The doctor is very confident about the vaccine calling it a bright light in this long, dark tunnel that weve been traveling through but he says distribution is far from a trivial matter and we need to prepare for dealing with plenty of complications. Neither the cdc nor the state of california are likely to get more granular than to say Health Care Workers and people over 65 in Long Term Care facilities are the first two groups. Reporter the question then becomes which Health Care Worker goes first . Take ucsf that is unlikely to get enough vaccines in the first shipment to cover the 30,000 staff. The complicated task deciding which employee gets the vaccine first and then falls on the hospitals management team. We then have to internally say okay, who goes first and second . What we will say, the group that will go first are people front line clinician, nurses, doctors, respiratory therapists, transporters. Reporter in a series of 24 tweets, he outlined concerns about the distribution of vaccines. The one that really keeps him up at night, misinformation. There will be thousands of people that get a vaccine and in a month or two they have a heart attack or month or two have a stroke or in a month or two come down with cancer. Has zero to do with the vaccines. That has to be clear. Reporter the doctor says he worries these stories will be used to discredit vaccines even after they have been approved by the fda and despite undergoing rigorous clinical trials. He says the messaging has to be clear and consistent from the president to local Health Officials. Is the first country to approve a fully tested covid19 vaccine. Theyre expected to start giving out shots starting next week. We learned about the same scale as california with size and doesnt have the complexity to figure out how to do this across 50 states and 330 Million People but there will be lessons from the u. K. Another concern, he says we need a system to verify essential workers when its their turn to get the vaccine and this group, everyone from Police Officers to firefighters to Grocery Store workers to people like us, journalists. In the south bay, newly released data shows hospitals there could exceed capacity in two weeks. The grim assessment is forcing administratiors to scramble to ensure there are enough beds, especially in hospitals serving East San Jose and south county where fewer than a dozen icu beds are now available. Hospitals throughout the county are working together engaging in phone calls at least daily to redistribute patients as needed to ensure that we are continuing to provide safe and high quality care. As tough as this is, there are signs of encouragement. This week Santa Clara County submitted the covid19 vaccination plan to the state detailing its plans for Community Engagement and Vaccine Distribution and management. Facilities have been constructed to property early store the vaccines, which will be first made available, of course, as we mentioned to front line Health Care Workers. Santa clara county is dealing with covid19 outbreaks at two of the Juvenile Hall facilities. Nine youth and four Staff Members have tested positive at the main facility in san jose at the boys ranch outside of morgan hill. The county says close contacts have been quarantined. Everyone at both facilitys is undergoing covid19 testing regardless of whether they were in contact with the 13 people infected. In the east bay now, oakland is shutting down its indoor Recreation Program for kids because of rising coronavirus cases there. Outdoor programs and services will continue. Oakland mayor libby schaaf spoke with us on midday live and said the recent surge has given pause in thinking about reopening schools. She knows restrictions are tough on a lot of people clearly and she sympathizes. Every day were asking people to make tremendous sacrifices and to believe that they are necessary according to science. Now, in the north bay sonoma countys Top Health Official says her county is doing better with the rate of new covid19 infections than many other california counties, but the coming weeks may test their ability to handle a growing number of y we continue to do better than most of the state slowing the virus which issed ed an adv as we face the most challenging part of the pandemic. Sonoma county is expected to stay in purple. The county Health Officer says increase testing and communities hardest hit key to helping limit the spread. Marin county is the only bay area region in the red tier, Everything Else in purple. County Health Officials looking at numbers say purple isnt a matter of if but when and could happen as soon as this week. As the only red county in the bay area, marin is an island at the moment. All the bay area counties are looking toward sacramento to see what the big picture is going to be. Officials i talked to in San Francisco today, however, said that were going to see a tightening. Not as dramatic as the initial closedown because of the Economic Impact then. Back in march and april and may when we virtually shut down the bay area, people were still getting paychecks because of the government stimulus but thats running out so they have to balance economics, peoples livelihood and health. Thats tough. Well probably see more restrictions on outside dining, gathering in parks, maybe the next time to go to eat outside only if its your household cant mix with others and a tightening of people allowed in retail stores. Might see lines outside waiting to get in but they still got to keep the money flowing because people need their work and jobs and thats the big decision thats the balance thats trying to be struck between now and the next couple weeks as we go deeper purple. Such a tricky balance. San francisco has been spending millions every month for hotel rooms for the homeless during this pandemic. Your paper in the chronicle is reporting the city planned to close seven hotels where 500 people lived a few days before christmas. 