Dagen we called this yesterday really quickly that home depot and less dont necessarily move in lock step and less admitted yesterday that the problem that home depot admitted that disappoint in quarterly numbers was because investments were taking longer to pay off as the wall street journal said, so lowes is in a better position, lowes stock total return year to date is still starting today less than that of home depot. Home depot with bad numbers was still up, so lowes is underperforming the broad stock market here, so if you see a little bit of a lift today, that might be the reason. Absolutely, we are going into the slower 6 months of the year for Home Improvement, lowes is more of a turnaround story, home depot is obviously trying to get the pro segment to do online buying for local contracting, i think the story here is Home Improvement is good, housing is good, but the other bellwether with target, target with walmart, we need to see strong results from target, lowes, im happy to see maria target has been doing better. Jon dagen said they dont move in lock step, when we see the retail numbers lets not take it as a measure how strong the consumer is, home depot missed yesterday, a lot of intern al issues, you know, a lot of issues related on how you deal win vestments and a lot of issues with transition to internet purchases, the consumer right now is in pretty good shape, the unemployment is really low. Consumer is in pretty good shape, you have to look at exports and Business Investment. You have to look at the bellwethers because target speaks to the broad economy and consumer, the other story is bricks and mortar online. First of all, to say any specific point where you buy in today, what i would say we remain invested, we have a fair allocation across the classes, preference right now is actually in the u. S. , we still think despite concerns of geopolitical issues, despite the u. S. Election issues, what you see is you pointed out consumer is fairly robust, the fed has cut rates and we also think as we begin to see on trade this would lead to rebound in Manufacturing Activity globally, they support Global Growth but they support jon can we talk about investment issue, investors had a year and a half, executives and managers a year and a half to digest how the u. S. China trade relationship is changing, are we at a point where its been digested and the market isnt going to go one way, one day the next day on every trade the notion is, okay, we know that this is going to be a long process, think about the dynamics of the United States and china, these have been evolving over the last 25 years. What you are seeing the pushback against globalization, now from theres in globalization winners and losers and deglobalization theyll winners and losers as well. I think thats exactly right, theres no genuine agreement on how to spend the money underneath the totals they agree today agreed to last summer. They dont really agree, the border wall is the key contention and i think when we get to december 20th, we will see another continuing resolution and i wouldnt put it out of the possibility that theyll just do it for the whole year. Maria this is all politics, then, doug, i mean, instead of just funding the military and understanding what the military may need we are getting, having fights over the president s use of certain moneys to build the wall and its a small number in comparison to the budget. Its an incredible by tinia number to tie up all tinny number to tie up all of this. It was exactly one year, in 2017 when the president sort of did National Defense strategy, put together a plan, went to congress and said this is the money we need to do it and they funded the military based on the threats facing the United States. Jon we are now running trillion dollar deficits, whenever we write about this in the wall street journal it really angers an bothers our readers, why cant the government balance its own budget when i have to every day, when you talk to people in washington they dont seem to be that concerned about it, when you talk to economists they say, well, Interest Rates are very low, so we dont have to worry about it, whats your view trillion dollar deficit is a problem . There are a very big problem, on the Interest Rates, sure, its great that interesting rates are low but thatll be important only if you were having deficits because of interest costs, throw out interest costs and you have a big gap between revenues and spending, our fundamental problem is the primary deficit, the primary deficit which is the noninterest component is driven by mandatory spending, you know the numbers, Social Security, medicaid, Affordable Care act, the large entitlement spending programs and theres no appetite to take on the very real need to reform these both from a budgetary point of view and point of view that the programs arent serving beneficiaries very well. Jon lets talk about priorities too, we have the big fight with china going on right now, the government is pouring all kind of money into its favorite entries, semiconductors, stuff that they think will dominate the 21st century, we are not spending a lot of money on on research, you know, basic research, are we going to fall behind the chinese and we are just giving money away maria in some areas i think we have. Its a really good point, i