We are following developing news out of the east bay where police are investigating a shooting that led to a car crash. Today in the bays pete suratos is live at the scene in richmond just off of interstate 80. Pete, what have you been able to learn this morning . Reporter good morning to you, marcus and laura. In that past hour we were able to get some type of information although it was limited from a sergeant with the Contra Costa Sheriffs Department who is handling this. They cannot comment as far as if the shooting happened on the freeway or if the driver that was shot eventually drove on to the freeway following the shooting. We are still waiting to get more details on that, but lets show you the video from the scene. This was roughly around 11 00 p. M. Here in richmond just on the off ramp off of 80 west if youre heading off of san pablo avenue. It drops you off in that barrett avenue area of richmond. An officer on the scene told our crews that there was a driver in that car who was shot inside of that car and apparently crashed the car just off that off ramp, but as i mentioned we dont know if the shooting originated on the freeway or if that driver drove on to the freeway after the shooting, but we know that the driver was transported to a hospital, dont know the extent or severity of the drivers injuries at this time, but as i mentioned Contra Costa Sheriffs Department is handling this investigation. This morning where President Trump will deliver his first state of the Union Address since taking office more than a year ago. The president is calling it an important speech. The president says its going to cover a lot of territory. He is hoping to use this speech to get past the russia probe and turn the page into the second yer of his presidency. Now, the president says that hes going to tout his great successes as he calls it in this past year, that is the stock market, he is also going to push towards or point towards the bill, tax cut bill that he just passed, but avoid the controversies that have plagued him in the first year. The president also expected to mention Immigration Reform and call on a Bipartisan Group to come forward with a plan to help some of those undocumented immigrants who werebl[ bromq ae as children, those÷w x d. R. E. A. M. Ers. Eight democrats are going to boycott this state of the Union Address because of what the president says or what the president does. Two of those representatives from california, representative barbara lee and representative maxine waters. Both say that they are not going to dig my the president by going to his address. The president will have several guests in the arena or in the room as he makes the speech. He is going to have family members of victims of ms13 gang members, those people who were killed by ms13 gang members, also military veterans, Police Officers and workers who are affected positively by his tax cuts. They will all be sitting around the first lady. This is the second time the president has talked to a joint session of congress, the first one was not a state of the Union Address, but that address last year lasted one hour. Several in the bay area have been deemed structurally deficient. We will put them up on your screen right now. We counted nine, this he include major interstates and highways in santa clara, contra costa and san mateo counties. Here are spots in alameda, marin, sonoma and solano counties. The report comes from the american road and transportation builders association. It says nationwide there are 174 million daily crossings on more than 54,000 structurally deficient bridges. Happening today in san jose, city leaders are expected to decide whether to move the Christopher Columbus statue. You may have seen it, its been a fixture in san jose since the 1950s, but recently it has come under fire with some advocates saying columbus actions led to the genocide of native americans. They not only want the statue removed from city hall. They dont want it anywhere. The history, the legacy of Christopher Columbus is a history of slavery, rape, genocide, colonization. So there are just lots and lots of groups who have suffered because of those legacies. The city of san jose is looking at moving the statue to san joses Airports International terminal or the italian bank exhibit at history park. New controversy at stanford this morning surrounding a plaque that will be unveiled on campus. It centers around the woman who was Sexual Assaulted by brock turner. The victim is now saying she no longer wants to be a part of this. The woman presented a quote to that plaque for that plaque thats being placed near where that assault happened. That quote was her statement during the sentencing of turner, but the university decided it wont be using that plaque, saying that it might upset other Sexual Assault victims. Brock turner served three months in jail for the assault. Judge aaron persky who presided over that case is now facing a recall election this june. Also new this morning, a dry winter is forcing state officials to doll out smaller amounts of water to cities and farms. The department of water resou e resources said they can expect 20 of what theyre asking for. California has had just a quarter of the normal snow pack in the Sierra Nevada. The state Water Project provides Drinking Water to more than half of californias nearly 40 Million People as well as two farms. Low 50s for much of the morning and then into the upper 50s. It is going to warm up quickly. Especially for parts of the east bay. So most likely as youre dropping the kids off you will have the heater on inside the car and then by the time you pick them up we will be in the upper 50s. Two earlier deaths happened this month and in the latest incident a 71yearold berkeley man died, the other two deaths involved men from oakland and Castro Valley. All three were over 50. One bay area snorkeling expert advises swimmers to breathe shallow when a snorkel fills with water. Instead of a big breath in you gently breathe in, you will hear the bubbles through the water, get air and pop and pop the water out of the snorkel and now you can take a regular deep breath. At least two of the bay area victims were wearing full face snorkeling masks modeled after scuba diving masks some believe those masks allow greater build up of carbon dioxide. 