10 million in state funding will delay that. How long can this last . San francisco has about 2300 People Living in shelters or on the streets. Remember, it wasnt long ago we had tents along the streets of the city and looked like something out of a third world country and a refugee camp. They put those people in hotels and its costing the city about 2 million a month in order to finance that but that is only going to be as good for as long as the feds continue to pick upmost of the tab, which theyre doing right now. The Emergency Services in washington is picking up about 80 of the tab. Now, concern in San Francisco as youve got 2300 people in hotels and no guarantee how long that federal money will go so the feds could say hey, in 30 days were out of money you got to go on your own and San Francisco will be in a tough bind but at 2 million a month, its a bargain politically rather than having the tents on the streets because that really upsets the neighborhood. They are betting on the federal money to keep coming until they can find a place to put people. Phil, finally, mayor london breed is talking about the financial problems facing muni and significant as you know, a budget deficit could lead to laying off roughly 20 of the work force. Were talking about 1,000 employees possibly losing their job. Service cuts would be next. Whats your sense on what muni can do to turn this around . Not much. Once again, they like bart and like golden gate transit and caltrain and a host of mass transit around the bay area depend on the word mask. Many, many people paying fairs. Its dropped between 90 and 95 and there isnt enough work to keep the bus and ferry lines running. It pot just muni. Muni will have a tough time getting through not just the pandemic in the next couple months but after that how many people will come back to work and how many people will work from home . Some hospitals are nearing capacity now but as abc 7 News ReporterLaura Anthony found out most hospitals are managing well despite continued heartbreak. Weve been dealing with this almost a year now. Reporter a nurse is on the front lines of the fight to save those so sick they need to be hospitalized. It also means being there when the battle is lost. So weve had to deal with that quite a few times and its heartbreaking to just be around other human beings especially in their last moments of life and not be able to hold they are hand or lock at them in the eye. Reporter despite a surge in overall cases so far, most major hospitals in the bay area including john muir are weathering the storm. Weve been preparing on going for the last ten months and so we have absolutely known there would be another surge headed our way but at this point, its very, very manageable. Reporter ucsf, stanford and kizer report they, too, still have adequate capacity and right now are not cancelling most elective surgeries. Still, preparations are underway if things get worse. That includes this temporary waiting room outside the emergency room entrance so patience can distance safely. Despite the seriousness of the covid situation, this hospital and others want to remind people not to delay seek in care and dont be afraid to come in for oher potentially life threatening medical issues. We have been working at this for ten months and we are absolutely ready to keep everyone safe. Reporter he said he and his colleagues are ready to treat more Covid Patients but hoping for fewer. You have to look at the greater good right now. Multiple vaccines that should be coming out pretty soon, you need to seriously consider taking them because you have to protect the general public to get over this virus. Use less from 4 to 9 pm and we can protect california for generations to come. California has issued Health Guidelines for ski resorts during the pandemic to prevent crowding. Day of ski tickets wont be sold. You need reservations or have a season pass. Many ski resorts that opened last month already have these rules in place. Tahoe resorts are open but most have relatively small number of trails actually opening at this moment because of conditions up there so it could be more crowded if youre not careful, liz. It certainly doesnt look like that here, very dry, spencer. It is very, very dry here. In fact, almost dangerously dry because as we get into the weekend, we may see increased fire danger. Chilly days and gusty winds will develop over the weekend sunday into monday mainly, dry wind increasing the risk for fire so bear that in mind. Well keep monitoring that situation for you and still no rain in sight for the next seven days. Now we can talk about overnight conditions. Well see an increase in clouds at the coast and high clouds passing over, as well. Overnight lows will be chilly in the inland valleys where lows will drop into the mid to upper 30s but along the bay shoreline and coast well see lows falling only into the low 40s and tomorrow, look for sunny skies once again with a few passing high clouds so in some parts, it will be filtered sunshine with high temperatures from low 60s at the costa mainly low and mid 60s around the bay shoreline and mid to upper 60s in our inland areas. Look at the forecast animation taking us through the remainder of the week into the weekend. Notice lots of active weather pushing into the Pacific Northwest. Rain and some cases, snow. Its all going to remain north of us although we may get clouds swinging through the northern part of california as these systems pass to the north. We dont expect any moisture, at least not any measurable precipitation to reach the bay area. We need it but its just not headed our way over the next week or so. So here is a look at the acre u accuweather sevenday forecast. We have many mild dry days ahead. Quite mild as high temperatures approach 70 in the inland areas but the critical period were watching here is sunday afternoon into monday evening when we expect a pretty sharp increase in wind gusts over the hills. Next, were going to have a comparison to the summer surge when we thought it couldnt get any worse. Bank of america hasnt answered lawmakers about why its draining edd accounts but its still taking the money. Im lets catch you up on tonights headlines regarding the pandemic. For the first time ever, more than 100,000 americans are in the hospital because of the coronavirus. Right now california set a record for the case count. The number of hospitalized patients set a record of lives lost is over 2,000. Today the United Kingdom is the first country to approved fooizfooiz pfizer covid19 vaccine, the 14day quarantine is over. The cdc announced guidelines that say you can end quarantine after sevendays if you receive a negative test or ten days without getting tested. Weve known cases are on the rise but up until recently, we had not surpassed the summer surge. That changed. The bay area is seeing more cases than before. How does this holiday surge compare to the summer one . This is a graph showing daily covid19 cases in the bay area going back to march. Its clear where we had the summer surge but the sobering reality is that weve now surpassed it but by just how much . Take a look at the numbers. During the summer surge the bay area as a whole hit a peak on