The mayor saying this was an incredible unimaginable situation, the fact that this building just came down in the middle of the night. 1 30 in the morning. No one knows why it suddenly decided to let go of its foundation, and the pillars collapsed, and the rest of the building went down. We have seen that incredible Surveillance Video. The building coming down. There it is. Two pieces. The center comes down, and the north part of the tower, because this is a view from the south side and surfside. All of a sudden, that comes down. It is just unimaginable, as the mayor said. That Something Like this could just happen so suddenly, so unexpectedly, with absolutely no warning whatsoever. Sandra one person killed at this time. That is what we know. Two people have been pulled from the rubble. You can see after that partial Building Collapse, the miamidade Fire Rescue Team is onsite. One thing they just set in the news conference, john, was that the biggest need for resources as Traffic Control at this time so that they can get those Emergency Crews in there. To. I just got off the phone with somebody who lives less than a block from the building, and all day, it has been rescue vehicles heading towards that scene, as there are still so many unaccounted for. We have had the phone number up on the screen where Family Members are trying to get in touch with loved ones that they still havent been able to account for. It is a dramatic scene, and as ron desantis also just described, john, what you see on tv does not do it justice. Just how bad this looks better. For more on this, lets bring in Steve Harrigan, reporting live from the scene and surfside, florida, as we begin to learn more about what exactly happened. It certainly looks very bad indeed, especially the northeast side of the building. There is remarkable injury coming out of the sidebyside photos and also before and after Video Surveillance video as well that shows that collapse, and keep in mind the collapse itself happened at about 1 30 at night which is largely a residential building. 136 condominiums, so most of the people who live there where they are and were asleep at night. As far as the numbers go, they continue to be fluid. Local officials are pointing to as many as 51 people still missing. There is a real frenzy among friends and Family Members to try and find out who is still missing. One confirmed dead. 36 people rescued overnight. Fire and rescue from several towns over doing everything they could, risking their own lives in a partially collapsed building to try to save who they could. Among those pulled to safety, 110yearold boy. The cause, still unclear. There was construction underway in this building. Major construction in a building next door, but still not clear what in the mayor of surfside seems to be confused as to how this could have happened in his town. This is beyond crazy. This doesnt happen in first world countries. Buildings just dont fall down like this, so this says this is inexplicable. You just dont have any answers right now, but we are going to find out what happened. In terms of what people were saying about what had been happening in the area in the weeks prior to this Building Collapse, we should point out, a 40yearold building, built on sand, as all of the buildings are there. They do dig into the core about iraq and the limestone as well, but in terms of the construction i was going on nextdoor, you talk to some people. What did they say what is going on . I think a few things really stand out and at this point raise questions. There was construction going on in the building itself. The building just to the south of it, you can see it is really a major condominium. That is new construction, and people in the building said it caused cracks in their own building. Residents complained of the pool leaking, so there were certainly some problems, some question marks. As a fort or resident of florida, i am a bit puzzled by the disbelief that Something Like this could happen. It does happen in florida. Florida International University just a few years ago, the story of a Pedestrian Bridge that a collapsed, killing a number of people. Certainly the poor engineering, it does happen in this state. Sandra its a good point. The governor, to that point, steve, the governor saying that when the crews arrived on the scene, they had to assess whether or not they could even move in without further collapse of the building, saying we were there before we knew whether there would be more collapse. We didnt know whether the building had any structural integrity, and they were shepherding people to safety, and they absolutely did save peoples lives, saying that they appreciate what they did and continue to do. They certainly stepped in and a moment where they did not know if there was going to be more collapse when they started saving lives. Youre right. It was harrowing for them. It was heroism and a real risk. Responders from surfside, from miamidade, they rushed to the area, and it is tough to keep them away when there are survivors, when there are people who need help. Even the remarkable civilian, he was walking his dog in the middle of the night, and saw a boy trapped in the rubble, calling for help. Dont leave me alone. We do remember a number of years ago, Florida International you, but you the best of my recollection, correct me if i am wrong, that was new construction that hadnt been built properly. This building has been sitting on the surfside sand for some 40 years. Youre right. It was actually undergoing its 40 year recertification as well. I think were just going to have to wait and see, see whats behind this. You