mean, we have 3 problems in the budget, one is the revenue spending, two is the fact that the programs driving the spending dont perform really well, social securities and medicares, we are spending our money on legacy programs like Social Security that are largely giving money to the elderly and to other targeted populations and we are underfunding the things our founders saw as the role of government, basic research, infrastructure, education, national security, and so the mix match of where the money is going is going to hurt us. Dagen ly add one thing, the more money we have to borrow the more power we hand to china, that is who we are borrowing the money from, its one of the top two largest owners of our our outstanding debt in terms of foreign owners and its just maria look, we are focused on impeachment, thats all thats taking the oxygen out of the room, the budget funding as well as usmca, house ways and Means Committee chairman weighed in for timeline on usmca. This probably gets them very excited, however, we have to pump the brakes just a little bit because this is the small study, 20 participants, we call this a pilot study because its very preliminary. Lets talk about exactly what an allergy, an overactivation of your immune system to something foreign, so what happens is your body identifies the foreign nutrient or molecule and then has overreaction to it. What the study did is it targeted that signaling molecule within your immune system and shut it down and did a very good job in doing that, however, now that we have this information, we have to figure out dosage, we have to figure out what patients are going to get the most use out of this, does this work only for peanut allergies or many others and we suspect that this breakthrough treatment will work not only on peanuts but many food allergies. In the afternoon, kurt volker said withholding the aid was nothing out of the ordinary. Watch this. We dont want to use these proceedings its our time. We need to protect the whistleblower. Please stop. I want to make sure that theres no effort to out the whistleblower through these proceedings. Mr. Vindman, you testified in your deposition that you did not know the whistleblower. Actually, the important thing about yesterday was it was the first day that we got a hint that there was a difference of opinion inside the government about the phone call. The morning hearings, Lieutenant Colonel vindman and Jennifer Williams were both democratic witnesses and vindman said he was very disturbed and thought the president s behavior on the phone call was wrong or improper. Then you had two republican witnesses afterwards, tim morrison and kurt volker. Morrison having been on the call, he was colonel vindmans boss and they were not disturbed by what they heard on the call. So this is the first time you get the idea that different people listen to the same thing and had different impressions, which is the key to this whole impeachment mess. Maria so hows it going from your standpoint . I think its a rough slog for democrats. They think they have a mountain of evidence. They think they have enough to move forward. Maria they say it, anyway. Right now. Maria i dont think if they think it but they certainly say that. Its a very complex story that depends on ones opinion and viewpoint going in. And what weve seen in the polls is the number of the people who dont like trump, theres about a third of them who want trump to be removed immediately and about a third who want the democrats to drop this all immediately and a third in the middle are getting bored. So its been a difficult slog. But i feel certain theyre going to go ahead and impeach the president. Dagen cbs chose to dump out of the impeachment hearings in favor of the young and the restless yesterday, which was probably a wise decision. You can watch it streaming online. Byron, again, a congresswoman elise stef a anik had a Crystal Clear moment when she was questioning Timothy Morrison and kurt volker. She just went she just went shotgun fire, boom, boom, boom, boom, boom. Have you seen any evidence of quid pro quo. No were the answers. Any evidence of bribery, no were the answers. Any evidence of treason, no were the answers. Republicans have actually made pretty effective use of this whole democratic bribery thing. The democrats have been casting around for quite a while of what to accuse the president of doing. It started with a Campaign Finance violation. Boy, that was really complicated. Then there was a quid pro quo, some people suggested extortion and then they actually conducted a focus group an in some key sts and found that people like the idea of bribery, they thought that was that sounded really, really serious and it had the added advantage of actually being in the constitution because the constitution says the president can be impeached for treason, bribery or other high crimes and misdemeanors. So they settled on this bribery thing. It doesnt make a lot of sense to people. They try to put the facts of the case into the definition of bribery and its a very difficult fit. Maria i dont know that i mean, theres a poll out that says independents are losing interest here. I just dont know if the average guy or gal out there is able to follow everything thats going on in this hearing and i think that you saying that they changed to go