The Republican Party is strong on health care as you know, that includes preexisting conditions. We have done a terrific job on health care. Then we got hit by a plague nobody ever seen before outside of maybe 1917. I think weve done a incredible job producing ventilators and testing right now. You saw the numbers. Were over 12 million tests. That is three times more, four times more than any other country in the world. Were talking about countries that have done a good job. Nobody has done testing like us. We have the highest equal tests. Simply we want our people to healthy. Reporter diabetes, hypertension, obesity connect towed the food supply. How are you addressing those specifically . Health and human salveses says that is why america has so many covid death. We want people to have great food. That is one of the reasons we have our farmers and ranchers involved. Reporter talk about the problem, problem importing cattle with other countries, what is the problem there. Relatively small number. I heard sonny speaking about it but it is small number. We have tremendous amounts of supply, cattle, but generally speaking supply. Tremendous supply. Our farmers have done an incredible job. Now the distribution is being made much better than it has been and better i think, it will end up being much better than it has ever been, zippy. Why are we bringing in cattle . All trade deals made a long time ago. Why are we bring being in cattle from other countries when we have so much ourselves . In some cases i thought your answer was very good. They have been great allies. They have been working with us many years. Sometimes we needed the cattle, sometimes we dont, that is the farming business but i would say generally speaking unless this is a country has really been with us we shouldnt be taking their cattle. Reporter some workers at meatpacking plants say theyre still concerned about their safety and that they want the government to do more to enforce, make sure that meatpacking companies are keeping their, that their workers safe with equipment, testing, et cetera. Is there anymore that you plan to do to make sure and enforce that meatpacking companies are keeping their workers safe . Ive been very much involved with plants since this problem has came up, what we have done, they have done a lot in terms of shields and other things, but they have, they had a disproportion natalie high number of people that had a problem. That is going away. The plants are very, very clean now. Theyre getting to a level where i think we had a report cleaner than they have ever been. That is a good report but i dont know exactly what that means but they are cleaner than they have ever been. Theyre doing a very good job i think right now in terms of the production act and in terms of what were enforcing but the meatpacking plants are coming online. Many of them are online. Fewer and fewer problems are being seen. If we didnt act we would have a big problem. Somebody in this position that didnt act we would have a big problem but it is something that we were very much involved in because we saw it very early. Did you have a question . Reporter are you extending ban on nonessential travel on [inaudible] were dealing with the prime minister, he is a friend of ours. He is very close to canada. We signed a usmca which is a big deal. It is with mexico and with canada and were dealing on that subject and were also on the southern border, as you know, the wall is going up, it is going up very rapidly. Were at 182 miles. Wherever we have the wall it just ended, just ended people coming into our country illegally. Were stopping drug traffic and trafficking, people, mostly women because they traffic women. It is horrible business. This is worldwide problem. Our southern border is a big point and were stopping trafficking. The wall has had incredible power and strength on what were doing. Tough say that well have by, pretty early next year well have 450 to 500 miles of wall fully built. So were doing a great job on the border. We have among the lowest numbers we ever had of people coming in and were moving them out as they come in. As they come in were moving them out. Literally were moving them out immediately. That has never taken place before, meaning in the last, in modern history it has never taken out reporter nonessential trade, are you going to extend the ban you put in place on nonessential trade . For now yes, but were talking to canada. As things clean up in terms of the plague well both want to do the normal. We want to get back. Everything we want to get back to normal. I think well have a fantastic year next year. I think we will do very well in the fourth quarter. I think the transition quarter which is coming up, were starting it very shortly, the third quarter. I think you will see some very good numbers but you will see great numbers in the fourth quarter. You will end up doing a great year next year. Look at the states opening up. Numbers are interestingly going down. Theyre opening up. You look at florida, georgia in particular, their numbers are going down. So were very confident that well have a tremendous, tremendous turn around. And we had to turn it off artificially. Now were turning it back on. And you are going to see some tremendous numbers. Neil you have been listening to the president of the United States announcing this 19 billiondollar coronavirus Food Assistance program. It has doubleedged purpose here, not only to put food on tables where it is really, really needed to help farmers right now who might be on the receiving end from animosity on china if it doesnt make good on a lot of trade commitments it had. Im neil cavuto. Youre watching coast to coast. This comes at a time the president is marshaling resources and backing of the states and he is backing the states in reopening efforts here. The dow is kind of at a draw here, encouraged by that reopening process. It seems to be going along without any major hitches, but also focusing on some data which is confirming some of the worst fears people had be especially mixed news on the retail front. Home depot not so good. Walmart very, very good. Well pick apart that in a second. Blake burman first on the president s agenda to try to get people focused on the reopening and the economy improving. Hey, blake. Reporter neil, heard from the president there. A few highlights coming out of that. Youre right, the 19 billiondollar assistance