Effective border control requires merging internal enforcement andtrade and travel security with operations on the border. Although Customs and Border Protection (CBP) deals primarily with borderenforcement and Immigration and Customs Enforcement (ICE) performsinterior enforcement, there are specific steps that the Departmentof Homeland Security can and should take immediately to achievethis goal.
U.S. border security strategy should employ a mix of resources inaddition to Border Patrol agents, including state and local authorities, the National Guard, and private contractors. The DHSshould heed the lessons learned from other large-scale contractingactivities and should view border security as encompassing not onlyland borders, but air and sea borders as well.
