It seems to be an endless amount of resources really and expertise to fight fires in california, but its a different matter when it comes to preventing those fires. As that clock ticks to the next disaster, Investigative Reporter liz wagner takes a look at why the state isnt focussing more on prevention. Reporter we joined wildfire scientists from uc berkeley at one of their labs up in the central sierra. Take a look. Dr. Scott stephens and Brandon Collins are studying ways to make morests more fire resistant and to slow the spread when wildfires do happen. This is the third time since 2001 theyve set fire to this 50acre plot of land about an hour outside auburn. To do this and really make a difference in the landscape, we would have to do that at much bigger areas. Thats the thing that worries us. Were not doing it. Were not even close. Reporter why . We dont have a lot of experience doing this in california. Reporter stephens says building up that workforce is a challenge. It says california is focused on fighting fires but failed to invest in preventive measures. Coming up tonight at 11 00, well tell you why critics say one of the most important Fire Agencies in the state may not be equipped to take the lead on fire prevention. All right. So its an end of an era. Right here, these are live pictures as a United Airlines final 747 passenger flight. Our skyranger is over. Right now you can see as its about to take off right there. This just its going to depart from sfo this morning. This will be the last flight for that 747. Its heading from here to honolulu. For a lot of people, Aviation Enthusiasts are on this plane, anxious to be a part of that flight. Nei you know, this is a momentous moment. Theyre taking their time. I heard on the flight theyre doing a retro thing, a throwback. Not cuss m tums uniforms. Uniforms for the flight attendants from the 1970s when they actually started frying this in 1970. We really want to take a look at this because this is history happening right here in the bay area as we watch the final flight, the united flight of the 747 take off from sfo heading to honolulu. To hawaii. Thats a nice stop. Why not end it in a nice tropical place like that . Exactly. Theyre saying its just not fuel efficient anymore. There are, of course, smaller planes that can fly faster and more cost efficient, but, you know, its kind of a little cool piece of history right there. Taking its time. Thats okay. History being made there. Theyre leaving me. Wait, kari thats why theyre going so slow because karis not on the plane. We can take this show on the road. That would be nice to actually do our show live from that plane. Its big enough, right . Absolutely. And it would be nice to be in a tropical destination because even though it looks like its nice and warm, take a look at the number on the screen. Its only 59 degrees right now in tiburon as we get out there and most people about to head out for the lunch break and enjoying the sunshine as we take a live look outside in san jose. And as we head towards that noon hour, our temperatures will start to warm up, but its been a slow go here as we are still in the upper 50s and low 60s rights now. The sevenday forecast is coming up at the bottom of the screen. Youll see there will be quite a bit of rain and thats what weve been talking about for several days now. Getting ready for our next storm system set to move in. We are heading up to 71 degrees in east san jose. Cupertino, expect a high of 68 degrees. We have a mostly southerly wind. Its quite breezy and will get Even Stronger as the day goes on as we will start to see a few more clouds moving in. Still looks really nice. Up to 70 in danville. San mateo, expect a high of 68 degrees. North bay with some upper 50s in point reys it will be up to 67 degrees in santa rosa. Football practice this jake tapper tapper afternoon in the south bay will be comfortable. Now that the sun is setting earlier, it will be mild at 5 00. Once again, 6 00 is already going to be dark out there. Were tracking our next storm system. We took a look at this earlier in the show. You can see how large of a storm system this is. Still the center of the storm is well off towards the north. What we can see the trailing cold front that extends well out into the pacific. Its actually going to tap into quite a bit of moisture. As it does so, it will bring in some gusty winds and some pockets of some heavy rain. Starting tomorrow afternoon. So i think for the afternoon commute for the north bay will be a little wet, but still dry for the rest of the bay area. We will start to see the showers moving in. Hit or miss activity into thursday morning and some scattered rain throughout the day on thursday as well as early friday morning. Wont rain the entire time, but there will still be some soggy weather and some mostly cloudy skies for the end of the week. We are looking at the potential of getting close to an inch of rain in the north bay, much lesser amounts as we head farther south. We will talk about whats expected for the sierra and take another look at that forecast and the timing coming