The level of detail, the brutality in the details we heard inside what was a courtroom here at sac state today was stunning. Joseph deangelo with his admissions and his pleas confirmed that he is in fact the golden state killer. He avoids the death penalty. And while he looked and sounded frail, the level of evil in his acts was overwhelming. How do you plead, sir . Guilty. Its the word Joseph Deangelos many victims and their family members long to hear. The golden state killers unqualified admission of guilt to 13 firstdegree murders and dozens of rapes and other crimes. The family members of the murder victims have waited for decades for justice for their loved ones. The Sexual Assault victims have waited decades for justice. Guilty. Reporter the 74yearold deangelo admitted guilt to 26 normal felony charges and took responsibility for 161 others where charges were never filed, including in alameda, contra costa, and santa clara counties. The four charged cases in contra costa happened in the late 70s in san ramon, danville, walnut creek, and concord. They included deangelos signature news of putting plates on the back of the victims partner to detect their movement. Deangelos movement from 1975 to 1986 in the sacramento area to as far south as orange county. During some of that time he wrked as a police officer. He was finally arrested after a dna match in 2018. By then he was living in a sacramento suburb, blending into a community he once preyed upon. Each time he escaped, slipping away silently into the night, leaving communities terrified for years. I now know he is guilty and i knew he was guilty. I just knew his day would come. I just had to tell myself his day is going to come. And here it is. Now deangelo will be formally sentenced at a hearing later this month. It is tentatively set for the middle of august. At that point, his many victims, their family members will get a chance to give their victim impact statements. Its a hearing, dan and dion, that is expected to last a full week. Governor newsom announcing today four more counties in california are now being closely monitored because of increases in the number of covid cases. Meanwhile, the Positivity Rate in the last 14 days is now at 5. 5 that is the percentage of cases that come back positive. Even though more tests are being processed, the governor calls it troubling. Also troubling whats happening at san quentin prison. The numbers of cases there are exploding. Abc7 News Reporter Lyanne Melendez joins us live now with whats being done to control the situation. Lyanne, this sounds so dire. Well, right now at san quentin, they are testing prisoners and getting immediate results. This means in realtime. Thats why the governor gave a specific number at noon and within a few hours, there were more cases. Now sky 7 flew over san quentin this afternoon, and you will see ten structures being set up to help provide additional physical distancing and for medical triage. The baseball fields at san quentin has now been turned into a triage because of the covid19 outbreak. Since the governor spoke this morning, the number of inmate cases has gone up by ten to 1,021. Whats concerning is how quickly that number increased. 983 new cases in the past 14 days alone. We have formalized strategies including the prospect of using seton hospital or alternative care facility sites if we have to transfer many, many patients. Reporter several months ago, 3500 low level offenders throughout the entire prison system were released. The governor announced more prisoners will soon be set free to further increase capacity and space for Inmate Movement physical distancing and isolation efforts. We have identified an additional cohort of over 3500 additional prisoners working through a similar process. The department of corrections and rehabilitation confirmed that eligible offenders who have 180 days or less to serve on their sentences will be released to Community Supervision beginning july 1. Its unclear what impact that will have outside of the prison system. But today the Alameda County Health Department suppressed concern over the local impact of the outbreak at san quentin state prison. Regarding the rest of the state, newsom said hospitalizations were up by 43 in the last two weeks. As of this morning, four counties, solano, merced, orange, and glen county in the Central Valley were now being monitored by the state because of their higher numbers. So now were 19 counties. And dr. Galley will attest now that represents about 72 of the population in the state of california. 72 . The governor said each county is very different in that some have seen a surge because lets say family gatherings or highrisk spaces like bars, while other counties like imperial you have more factories and farms. A spike in cases have forced Contra Costa County Health Officials to delay the opening of businesses and activities previously planned for this wednesday. Today we posted 168 new positive cases, which is the biggest increase weve seen since the start of this. Reporter this spike in cases has delayed the reopening of businesses and activities scheduled for july 1. Before covid, mexican restaurants fondas capacity was 100 people inside. Now like many others, they will remain with Outdoor Dining and the takeout options. Unless were doing a higher volume of inperson dining, it doesnt make sense for us as a business to do that. And thats not even considering the added risk of contamination. Reporter the sevenday average of new covid19 cases in this county has increased from 38 a day to 87 per day. Our research hasnt really shown that this rise is specific to people who attended large gatherings like protests. What were really finding is the spread is across the community. Reporter this graph shows an increase of cases among those 31 to 40 years old. Where are the majority of the cases coming from . So our historically marginalized communities are really seeing the highest number of positives. Reporter new data also shows that the majority of cases are among the latino community, leading this countying site in today. For now, their plan is to wait and see how delaying the reopening timeline will help release pressure to this countys health care system. In marin county, it is a big day for some businesses and frustration for others. Barbershops, hair salons, and Indoor Dining have the green light to open, while others are being told to stay shut.
