No place or at least no other place than the street. The city shelters cant go in there because they would be too close to one another. Instead, nonprofit organizations are giving them tents and tell them to shelter in place. And in this case, in the tenderloin, that place is the sidewalk. The idea is that theyre contained, not going to be spreading the virus. But theyre going to stay in the tents. But the reality is different. Just take a look. Theyre not staying in the tents. Theyre out on the streets. And with it are the other problems, the Mental Illness, the drugs, the other things associated with population that are going with them. Its one thing what youre seeing on the streets. The other thing is what youre not seeing all the time. Those are the people that are living in the hotels here and apartments here that are virtually being held prisoner because they cant go out on the streets and mingle with this. Theres tents right down there. Theres people passed out. Theres tents down there, theyre on the sidewalk. Its so bad that the university of california Hastings School of law which actually has its campus in this neighborhood has joined together with others and filed an unprecedented lawsuit against the city asking for the tents to be removed for safety of those in them and for the safety of those people who are living in it. The result is the mayor is ordered a cleanup of the area. A block by block plan to remove the tents and take them to parking lots or open spaces wherever they can find outside that they can set up the tents at the proper distance and monitoring them. Whether it works or not remains to be seen. Its going to be difficult to get these tents up and moved in a healthy manner. Its going to take time and manpower and its going to take the cooperation of the people in the tents. Theres another question at play as well. Once these tents are gone, whats to keep other tents from coming in and taking their place . Theres another issue here, dan. Its not just the tenderloin. Although that is the most dramatic and Health Crisis area, tents are popping up all around San Francisco. The encampments are spreading on sidewalks in neighborhoods that have never seen before, in part because they dont want to see it in the tenderloin. Not just spreading in San Francisco, its in oakland and other parts of the bay area as well. Its a bay area problem, but were focusing for the moment on San Francisco. Your heart goes out. Theres so much human suffering on the streets of the tenderloin and the other areas that youre highlighting. Its a terrible situation for all involved. As you point out, a terrible situation for folks who have to live and work and try to run businesses in this area as well. The question, it always comes back to why do we wait why is it a Tipping Point . It became a Tipping Point a year or so ago when they passed a proposition to double the funding to help the homeless in the city of San Francisco. Here we are again, i know were all distracted by the coronavirus and rightly so. But why do we keep getting to the crisis points . Thats a good question, dan. It was interesting, two weeks ago, three weeks ago, even a month ago i was in the tend tenderloin when this started. I was down there with the paramedics and the Fire Department and the police as they went out every morning to try to get the places cleaned up and distanced. Youre right. What happened was it reaches this point because no one makes a move in government nine times out of ten until you hit a crisis point. Whether its a budgetary, crisis, crime crisis, education crisis. There was a reluctance to go in and tell people to move. They didnt want to disturb them because they thought it might spread the virus. There was a reluctance to tell them to move because the rule was you couldnt tell them to move unless you had a place for them to go. I stood there and watched as police asked people to move their tent and whether its Mental Illness or drug dealing or other things that put people at a different level, all they got back were curses and they were going, theres nothing else we can do. Well try it again tomorrow. Now the city is saying, no, its got to happen. Why . Because its reached a crisis point. Sometimes that takes precedent. It takes a crisis for this for r happen. We saw a shot of city hall. You remember in the 80s, the civic center plaza. It was a homeless encampment that was shocking to a lot of people. Phil, let me ask you this. If they move those feex to a parking lot, its a bandaid. We have a huge Homeless Population living in close proximity in the city during this pandemic. Thats just a stopgap. Dan, lets be honest about it. We have a pandemic, now we have a crisis. Were moving them from the sidewalks. Lets see what you said we move them to a parking lot. When this is done, well still have a homeless crisis and housing crisis. Well have other crises as well. How do you get them to someplace else. Now wind up with just big camps around the city. Im holding in my hand grand jury reports from 2014 that pushed for the districts to be dissolved among allegations of poor leadership the their latest Public Meeting may just be the last straw. Credibility san mateo harbor district is criticized for lacking professional decorum to fiscal oversight and recommendations to improve in 2016 seemed simple. Number one, commissioners should develop a better working relationship in order to better govern the district. Accused the commission of being in disarray and recommended the board of supervisors take action to address it. But supervisor don horsily said the district should be given 18 months to demonstrate a commitment to Good Governance and improvement. That last meeting was the worst i have ever seen. It was disgraceful. Peoples business cant get done. Its the most disgraceful performance ive ever seen on the part of an elected official. Its clear theres ongoing conflict with the district. But why did it take five years to be addressed . Thats a good point. You know, maybe in some ways we were a little a little negligent and i think we have a responsibility to eventually say enough is enough. I think for me, ive seen enough. I think it needs to be dealt with at this point now. I had an interview scheduled with the current board president. But she refused to speak on the phone and texted me the following statement. The majority of the board has to work very hard to accomplish the pressing business objectives of the district. At a a basic level, well ensure that the meetings adhere to the parliamentary procedures. All five commissioners are required to complete both an ethics and harassment training every two years. She called the bank. The automated prompts kept asking her for an account number she didnt have. The account number is on your debit card. It wasnt going to be super packed. I love getting my own row on the plane, not stuck with anybody else. You got space. Space is not a problem. Passengers who do fly barely trickle out of the few flights that do arrive. Numbers till the story of whats happening here from 16 flights a day two months ago to six now. Number of passengers 1500 two months ago. Now maybe 40 or 50 total. Before this hit, we would have had three to four planes here. Predates Passenger Service here. He remembers the first commercial flight in 2007 followed by high hopes. Just last year the airport won a 10 million federal grant to improve a facility that needed to grow to accommodate increasing demand. More than one flight. It gets so busy in our little permanent tent as we like to call it. That was then. And now what had been a growth trend for smaller Regional Airports has morphed into a battle for survival.