to young and the restless, i think people were changing the channel. The question is what the upcoming debates, do the democrats want to talk about impeachment. Maria lets talk about that. Looking at their positions maria we have a debate tonight. Pete buttigieg gaining major ground you ahead of tonights president ial a debate. The indiana mayor recently surged to the top of the iowa poll, days later a New Hampshire poll places buttigieg at the top of the pack with a 10 point lead. You make a great point in terms of the debate hand the democrats will be talking about tonight. Ahead the field for us ahead of the debate. What the buttigieg surge shows were not totally sure about the ne new ham new hampsh. He is popular in iowa and is on the move in New Hampshire. It shows the split in democratic primaries. Its a racial and ethnic and cultural split, because you have iowa and New Hampshire. Overwhelmingly, were talking 90 plus percent white voters in the primaries and caucuses there and then all of a sudden the race begins to look like the Democratic Party. A large number of African American voters in south carolina, significant number of hispanic voters in nevada, and joe biden has double digit leads in both of those. So what this race is showing is that these divisions inside the Democratic Party and its not clear how its going to work out. The biden issue, tonight with the debates, is that really going to come up, given they want to gain in the polls or is it something were really not going to hear about . Do you mean the Biden Ukraine issue . Absolutely. This is look, this is something democrats have said, this is a republican conspiracy theory, a trump conspiracy theory, theres no there there. I do not think that any democrat can bring this up against the former Vice President and prosper in the polls. As weve said before, the age issue with biden is always there. Thats a real issue. Its there. By the way with biden and Bernie Sanders and if he gets in with Michael Bloomberg as well. You just mentioned bloomberg. Hes not going to be at the debate tonight. What are his chances . Well, you know, every four years Michael Bloomberg hears something that no other american hears which is a ground swell of support for Michael Bloomberg to run for president of the United States. There appears to be no indication that theres much public support for bloomberg. If it were not for his 52 billion fortune, which means he could selffinance a Campaign Start to finish, if it werent for that money, nobody i think would be taking this very seriously. Now, duvall patrick, the former governor of massachusetts, who also has almost zero chance, hes actually gotten in the race. So he hell be out there not at the debate, but he will be out there campaigning. Unlike bloomberg, who is apparently still thinking about it. Dagen i said this before. Mike bloomberg needs to do at least a 30 day jerk cleanse before he can get in front of actual voters in this country. [ laughter ] maria how does he do that . Dagen take is just a fact. Dealing with debt, collection issues can be tricky, especially if youre not sure youre dealing with a legitimate contact. The Consumer Financial Protection Bureau released a new video on how to protect yourself from scams. Watch. If you want to spend the next week at home and not in jail, youll give me your bank account or debit card number right now. Now, a real debt collector would never do that. Legitimate debt collectors know its illegal to threat tone have someone arrested for not paying debt. This is something that scammers do all the time. Scammers will try to pressure you to make a decision so fast you dont have time to think about what theyre saying. Thats why its important to ask questions, get fully informed about the debt, and not be pressured by a illegal threats. Maria joining me now is kathy kraneger. Thank you for having me. Maria i feel like this happens to my parents a lot. I mean, seniors are under attack, huge. Theyre getting calls, press this and then give me all your savings, give me your Social Security number. How can you detect when its a con artist and when its real. Were issuing this video. We have a lot of materials for consumers to look at. Certainly for caretakers to help elders because Older Americans are more vulnerable. At the end of the day, it is really about understanding that true debt collectors will tell you who the creditor is, tell you how much you owe. They certainly will not pressure you or claim theyre going to tell your employer or tell your family members. Thats not a appropriate behavior. But thats what the scam artists do. Maria is this picking up in terms of the volume thats happening . I feel like it is because the cell phones, theyre even trying to scam your cell phones. Usually it was a land line when you would get the calls. I think its just because were more available so were certainly more atune to it. The volume is not substantially greater necessarily but the modes to communicate with people and to try to scam people obviously are myriad. So all those ways that we communicate with our friends and family and our coworkers, the same way that scam artists try to get to us. Maria where are the priorities right now for the bureau . Quite a few things. Financial education is a huge part of our mission that Congress Gave us. And were trying to find