know, people are baffled, but i think some residents of florida are not baffled by it. What we see there, the pile of rubble on our screen is eerily reminiscent of what we see in earthquakes around the world, and i mean, earthquakes obviously take a huge toll of human life, but sometimes when buildings come down, they also create spaces. We heard about that 10yearold boy who is trapped on the rubble and rescued. Are you are rescue teams getting any indication that there may still be survivors inside the rubble of the building . You know, we were out there at 2 00 this morning. We have the dog show up around 4 00. We did an initial pass and did not get any hits at all, which was devastating, but the little boy did shop a little bit later, which was encouraging, and they are out there right now, doing what they need to do. Sandra mayor, are they working on any common theories about what happened here . Not right now. It is all Search And Rescue right now. What happened has happened, and we will figure out what has happened once we can save as many lives as possible. John of the 51 who are missing, are they confirmed to have been in the building, or might they have just been i wouldnt rely on that number. I dont know where that number came from, and theres really no way to determine if that number is accurate because we dont have any way to see who was there and who was not there, so we are going to try to piece that together over the next several days in order to understand who is in the building. President biden when i first got to the United States senate, it was probably the least difficult thing to do. This last infrastructure plan. But even so, it has been a very long time since the last time our country was able to strike a major bipartisan deal on american infrastructure, which is so badly needed, i might add. We have devoted far too much energy to competing with one another and not doing enough, competing with the rest of the world in the 21st century. Investments will be made as a result of this deal will be long overdue. They will put americans to work and get big jobs, paving our roads and bridges. They will deliver highspeed internet you every american, bringing down the price that people pay for that service, and they will close the american Digital Divide as determined by every mother and father with a child at home during the covid crisis. That is thank god, abating, and it is going to replace dominic c put plumbers to work so that we can turn on the files that out home or at school and get cleane communities, communities of color that have been disproportionately affected by lead pipes and the consequences of that. This deal makes key investments to put people to work all across the country, building transmission lines, upgrading the power grid to be more Energy Efficient and resilient and extreme weather to be able to sustain extreme weather and the climate crisis. It also builds our National Infrastructure and our love is to be more resilient as well. American workers will be installing electric Charging Stations and undertaking critical environmental cleanups. It represents the largest investment and Public Transit in american history. And i might add that the largest investment since the creation of amtrak. You will know i have nothing but affection for amtrak, having traveled over 1 million miles on it, commuting every day, but it is a big deal. This is going to create leverage infrastructure and clean energy projects. It will provide trucks with good paying jobs that cant be outsourced. The kind of jobs that provide middleclass life with a little bit of Breathing Room. A little bit of Breathing Room for American Families. My dad used to say being low class Dominic Dominic mena classes being able to take that extra breath. Think about all of the people who cannot, literally no margin for error. And we are going to do it all without raising a sent and no increase, no fee for vehicles, and we are going to help ensure that make sure that everybody in america is in a position to be able to do what needs to be done. And so, i want to be clear. We are in a race with china and the rest of the world for the 21st century. They are now waiting. They are investing Tens Of Billions of dollars across the board. One of the underlying questions, can democracies compete with autocratic enterprises in the 21st century . And this is a big move towards that, being able to compete. These investments represent the kind of a National Effort that throughout our history, is literally, not figuratively, transforming america, propelling us into the future. The transcontinental railroad, investments that we make together that our government was in a position to make. Now we are poised to add a new chapter in that american tradition. Let me be clear. The other side got everything they wanted in this deal. This is what it means to compromise. And it reflects something important. It reflects consensus, the heart of democracy requires consensus. It is this time a true bipartisan effort, Breaking The Ice that you often has kept us frozen in place, preventing us from solving the real problems facing the American People. This deal means millions of good paying jobs and fewer burdens felt at the Kitchen Table and across the country. Safer and healthier communities. You finish the job on child care, education, economy, clean energy and tax cuts for American Families and much more. For me, investment in our physical and Human Infrastructure are intertwined. Both make us better off and stronger. The case for these investments is clear. Economist, left, right, and center, independent wall street forecasters, they