really surprising to hear senator schumer say it's not a serious proposal but is exactly what was requested $14.5 billion paid what they don't like that in the house we are trying to be good stewards of the taxpayer resources we offset that spending said printing new dollars and or borrowing it from another nation to send over to fulfill our obligations and help our ally we want to pay for what a concept we are trying to change how washington works by taking that money from this a giant fund over $67 billion sitting there to build up the irs wheat waived to those priorities and said it's more important to protect israel right now that is to hire more irs agents apparently senator schumer disagrees with that but i'll take that to the bank to the american people all day long because he is pointing as others or to the congressional budget office a nonpartisan group that scores these things they said actually he took that money from the irs is going to add billions to the deficit because you cut irs personnel are not collecting the revenue they bring in. one of your house and colleagues put it this way said you are prioritizing deficit busing tax giveaways for the wealthy but we are helping israel. >> look, only in washington can you cut funding at a pay forward to a spending measure and they say it's terrible for the deficit. listen, we are trying to take care of our priorities and we will. we know these important measures are right there on the table we are working through it hour by hour, day by day we are going to meet those obligations but we have to do these things in the proper order and we are committed to changing how washington works i think you see it united and energize house republicans conference all of our members are working together in good faith trying to solve these great challenges that we face i'm very optimistic we are going to do that but we are going to also change the trajectory we are on. janet right now we have $33.6 trillion federal debt. just last week the treasury department of the bite administration announced we are going to have to borrow over $1.5 trillion of the next two quarters the six months to continue our operation as a government. this is not a sustainable track we can take care of our obligations and do it and a responsible manner and that is what we are committed to. shannon: there's been talk you want to quickly their constituents if you go out into the country people will say look at we understand our role as a leader in the free world we understand we are the great superpower that needs to assist and make sure freedom survives but we have to take care of our own house first in securing our border is an essential priority to the american people they are not listening to their constituents. i think that is a tone deaf response again we can do all of these things together but when you couple ukraine and the border that makes sense to people because they save are going to protect ukraine's border and we have to do what's necessary there we do not want vladimir putin to prevail we cannot afford that the free world cannot afford that but we have to take care of our own border first that is what we are sink policy changes that are necessary there's a growing consensus in the congress certainly amongst republicans but also even some across the aisle who recognize we have to change what is happening over 6.3 million illegal crossing since joe biden took office it's worth the population of my state we cannot continue this and everyone knows that the fentanyl that is come over the border, the human trafficking, the cartels make them billions of dollars on our backs we are going to stop at the house republicans are committed to it i think the people are with us, shannon. shannon: will be talked by submitting more dollars on those things our border, ukraine, or tax dollars flowing into those things we are running out of money here again a couple of weeks are we going to have another continuing resolution the temporary financial banded how long would it last question customerwould be cleaner we tryh other things to it? >> the recent local haggard this morning is because i was up late last night we work through the weekend on a stopgap measure we recognize we may not get all the probation bills done by this deadline of november 17. we are going to continue in good faith the difference between what we call on capitol hill at continuing resolution now what we dealt with in years past is this would allow us time and everybody understands allow us to continue the appropriations process we are committed to bringing 12 bills to the floor is a statutory law it requires congress to do, that is not been done in many years but again we are changing the way washington works we believe it is to be more accountable and more transparent for the people. we are going to fight that fight every single day and we will get the job done. shannon: i want to talk about social issues you have a lot of critics who say you're wildly out of step with the american people let's talk abortion first where the groups opposing you says this total abortion veil with no exceptions he supported bands h of not criminalize abortion but van ivf treatments and common forms of birth control you voted against access to contraception. where are you on these issues is that an accurate assessment of where you are because that's not in step with the american people. >> no, i am pro-life i have said very clearly i am a bible believing christian i believe the saninthe sanctity of every e human life. i go to congress with deeply held convictions but so do my four and 34 collects in the house every when it comes to congress with their deeply held convictions about the process here is you make law-abiding consensus. i have not brought forward any to address issues our priorities are funding the government handling the massive security priorities that we have in crises around the globe and taking care of changes and reforming how congress works that's what we're going to do. prior to the modern time, until recently actually almost all of our nation's leaders openly acknowledge they were also bible believing christians. this is not something that should cause great unrest it's just washington right now what you are seeing washington and the associated press corps are engaging with a leader who openly acknowledges faith and the foundational principles of our country this is a healthy discussion. it does not affect how we run congress. shannon: typically have you voted against fertility treatments and access to contraception's? >> i don't think so i'm not sure what they're talking about a really don't remember any of those things. i am personally pro-life. >> no, no of course not know that is something that's blessed a lot of families who have problems with fertility of course it is a great thing. i would support that. but again these are not issues on the front of the agenda we can come with our convictions we can govern an accountable transparent manner for the american people a not so we're going to do. >> he talks a lot about your face you don't backed up your bold the people and so your worldview open up the bible you know that concerns a lot of people here critics are harkening back to things that you have said about gay marriage, homosexuality, conversion therapy, there is a lengthy essay in the "new york times" not surprisingly not big fans of yours it is titled this the embodiment of white christian nationalism in a tailored description of your view of how the government should function? >> no i'm not even sure they the termit means their entire is built on taking it down and tearing down people like me i understand that comes with the territory we are not fazed by it. what i believe in for the founding principles of the country's individual freemen, limited government, peace through strength, fiscal responsibility, free markets, human dignity those are essential american principles i've been labeled all kinds of stuff but these people do not know me. it is no fun to be misquoted