Mesa recently paid $1.5 million to the parents of Daniel Shaver, who police shot and killed five years ago.
The payment comes as the city and parents Norma and Grady Shaver signed off on a settlement agreement last month, while the Texas man’s widow is pressing for a trial in her ongoing suit against the city.
Shaver was fatally shot in a Mesa hotel hallway as he was on his knees, unarmed and begging for his life, according to a police report and body camera footage from January 2016.
Then-Officer Philip “Mitch” Brailsford shot Shaver, 26, five times after he moved his hand near his waistband, indicating that he may have been armed, according to the police report.