going to farmers, 16 billion of that into direct assistance but there was pretty big news from the ag secretary sonny purdue when he was asked about the euthanasia of animals. There might be a supply issue, how many factories were closed down and the factories could not be operational. The secretary said on top of the 19 billion there are additional measures coming down to the line to make the farmers whole. That we heard from the ag secretary. We heard how the president talked about he wanted certain trade deals ripped up if it involved cattle being brought into the United States. The president was asked specifically about that afterwards as well by one reporter. He said it is a relatively small number coming in but it is still something he would like to see looked at. Also today, neil, the canadian prime minister, Justin Trudeau had announced that the nonessential travel ban between the u. S. And canada would be extended out another month, all the way out to june 21st that coming from trudeau a little while ago. The president was asked about that specifically and he wouldnt necessarily narrow down on the june 21st time frame, only to say they are talking to canada. A few highlights coming out of that announcement from the p. M. , the 19 billion to farmers, 16 billion in direct payments. There was another number earlier today that made some news as well, that was 354 million. That is a government contract that has been awarded to a company out of virginia by the name of flow corporation. The reason why the federal government giving that figure out to flow, to try to lessen dependence on Foreign Countries as it relates to drugs and pharmaceutical ingredients, making sure drugging and ingredients are made in the United States and added to the national stockpile. The ceo of fhlow spoke earlier this morning to maria bartiromo. Listen here. There are 200 medicines on the fda drug shortage list. This is just getting worse week by week. This has been exposed during this covid19 pandemic. Wow. We look at that list. Our focus initially, maria, start with those medicines only made in Foreign Countries. He will meet with republicans up on the hill to talk about next step measures as it relates to what might come next with a phase four bill. Democrats passed their 3 trilliondollar package. We got some Economic News out today that reinforces the notion it will be a bumpy ride until things improve again particularly on housing front, Housing Starts dropping, steepest decline ever, Building Permits decline, steepest decline ever. The data has been well factored in, optimistic a cure for the virus is maybe in the making by the end of the year, vaccines well get into a little bit later into the show. The Economic Data has to improve as more people go back to work. Jackie deangelis sorting through all of that at the corner of wall and broad. Jackie. Reporter neil, the market is taking a little bit of a pause. The dow is paring some of the losses. The president talked about measures, for example, to help the farmers, while they are important to the u. S. Economy, they are still bandaid measures if you will. That is how wall street looks at that. We have a problem were trying to fix and trying to add more stimulus into the economy to help folks weather the storm, but you look at a day like yesterday when possibility of a vaccine is on the horizon. Wall street gets excited about that. That is why the dow had such a banner day. Having said that, some ag stocks moving there. Pretty much flat on the session. Well see where it goes. It was real live all about retail this morning that could be why the markets are taking a pause, because walmart earnings came out, the stock was up today, because it had very strong ecommerce sales. This is a company like amazon right now basically has been serving america through this pandemic while everybody has been stuck at home. So the ecommerce sales were up 74 in the first quarter, the samestore sales popped about 10 . Walmart hired 200,000 additional employees, to stock the shelves, fulfill online orders and keep the stores clean but the outlook is unclear, even for companies doing well right now. Walmart did withdraw the outlook for the year saying there is unprecedented availability. Basically which just means it is very hard to know how all of this will play out right now. Even for these companies seeing strong sales, it is a different story when it comes to dealing with these costs going up in terms of the bottom line. Thats where home depot earnings come in. Sales were pretty strong, stronger than expected by wall street but the earnings came down because of higher coronavirusrelated costs. Home depot said it has to raise pay for workers to get them to come in. It gave them bonuses and doubled over time. Add the measures up, it cost 640 million after tax. That is why home depot is down today. Retailers are struggling. They will have to work through some costs to figure out how they bring them down to maintain that bottom line. That is what wall street is worried about at the moment, neil. Neil jackie, since your last appearance with me, what do you think is the number one question viewers have been asking me about you . I know you had to put off your wedding, recently got engaged. They want to know if you decided on a date or just keeping it openended . We do have a date. It is june fifth. What would those tools likely be, you think . Well, you know that is a subject of a lot of conjecture. Personally i wish the tools, im angry about it, would be directly to the consumer. Trickle down economies are not necessarily working, a lot of back seat quarterbacking, second es abouting right now. It could be more stimulus, could be buying more bonds, additional programs. Really he has has an open slate, so to speak. If you really want to get serious i think the time has come where you got to go directly to the consumer. They have to throw everything they know about financial alchemy out. Let consumer and markets figure out. If the markets deflate, neil, who will make up losses again . The fed . I dont think so. Neil it is interesting because the democratic plan, the 3 trilliondollar plan couldnt seem to go anywhere for the senate at time being, more 1200dollar more checks, expanded to more kids, maybe up the ante a little bit here, i got the impression that powell is not a fan of that as much as he is some substantive relief beyond that. What you do think the new stimulus