Well, new containment numbers out within the past few hours. The overnight rain definitely helping firefighters. Right now, the tubbs fire is 93 contained, while the atlas fire stands at 87 . The rest are more than 82 contained. Cal fire adding that the tubbs fire is now the most destructive wildfire in california history. Were taking a closer look at the close losses from the fire. 1 billion is an early estimate according to california insurance commissioner. Most of the loss was in Sonoma County, more than 5,000 buildings and homes were destroyed. These are early numbers. The commissioner expects those numbers to rise. Our winds through the peak of the evening when we start to see those winds picking up at about 15 to 16 miles per hour, but may be a little bit stronger for some of those areas. So thats just something well have to monitor, of course, as we get more containment on those wildfires, the winds will be picking up later this evening. Senior investigator Stephen Stock and his team have been digging into this issue for more than a year now. Stephen, what did you find out . Five years ago, state lawmakers agreed that every citizen in california had a right to clean affordable Drinking Water. Since then, millions of your tax dollars have gone to build Treatment Systems around the state to clean the contaminated water. But we found that even if the state pays for these facilities, many poor communities simply cant afford to maintain and run them. Every month, the delivery man brings bottled water paid for by taxpayers to the 600 or so residents living in this rural, unincorporated town looked in east fresno county, its water since 2002 has contained some of the highest levels of arsenic in the state. Translator we are forgotten. Reporter you can see an example of that right here. A 1. 3 million Water Treatment plant that can clean arsenic and other impurities out of Drinking Water. Initially, it looked like a good idea and it looked like it was going to be a really good plan. Reporter but within six months of going online, that Treatment Plant was moth balled. While the Development Grant covered the cost of building the plant back in 2006, there was no money to maintain and run the plant. Translator even if the community wanted to, we cant afford to treat the water. Reporter 12 years after completion, this plant still sits idle while bottled water continues to be delivered to residents instead. Translator the operation of the plant even led the community to significant debt that were still paying off today. They cant drink the water. It has arsenic in it. This serves as a symbolic reminder of what could be here and it isnt because so many people have failed the city. Reporter represents poor communities through the central valley, communities she says remain forgotten by the rest of california. This issue isnt new. Weve known about this. Weve decided to turn the other way. Reporter and its not just this town, our investigation found more than 300 communities serving a total of about 1 Million People in situations similar to here. That includes 129 systems with high levels of arsenic in them. More than 100 other Water Systems tainted with high levels of nitrates or uranium. Many of these communities could not afford to run a Treatment Plant, even if the state gave them the funds to build one. How is this possible . Well, i think its because waters always been seen as a very local thing. Reporter Felicia Marcus says the communities which cant afford to run their own Treatment Systems are the biggest challenge to getting safe, affordable Drinking Water to every californian. I think the real missing ingredient is just financial and money. And i think thats if the legislature can come up with a way to deal with that, then well be off to the races. Reporter why hasnt that happened before now . Well, i think sometimes you get to it when you get to it. Reporter so we went to state senator of carmel. His solution to this, senate bill 623, which would provide state funding to run Water Systems in small rural and poor communities. A bill paid for by 1 a month fee added to every California Water customers bill. I think it underscores a shared recognition that the problem is unsustainable. Its a human rights issue. And by coming together, we have a solution. Reporter has the legislature failed in its promise to deliver that . Because we still have these communities who cant drink. You know, in retrospect, five years, one could say we failed because we didnt achieve it yet. I tend to look forward. As an optimist, were in a position now to do that. Reporter the senators proposed bill has broad support from activists to agriculture community. Right now the bill remains stuck in the Assembly Rules committee in sacramento. Meantime, work has begun on a new well that the state homes will deliver clean fresh water by the end of 2018.
