Lets start with meteorologist lisa argen. Hey, liz, good morning to you. Were starting out with haze and a little bit of sunshine. Should be a nice afternoon. Warmth returns to our inland valleys. You can see emeryville is a little hazy out there with High Pressure overhead, little wind. Temperatures are quite mild from the east bay to the peninsula, upper 60s to near 70. No sea breeze as of yet. The winds will pick up. Were looking at gusts near 30 miles an hour. Look at the low 70s arriving in our east bay. Today some changes at the coast as the winds pick up and create some gusty winds. Well still be cool, just in the 60s there but climbing through the 00s to around 80 in the bay and low to mid90s return inland. Enjoy the day today if you like it warm. Then well talk about that sea breeze kicking up, bringing the cooling trend to start the week. Liz, thank you. In the south bay a brush fire is prompting evacuations near Anderson Lake east of morgan hill. Here is a live look at whats being called the park fire. You can see the smoke there. Cal fire says at least 100 acres have burned. They say the steep terrain is posing a challenge for firefighters. Theyre tackling flames now from the ground and air, doing airdrops this morning. The fire has been burning since 11 00 last night. Morgan Hill Police Say ten homes have been evacuated and they do not expect the fire to threaten any more homes. East dunn road is closed. Firefighters say avoid the area. As far as we understand, the cause of the fire is under investigation. To get more on the park fire, joining us on the phone is deputy chief Mike Marcucci from cal fire. Sir, thank you so much for joining us. Good morning, liz. Good morning. Tell us, whats the status of the park fire right now, that you know . The latest numbers we just got a couple of months ago from our air ship overhead. We have 20 containment at 200 acres, which is great news. Do you have any sense of the cause of this fire . I know weve seen a lot of illegal fireworks throughout the night, do you think that could be the cause . We do have cal fire investigators at scene taking a look. Fireworks are being looked, but right now were undetermined and under investigation. And you say 20 contained now. So it does seem like even though its grown overnight, obviously progress is being made. What do you expect for today, what will be some of the challenges . So weve got some fresh crews in from around the state last night, from cal fire and our local firefighters. The hope today is to box this in, to put it plainly. The concern we have is that the winds are supposed to surface out of the northwest. Last night it was pro dominantly a west wind that pushed the fire toward that finley ridge subdivision that was evacuated and remains evacuated today. Were hoping go ahead. No, keep going. I was saying, with the northwest wind we have some concern that the fire may head to the south. Were trying to get around that this morning with some of our bulldozers and hand crews to hopefully box that in. For people who live in this area, they hear that maybe the winds could shift, are there areas in terms of evacuations that should sort of be on standby . Do you expect for evacuations potentially . No, at this point our incident commanders dont expect any more evacuations. We always want to tell the public to be ready to evacuate. Weve been stressing this for years. In the bay area, we face fires, floods, earthquakes. Always have that plan. Today is a great day to rehearse that, make sure you know where your important papers are and now to get out and where you would go if you had to evacuate and your family was home with you, what would you do . So now is a great time to work on that. But we dont anticipate any more vacancie evacuations. I woke up to twitter alerts, so many fires across the state. Whats your message this Holiday Weekend . Some of the areas in the bay area allow fireworks. The majority do not. We ask people to use common sense. Follow the law. We understand that everybodys been cooped up with covicovid, e in the same boat, weve had to change our lifestyles as well. Were asking people to help us help them keep the community safe. Use common sense, use fire safety, and have that plan to evacuate in case we do call and tell you to go. Absolutely. Deputy chief Mike Marcucci, thank you for joining us, we appreciate it. New overnight, Contra Costa County firefighters also had a busy holiday responding to fires in the east bay. This is a fire in bay point where firefighters are working to put out flames as fireworks go off in the ground. Crews say 16 fires were caused by fireworks last night in the span of five hours. In all there were 67 total fires including ten structure fires and 27 vegetation fires. The good news is that no homes were lost and no one was hurt. Abc 7 news has more. This is our neighborhood, so we want them to be careful. Reporter contra costa fire Officials Say theyve ramped up fire crews working with multiple agencies for what theyre expecting to be a very busy fourth of july. We will respond to probably 20 or 30 more fires just in the east portion of our county tonight. Our resources are stretched thin. Its not even dark. And weve responded to three fireworks caused fires. Typically the highway 4 corridor through pittsburg and antioch is typically business r i busier for us in our fire district. Reporter with so many people stuck home because of covid19 and no fireworks, the chief says its all led to an increase to people using illegal fireworks. With the noticeable uptick in fireworks usage, unfortunately it feels like its in every city, in every community that we serve. Reporter in pittsburg, anser hassan, abc 7 news. This morning crews in oakland are cleaning up, check this out, after people set off dozes of illegal fireworks through the fourth of july, people hearing them as early as 3 30 in the morning. Take a look at the trash left on the street near lake merritt. This is what the fireworks look like from oakland as well last night. It almost looks like a real fireworks show, right . But this is, again, illegal fireworks going off through the night, exploding until at least 3 30 this morning. Im sure a lot of anxious dogs out there as well. San