will look like . I know it is still early in the going, but what kind of form will it take . You know my guess is the government is going to chicken out. They will go again with some version of trickledown economics. Well support this industry or that sector or these specific companies because theyre important to the economy. They need to, im not advocating democrat or republican, what they need to do is get to the consumers. Because consumers are not stupid, neil. They will figure out what they need, where they need it, how much willing to pay for it. Let the free markets work rather than put a bandaid on them at this point. Neil what do you think of the retail environment right now . Mixed read depending on retail. Jcpenney closing more than a third of its stores in this sort of very careful bankruptcy but, you have Stores Like Walmart doing well, amazon on fire, how is this all factoring out . Well, ill tell you what, this crisis like every crisis before it will create opportunity. The opportunities im seeing in this are specific. The push to online is very real. Any retailer who does not do that or integrate it is going to get left behind. Anybody who does not embrace the new cost structures associated with the virus in cleaning it up afterwards is going to get left behind. So the walmart home depot situation is a great analogy. Then you look at amazon, for example, which potentially is in talks to buy jcpenney. There are going to be consolidation by stronger players, weaker players. Will get left behind from an investment standpoint. That spells opportunity. You just got to place your bets correctly. Neil keith, thank you very much, i do appreciate it. As keith was wrapping up there, were getting word out of new york state, Governor Cuomo addressing reporters, hospitalization, something we follow very closely have declined even further to 5840 versus the day earlier. So that decline continues. I should say from 5840 daily. So that decline continues now, what looks like a 17day streak of declining hospitalizations. Deaths at 105, essentially what they were the day before but they are going down in the aggregate. I mention that, that is very important getting various regions of the state, there are 10 in all opened up. All said and done by the end of today, five will be reopened. Youre watching fox business. There are talks that the president wants to cut our contribution. Now there is talk he wants out of the World Health Organization entirely. I think the message that the president is sending is that the World Health Organization needs to reform itself. If it does reform itself significantly, in regard to its relationship with china, then i am in favor of staying in the World Health Organization but if it does not, and it continues to parrot the things china is saying we should get out and not contribute and look at other United Nations programs also. Neil do you worry that timing is everything, congressman, maybe now is not the time to still be dealing with the worldwide covid19 battle to look cutting anyones budget or certainly leaving an organization like the w. H. O. . You know i have to tell i think this president is a master of timing, and i think what he is doing, he is putting pressure on an organization when it is at its most vulnerable to make sure it makes the most significant reforms. I think that the World Health Organization related now is facing a world backlash. It is President Trump, as he often does, leading the way in sending a message to the w. H. O. But i think there are many partners in europe and other parts of the world that also have the same concerns. If china can lie and not be held accountable, there is always should be an asterisk whenever china says something, it is the Chinese Communist party speaking and we need to be careful. I think the w. H. O. Needs to be a lot more careful before it takes information from china and disseminates it to the world. Neil all right. Congressman, wish we had more time. One of the things that is just a given Infectious Diseases dont respect borders. So having an organization like w. H. O. That will work to help identify threats around the globe and respond to them is so important. Cdc sends a lot of staff to w. H. O. For leadership positions because of how important it is. Because, an Infectious Disease threat anywhere around the globe is a threat everywhere. In addition, neil, as new treatments are developed, vaccines are developed, it is important you have a body like the World Health Organization to insure there is access around the globe. Were excited about new vaccines are being developed by american scientists but what if the next vaccine comes from germany or china or another country . We want to make sure that everyones interests are have a place to be heard and dealt with. That is a role w. H. O. Plays. Neil so, doctor, i dont want to put words in your very, very fine education mouth, but sounds like you say we risk cutting off our nose to spite our face if we up and leave at this point . There are so many reasons to stay engaged, to work to improve the work of w. H. O. After every big response and during responses there are reviews. Theyre calling for outside review which is very, very important, to see what did they do right . Where did they stumble and what can be done to insure with the next response and during this one moving forward theyre able to function even better so that, you know lives are saved and the worlds interests are met. Neil you know, much attention as you know, doctor, around moderna and its possible treatment, antibody treatment to deal with this virus, maybe offer a potential vaccine. Are we getting ahead of ourselves . What do you think of all the hoopla around it . Well you know, i, i was excited that the result from moderna was positive, you know. If it had been negative that would have been too bad. Neil right. This is really early days. This is as early as you would expect to see a result. And so much work has to be done to insure that the vaccine theyre developing provides protection, and that it is safe. So that means giving it actually to thousands of people over time, scaling up, so that you can understand that. So far we have results on eight people, which is a small signal but again, it was a positive signal, not a negative signal. So i dont want to throw cold water on that, but im hearing a lot more hype than im hearing real science right now. Neil real quickly, while