PROVIDENCE â Governor Gina M. Raimondo, a former venture capitalist who spent much of her six years as governor attempting to spur economic development and lower the unemployment rate in Rhode Island, had been named as President-elect Joe Bidenâs pick to lead the Commerce Department.
