The head of the library of congress who testified before the senate rules and Administration Committee on modernizing library on efforts to digitizing secure documents and to describe the public would have more access to the collections. She was going to buy the Copyright Office director and bernard bartend the chief Information Officer of the library. Only a committee to the library i think that is particularly helpful you could be here with us today as well as a member of the Committee Said shes here as the committee and also on these topics particularly valuable in the roles of appropriating we have been having with the library, with the smithsonian, the architect of the capitol these kind of oversight hearings to fulfill that responsibility and be sure that we are giving the agencies that help they need. We are glad to be here of course with the library and doctor carla hayden and the librarys chief Information Officer and the register of copyrights. Thank you all for being here today. I think we want to talk primarily at least i want to talk primarily about modernization. We had a chance at the last meeting to talk about the ideas of how to make a labor even more of an experience for people who visit. I think we want to talk today about how the modernization of the ailments are coming together and all of the services or being benefited by that. The library of congress provides a lot of functions for this historically. One of them has been the Copyright Office. I think initially that was to be sure the library would be a recipient of the great treasure of the copyright documents that will become a part of the librarys collection, but the Copyright Office has always been a part of the library. Today we are taking a deeper look again. Any discussions you want to have about the challenges you are having more success is that you are having as he moved into more uptodate protection Cyber Threats are real. We got to know each other well in 2016 when we were able to Work Together to be sure she became the First Library in a long time to be th the library f congress and we have been pleased to be able to Work Together since then. Prior to the arrival of all three of you in these print jobs, the gao was critical of the office of technology. The Government Accounting Office identified the lack of storage for Strategic Planning and Information Security and priva privacy. They recommended that the library hire a permanent chief Information Officer which it did, and that th chief informatn officer would professionalize the Technology Needs of the library which will only we are going to find out today you are doing. You are ultimately responsible for the management and success of the library as a whole which includes the Copyright Office but of course weve looked at the register of the Copyright Office to be responsible for what happens ever happens everye thevery day and havethe kind ofp with the two of you that are essential to make that happen. Glad you are here and look forward to see how you take this job and make it work. We talked some last year in this committee and we had a proposal even to make your selection slightly different and outside the normal Selection Process that it had been for the library of congress. That did not pass and so the congresss view is the situation would continue to stay as it was. They spend a lot of time with all three of you over recent months trying to be sure this was working the way that it needs to work. Talk about trade policy or other types of policy without talking about the importance of protecting information of copyrights and other patterns so it is a very real topic. I mentioned with the library was doing in other areas and im glad the three of you are here today to talk about this, and i am particularly pleased senator udall could carve out the time to be your. I turn to you for any Opening Statements you might have. Thank you so much, chairman. You are a good friend and we worked on a lot of issues together. Thank you for holding this hearing. The library of congress is an Important Institution and im pleased to see the committee taking an active role to make sure that its healthy and strong and i want to thank all the witnesses that are here today. I also worked with doctor hayden a lot over the course of her tenure over there and i really enjoyed developing that deeper relationship. First i want to save the library is an american treasure of immeasurable value. Its 170 million items include the Worlds Largest collection of legal materials, films and sound recordings. Its landmark buildings see 2 million visitors every year and there were 114 million visits to its website last year. And the Copyright Office is critical to music, film and Publishing Industry with over 1 trillion every year. Copyrights are especially important in my homes to new mexico. They are significant and growing part of the states business activity. In addition to its public value, the library is fundamentally essential to the work here in the legislative branch. Some people might think the members of congress are informed of the imagine what this place would be like without the asset to the Congressional Research service. And online resources like congress. Gov help keep us informed and uptodate with nonpartisan information. Like so many americans, we rely day in and day out on the information provided by the library of congress to make important decisions. While the hearing may not be kerrbe. Live on cable news, itse committees job to make sure the library is wellrun, uptodate and prepared for the future. Future generations will thank us. I know you and your team have been working diligently to modernize and grow the infrastructure of the congress. Its crucial to the libraries evolving operations. Im encouraged with the pace with which the Government Accountability Office Recommendations have been implemented. Ive worked on federal it reform on a bipartisan basis for many years and i know it not easy. The big projects are tough enough in corporate but federal agencies face a much different budget process than these issues. Federal chiefederal chief inforn officers have learned a lot of lessons to develop best practices in recent years. And i urge the library of Copyright Office to seek out those best practices and Work Together for success. I look forward to hearing about the progress to improve the librarys infrastructure and operations, progress and improving accessibility of the librarys unique collections and historical artifacts of Thomas Jeffersons draft of the declaration of independence and the confidence of abraham lincolns pocket the night he was assassinated. Tangible pieces of some of the most significant moments in the nations shared history can be both preserved and made accessible. Along those lines, i want to highlight one of the librarys ongoing initiatives the veterans history project chartered by congress in 2000 and