i have you, sir, little controversy over president s views of hydroxychlorquine way to fend off covid19. White house physicians seem to be okay with it. Are you . I find this to be a real distraction from things we know will reduce peoples risk to covid19, that is social distancing. Wearing a mask when youre going out. Washing your hands frequently, insuring as people go back to work they have the right equipment so theyre not going to get sick in the work place or at least were reducing chances of that. The fda has recommended that people do not take hydroxychlorquine to prevent Covid Infection and it is important people listen to that. Theyre a trusted source for this kind of information. Neil so if you were the white house physician, the president came to you, i want to take this, what would you tell him . Well, you know, i am a physician, i still see patients and i would tell my patients it is not a good idea. This is a drug that has significant side effects t has treatments, you know, used for malaria and certain types of arthritis. Where it has proven to be effective, that is great. This is not one of the circumstances. Still being studied in hospitalized patients and special populations but i would not recommend people go to their doctors to ask for this drug. Occupancy rates could be picking up. Jeff flock has been following that. Hey, jeff. Reporter not a whole lot, neil, but yes, some reflecting on the new normal now with the hotels. We rented a room at the marriott. It is all about making people feel safe and sanitizing. At least that is what the hotels say. Marriott for example, taking major steps to try to make people feel better about being in a public space like a hotel. But take a look at numbers first. Those are not pretty. If you look at the latest occupancy and revenue numbers, occupancy for the last week, we have data available, down 58 . Revenue down 76 . But that, and i quote them now, materially better than it had been the previous week. So things are getting better. What is it like in hotels . Look at a mini bar. You will not find anything in the mini bars anymore. That is kind of off limits. So are pools. So are spas. So is fitness. What is the hotel doing in terms of sanitation . Take a look at this. Well see a rebound. April numbers were just terrible. Everyone was expected that, they dictated how much you can show houses or if you cant show houses. So the number of sales are down 13 to 20 in april. That is a big number. But the beautiful thing about all the april reports were better than anyone expected. Prices up average of 4 . How do you pull that off . You cant show the darn house but sales values go up 4 . That is a very good sign for the future, except for the urban areas. If urban areas if you look at any latest reports, migration short term from the city areas. If you look at new york city, miami, san francisco, those Sales Numbers are down 40 . That is so much more dramatic than everywhere else. I think city areas will have a hard time when the Spring Season kicks, which are the best months of the entire year, may, june, july, august. I dont think you will see the city areas recovering quite as well as people are hoping they are going to. Neil really . A lot of people look at in the greater metropolitan area, greater degree what is going on in the washington, d. C. , metropolitan area after 9 11, took a while to come back but it did come back. How do you look at those urban areas this goround . Obviously were a lot more impacted urban areas, not just those two . It is a little bit different because i lived through 9 11, i struggled to keep my business afloat and what we had working for us in 9 11, we had one city and although it bore the brunt ever everyones angst, while we saved new york city and new yorkers saved ourselves, everybody fell in love with new york. I can distinctly remember running brokerage business, went from no sales, no sales. Everyone was too frightened everyone was leaving new york and sales went up following year, up 60 . It was the best sales year on heels of 9 11. That was different. The urban areas are now hard hit because they cant show. We were able to show our properties back then and longer we stay in lockdown in those cities the more trump people have to think about things. What the thought is on everybodys mind, i do think it will change over time but the thought on everyones mind theyre more comfortable with homes away from the fray. People are worried about their kids, their security, how they get social distancing as a permanent lifestyle, more readily away from their neighbor. And i think that thought aint going away quite as fast as concerns about 9 11. Neil what about the Interest Rate situation . That has been very, very accommodative. Obviously a lot of people hope to return to work but not all of them will and im wondering how that fact tomorrow into things . That does factor. Again it hurts urban areas. Seems like my bad day for urban areas. Sorry about that i will think about something good to say there. But all the tech giants announced their people are not going to come back to work indefinitely and what that does, it takes pressure off the desire to commute. That combined with the fact that people have adjusted to actually working at home. Even in my own office when i queried my employees, how much do you want to come back to work, maybe one, two days a week. Okay, im thinking good, i will offload some of my office space, save that money. It has changed the desire to commute. I think you will find even employers will realize why am i going to fight that if people are being productive at home . Why am i going to want to have large commercial floor space to support and pay for if people pay their own expenses at home . Im sure that will affect, a day to be reckoned with on the commercial real estate front without a doubt in my mind. I think commercial real estate places, invests will be as hard hit frankly but over a little slower pace than retail were seeing today. It is the second worse sector of the real estate market. Housing im not worried about. Interest rates are cheap. People put off buying a house. Theyre still having babies. Theyre still getting divorced. They still want to change their lifestyle. Now more than ever people are looking at where they live so much more important. Where they live, where they protect their family and might be where they mostly work. So that is a lot of