a gun or live at home with one. These days guns cause more deaths in traffic, about 36,000 each year and here is how they break down in terms of their use. 61 of gun caused deaths are suicides, followed by 35 which cause homicides. We often look to guns as weapons to harm others but you can see the Mental Health element here is really critical. So i know theres certainly a difference between how governments handled it at the state or federal level. How would you describe that . This is where it gets interesting. Its incredible. At the federal level theres precious little legislation. Machine guns have been outlawed since the 1930s, otherwise between 1994 and 2004, senator Dianne Feinsteins assault weapons ban outlawed assault weapons, according to politifact, the number of assault weapons however, those deaths from them jumped by almost sixfold after the ban expired in 2004. In 1998 Congress Passed a background checks law but only for those people who are legal, buy guns from licensed dealers, about threequarters of all purchases. The real action on Gun Legislation bigad has occurred in the states, for example seven states including california have banned assault weapons, and those states have the lowest death rates, the lowest death rates from firearms, california ranks seventh among the safest states in this area. Which shows regardless of how strong our laws are here in california, were only as strong as the weakest state with the weakest laws nearby. Where is the public stand on this . For years the public expressed overwhelming support for some gun related measures. Check out the overwhelming support from the public and gun owners alike on universal background checks. The mentally ill, and convicts. Large majorities here, also support longer waiting periods for gun purchases and a ban for people on no fly lists. On all these topics, the public and gun owners are amazingly in sync, more than we might think. Given that, larry, where does it go from here . Now it gets tough. Its likely to be for two reasons a real serious problem to deal with this in the near future. The first has to do with gun industry opposition. Critics tend to focus on the National Rifle association but in fact its the gun manufacturers who provide millions of dollars to the nra each year to do their bidding. Thats important to know. The second reason centers on the publics lack of intensity. Weve seen this over and over again. We talked about it with chuck earlier, the public gets upset after a gun related tragedy, and within about two or three weeks the issue moves to the back burner. Until now, the public has not maintained outrage on the gun control issue and those two things really make a dbig difference. What with you expect . We can expect two developments i think. One is certain and the other uncertain. First, the gun industry will continue to resist virtually any federal legislation arguing that the Second Amendment allows unbridled gun ownership instead. Of course we know that congress is legislated on guns in the past and the democrat controlled house recently passed legislation tightening background check rules which await Senate Response and here is a second thing we need to think about, elected officials will not move without any sustained, remember, sustained demand from constituents. Legislation of this in the controversial area will occur only and i mean only if the public demands it from their elected officials. So the question is, will these recent events this time be the Tipping Point for change and for that, were just going to have to wait and see. Now we dont have to worry about it off to the northeast as the High Pressure begins to build. One thing that will happen is even though weve got the clouds and the fog along the coast now, well get some good clearing by the afternoon for inland areas and this is whats going to happen once we do heat up. Through the trivalley our warmest spots, concord 89, antioch 89 degrees. Oakland 76 degrees, down through the south bay 85 for san jose, and if youre going to be in San Francisco, it is San Francisco, so even though were warming up into the 70s keep in mind that once those clouds roll in late at night the breeze kicks up and it gets a little chilly in through the afternoon. Lets talk about the next five days because we have got this setup for you, talking about the High Pressure what this big h means, rolling in, expect to see the coastal fog tomorrow morning and this High Pressure is going to warm us up and also going to clear us out in terms of the cloud cover in through monday, tuesday and wednesday, which will allow for hotter inland valleys. Now, as we head in towards thursday and friday, later into the week, we could see some gusty northerly dry winds at times but thats also going to cool us off thanks to a nearby low pressure system into thursday, friday and saturday, so were going to warm up the next couple days and then we cool back down a little bit towards the end of the week.