the gaps where we can be a trusted source of information to consumers about the marketplace. We also have to set clear rules of the road for all of those institutions that are trying to comply with the law and want to do the right thing by their customers. So we have a lot of regulations and examination of those institutions. And then the last thing i would say is effective enforcement. These scam artists and others who have clearly no intent to comply with the law, we need to take effective action against and prosecute. Maria and the bureau later is releasing a request for Public Comment on how it should assess integrated disclosure rules, truth in lending. Tell us about that. Its an interesting thin, again. Congress decided that we should combine the disclosures associated with two laws, it was a very complex undertaking and so we put that out. Thats why youre getting a lot of different paper in the mortgage process. And so figuring out how we can improve that. Weve got innovation policies that were really looking for streamlined, simplified disclosures and these that are willing to pilot those with us so we can get good data about what works, telling consumers what they need to know but not overwhelming or overloading them. We have too many disclosures that people click through and dont read. Maria yeah, thats true. I want to ask about Financial Wellbeing. You have a report, Financial Wellbeing by state. First, auto loans, consumers, sales people, lenders, treating cars like houses during the last financial crisis, piling on debt that often exceeds the value of a car. Greapiece in the journal about y who wanted to buy a ford tore 25,000 but the loan was up to 45,000. Do people not realize you just doubled the price youre going to pay for this car with these loans. We have great tools online to help people make good decisions about this. A car is a depreciating asset. Its about getting you around. Thinking about that and realizing that the payment cycle for the loan, you need to think about how long you intend to have that car. And you also have to think about things happening whether youre in an accident or otherwise, again, challenges with paying off, youre still responsible for paying off the loan. Maria when i speak with lenders, the auto market comes up as a weak spot. Is that large enough to cause concern that the debt in the auto lending market would cause a bigger issue or is it just still a small component of things . In the larger macroeconomic sense its certainly a smaller piece of puzzle. For the consumer that is affected its a big part of their lives. Trying to help them understand and make the best decisions for themselves is the important part of it. Maria there was a Financial Wellbeing report with state by state comparisons, lets talk about the report. It shows an average Financial Wellbeing score was 52 in 2018. Is that considered a good score . It is not a great score, i will say, in terms of the median score. But what i can tell the you is that this is, again, a good example of us trying to find a gap. How do we measure how people feel about their money and how confident and secure they feel. This is a survey tool that we are encouraging everyone to use and that weve been taking a lot of Interesting Data from. So people do build with their savings as they build savings, they feel more secure about money, feel more confident about money. We do find savings has a huge connection to Financial Wellbeing and better financial seasons. Maria when you feel like youve got a nest egg, your behavior will change because youre feeling more confident. But when youre taking on all a of this debt, you may very well be continuing to take on debt and making a situation even worse. Exactly. Exactly. Maria what should people do in terms of firming up their own Financial Balance Sheet . Quite a few things. I mean, first is really actually sitting down and understanding what you spend and what your liabilities are, certainly what debt you have. There are a lot of resources to help you think about that, cfpb. Gov has many of them. Thinking how you pay off debt, manage debt, how you look at your credit, raising your credit score so your cost of credit goes down and then certainly figuring out how you pay yourself first and how you save. Maria and of course these scams dont help, what we began the conversation on this, this debt scam and how to protect yourself. Is it more prevalent with seniors . Certainly all vulnerable populations and seniors are one of them, yes. Maria and why is that . Because of more use of cell phones and theyve got cell phone numbers . Comfort with technology certainly and diminishing capacity as people age or at least the expectation of that on behalf of the scammers. So theyre definitely going after people who they think theyre going to get money from. Maria one possible scam or idea for the scammers is to make believe that they are the irs, were calling from the irs, we need you to send us this money immediately. The irs wouldnt necessarily call you on the phone, right . No, definitely not. Maria they would definitely not call you on the phone. Exactly. They certainly wont ask you to share Bank Account Information or Social Security number over the phone as a first contact. Thats not appropriate. Maria so what about that . People need to understand that. A lot of times