emphasis on the home. So im not worried about that. Neil i hope youre wrong about the order of events, theyre having babies, getting divorces. Hopefully not in that sequence. Lets go to grady trimble. He is focusing on restaurants right now. And what is interesting about what is going on with restaurants, grade did i, some of them are slapping coronavirus surcharges . Reporter here in chicago pretty popular restaurant called harolds chicken on broadway, added 26 coronavirus surcharge. They put out the announcement over the weekend and saying our food prices risen dramatically. For the restaurant to continue to operate, we have been forced to pass some of our increase to our customers. Say that wasnt a pass the customers wanted to catch. There was a wave of backlash, especially on social media. Within five hours the restaurant put out this announcement, reversing course and doing away with that surcharge all together. But restaurants across the country, theyre doing this to cope with increased food costs. On top of that, theyre dealing with costs they have never had to deal with before. They have to buy ppe like masks and gloves for their wait staff. At the same time, restaurants that have reopened, they have to do so at a limited capacity. So in many cases theyre spending more money, only to make less money. One customer came out in support of that restaurant here in chicago saying, heres a solution. Raise your food prices. People shouldnt be eating out if they cant afford a 2. 50 extra fee. We also know that these restaurants have been closed to dinein customers for months. Theyre trying to make up for it this way, neil. We looked whether it is legal or not. It appears to be as long as that cost is known by the customer before they make the purchase but as you can see from the backlash on social media, just because it is legal doesnt mean everybody thinks its right. Some have been ordered into luxury hotels. Forced to pay the fivestar hotel rates for quarantine. 14 days of quarantine, theyre charged, one to 2,000 u. S. Dollars for two weeks. Theyre being ripped off and saw on chinese social media people complaining, the locals complaining, this is a government and a hotel and business, it is [inaudible] which means black industry. It is a lot of under the table deals going on. We dont know anything about. Nothing transparent, even though chinas leaders, communist party leader xi xinping just yesterday at the w. H. O. s assembly, world health assembly, giving a speech boasting about transparency and boasting about, he says, we have turned the tide on the virus and protected the life of our people. This is garbage. He is a pathological liar. As we all know communist party leaders, theyre pathological liars. We have cannot trust their figures. When we rely on social media coming out of people in northeastern china, former manchuria, we see miles and miles long lines outside of hospitals. People desperate to get in to see a doctor and people are saying, these people standing up in the line, theyre the luckiest, because they have achieved an appointment with a doctor. Without any doctors appointments, folks cannot even stand in a line and we see the police and Health Workers showing up at shopping malls in full protective gear, holding, herding people away. Again, and we dont even know what is happening to the prisons, the three million uyghurs in concentration camps. It is very dire. Neil is this virus related or politically motivated . I think both. Everything in china is highly politicized. It is very, it is very offensive for xi xinping to say they treasure life. They dont. They dont see any life precious but their own. So all the, all they have been doing is cracking down on whistleblowers and now we got another, another citizen journalist who has been reporting on the ground in wuhan, she has gone missing. So now half a dozen citizen journalists and journalists have gone missing. We cannot trust any figures coming out of the chinese government, especially when theyre praising in front of w. H. O. Transparency, a great job, w. H. O. That should be a leader. That is wrong. W. H. O. Should take responsibility and chinese held accountable. Neil real quick, rose, do you buy the death count we get out of china of a couple of thousand . You think it is significantly higher than that . Definitely higher. Think about it. In may, april, they suddenly revised the figures, the death toll and the number of cases coming out of wuhan by 50 . 50 . So the death toll, they are saying now out of wuhan is nearly 4,000. We cannot trust any figures out of china. Just a few days ago the 12th anniversary of the earthquake in 2008. 12 years theyre still suppressing the death toll. The official figure is 69,000 and 31 years ago in china, in bejing tianamen massacre, 31 years we dont know the death toll. This is how they behave. We cant trust them. As of friday the northern part of the mitten and the entire Upper Peninsula where corona cases are fractions of the percentage will see retail bars, restaurants open again at 50 capacity. Republican House Speaker Lee Chatfield tweeted this is a positive step that we have requested for over a month now. Whitmer called on citizens to do their part. Keep your wits about you. Lets not all go rushing out and force a closure eventually. What we want to do is keep moving forward. Reporter michigan barber karl manke has become the face of a cause, pushing back. His license was suspended for defying the lockdown. The same group that created Operation Gridlock is launching operation haircut in lansing to push back against closures of all Small Businesses. He was joined by shelley luther, the texas salon owner who was jailed for defying the lockdown in the lone star state. In ohio, Governor Mike Dewine is assembling a contingent of Law Enforcement and Health Inspectors to police the bars after he okayed the reopening, then pictures surfaced of people sitting close and not wearing masks. The bars were doing a decent job, but there were some outliers and this jeopardizes frankly our ability to move forward as a state. Reporter and going forward, the governor said that individuals as well as the establishments could be cited for not paying attention to social distancing guidelines. Neil . Neil all right. A lot hinges on how the Small Businesses get a chance to prove their stuff. Im talking about florida, ohio, michigan, pennsylvania. Jackie with more on all of that. Jackie