francisco firefighters were also busy all night responding to more than 20 fires and one happened at mclaren park in visitacion valley. Another was close by near the old candle stick park. Its not clear if either fire was caused by fireworks. The department has staffed extra firefighters this weekend to handle the influx of calls. Those fires come hours after a grass fire in San Franciscos bay view that was caused by fireworks. Photos show where flames scorched the ground here. The fire spread to two acres before crews got it under control. The Fire Departments are warning that it didnt stop people from setting off fireworks last night, this is fireworks not far from power lines, which of course is always concerning. This is a time lapse video of illegal fireworks in san jose. Yu would almost think it could have been a professional show, but no, it is not. Weve heard reports of a dozen small brush fires in the city because of it. Its not certain, though, if all of those fires are related to fireworks. But boy, even, lisa, i was saying earlier that we heard them here at our station on the embarcadero at 4 30 in the morning, those booms sounded close and loud. It was crazy, definitely an unusual fourth of july. With that, the clear sky. So this morning we had some haze. But look at santa cruz, how pretty at 62 degrees, nice and clear here. Temperatures climb through the 70s today. The winds will be over 20 miles per hour. Even windier back home. So well talk about those winds and the warm day on tap for the rest of you, next. Plus protesters demanding justice for vanessa guillen. Hundreds take to the streets in houston. Heres a live look from the park fire burning near morgan hill in Santa Clara County that weve been talking about all morning. If you were with us earlier, we found out from cal fire that now this fire is 200 acres, so its grown from 40 to 200 acres overnight. You can see an airdrop happening right now, live. The good news is the fire is now 20 contained and they do not expect any more evacuations to take place today. But something definitely to be cautious about if youre in that area. Happening today, a bay area protest demanding justice for vanessa guillen. A caravan will travel from concord to San Francisco starting at 10 00 morning. Guillen is the ft. Hood Army Specialist missing since april. Abc News ReporterStephanie Ramos has more on the investigation into her disappearance. Reporter overnight, hundreds marching to houstons city hall, demanding justice for army soldier van essa guillen. Vanessa was last seen april 22, just before noon outside her barracks on one of the countrys Largest Military installations in colleen, ft. Hood. The 20yearolds family said vanessa told them she was being sexually hazarassed by a soldie before her disappearance. Now Authorities Say a fellow soldier killed her. We need a congressional investigation. Im not just going to stay grieving in my room because i know vanessa wouldnt want that, she wants justice. Reporter this week investigators found unidentity human remains 20 miles from the post. The army hasnt identified them but guillens family believes its her. She was mutilated. Mutilated. Sexual assault. We dont have a system in place that will provide for a woman like that to go and report. Reporter Erin Robinson was identified as the suspect. Robinson died by suicide when authorities made contact with him on wednesday, according to the armys criminal investigation command. Authorities say robinsons girlfriend, 22yearold cecily as willar told investigators he asked her to hide her body. For months, guillens family claims the army did not take her disappearance seriously. What i was able to share was tempered by my responsibility to protect the integrity of the investigation so we could, a, find vanessa, b, prosecute those responsible for this travesty, and in the end be in a position to punish them. Several states set new records when it came to the number of cases. Abc News Reporter trevor ault has the story. Across the country, scenes like this delaware beach packed with people. Partygoers at minnesotas Lake Minnetonka climbing from boat to boat. While southern florida beaches were closed, this one in Volusia County was at capacity. This is the fourth of july. But this is not the place to gather and not practice social distancing and not practice masks. Reporter florida announcing a staggering 11,400 new cases saturday alone, just 100 behind new york at its apex. Among the states sick, state republican chevron jones. To be honest, i dont feel well, i feel extremely awful. Reporter he says florida leaders arent paying attention to the damage the virus is causing. Its difficult because you just dont know. This single north texas family says seven of their family members have tested positive despite their best efforts. From march until now we took it serious. Developing news out of south carolina, two people are dead and eight others hurt after a shooting at a nightclub mere gre near greenville at a club called lavish lounge at 2 00 this morning. Police called for backup when they heard gunfire. The people hurt are listed in various conditions. No one was immediately taken into custody. New details about a story in the south bay. A restaurant in morgan hill thats been serving customers outside for a month now is ordered by the state to stop. And that order could affect every restaurant in Santa Clara County. Abc News Reporter dion lim got the countys response. I really have no idea why the state abc is doing this. Reporter these dramatic surveillance pictures provided by the owner of the restaurant show members of alcohol bench control abruptly shutting the restaurant down friday night. When we were visited by these two armed officers, everybody was very worried, wondering what was going on. Reporter the closure caused confusion and outrage at the restaurant which had been open for Outdoor Dining since june 5. The citys police chief saying abc told him the county did not have approval from the state for dining outdoors. Morgan hills City Attorney is speaking out at a news briefing saturday, vowing to find a solution. We want to do the right thing. We think we are doing the right thing. If were not doing the right thing, somebody