my mom will get a phone call like that and ill say mom, the irs will never do that. How will the irs if they need to reach you, reach you . They send you a letter, frankly. You can always go online, look up the legitimate phone number you should be calling. Always hang up on somebody that calls you unsolicited. Thats not the way these agencies will come to you or a responsible creditor will come to you. You should initiate that by looking up the right phone number, the right contact and can validate that. Maria its amazing to me how severe and how incredibly high these numbers have become in terms of how many calls people get. Tell us about what youre doing, kathy. I mean, its been almost a year, is it a year that youve been named to the head of the bureau, hows it going . Are you still in the process of slimming down the bureau in terms of allocating different resources . Initially Mick Mulvaney was out, saying were going to be cutting the fat from this agency. Where are we in that regard . Were focusing on what our Statutory Mission is and thinking about how we align the resources to it. So there was a hiring freeze in place which i thought was completely appropriate. And what we did was i challenged the managerses to look at the priorities ive set and focus in on the right staff to do those jobs and to regularly hold them accountable for that. So we now have a staffing plan and were executeing to it. Were going to think about every hire and whether we truly need it and at what pay level we need that hire. So a lot of examples of that in terms of just effective maturing of the organization. Its only eight years old. Ive been there 11 months. Dow and s p ended the day off of the highs. The nasdaq reached another alltime close at 8570, unchartered territory. Glow Global Markets are weaker. Fq100 down 56, cac down 20, dax index in germany lower by 85. China trade uncertainty, continued protests in hong kong putting pressure on stocks in asia overnight. The hang seng was down three quarters of a percent as was the shanghai composite. All those stories coming up this wednesday morning. Our top story this half hour, two jail guards in charge of watching Jeffrey Epsteins cell accused of napping and Online Shopping instead of making required rounds every 30 minutes. Video surveillance showed nobody approached epsteins cell between 10 30 p. M. And 6 30 the next morning on august tenth when epstein was found dead. The chief medical examiner ruled his death a suicide. However, conspiracy theories abound. The department of justice is refuting that he could have been murdered. The fbi is investigating the possibility a criminal enterprise was involved. Joining us right now is fox news senior judicial analyst, judge Andrew Napolitano and it could very well be that those guards were paid or told to not move. Such a tantalizing phrase, criminal enterprise. Maria why not get up to check from 6 30 at night to 10 30 in the morning . If they were paid to do it, the government has an affirmative duty to find out who paid them to do it. So the story as told by the indictment is one in which the government actually indicts itself, that they should be asleep for two hours at their desks without a supervisor knowing that they were asleep for two hours, that they should be wasting their time looking for sports scores and motorcycles on websites rather than what theyre supposed to do. What the indictment does not tell you is that epsteins cell mate was mysteriously removed from the cell the day before he was killed, that the video camera in epsteins cell was not working, and that the video camera immediately outside epsteins cell was not working. Its impossible for a person to break his own bones in the way these were done. Its only consistent with home seemed all of that is why the fbi is still investigating this. When this medical examiner tells you it looks like homicide, as a judge who had this medical examiner in front of him, youre saying this is a credible person. Absolutely. Dagen hes credible because he was the chief medical examiner in new york city. Hes probably the most famous pathologist alive in America Today and he found credible evidence of homicide. I think a lot of americans are looking at this, like i dont know what to believe. But i just want to establish that this is a very serious credible person. Yes, it is. The indictment of course, it mentions the two guards by name, one male, one female. Theyre the defendants. It also mentions other people by person one and person two, employees of the federal bureau of prisons. So this is not an indictment about a conspiracy involving others. The conspiracy in this indictment is between the two jail guards who agree, according to the government, agreed together to falsify the records. The charge is the agreement, the conspiracy, and then each record that they had i would like to hear what they have to say, who was telling them how to behave. Maria . The government has bn negotiating with them for a week to get them to plead to what we call an information. An agreement between the defendant and the government bypasses the grand jury. Whatever the government offered them and whatever they offered the government it didnt work out. Thats when the government got the indictment. So i think theres more here than meets the eye and more than the government has revealed.