th 2000 ine ongoing effort collects and makes accessible personal accounts of the American Veterans so that future generations can hear directly from veterans that better understand the realities of the war. With veterans approaching i will be interested to hear an update on the project during the question and answer time. Helping native american tribes protect their historical and coachable resources is also a high priority for the. Of doctor hayden, weve spoken about this before and i know it is a priority for you. I hope that we can keep working together on tribal engagement under the music modernization act as well as the librarys language and other resources for tribes. And i look forward to the Panel Discussion today and they would yield back to the chairman. Doctor hayden, your full testimony will be in the record and you can deal with it however you want. Im also going to ask that my remarks and senators udalls in any comments on introductory comments the panel would like to make what goes into the record without objection. So we are glad you are here and we will let you specify on behalf of everybody and then everybody get their share of questions. Thank you mr. Chairman. Senator udall, senator smith, i welcome the opportunity to be here today to give you an update on the librarys modernization and especially the Information Technology and work with the Copyright Office. And i want to thank the committee for its ongoing support in the library in general and with the libraries modernization. Three years ago in this room during my confirmation hearing, we discussed the many challenges and opportunities presented by the libraries technology, and i am excited to be able to tow you today that we have significantly improved the libraries Information Technology. The library is a Different Organization from what it was just a short time ago. And over the last few years we have stabilized the core it structure, we have streamlined and strengthened our governance and centralized and professionalized our workforce. And that has allowed us to closing implemented nearly 95 of the recommendations made in 2015 and we will keep working until we close 100 by the end of this year. Modernizing the Copyright Office is a top Agency Priority if we are making progress in upgrading their systems to register and maintain uptodate records for the creative works of assistance aror automated, integrated and easy for the public to use. They hire a Senior Technical Advisor in place to help manage and plan the modernization and also to enhance the collaboration between the Copyright Office and Agencies Technology staff. The Copyright Office and office of the chief Information Officer jointly engaged in User Experience outreach to stakeholders and launched Development Efforts for key components of the system. This fiscal year will release a limited pilot of the first fully digital copyright agent system and we will complete a prototype of the searchable Records Management system and begin the initial development for the next generation online Registration System we are also completely overhauling the technology that empowered every part of the library. The chief Information Officer is working with the Congressional Research service to implement a new research and Information System and it will make use of the latest technologies. The National Library for the blind and disabled is completely rethinking how it delivers content to people with reading difficulties. The library has completely digitized the u. S. Statutes at large and dating back to 1817. We have rolled out new products to billions of online users and made enhancements to many of the services. It is leveraging technology to find innovative ways to reach more people and so with these efforts, we are moving ahead with a challenging but achievable task of transforming the library into a more digitally enabled agency and theres still a lot of work to be done that we have made great progress. We are glad you are here we will stay at about five minutes segments and go back and forth. Would you share your progress . September the 2015. That was in response to the idea somebody needed to com of e in to be the chief Information Officer and this is a couple of minutes in the sense of how far youve come from the day you walked in and how far youve come since the. Thank you for the question, sir. Its a great opportunity for me to be able to reinforce the talent that we have at the library regarding the it and professionalism displayed by the staff. As the gao audit found, there was a lack of oversight survey suggested thso theysuggested tha chief Information Officer. When i first came in, it was apparent to me that it wasnt a lack of talent or the lack of capability. It was a lack of decision and oversight on the it organizati organization. Making sure they didnt interfere in the individual units to have specialized it to perform their business mission. When i first arrived i testified my goal was to make sure the findings of the gao audit were addressed in a way that didnt just check the box. I wasnt here to just make sure we close the audit findings. I was here to make sure the root cause of the findings was addressed and in such a way we were not put back into the same situation in a matter of years. And thanks to the support of congress from a budgetary perspective, we have been able to address 95 of those findings, and i expect that we will close all of those findings by the end of the calendar year. We are expecting back and forth conversations with them for the rest of this year. It covers every domain including the discussions ive had with the gao was the first time they made that brought a recommendation to. From security financed operations, every domain that exists that the biggest progress we have made a sensitivity and im very proud to say at this point all of the major systems have obtained what we call the authority to operate which means the security of the systems have been validated, tested and compared to the standards of the body that we look to for establishing the security standards. On that topic let me go before i run out of time here with my first question which is on the security topic. Intellectual property, clearly one of the things for good reason we are the most concerned about on the targets of Cyber Espionage and other things. The feel good about where we are headed in terms of the security of the information that is entrusted to the federal government through it you and your job . Thank you for the question. Security is one of the most important aspects and im very pleased that the library has taken such a huge role in ensuring that the items we have received in the library are protected. Digital security as wevdigitald of move to Digital Technology we received a host of different types of works from feature films two important books to works that havent even been released to the public