august 13th with a sevenday average of 1,419 new cases per day. Currently the bay areas rolling sevenday average is 1,731 new cases per day and its growing. So what about specific counties . Lets first look at Santa Clara County, a hot spot. Over the summer santa clara hit a peak on august 23rd with a rolling 14day average with 288 new cases a day. The current average daily new cases is 456. Now head up north to napa county. Their summer surge peak was on august 2nd with a 14day rolling average of new daily cases at 25. The current average of daily new cases is nearly 40 but not all bay area counties surpassed the surge. Marin county isnt close yet. San francisco is essentially tied. The city had its summer surge peak on august 25th with a 14day average of 132 new did lay cases. That daily average is 131 so almost exactly the same. The problem theres no sign its turning around and more hospitalizations and people in the icu. We do have a couple thousand icu beds unoccupied but thats it will catch up pretty quickly. Reporter in almost every bay area county, hospital sanctions are on the rise again like they were during the summer surge. Now, of course, the difference this time is we do have a vaccine in sight which is good news but for now the big question is when will we turn this around . Dr. Rutherford believes by the end of the week we should have a better sense whether or not there was that thanksgiving surge. So many people fear. As 7 on your side reported a group of 59 state lawmakers demanded to know why bank of america is draining accounts and did not provide answers by yesterdays deadlines and now thousands of unemployed workers are left without the badly needed benefits. Michael finney is live with the latest on this. Its one thing after another for people depending on these benefits. You just feel for these people. Dan, these workers have one thing in common. They all reported fraud length h edd debit cards. Now the bank is taking Unemployment Benefits to pay for it leaving them with no money to live on. Its so stressful. Reporter javier was laid off from apple pebees when the pandc hit. Hes been receiving Unemployment Benefits but somewhere in the world a thief was using the card, too. Charges from africa, west africa, europe, some weird charges. Reporter javier reported the fraud to bank of america and the bank gave him credit for the bogus charges. I thought my problems were over with. The next thing the bank hits me with many debts of 300, 400. Reporter turns out bank of america reversed all the credits for the fraud on his card. All the money was coming right back out. Until he had a negative balance. Javier was now 5,000 in the red. They tell me you need to call edd. They closed your account. I got through to edd and they said call the bank. I tried the bank again and was on hold for hours. Reporter the bank promised to close the account. They did not close his account because it was net red and thieves kept using the card. They were taking my edd money, the scammers. Reporter all javiers edd benefits are going to pay off the negative balance. Hes still nearly 3,000 in debt. All the edd money, im not seeing any of it. It goes straight to take care of the negative balance. Reporter hes not alone. You guys took 16,000 from the account. Where did it go . I had 4,000 gone like that. Reporter bank of america has been draining accounts of thousands of workers. A spokesperson would not say why, only that the bank is making a broad effort to fight fraud. They want a better explanation. Why is bank of america taking hundred out of accounts of legitimate individuals who should be getting paid and where is that money going and were not getting answers. They dont know how much i depend on that money. How am i supposed to live . I have no income right now. Trying to ration every meal and cent i have. They dont care. Bank of america just told us it is working on a detailed response to state lawmakers about why its taking money from workers accounts. Share community is a nonprofit and stands for sharing abundance, resources and encoursemee encourageme encouragement. Weve only been at this a little bit of time but weve already provided almost 100 showers. We all put clean clothes on when we come out of the shower when were housed. Thats not always an option for the unhoused. We want to make sure everything they need to come out and feel clean we provide. All of the items come from donations from people in the community so we provide shampoo, conditioner, soap and everything in between . We want to be part of society. It feels like its a miracle. Everyone appreciates it when Something Like this is born, its fresh. The idea they are coming out feeling confident and revitalized. We want folks to know they are loved so we refer to folks as unhoused neighbors or neighbors unhoused and putting people first. Here is the new me. Reporter how do you feel . I feel great. Reporter today the family of one of the survivors of the december 2nd, 2015 terror attack in San Bernardino helped fix up a makeshift memorial, one thats been here at the corner for five years now. I definitely want to make this corner something that people can just come and get hope from. Reporter kevin ortiz was inside the center that day with dozens of San Bernardino county workers when two terrorists stormed inside opening fire. 14 were killed. 22 wounded. Ortiz himself was shot six times. And has undergone years of physical and psychological therapy. That day, you know, just so many senses as far as the smell, the scenes i saw. I lost many coworkers i considered family. Reporter there will be a much more permanent memorial to the victims and survivors outside headquarters where many wo worked. I knew many of those that died. Having been here 16 years, you get to know people like theyre part of your family. Reporter supervisor gonzalez unveiled artists they will call the curtain of courage. When complete, this memorial will have 14 coves, one for each victim that lost their life that day, each one personalized in memory of that particular victim. Survivors and family members were crucial in the decisions made behind this memorial and its was unveiled for them during a private ceremony this morning. I did see the beauty of the beginning of their healing. Its been a journey, and so i think that today really helped another solid step on that path towards healing and helping this county to recover. Mr. Trump posted a 46minute attack on the Election Results on facebook today reeling off a series of false claims about voter fraud that even his attorney general says didnt happen.