13yearold Ilene Beth Misheloff was never seen again. There will be a candlelight walk in her honor and they will take the same route as she took when she disappeared. Ilene was last seen at 3 00 p. M. As she left wells middle school. Right now we are following breaking news. This is out of the east bay. You are looking at live pictures from fremont this month where a car has crashed into an apartment building. This is at the Garden Village apartments in fremont. It appears that car hit a post just outside of someones door, police have told us that that car somehow was left in drive and rolled into the post as you can see right there. No injuries have been reported at this time. 6 31. Happening today the Palo Alto School board will weigh in on expansion plans at stanford. Today in the bays kris sanchez is live at stanford to explain what this could mean for the city. Reporter not just the city, not just the unified school district, but nine different jurisdictions have a say in this or rather have a vested interest. I want you to take a look at this map we have created so you can see the area were talking about. The area in green is the area of proposed development that stanford wants. The area below that black line is open space that is protected but only until the year 2025. Stanford proposes 2. 3 million in academic space, this he also want to build 3,150 units of housing for students, staff and faculty as well. Although this is one permit from Santa Clara County it covers all projects that would happen between now and the year 2035. The Public Comment period is coming to an end on friday so this is really reaching a critical stage. Now, as you might in a inpalo alto unified and a lot of other folks have an opinion on how stanford should grow in this area. Tonight palo alto unified will suggest its recommendations which of one will include building an Elementary School campus right here on the stanford campus and also building more housing to mitigate the impact of having such a population boom out here over the next two decades. Palo Alto City Council also finalized their recommendations on monday. While i mentioned that there are nine jurisdictions bracing for impact here, Santa Clara County is the only one with the power to approve or deny that permit so we went straight to the source, the supervisor who represents this area. As i hear from folks what theyre saying s look, we want the university to flourish, but we also want to make sure that the traffic doesnt get worse, the housing doesnt get worse, that our schools are adequately planned for. That shooting happened around 3 30 yesterday avenue on feller avenue near story road. According to police the suspect who was a woman who has not yet been identified was armed with a shotgun. This video from the scene as you can see as police are arresting her, this is from nbc bay area sky ranger. She was taken about i ambulance to a local hospital with nonlifethreatening injuries. That street has seen Police Violence in the past. Anthony nunez was shot and killed by san jose Police Officers on that same street in 2016. The officers were cleared in that shooting but the family has filed a wrongful death lawsuit against the city. Happening today the woman accused in a drunk driving accident that seriously injured a chp officer is headed back to court. Investigators say tammy walker drove into the Center Divide on highway 4 earlier this month triggering a Chain Reaction crash that pinned a chp motorcycle officer under a truck. Walker is accused of driving under the influence with a suspended license. The officer broke both his legs but is now recovering. Two teenagers are in trouble this morning for hitting a Richmond Police officer with a car during a sideshow over the weekend and someone caught it on camera, but i want to warn you the video is a bit disturbing to watch. In the Instagram Video you can see the officer getting hit by a black sedan as he was trying to break up a sideshow in richmond. It happened early sunday morning near marina bay parkway and regatta boulevard. Juan vargas and genesis castaneda were arrested yesterday. Vargas is facing attempted murder charges. The officer has been released from the hospital and is recovering at home. We have new details this morning about the life inside a Southern California home where the parents allegedly shackled and tortured their 13 kids. The oldest son attended a California College for years but apparently never told anyone about his life at home. His mother regularly drove him to classes and waited outside of that classroom for him. The college says that he made the honor roll twice. Trauma Officials Say the mans reluctance to discuss conditions at home is understand. City leaders in san jose expected to decide whether to move a Christopher Columbus statue. Critics say columbus actions led to the genocide of native americans.
