A rush hour fire aboard a subway train in londons tube network is being investigated as a terror incident. These are live pictures as authorities continue to canvas that scene for evidence. We do know 18 commuters are injured. A photo shared on social media showed a bucket on fire. He added an explosion occurred and the fireball blew down the carriage and they jumped out that open door. Security for ben shapiros speech was expensive. Uc berkeley estimates the new measures cost around 600,000. It seemed those measures were successful as the protestis outside the speech were relatively peaceful, certainly not what what we saw months ago, a speech that was supposed to be given by milo yiannopoulos. It surrounded not only where shapiro spoke, but also the Student Union and other nearby buildings. A heavy police presence, hundreds of officers from other agencies and metal detectors for anyone trying to get into the speech. It does not appear members of antifa showed up to protest. Police did arrest nine people including three people for carrying banned weapons, at least one woman was taken to the hospital after she fell and hit her head during a fight over a sign. In about nine days from now, a lineup of other conservative speakers will take part in uc berkeleys free speech week. Milo yiannopoulos will speak on three days. Former white house strategist steve bannon and commentator ann coulter also expected to speak. They say no contracts for those speakers have been signed as of yet. Happening today, a major deadline for building owners in San Francisco. The city must see the seismic safety plans for any building that must comply with new earthquake safety rules. The sf examiner says the owners of nearly 800 buildings have submitted the permits. They have until september 2019 to do the work, but permit applications are due today. You might start seeing some of those changes next week. Thats when the examiner says officials may start issuing violations and putting up earthquake warning signs. Several small quakes rattled the south bay. The shaking was felt in downtown san jose and milpitas, but the epicenter was in the foothills. Things are starting to happen. Its pretty eye opening. Why were feeling them so much, theyre not that deep. It was in East San Jose and the Alum Rock Park area. Its only at a depth of about a half mile. When we have those really shallow quakes, you can definitely feel them. That was along the hayward fault. There have been about eight small quakes, but about five have been at a magnitude of 2. 5 or larger. When that happens you remember to drop, cover and hold, kind of remind you of the safety tips and make sure you do have your plan ready and you also have those supplies that you need. The hayward fault, the last major earthquake we had there, it was a very long time ago. It was in the 1800s. Its been about 131 years since weve had a major earthquake. It comes after the bill stalled in the Assembly Late last night. Today in the bay has been talking with schools and doctors about it as well all week. Chris san chesz joins us live in san jose with a closer look at what this could mean for both parents and students this morning. Reporter lawmakers essentially hit the snooze on that bill that would have let our teenagers, our middle school and High Schoolers get a little bit more sleep. As of midnight, way past their bedtime, lawmakers failed to pass that bill. It was 15 votes short. The bill to delay the First School Bell to 8 30 or later wasnt just to avoid the morning fight between our middle schoolers and High Schoolers and the parents. Backers of the bill say this is about health and biology. Teenagers need more sleep for their developing brains and bodies. Sb 328 was backed by the centers for disease control, American Medical Association and the National Sleep foundation. We spoke with a doctor from the stanford sleep medicine center. This morning were taking a close look at what doctors are calling a Pediatric Public Health crisis. Researchers at university of iowa say nationwide 135 young people test positive for opioid addiction every day. The doctors fear that could be the tip of the iceberg. Thats because those opioid addictions are only recorded when kids and teens are taken to the emergency room for other issues and theyre screened for the drugs. I think it gives validity to what we have been seeing and thinking and feeling which is now put in numbers. Most of the patients in the study were college age. There kreerly is a housing crisis in Santa Clara County area, up and down the state as well. These lawmakers are trying to address this by addressing the affordability issue at its base. Now, the lawmakers passed a number of bills last night taking action on the housing crisis. One is a 75 fee on refinances, mortgage refinancing and other nonsale transactions. This would be for homeowners and Business Owners as well. This would create a fund to build more Affordable Housing. Also they passed a desire to put a 4 billion bond on the vote before voters to creigh fund loans for veterans. Also there is a move to ease local building restrictions to make sure that when builders want to build, they have the ability to do that. Now, senator Nancy Skinner who represents the east bay authored a bill, also, to require local governments to hold on to property that can have housing on it because when governments sell off that property, suddenly theres no room for anyone to build. New this morning at 5 35, the Palo Alto Police Department Spending big money on hiring officers from other departments. The mercury news reports today the department will start offering up to 25,000 bonuses to new officers. The catch, the money is only available to experienced officers who come from other agencies. The department is also offering 10,000 bonuses to recent Police Academy grads. Starting salaries range from 100,000 to 119,000 per year. The department is budgeted to have 92 officers. There are currently 71. The Palo Alto Department says nearly every department in the state is short an officers, creating a lot of competition. Overnight we looked into some of the numbers out of san jose, the bay areas largest city. This summer the department reported having 983 officers well off their high a decade ago of about 1,400 officers.