needs to tell us what were doing wrong. Reporter while no citations were issued, abc informed us they visited numerous establishments and explained that Santa Clara County had not received variance to open and was technically in violation of californias stayathome orders. I was up until 2 30 in the morning reading everything that Governor Newsom has published, everything i could find on the net. I have seen nothing that would be a directive that we could no longer have outside dining. Reporter the owner of the restaurant says this is yet another blow to his business, after already losing half a Million Dollars since shelterinplace orders began. They say they will continue defying the orders until otherwise stated by Governor Newsom. I find this reprehensible and im not going to comply unless i get a clear directive. Reporter dion lim, abc 7 news. Santa clara county had been allowing Outdoor Dining for a month. The county told us, the countys variance was not approved by the state but the county is in continued conversations with the California Department of Health Regarding its applications. Adding to the confusion, the county applied for a different variance that would have allowed for opening of nail and hair salons and gyms. Its hard to keep track of whats allowed to open and whats not. Even though were looking at breezy onshore winds, still dry out there, looking at winds in livermore later today, maybe 20 miles per hour. At the same time, 3 00, relative humidity down to 15 . So its that time of year. We dont even need an offshore wind. Its dry, the brush is dry, so as always, were practicing good fire safety. No fog to speak of but our satellite and radar component shows High Pressure has retreated to the south of us. This is what brought warmer weather. And its going to come back next weekend. We will look for the system to the north to begin to influence our weather as soon as later on today with some gusty onshore winds and more significantly tomorrow with a cooldown. As we look live here from the south bay, its 61 San Francisco, 68 oakland, Mountain View 69. Mild temperatures, warmer to start, because we had that warm day yesterday and we retained some of that heat. 68 in san jose with gilroy in the upper 60s. Cool, 58 in pacifica. Not much wind out there but you see the haze as High Pressure puts a lid on the atmosphere. Low to mid70s by the delta. These winds picking up, maybe 20, 25 miles per hour, maybe 30mileperhour gusts by this afternoon. Another warm day around the bay and inland while the coast could be a degree or two cooler and very gusty. Looking at the cooldown, spreading inland as soon as tomorrow. So the wave heights continue to build, eight to nine feet. Stinson pretty dangerous as well as down in santa cruz where you have that angle, the southfacing beaches, increased risk of sneaker waves, rip currents, and of course getting very gusty throughout the afternoon. The fog will reform as we go through the later part of the day. First we get the sea breeze, gusty winds, then patchy fog from san mateo,mateo,mateo,mate, tomorrow, cooler moist air will move into the bay. The winds today getting breezy and gusty at the coast, then theyll pull back. Into your monday afternoon, check it out, a windier day and temperatures down 5 to 6 degrees in the inland valleys. Today still warm out there, mid to low 90s in our inland valleys, 80 in fremont, 79 in richmond, back to low 90s in san to rosa with 91 in morgan hills. 79 in santa cruz. So looking at temperatures right now in the north bay, check out the 72 in petaluma, 74 in concord. Its going to be another warm one. Were already starting out warmer than we were yesterday. But the winds are going to kick up along the coast. So notice the 58, its the next hour, half moon bay, and those 80s by the delta. California is calling on labs to process coronavirus tests faster for those at high risks, that includes hospitals, nursing homes, and Long Term Care facilities as well as inmates in prisons and jails. Throughout the week things arent going to change too much at the coast. But well see the cooldown get under way, probably weigh akingo gray skies around the bay area, partly along the bay, around oakland and emeryville, tomorrow. Building a better bay area means Digging Deeper into issues surrounding education. Teachers are starting to plan a potential return to the classroom in the fall. There is growing concern they may run out of paid sick days. Abc 7 News ReporterLyanne Melendez takes a closer look at what teachers could face. Reporter when a teacher calls in sick, one of their first considerations is who will take their place. My primary concern before covid in terms of calling in sick was the high likelihood there would be no substitute available to cover my class. Reporter olivia gets ten paid sick days a year. Teachers can roll them over. But if they contract covid19, they will have to quarantine for at least 14 days. I think that unlimited sick days during this time is going to be absolutely critical. We cannot have any Staff Members feeling pressured to come to work if theyre feeling any symptoms. Reporter right now, School Districts like oakland unified are negotiating with the Teachers Union new terms specific to covid19. School district would not comment on what they are proposing. The question is where will districts find the extra money for added paid sick days. The educators shouldnt have to pay for it with their sick days. The School District should not have to bear the brunt of it. But the state and the federal government should have a pool that we can draw from in case that occurs. Reporter if a teacher goes into extended sick leave, a 1976 law says half of their salary would go to pay for a substitute. Thats because Public School teachers in california dont pay into the state Disability Insurance program. Lawmakers in sacramento are looking into making changes to that 44yearold law. A quick update on the park fire in Santa Clara County near morgan hill. A live look at Anderson Lake. Cal fire says the fire is 20 contained and 200 acres have burned. Several homes remain evacuated this morning but cal fire says they dont expect any more evacuations today. The cause of this fire is under investigation.