good afternoon, neil. Thats exactly right. When you think about Small Business, it really is a backbone of the u. S. Economy. Jpmorgan chase saying that over 99 of americas firms are Small Businesses, under 500 employees. Now, as election day is drawing near, you mentioned correctly how are these states doing, the swing states, that is, in terms of their Small Businesses and how might that influence votes going forward. Lets recap. In 2016, President Trump won michigan, pennsylvania, florida and ohio. We wonder if he can get them again, with the impact of the pandemic. Also, north carolina, wisconsin and arizona, trump got them last time, too. Take a look at michigan. Using this as an example, the kre ce Census Bureau says 65 of Small Businesses have been adversely affected by the pandemic, 13 higher than the national average. More than half of michigans locations are temporarily closed, operating revenues for the state are down almost 80 . Michigan is the automobile heartland. It was so devastated by the financial crisis and it was working on building itself back. President trump toured a ventilator Assembly Plant in michigan on thursday. Shows you his focus is certainly there. Look at pennsylvania. Almost 60 of businesses are seeing a negative impact from the virus there. More than half the locations are closed and operating revenues down 74 . Biden is polling ahead in both michigan and also pennsylvania as well as florida, wisconsin and arizona right now. But whats interesting is that trump is ahead in ohio and north carolina, where the covid numbers are slightly more favorable. So in ohio, negative impact from covid, 50 . North carolina, almost 47 . Both these figures are under the national average. Whats interesting is that some surveys show that most people make up their mind about who they are going to vote for before september. So right about this time and through the summer, and having this pandemic and its impact is certainly going to influence how people think about the president , his performance and if they want to see him in the white house again. Meantime, we told you at the outset of the broadcast the president committing 19 billion to our coronavirus food relief fund. That should be welcome news to remain fae farmers who might be waiting for a bang from the buck for the china trade deal that seems to be frozen with the ongoing hostilities between our two countries. The iowa agriculture secretary joins us right now. Secretary, always good to have you. This is welcome news, im sure, for farmers in your state. How soon do you think they will benefit . Well, muchneeded assistance and we are appreciative of the Trump Administration moving as quickly as they could to get a pretty complex program out. Of course, thats the thing we are all looking at, how quickly can we benefit from getting these dollars in the hands of our producers, again, who we cant make them whole but we can provide them with some assistance to help get through this very difficult patch. Neil secretary, are you worried that given the increasing hostilities between our two countries, obviously were concerned about how honest the chinese were or were not regarding the coronavirus, what they knew and when, that any hopes of them committing to that trade deal are all of a sudden, you know, in doubt . Do you agree . Well, you mentioned it. We have talked about this before. We ended 2019 and started 2020 with some really good news for agriculture in terms of trade agreements, and obviously, with covid19, we have not had a chance to benefit or feel the full effects of that. So to the extent trade is disrupted, generally, thats a problem for agriculture and especially a state like iowa that relies heavily on exports but specifically, with china, too. So we can be hopeful that there wont be too much of a disruption but it is something that does have me concerned. Neil in iowa, looking at whats been going on in the Meat Processing arena and Everything Else, how are things right now . There are ongoing concerns about our Food Supply Chain and whether thats being compromised, and whether, you know, American Grocery shoppers are going to be continuing to face shortages. What do you tell them . Well, look, we know this whole supply chain from the farm all the way to the Grocery Store is so critically important and every piece of that is important, and if any particular piece of that experiences a disruption, you know, as we have talked before, Meat Processing in particular has been one of those areas that we are experiencing, look, we know weve got enough food on the farm. Its a matter of can we get it through processing and to the end consumer. By the way, that Food Supply Chain is not something that you switch on and off like a light switch. Thats why its important to invest and to take care of our farmers so that they are around on the other side of this. As we continue to have that strong food and agriculture supply chain. Things are improving but particularly with livestock producers, a very very challenging time and one that will remain for weeks and a couple of months to come. Neil you know, if there arent shortages in some areas, you are quite right, a lot of that has been alleviated somewhat, but there are others who worry, those who work in the meatpacking industry, that their own safety has been compromised and a lot of them fear once the president decreed you got to open these facilities up, that their health seemed to be a secondary concern. What do you think of that . Should they be worried . Are they worried . I think what we see, you know, in practice out in the plants across states like iowa, is that you have to bring a combination of testing to know where you stand and then take mitigation measures to protect workers when they can work. If they test positive, and also to make sure you have personal protective equipment, too. Those three pieces working together. Just a lot of communication, lot of information with those employees. Again, if you dont have a work force thats confident to show up and work, you cant run those plants. We are going to continue to see those plants run at less than their normal capacity, because of this very issue, because of positives or because of absenteeism. But we are moving in the right direction. I dont want to overplay that. There is still a challenge. We are still backing up animals on farms, particularly as it relates to our pork producers. But the situation is