Integrating Immigration, Customs, and Border Enforcement Should Bea Priority

Effective border control requires merging internal enforcement andtrade and travel security with operations on the border. Although Customs and Border Protection (CBP) deals primarily with borderenforcement and Immigration and Customs Enforcement (ICE) performsinterior enforcement, there are specific steps that the Departmentof Homeland Security can and should take immediately to achievethis goal.