all say that these kinds of public investments mean more jobs, more workers participating in the labor force, higher productivity, and higher growth for our economy over the long run. Both need to get done. I am going to work closely with Speaker Pelosi and leader schumer to ensure that they move through promptly and in tandem. Let me emphasize that. In tandem. We need physical infrastructure, but we also need the Human Infrastructure as well. Part of my overall plan. We agree on what we can agree on. There was no agreement on the rest. We are going to have to do that in the budget process, and we need a fair tax system to pay for it all. I am not going to rest until they are at my desk. And i know that there were some of my party who discourage me from seeing an agreement with our republican colleagues, who said that we should go bigger and go alone. To them, i say this. I have already shown in my young presidency that i am prepared to do whatever needs to be done to move the country forward. That is what i did with the American Rescue plan, which is 1. 9 trillion. Let me say this, when we can find common ground, working across party lines, that is what i will seek to do. The reason why is because broader support for proposal, the broader support as congress, the stronger the prospect for passage. Working together when we can allows us to make bipartisan process whenever possible without foreclosing the right and necessity of moving forward on a major on a Maturity Basis when we are a deep thoughts with one another. Reconciliation process. And for the deal being announced today, there is plenty of work i had to bring us home. This will require hard work and collaboration. The Committee Chairs in the ranking members are going to play a major part. They were going to be disagreements to resolve. More compromise along the way. But this group of senators and all the American People can be proud today because we reaffirmed once again to where the United States of america. There is not a single thing beyond their capacity. That we are not able to do when we do it together. I know a lot of you come in the press particular, doubt that unity is possible, that anything bipartisan as possible. It is hard. I do know that among roughly 20 Bipartisan Groups of senators of senators that i met with, only ten, but that group, that we had an agreement. For example, i talk about well, why would biden compromise . When you had asked me whether or not i would be able to get passage of real service of 66 billion worth, largest investment ever since amtrak came about, i asked for a nine, got 66 billion. Talking about Public Transit, 49 billion. 49 billion for Public Transit. When i raise that before, some of you looked at me before like where have you been, biden . You must have spent too much time in china. I havent been to china. Electric buses. 7. 5 billion. I asked for 15 cute couldnt get all of it, but we compromise. Infrastructure. I asked for 15. I got seven and a half. These are significant down payments on things that we finally got after skillful negotiation on the part of my cabinet and my team. So when you asked me what guarantee do i have that i have all of the votes that i need, i dont have any guarantees, but what i do have is a pretty good read over the years on how the congress and the senate works, and the idea that we are not going to come to because is not going to be getting every single thing they want, that they will vote against what i just named. There is nothing that is bad for the environment, bad for the economy, that for the transportation. It is unlikely, but i cant guarantee it. You know that. Yes . Talk a little bit more about your interactions with republicans. You said that they gave you their word. Skeptics in your own party, what is it about the conversations that you have had . Secondly, do you have more to say on the situation in south beach miami . President biden by all means, just so we have some coherence here. Number one, i work with a lot of these people in the room. I know them. Everybody knows. You guys know. When certain senators tell you something, they mean it. Others, where i come from, my years, the single greatest currency that you have is your word, keeping your word. That romney has never broken his word to me. The senator from alaska, new hampshire, they have never broken their word. We are friends. And so the people that i work with today are people that i trust. I dont agree with them on a lot of things. But i trust them when they say this is a deal. We will stick to the deal. Just like i doubt you will find anyone to say that they dont trust me when i say this is a deal on these issues. This is a deal that we stick with. For example, and i made it clear today, there are things in the environment i want to get done. 300 billion tax credit for dealing with the environment. It will also be a giant move towards whether every building in america does all the things he needs to do. So, when i said we agree, i am not going to go back and renegotiate the amtrak piece, but i am going to fight for trying to get 300 billion more for tax credits for the environment. That is about the best that i can answer the question. Yes, maam . My question, family is wondering when help is coming. Promptly and in tandem. Can you say anything else about that . Voting rights, Policing Reform that we are not going to get a bipartisan deal. What does this tell you . President biden legitimate questions. But you asked three of them. The first one related to what again . The pipeline President Biden you said people are waiting for relief. I got them 1. 