up a little bit later. Sounds good. Thanks, kari. We want to take another live look for you at the United Airlines final 747 passenger flight. Its leaving from sfo heading to honolulu, hawaii. Fly, little bird. Fly, big bird, i should say. Fly. Reporter good day from seoul where President Trump is within about 40 miles of the border with north korea. His first time on the korean peninsula. The conversations here are about two major subjects, economics and security. President trump urging his counterpart president moon to reopen negotiations on trade between the United States and south korea, something south korea was not as eager to do, and the president is arguing that there is a relationship between Economic Security and national security. President trump visited with troops from both the United States and south korea at camp humphreys. Hes also attending a state dinner as the honored guest of president moon. That is notable because no president from the United States in 25 years has been given a state dinner. President trump has also expressed his optimism that there is a way out of the north korean crisis. The president has toned down much of his own heated rhetoric and says he believes north korea should come to a negotiating table and should work out a solution. I really believe that it makes sense for north korea to come to the table and to make a deal thats good for the people of north korea and the people of the world. Reporter but President Trump says the threat against potentially millions should be something that the world is dealing with, not just the United States and south korea. New red flags being raised about power lines and trees in the wake of the north bay wildfires. We investigate. Ne my name is Cynthia Haynes and i am a senior Public Safety specialist for pg e. My job is to help educate our First Responders on how to deal with natural gas and electric emergencies. Everyday when we go to work we want everyone to work safely and come home safely. I love that people in this community are willing to come together to make a difference for other peoples lives. Together, were building a better california. Centers around pg e and its new questions in the wake of the north bay wildfires. This centers around pg e and policies about trees and live power lines. Pg e permits one out of 100 trees to violate state power line clearance standards and still passed its audit. One out of the 100 trees critics say is just one too many. Here is Investigative Reporter jaxon van derbeken. Our people are welltrained. Our patrols are terrific. Were on time. Everything is going great. Reporter thats pg es ceo geisha williams over the summer in civil deposition testimony over the 2015 fire. She was talking about her companys efforts to prevent power lines from sparking wildland fires. We also have one of if not the most comprehensive Vegetation Management programs in the country. Reporter thats williams talking to shareholders last week, touting the 400 million the company spent on tree clearance last year, twice as much as usual because of the drought. As cal fire probes whether downed lines played a role in the firestorm that levelled more than 6,000 homes and businesses, weve learned that pg es north coast region has long been identified under the greatest risk of treecaused wildfire. This 2013 internal analysis of five years of wildfire data found the north coast faced three times the danger as the rest of pg es territory. Amanda riddle is one of the attorneys in the butte fire litigation. She contends that pg e was not ready for that. What we know is that their Management Program is worth nothing more than the paper its written on. Reporter one problem she says is that pg es auditors gave out passing grades when one out of 100 trees they checked was too close to power lines. While that 99 ratio may sound good, keep in mind that pg e has 55 Million Trees near its power lines. That means over half a Million Trees out there could fall into power lines and cause a wildfire. Obviously that shouldnt be acceptable to anybody. Reporter bob kagan, a retired lawyer with the Public Utilities commission, agrees. You cannot accept any tree that does not or any pole or any component that does not meet minimum standards. Your safety goes awry. Reporter worse, riddle said, is when it cant reach that 99 compliance rate, pg e just expands its universe of trees. So what pg e does when it doesnt pass is it basically cheats. It adds more miles and more miles until it leads to a passing grade. Reporter in court filings, pg e said expanding an audit sample does not jeopardize size safety. Thats something who kagan who handled the case over the daeld san bruno fire cant understand. Failure occurs at the at the weakened link in the system. It doesnt matter that there are 100 good poles if that one pole is going to fail. Reporter pg e told us that the way they score their audit is statistically valid and follows industry best practices. Their methodology, they told us, provides a reasonable way to monitor compliance and monitor their vegetation active. Jaxon van derbeken, nbc bay area news.
