At that time, Wang and another person were allegedly in the midst of negotiations with various municipal and other governmental entities in China to establish their own fiber laser business.
On several occasions between 2015 and 2017, Wang traveled to China to further his negotiations, and illegally exported technical data regarding fiber laser manufacturing, the indictment alleges.
When negotiations with Chinese entities failed, Wang allegedly approached a potential investor in the United States to discuss funding his proposed QuantumWave business, and disclosed information revealing the fiber laser technology he planned to create was the same technology developed during the DARPA project.
Court documents indicate Corning Inc. took reasonable measures to protect the laser fiber manufacturing technology from unauthorized disclosure and use, including requiring Wang and other employees to execute nondisclosure agreements.