9 trillion of relief so far. They are going to be getting checks in the mail that are consequential. For child care. A lot has happened already. Number one. Number two, im going to fight like heck to get them the rest of what i think has to be done. On education, for example. My proposal was in the family plan Early Education and Free Community college. Im going to fight like the devil to get that done, but it is not going to be with republican help. Im going to have to get every democrat to get it done, so that is number one. I think, based on my being out in the street and polling data, they need to trust me to get them the help that they need. They know who i am, and they know my record. With regard to the issue about what about Voting Rights, Voting Rights as may be the most thing i think i may be going around the country, spending time, making the case with the American People that this just isnt about showing identification that this is who i am when i vote. This isnt just about whether or not you can provide water for someone standing in line while they are waiting to vote. This is about who gets to judge whether your vote counted after it has been cast. Think about it. Up till now, every state in the federal government has assumed that there would be officials who were appointed and or elected in the states where the Election Commissioners that they would uphold certain requirements to make sure that the vote was honest and fair. But what these guys are trying to do now in rough approximation is say that bill like the way the vote turned out, we control the state legislature. We are going to say that the vote didnt count, and we are going to recount. That has never happened before. Its wrong. Who in god name the left and made them boss . There are a lot of ancillary pieces that i strongly support. I strongly support the idea that there is no there will be no private contributions, for how much money you raise. If i had my way, and i think its really important that every election day would be a day off. Because people cant people were externships, can make it. I would make sure there is automatic registration when you turn 18. Thats what i think everybody thinks this fight is about. It is a worthy site, but it is much more profound than that. It is about saying that a legislature in georgia could decide, republican legislature, on reflection, we dont think that election was fair. We are going to vote to say it didnt count. It is just simply wrong. Its wrong. In my view, borders on being immoral. This is the sacred right to vote. As john lewis said, it is that that the most important right that you have. I am making the case across the country, and as best i can. Mr. President did he receive any assurances that that would happen . President biden is they dont come, im not signing them. What i expect, what i expect in the coming months this summer, both for the fiscal year is over, that we will have voted on this bill as well as voted on the budget resolution. And thats why but if only one comes to me, i am not signing it. It is in tandem. Mr. President , the plan to hold the bipartisan deal and the house until the senate also passes reconciliation . If they can get every single thing that they want, but all they have in the build out before them is good, are they going to vote no . I dont think so. President , the deal is in a rough place . My whole life, that is what i have done. It doesnt mean im going to turn out to be right all the time, but i am not going to negotiate with the press while i am negotiating with the dash privately with my colleagues. And these are really tough decisions. I dont have any way to dismiss what senator murphy said about the environment. I dont dismiss it at all. I wrote the bill. On the environment. Why would i not be for it . The question is how much can we get done . And the bottom line is when all is said and done, does what you agree to preclude you forever getting the things that you want . Well, i am not for that. Im not going to vote for one of those deals. I can think, do you get all of what you wanted, and you come back and fight another day. Ive been president about 150 days. I think ive done fairly well so far. Not because of me, but because of the way the system works. Its not i mean, i know that doesnt answer any of your questions about can you tell me when . How are you going to do it . I just feel that the best way to get a senator or congressperson who supports the essence of what is already there but says we dont have enough of what is there, of other things, the best way to get that message across is go to the constituents. Say heres whats on the table. Do you think your senator, your Congress Person should vote for that . So you can pay and, the partisan peace that doesnt stop. I mean, that stops, but what doesnt stop, it is like on the last example, i promise i wont do this to you again, but remember in 2018 . Everybody said we are going to lose. The democrats are going to lose the house and senate. They are not going to make it. They are not going to make gains. And i went into over 60 congressional districts. I didnt go after the individual Congress Persons who were against making sure that we kept the Affordable Care act. But i went to their constituents and said the Affordable Care act is really important. We had a large crowd show up and say this is why i think you should do it. Thats why if i were you, i would take a look at what Charlie Smith says and harry wilson. He is for it. Guess what . 40 some seats . So, it is not just convincing this particular congressperson. It is making the rational case, if you can, in the communities, why this is important to get done.
