One of many fires to burn across the area. I thought the house was going to burn down. Reporter so did many others, as strong winds fueled these flames. Got very close. You can see the flames were literally in their backyard. As i am talking to them, i see the flames come over the top of the hill. Reporter chris engle turning on the sprinklers and life. In fairfield, 30 homes were evacuated and it was just one of many spots where fire put people and their homes in in rodeo, an frightening situation. The wind is going that way from left to right direction. Reporter flames tore through 230 acres of land near the interstate and forced many out of their homes. Just in time to get the kids out. Reporter no homes were damaged there or in banesha, where four acres bur it was not only the ground attack but air attacks that subdued the threat of fires. Something that helped save homes in fairfield, as well. Witnesses everywhere telling the same story. I would say it doubled from 10 to 20 to 40 feet in a matter of 20, 30 seconds. We have to keep in mind that much of the bay area is under a severe drought right now that. Is not going to change over the next three, four months. So our landscape will remain very parched. The cruz fire started yesterday just north of gilroy, up to 5400 acres. Cal fire said its destroyed two homes and 70 people have been evacuated. Its burning to the east of 101 near cruz road. The fire is 20 contained. The park fire near morgan hill is fully contained. It started saturday night and portion forced some evacuations. It burned 343 acres. The rate at which coronavirus tests are coming back positive increased by 39 over the last two weeks. Yesterday, the state recorded 5700 patients in hospitals, an increase of 50 over the previous two weeks. More than 250,000 people have been diagnosed with coronavirus in california. Thats up nearly 100,000 in two weeks. Today, the governor expanded monitoring of counties hit hard by the virus to 23. In the bay area, that list includes marin, contra costa back on the list, but santa clara is off the list. Three factors into into getting on the watch list. Elevated disease transmission, increasing hospitalization, and limited hospital capacity. Building a better bay area during the pandemic means focusing on efforts including health, education, changing workplaces, as well as the economy. In the south bay, theres confusion over restrictions in reopening plans. Business owners claim theres no clear consensus about what is allowed or when they might be able to get back to business. The suspect and fellow soldier, Aaron Robinson, shot himself last week. Family says robinson had been sexually harassing guillen. That could have been me. Reporter Stephanie Sanchez organized the vigil. Im a latino woman in the army serve thing country and they failed her, and we are trying to make a movement to honor her name everywhere. Reporter nobody ive spoken to knew Vanessa Guillen personally, but still so many people feel connected to her and her story. Im a mother. My daughter is 23. My son is 18. And i can feel the pain. I can only imagine the pain that the mother is going through. Reporter she came to the vigil because shes angry because of how long it took the air force to release information about the investigation. Too little too late. Its heartbreaking. We all feel like were just supposed to take it. Reporter she says she was sexually assaulted and harassed by three different people while she was in the air force. Theres a really big stigma wth reporting. I think that were scared because we see over and over that nothing is done. I think that especially being like a woman of color, we get i got labeled a crazy latina. Reporter she says the military needs to change reporting structures, so members can disclose harassment or assault to someone outside the chain of command and there has been a major lack of accountability when it comes to the investigation of guillens death. His family says he was watching fireworks with his sister in the bay view when it happened. A man was also shot and expected to survive. Jaces family says she was the youngest of four, and his dream was to use technology to change the world. He was the most perfect child. He was so sweet. He loved to read. He loved his video games. He loved computers. He just loved learning. Police believe it was not a random hooti ishooting but jacet the target. An oakland fire engine caught in the middle of a crowd on the fourth of july on its way to a 911 call. A medical emergency. Reporter the Engine Company was on its way to treat a young woman slipping in and out of consciousness. But the firefighters never got there. They came close to the rig and then had one or two people that climbed on the rig. Once that happened, there were more and more people that decided to climb on top of it. The police, we were all out there and all on our way when that happened. And then good communication with our Fire Department partners, they were able to turn the rig and banal to leave the area safely. Reporter this time, a separate ambulance did make it to the patient. But there are deep concerns about next time. Its inexcusable. When you see those flashing lights, were attending to an emergency, a 911 call and we need to cooperate as citizens, neighbors, residents, visitors.