and maligned and mocked of course but we know that comes with the job and we are under the phase we will continue to love all people we will continue to bless even those who persecute us that is our worldview that is how we operate if people -- make everybody take a breath give us a chance you will see what principled governments looks like that's what i'm committed to doing. shannon: we have to go but i have to ask you this are so >> i think the secretary's message is a first we cannot let this conflict expand into other areas in turkey can play a key role and containing this complex second he can explain how we are trying to advise and assist the israeli forces so that they are much more strategic and much more precise in their targeting. and it too, they a recognize helping the palestinian people is not just a good thing to do, it is a smart tactical move because what you want to do is separate hamas from the palestinian people. you do that by making it appear and make it a reality they can find some support, medical support, humanitarian support within the israel lines and they cannot find that within hamas -controlled territory. shannon: there's also hezbollah out that there's leaders speaking out saying the u.s. is responsible in part for what's going on in gaza we must be the ones to stop but they would overwhelm u.s. forces they're not afraid of our warships and those kind of things how worried are you about hezbollah opening a separate front to the north and about u.s. troops at any point being dragged into this conflict? >> first, the speech by the leader of hezbollah was not unexpected. second, we have moved in task force groups to augment our deterrence efforts in the region i think they're very conscious of that particularly our antimissile capabilities which are significant and can prevent attack by hezbollah on israel and open up another front. i think also to is that we are trying as i said to help israel focus and refocus its efforts to be more precise in its targeting give less of a rationale so some people would attack israel on political grounds. shannon: you are among those who are publicly saying we do want israel to be more precise secretary blinken said to give them advice that a close friend would give them a keep in mind this is what we are hearing from a leader of hamas we talked about the fact the october 7 attacks were just the beginning he added this. we must teach israel a lesson will do this again and again. it is just the first time there will be a second, third, a fourth because we have the determination, the resolve in the capabilities to fights. shannon: he would want to say the annihilation of israel. should any country be a lecturing israel in any way about how they deal with a group that's truly an existential threat to them? >> hamas is an existential threat to israel they make no bones about it as is that statt indicates very clearly. what israel is doing appropriately so is targeting hamas into degraded and then to destroy it we are helping them in that effort. it is somewhat reminiscent of our efforts against isis and iraq but what they have to do not only compliant with the rule of law but also winning the battle of minds and hearts is to do it in such a way they minimize the harm to civilians. that is what we're trying to help them with we want them to get better intelligence we are helping them with intelligence we want that intelligence to inform selected targets of precise targets we want them to use precision guided weapon systems so they really hit the people they are going after. and we want them to also be able to show not just israel but the entire community wants to provide basic necessities to the palestinian people this would deliver a below not just tactically but also politically to hamas a goal is to end that threat to israel which is existenial hamas doesn't want to destroy the state of israel. shannon: us talk about aid you heard the speaker at the beginning of the showtime's israel stand alone aid is what he could get past in the house or it's different over in the senates. there is talk of again at lickig it together with ukrainian aid it's interesting the gallup poll shows americans are growing skeptical about providing unlimited continued aid to ukraine the number of americans in the u.s. is doing too much in that particular conflict has jumped 12 points since trust in june. do you worry attacking those things together may slow down as ukraine is less popular the aid getting to israel in a more timely fashion? >> beshear's are the most popular governors in the country think. like number five. the key point in a red state is not party who's getting a roads paved who is doing this that. it got into difficult issues we saw in the debate this week where cameron was asked about something like the vouchers and you would think the republicans at the strong points but in rural areas of the states they see that as a threat to the public schools he would not say his position simile on medicaid he has a halting stuttering way of dealing with the issue it's very popular in the state i think beshear is in the cats eat there. shannon: in mississippi have a governors race there than incumbent republican. colt politico says they move the race from likely to lean republican that's a race has been tighter than expected. bran new polling out this week takes us more broadly to the 24 races we look to the states is a big gather anything about how voters feel about next year. the "new york times" has a new pull out six swing states and a prepresident trump at leading president biden in five of the six states. olivia, that's tough news for the white house this morning. and some of these the margins are not close at all. >> in nevada there is a 10-point lead for trump this is pretty devastating. it was going over issues they got donald trump is prevailing on economy, a national security, border and immigration waitress on the top issues of the upcoming election they felt like biden which we were talking about is leading. it is time to make it up. but right now these are so many points if he lost the states in the electoral college he'll be in big trouble paired. >> what are the issues he's upside down this is my portfolio i know what i'm doing here. i'm a big foreign policy issues and he's got a new and on his plate for. >> even when president biden seems to stand a strong like he has in his support of israel i think the voters in the united states very negatively it's all seen through the framework of the economy inflation his ignoring of immigration his ignoring of immigration all these years but he's in a deep-seated freefall i can arty her the panic from the democrats would you do if that candidate's 171% of the united states thanks you're too old to be president. shannon: it is issues people are unhappy with how it's performing perk is at this juncture i think from the democrat point of view what you have is polls a referendum on joe biden. a lot of people are upset about the words we are speaking about ukraine and obviously the advance in the middle east is quite upsetting. if a broken congress on capitol hill that looks dysfunctional. a lot of the angst gets directed to the guy who was in power. i ami'm sick of washington. he gets it next year is not a matter of referendum on joe biden it's a choice election and in a choice election people say g congress was broken donald trump is an extremist. where are we going? >> the pulp pulpit them up agait each other trump versus abided and he's losing all over the place it. >> people know trump they are very aware of who donald trump is. shannon: you mentioned democrats here's an interesting from axial they said there's a democrat governors and senators are quietly boosting the national profiles to set up presidential campaigns and 28 or in 2024 with that in mind here's an accent or fetterman said it last night. >> there are two additional democrats running for president right now. one is a congressman froone is m minnesota, the other one is a governor of california.
