Landed today. Four passengers on the travis plane who tested positive for coronavirus are now at a nearby hospital. Another three were also hospitalized after developing symptoms. Three other coronavirus patients who were on that plane have now been flown to nebraska, along with their spouses. Abc7 News Reporter luz pena is live from Travis Air Force base. Luz . This base has 177 passengers who are not going anywhere. For the next 14 day, theyll remain under quarantine orders. Back on american cile, but still not home. Oh, gosh, fantastic. It was a trip home. Reporter bob and his wife were among the 177 passengers from the diamond princess cruise ship who landed last night at the Travis Air Force base in fairfield. We spoke to them over the phone. Theyre now under quarantine orders at a nearby hotel. Before they left japan, they received a coronavirus screening, then they boarded a bus to a chartered flight to the u. S. They sit on the bus for seven hours, no water. Couldnt get off the bus. We would move some place and wait on the bus again. It was horrible. Reporter the state Department Said 14 americans did not show any symptoms of the virus when they were removed from the cruise ship. Their results came back positive in the evacuation process, but despite this, they were allowed to fly back home with everyone else. On the flight to california, there were seven passengers with the virus. They had a number of people that were segregated on the airplane. They had a plastic tarpon area set up. Thats where they put them. Reporter in a statement the air force public team says if any passenger displace symptoms, once off the plane they were placed on a 14day quarantine period. Its tough. Im losing essentially a month out of my life. 14 dines the ship and now another 14 days. And their journey is not over. The cdc is fully responsible for all aspects of the quarantine operation and travis will have no contact with the passengers. Luz, thank you. A more than 780 million people, more than half of chinas population is still living under various forms of travel restrictions as authorities try to contain the virus. Those prestrictions include everything from self quarantines to limits on who can come and go from neighborhoods. Meantime, some people are going back to work at plants that had been shuttered, including the toyota factory. Toyota is ramping back up at apples manufacturing facility, but things are moving slower than expected. Apple said that means it wont meet its Second Quarter guidance. Demands for iphones is also down in china because apples Retail Stores are closed or operating with reduced hours. The outbreak is prompting the Chinese Government to literally clean money even destroy it in order to stop the virus from spreading. The government is ordering banks to disinfect money and store it for 7 to 14 days before releasing it to customers. In some cases, cash that comes from high risk infection areas is being destroyed. There is a large ongoing search in the north bay for a palo alto couple missing since friday. 77yearold Carole Kiparsky and 72yearold ian irwin were last seen at a rental home in inverness. Nearly 140 search and rescue members from all over the bay area are helping with the search. The Marin County Sheriffs Office says the couple may have been hiking. They were supposed to check out of the rental on saturday morning, but all of their belongings, including phones, wallets and their car were left at the cottage. Kiparsky and irwin live in palo alto where they rent out severa of the rooms at their home. One of the residents said its unusual for the couple not to return when expected. They like camping. They usually go for a couple of days or so. But usually theyre always back on time. Theyre both really, really kind people. And i really hope they come back safely. The search and rescue crews are using drones, dogs and horses in an attempt to find that couple. Anyone with information should contact the sheriffs office. And sanders hit all of his marks on health care and college for everyone. But he also took aim at one notable rival who his campaign apparently sees as his biggest challenger, especially here in california. Well, hi, dan, the nevada caucuses may be just five days away, but Bernie Sanders used this president s day holiday to rally his troops to Campaign Supporters here in the bay area, and they did not disappoint him, many of them lining up before 6 00 this morning to see their guy. Thank you. Senator Bernie Sanders and his wife jane took the stage to a huge ovation in richmond. A crowd that numbered in the thousands inside and hundreds more outside. So all of you who who outside, to all of you who are inside, thank you so much for coming out today. [ cheering ] in his 30minute speech, sanders stuck with his usual themes including free college, housing, and health care for all, and defeating donald trump. We are going to defeat donald trump. Because the American People do not want a president who is a pathological liar. His speech was briefly interrupted by two topless protesters hustled out by security. Sanders did not mention any of his democratic opponents, except for one, the one who might be his biggest challenger in california next month. Now mr. Bloomberg, like anybody else, has a right to run for president. He does not have a right to buy the presidency. Reporter sanders also implored californians to get out and vote, and for the states 5 million no Party Preference voters to support him. The crowd to see sanders stretched around the building and down the street. Those who could not get inside pushed up to the barricades to see, or at least hear the senator from vermont. My friends and i agree that hes probably not our candidate, but just like we would go see che guevara or castro where he to appear in richmond close, we would like to avail ourselves of this and see him up close and personal. By the