A lot of the businesses that the governor Just Announced he is shutting down hadnt yet reopened here in Contra Costa County. But hair salons had and many think they should be allowed to stay open. Many salons like this one in concord, the mane event has done a lot of work, separators between the chairs, thermometers, hand sanitizers and now they will sit empty. Because of the sharp rise in covid19 cases, these salons must close frustrating many owners. I think its pretty essential, you know. Weve taken all the protocols. Were safer than most Grocery Stores that you go in. So, i dont quite get it. All Indoor Religious Services and gatherings will be shut down for now. As far as Outdoor Dining goes, face masks worn at all times by customers and servers except when physically putting food and drink in your mouth. Indoor dining is not allowed. Tighter restrictions are being put into place because testing shows more than 8 of those tested came back as positive in the last week here in Contra Costa County. No word how long the restrictions will be in place but the mayor calling them temporary. Thank you, amy. Many businesses in Santa Clara County will, once again, have to close. The governors announcement came the same day they were able to reopen. So, heres what will be ordered to close starting tomorrow. Worship services, fitness centers, offices and nonessential sectors and nail salons and tattoo parlors, hair salons and barbershops and shopping malls. They expect the Health County to be added to the state watch list tomorrow and Business Owners say the pandemic has put them on an emotional and financial roller coaster that no one was prepared for. Governor newsom is drawing sharp criticism across the state for his decision to order all counties to shut down indoor activities. He banned Indoor Dining at restaurants and closed everything from bars, wineries and tasting rooms to zoos, museums and card rooms. A spike in coronavirus cases forced his hand. Business leaders say the action will devastate many Small Businesses and just an emotional blow to owners. They say businesses cant just open then close with the flick of a switch. San francisco one of the few counties not on the states watch list, however, Health Officials are concerned that could change if residents dont take action right now. Reporter San Francisco director of Public Health dr. Grant colfax said the virus would have burned out in the city if it stayed at mays low reproductive rate. We could get as high as over 6,000 hospitalizations. A scenario that reflects the challenges that new york had. We have a window to do better. Reporter dr. Susan philips says San Franciscos slow reopening and current pause has been very deliberate. Wed rather pause than have to roll back. Reporter dr. Philip is involved in the citys Contact Tracing program and shared one of the most important findings. 15 of residents in San Francisco are, but 50 percent of our contacts of people with covid so its disproportionately affecting that community in San Francisco. A new York Governor Andrew Cuomo says here that he has issued an Emergency Health order and requiring travelers from states impacted by spikes of the virus to quarantine for 14 days. Airlines will give passengers the form to fill out before arriving at the gate. The mandate will be enforced and every airport in new york state. If you leave the airport without filling out the information not only can you have a 2,000 fine, you can then be brought to a hearing and ordered to complete mandatory quarantine. Marcus books in oakland specializes in books by black authors, black history and social justice. The store has received an overwhelming number of orders and since the death of george floyd, books written by black authors have been flying off the shelves. Definitely a surge in reading and wanting to read and also in what people are reading because were seeing a lot of people in the store that we havent seen before. And theyre buying anything in the store but mainly books dealing with racial issues. The owner says theyve been getting 300 to 400 orders a day and that is coming in from people all over the country. That balancing act and the latest action from the governor are really frustrating small Business Owners. This morning, its deja vu because of the spike in covid19 cases. Governor newsom ordered this yesterday closing all indoor businesses across the state. Includes restaurants, bars, wineries, tasting rooms, movier theteres, tasting rooms and zoos. We were able to suppress the spread of this virus and knock down the growth of this in the beginning. Were going to do that, again. Not only are people getting covid19, not only are we seeing people transmit this disease, but were also continuing to see lives lost. Okay. So, look at this map. If the county is on the states watch list, there are Additional Closures including gyms, churches, offices and personal Services Like salons and barbershops and, as you can see, seven bay area counties. Only San Francisco and san mateo are not on either of these lists. Small businesses really frustrated by this because this time yesterday businesses in Santa Clara County were just hours away from reopening and today theyre planning to reclose. These businesses down in Santa Clara County have not been open for a full day before they found out they would have to be closing down tomorrow by wednesday. They are frustrated with the uncertainty and just blown away by the lack of coordination at this point. Now, earlier this month, youll recall the county Health Officials confirmed gyms, barbershops and tattoo parlors will be able to reopen july 13th, the first time yesterday for the irs if time in four months. Just hours into their reopening, the Public Health department confirmed that Santa Clara County would likely be added to the states watchlist by wednesday and that meant all of those justopen businesses would have to close in less than 48 hours. Is this going to be another three, four, five, six, seven, eight months. Before you know it, it will be a year. And at Worship Centers and shopping malls to the list of businesses having to close. To be clear, though, this is not just an emotional roller coaster. These Business Owners are dealing with. A financial nightmare, too. Live midday morning as they were excited to reopen. The Business Owner said they were barely getting by after having been closed since march 15th. They were so excited to welcome the customers back in, but now, this. Theyll have to close back down tomorrow. For how long . No one knows. It is that uncertainty that is really, really just making it difficult for so many of those Business Owners across the bay area. Reporting live, Julian Glover, a abc7 news. This did not go well. Alameda county supervisors will vote on whether they should ask the state for permission to allow Outdoor Dining. That request is being made with the county now on the states watchlist. Alameda county hit pause on reopening last month because of an increase in cases and hospitalizations, which delayed plans for them to apply for this variance. For now all restaurants, wineries and bars can only be open for drivethrough, pickup or delivery. Statewide, there are more than 329,000 cases of coronavirus. Thats the number that has gone up 50 in the past two weeks. Here in the bay area, there are now 36,440 cases. Thats an increase of more than 1,000 cases in just 24 hours. And the number of deaths has increased by a dozen overnight to 659. We know plans for the new school year are important to you and thats why education is one of the five key areas were focusing on in our efforts to build a better bay area. Berkeley School Superintendent says students will experience entirely Distance Learningademi few weeks. They had hoped they could hold some inclassroom instruction but they are worried about how safe that might be. Berkeley school board will hear their revised plan during their meeting tomorrow. Oakland unified is revealing more details about plans for reopening in the fall. We know there is an emphasis on distant learning. The School District is taking a phased approach during a public informational session were learning of another wrinkle that is being added to the instruction process for high school students. The recommendation is to implement mini where students are experiencing three to four classes each quarter, each mini mester instead of the same workload that they have had in the past. Last week, the School District announced classes will start on august 10th with Distance Learning to last up to four weeks. There are negotiations still going on at this point with teachers. Well, many oakland parents had hoped that they could begin the year with some kind of inperson learning, but others felt that getting back into the classroom was a bit premature. The union said teachers would return to the classroom only after two conditions were met. Until we see that those rates have dropped and have steadily dropped to near zero for 14 days straight, we dont even want to consider any type of inperson learning at all. No hybrid learning, none of that. The second condition that the district must ensure that the proper Safety Equipment is available and maintained throughout the year. Oakland unified said governor gavin newsom promised to deliver. Now an abc7 news live upd e update. The second largest School District in the country will not reopen its campuses for the start of the school year. Los angeles schools will reopen online only in the fall. The superintendent says the district cant come close to protecting the health and safety of half a Million Students and about 75,000 employees. Across the country, florida continues to set daily records while hospitals are running out of space. The states governor has been reluctant to reimpose restrictions. A protester interrupted his daily news Briefing Calling the governor, quote, an embarrassment.