stabilizing and i think we are moving in the right direction. Neil all right. We will watch it very closely. Secretary, thank you very very much. Mike naig, iowa agriculture secretary. We will be following that very very closely. By the way, food inflation has picked up a little bit. You might have noticed a lot of people who have been looking and say it will be a shortlived event, nothing to worry about because other groceries and foodrelated items have actually been coming down in price so netnet in the aggregate, its barely moving the needle but it is out there. Jonathan hoenig joins us now. We have been focusing on earnings that are out today. Home depot sales which were okay, earnings were not, amazon of course is on fire, walmarts really on fire, and its really a case i guess of the haves and havenots. You look at kohls and disappointment there. Who are the winners in this sector . What do you think . Well, home depot really stands apart. As you said, strong sales, the earnings werent so good but neil, the stock has done very well. I think its because home depot has been spending money in the right place. In fact, they have been spending money on their employees. 850 million. You know, without government, without the paycheck protection program, all that government spending, oh, you know, big employers like home depot would leave employees to rot, would neglect them. Opposite was very much the case. In home depot, they spent almost 1 billion on worker betterment, hourly pay for time off for hourly employees, for seniors, for people with health risks, not to mention higher overtime pay. So they have done well by their employees and they have done well by their shareholders as well, despite all the layoffs and all the reduction in construction spending, home depots stock is up by 10 . This is a great example of companies doing well by doing well by their employees even during a pandemic. Neil you know, looking at the market, you are a very good read of the market, and good at history, too, despite your young age. Im curious what you make of whats driving this market. I notice it tends to ignore stimulus, tends to ignore whatever the government might be doing to sort of goose this, and really focuses on promising developments on vaccines or treatments. That really tends to move the needle. What do you thinks going on . With respect to what hurt the market was particularly government. Look, its kind of a gruesome reality but during that 1918 pandemic, the market never fell more than 10 , 12 at the most. That in my opinion was because we didnt have this heavy hand of government shutting down business. I think a lot of what happens with the market, with the economy, unfortunately, is in governments hands. The more stimulus, the slower the recovery and of course, the greater the lockdown, the bigger hurt on the economy. I trust in major american companies, like walmart, like home depot. Think about it, they have mastered these supply chain issues and are getting it done. I dont think theres any reason the economy cant soar as government gets out of the way. Neil all right. Its not going to happen any time soon. The president , by the way, has just arrived on capitol hill to meet with republican senators. There is already talk that it might not be a 3 trillion stimulus plan but it will have at least 1 trillion in it. So the government help will continue. This on the same day we learn from Jerome Powell testifying with Steve Mnuchin, the treasury secretary on capitol hill, that more help is on the way there as well. The Federal Reserve of course has trillions at its disposal to back up, you know, banks, to back up businesses, to back up a whole host of people. What do you think of all that help . I guess we just lost him. I have that effect on people. All right. Let me just, we will before we go to a quick break, lets take a look. The dow is down about 78 points here. Its kind of holding its own. Again, on the good side, you have the strength for most retailers. The ones that are suspect, kohls comes to mind, home depot as jonathan said, very strong on the sales front. Of course, retrofitting and dealing with the virusrelated costs sort of hit the earnings. That is not a big surprise here but if you are amazon or walmart or one of the big players here, that has been benefiting from this cocooning where a lot of people have been buying online as well, and by the way, online sales for walmart hitting a record in the latest period, it is a reminder that those who make money in a crisis tend to do pretty well when they get out of that crisis. Chad pergram will have more for us, our congressional correspondent, everything congress, he knows inside and out. Chad, are all republican senators at this . Reporter they dont really take attendance but most usually come, certainly when the president of the United States is coming. You know, we should note they are having a fbuffet lunch. The notice went out this would be a buffet. They usually meet for lunch on tuesday. This is the first time the president has been to the capitol since he met republicans for lunch in the capitol building. They are meeting in the Hart Senate Office building to give them more space during this conclave. Since early march, when the pandemic started. Of course, the front and Center Question here is do they need to have another bill. Theres a lot of republican senators who are skeptical about putting more money into the economy. There was this big hearing this morning with the secretary of the treasury, Steve Mnuchin, also Jerome Powell, head of the Federal Reserve, and this is something that powell mentioned. He said quote, he said this is the biggest shock in living memory, is it enough. And this is why republican senators want to make sure that the money that has been allocated is being spent properly. Theres also concerns about the payroll protection program, the ppp, as its called. Right now, they are capped, businesses, Small Businesses, at 75 , 75 of the money they get from the federal government has to go toward employees salaries and what a Bipartisan Coalition of senators are saying hey, can we bring that down to 50 . Otherwise, you are handcuffing some of these businesses. Maybe they could allocate that money for rent, maybe they could spend some of that money on utilities. Thats the big question right now, whether or not they need to do another bill. The one thing that we keep hearing repeatedly from