campaigns estimate, more than 10,000 people showed up for this rally. We would say it was perhaps something a bit less than that, but certainly in the thousands. That voter we just heard from, she told us she is actually going to vote for either Elizabeth Warren or amy klobuchar, but she told us, dan and ama, in this moment in history, she felt like she had to see this phenomenon, Bernie Sanders in person. A plan calling for major changes to parking rules in San Francisco is now being reviewed by the metropolitan transportation agency. Of the 102 page plan includes some dramatic proposals. Changes are coming to Ferry Service along the embarcadero. Richmond ferry arrivals and departures are moving to a different gate. Alameda, oakland and harbor bay passengers will have to line up at a different gate as well. As these auto breakins hit crisis levels in some communities, state Assembly Member canton chu says enough is enough. We see the increase of the smash and grab for the last five years. Reporter chu, who represents the south bay and sacramento plans to introduce legislation this month that would increase penalties on those committing auto breakins and property theft. More specifically, these crimes would be considered a felony if Electronic Devices with personal information were stolen, and while some devices might not reach the typical threshold for a felony offense, chu says the personal data on the devices should be considered when determining actual losses. Personal device, a cell phone, a laptop, or an will automatically become a felony. Last year chu secured money from the state to help five Bay Area Police departments with combatting the auto breakin epidemic. Many have since launched Crime Prevention campaigns to remind drivers to remove valuables out of sight. Authorities in Washington State say thats how a woman and her daughter attempted to kidnap a baby. 38yearold Juliette Parker and her 16yearold daughter were arrested friday. Police say parker posted a facebook ad for free photo sessions for newborns, saying she wanted to build up her portfolio. A woman says she invited parker to her home three times to take picture, and on the third visit, parkers daughter gave her a cupcake. The woman then got ill and disoriented. She kicked parker and her daughter out of the house and called 911. Basically, she was drugged. They put drugs in a cupcake. She ate it for an atonement to take her kid. They wanted a girl and five weeksor younger so she could raise it herself. Authorities say they have other possible victims. Parker and her daughter are facing of course multiple felony charges. Law enforcement officers across the state are facing a new fight. Its about ghost guns, firearms without serial numbers and new technology is making ghost guns easier to get. Randy hit from our sister station in los angeles has a look at the problem. Reporter it was an ar15 style ghost gun used by the suspect in this freeway shootout that killed chp officer andre moyier junior. And in Santa Clarita just two months ago, another ghost gun was found in the hands of a teenaged shooter. Weve got an active shooter at saugus high school. Two students were killed there, three mor injured. For law enforcement, these untraceable firearms are becoming an all too familiar sight. Were seeing them every day. 41 . Almost half our cases were coming across these ghost guns. Reporter the selfmade fire arms are referred to as ghost guns because theyre often built with no serial number, making them virtually untraceable, a ghost. The atf special agent in charge at the Los Angeles Field Division says whats changed in recent years is technology. Ghost gun kits are now being sold online. Parts are packaged up, shipped out. And with a standard drill and basic skills, virtually anyone today can build a gun at home legally. If you can go to one of these Big Box Stores and put that type of furniture together, if youre putting together your Kids Christmas toys, okay, you can make a homemade gun. Its that easy. It all comes in one box to include the tools that you need to do it with. A 13yearold with a credit card can buy these parts online . Yes. Somebody who has a flynn record can buy these parts online . Yes. Thats because there is no background check required to buy a gun kit. Technically, youre just purchasing parts, pieces of metal. And until those pieces are drilled and put together, thats when the kit becomes a firearm. We easily found several websites selling a variety of gun kits, both pistol and rifles. We added one to our online cart, paid with a credit card. No questions asked about our age or background that we could see. And within ten days, that kit arrived. 13 pieces in all, with the exact jig inside to guide the buyer on where to drill the gun. Drill a couple of holes, and youre off and running. No, we did not drill into our gun frame because in california there are state laws you must follow first. That includes applying for a serial number with the department of justice before building a pistol or rifle. And most dyi pistol kits do not meet california standards to get a serial number to be approved. Still, that being said were starting to find more of the pistols now. Were starting to find more of these. Because theyre easier to make. And he questions what criminal or gang member is going to apply for a serial number because these kits with be shipped to your home without one. My biggest concern is that the criminal element can mass produce unserialized, untraceable fire arms. And mo serial number off means no way to trace guns found at crime scenes. When you find one of these guns that doesnt have anything, what do you do . You to fingerprint it. Its difficult to get fingerprints or fire arms. I dont care what csi says on tuesday night. Its hard to get dna off guns. What concerns me is technology has outpaced legislation. This is not a Second Amendment issue, right.