the Senate Majority leader Mitch Mcconnell is they want to limit liability postcoronavirus. They believe that that would lead to unprecedented bankruptcy. So thats something thats very important right here. Just the fact that the president is here on capitol hill, just a couple of hours after his main two economic architects, the treasury secretary and the head of the Federal Reserve, were here on capitol hill talking about this report card, how in almost 3 trillion that congress has allocated already is going, is significant. Congress when they cough up a sum that big, obviously they want to know if its being spent correctly and thats why theres questions about the 500 billion in this program that hasnt been disbursed to state and local governments, theres also questions in a congressional report, a bipartisan congressional report that was sent out yesterday about why the 46 billion allocated for the airlines has not yet been disbursed. So these are some of these conversations that they are having today and also trying to figure out what needs to happen next or if anything does need to happen next. Neil . Neil effective tomorrow, we are learning that new Jersey Governor Phil Murphy has issued an order to allow the resumption of inperson sales at car and motorcycle dealerships, bicycle shops as well. This is the first sweeping such retail reopening, if you will, that we have seen out of the governor. Keep in mind its had the second number of cases. We are monitoring what the governor has to say because apparently, hospitalizations in the garden state have also improved. Right now, covid19 deaths as well are trending down even though they are still stubbornly high in the latest period, 162 new covid19 deaths for a total of 10,586 there. All right. In the meantime, the Economic Impact of all of this, treasury secretary mnuchin on capitol hill along with Jerome Powell, the chairman of the Federal Reserve, it was a virtual meeting, i should stress, with both gentlemen outlining their plans before the Senate Banking committee, what they can do to collectively continue goosing the economy with trillions of dollars at their disposal. Yeah, they defended this aid package as well as the moves that they have both made in order to stabilize this economy. Now, the fed chairman, Jerome Powell, saying that a long period of unemployment for workers could have a negative effect in terms of losing contacts, necessary job skills, also the job might even vanish. Same with Small Businesses, long closures could wipe out Small Businesses and the Institutional Knowledge they have. Republican senators saying lets see if what we have already done with the money and the cares act as well as reopening makes a difference. Powell agrees. Listen. What congress has done to date has been remarkably timely and forceful. I think you could say the same about what weve done. I do think we need to take a step back and ask over time, is it enough. Reporter treasury secretary Steven Mnuchin says about half the 500 billion treasury got has been allocated, not really paid out, but allocated. He wants to wait to see whats working to put the rest of it in play. The payroll protection program, another part of the cares act, touted as a success by senators on both sides of the aisle. Senator jon tester pushing back saying wait a minute, it might be a success but its not transparent. He says nowhere can he find the name or list of names of who got the money. Listen. Within the cares act facilities with the fed, when we do individual transactions through them, they are listed. I look forward to seeing that list, by the way, secretary mnuchin. Im going to go online and search it because im going to tell you that as much transparency as you say are with this program, as the senator from montana, as a member of the banking committee, im not seeing any of it. Reporter i have also been asking the Small Business administration for the list of Companies Getting this tax payer money, for the past for woks eee have been told they are working on it. Charlie gasparino has been following some more stimulus that might be in the offing and the timing is interesting because its relatively soon. Charlie . Charlie by the way, if i look flustered its because i just went running. Just got done with six miles. Its not because im with the great neil cavuto, you know. Sometimes that does get me nervous, i want you to know that. When i read about you every now and then. Anyway, lets get to the stimulus package. I know they are throwing cold water a little bit on another package but from what i hear, from my congressional sources, one is clearly being debated and worked on behind the scenes, that there is growing consensus on both sides of the aisle, republicans and democrats, on another stimulus package, about a trillion dollars, from what i understand. Its going to probably come up after the memorial day recess. I hear that recess could last a week so figure a week after that, we get to nuts and bolts time. Heres what i keep hearing is in this thing. We are talking about, again, local aid direct payments to local and state governments like illinois that have big budget gaps and also have unfunded pension liabilities that have been exacerbated by the pandemic shutdown. So thats what the dems want. Republicans arent likely to go for it, maybe scale it back what the dems want but they are likely to go for it. The republicans, on the other hand, are going to get some stuff like Liability Protection for businesses that reopen, that they dont have to get sued if you reopen and people get sick. They want some sort of blanket Liability Protection, maybe not a total blanket but a decent one. Thats what i understand. The other thing is, they want the republicans want some changes to the tax code and i found this very interesting, because its stuff that President Trump has mentioned, that incentivize moving business supply chains to the u. S. Or north america. Again, interesting stuff here. One of the big problems with having supply chains overseas, in china, in asia, when you have a pandemic, is that these supply chains obviously get disrupted during times like this. Theres a lot of talk, i have heard peter navarro, the president s trade adviser, on this, move a lot of those supply chains back to the u. S. I personally would love to see basketball finish out their season, the nhl finish out their season, baseball start in july, football start in september.