yet, so security of our system is a critical aspect of the development and so thats one of the things we are focusing on as we develop with the library. And youve worked with the office for some time, havent you. What is the difference in the security, either the concerns or your sense of security now compared to five years ago or whatever number you want to give me. I would say the main difference is the focus that we have been placing on security, acknowledging and recognizing how critical it is to the management of the it system and really making sure that at every level security is considered as we begin developing the new system, so i think the focus and prioritization of the security is one of the main differences from where we were years ago. And i was putting out before we go to the senator you worked there for some time. Youve had this job really for the permanently designated person for a relatively short time so if we are back in 2014 or 2015, somebody else was the register of copyrights at that time. Senator udall. Thank you mr. Chairman. As a part of the ongoing it management and modernization plan, im aware that the library has implemented a new Digital Strategy by transitioning to a new tier three level data center. This investment is key to helping the library deployed technology to expedite and expand Digital Access to the vast collection of books and media. Aat the time you testified befoe the committee has stated that the library was in the process of migrating applications to the new data facility. Your testimony today provides an update that you are moving forward to fully transition operations by the end of the fiscal year 2020 to support the librarys digital needs. Could you expand on your testimony and discuss the progress that this move including progress on migrating data to Cloud Services . As we mentioned before, we are looking at and making sure that we have a variety of storage capacities and that includes the cloud and also physical storage capacities as well because of the nature of the materials that we are storing. Some need to be o onsite, and mr. Barton has been, he knows that ive been very concerned in making sure that we are able to make that migration secure, and also very effective without losing any data. That would be great. Mr. Barton. To move out of the Madison Building we test the production of the actual usable content is supposed to be complete by the end of this fiscal year. A lot of that content especially the ones that are desensitizing the security controls around it will be maintained in the new data center that we have and that will be complete by the end of the fiscal year. We will also be migrating our nonsensitive public release of things that the general public reviews into the cloud in a lot of respects so that its a faster and less physically from an equipment perspective thing we have to worry about funding. Can you update the committee on the progress of shifting Copyright Office today to do the facility as well as the Cloud Services including the benefits you expect to see in the current challenges you face . Yes. I will be for a little bit too in terms of the exact schedule but i know that we are on track in terms of kind you know, beginning to migrate the data over to data center, some of the data and some of the other data will be housed in the Cloud Service as we are developing the new system as well and so we are working closely in terms of this schedule and timeline for the process. Doctor hagan, i understand that expanding access to make the librarys unique collections available to all users is a central part of the librarys Strategic Plan. The veterans history project of the Americans Center is one collection of particular interest to me and with veterans four states away im sure its of interest to my colleagues. They discovered that the mexico have a low number of stories in the archives especially considering the High Percentage of active duty veterans in the state. To change this i set a goal for my staff to collect at least 50 stories from new mexico veterans including at least one from every one of our 33 counties. Since july 1, 2019, im proud to say that my office has collected over 80 interviews and they conducted in her of interviews myself very i can tell you there was a really eyeopening experience. I am especially focused on enlisting the help of other Community Partners around by states to continue collecting interviews and other materials from hispanic veterans and a tetchy tribes and the navajo nation. Can you update the committee on the progress of the project and how it fits into the illfated mission and vision of the library . Very pleased that youve asked that question because i just returned from rhode island with senator reid and before that with senator enzi in wyoming collecting interviews and adding to the over 100,000 oral testimonies of the veterans and the conclusion of the gold star families has been very important and we are making sure that we work with congressional offices ancongressionaloffices u for conducting the interviews you are so correct about the fact that it can get emotional and there are a lot of veterans who feel they dont have a story to tell, but we try to make sure that they know and people who have lost their loved ones can also contribute to the veterans history project and talk about that. So, over 100,000 already. And we are working to make sure that we reach out to the native communities. So, we have added many oral histories that have a special focus on working with the National Museum of the American Indians on that project as well. Its very successful and its something that we hope people will realize is so importan it t in terms of stories to be told. If the Orientation Center we will have a special section for the veterans history project and people that visit those 2 million visitors will all know that they can record their stories. Hopefully very soon on their digital devices. Thank you and to let all of the members know you do a good job of training us to do this. Let me mention again i think we wilwewill have time for at leasa second round of questions but for the first question, senator highsmith. Thank you for being here today and i look forward to learning more about the modernization of the library of congress and the Copyright Office, because i know it is certainly vital to the growth and division is expanding access to the nations wonderful collection. Your credibility i think its outstanding and its just one of my Favorite Places in washington, d. C. And i thank you for all of your efforts. My question, the effort to centralize it across the library has included transferring both people and resources from your individual Service Units including the Copyright Office to the office, the chief Information Officer to the technology activities, and this can be for whoever wants to answer it. Can you explain how the go cio tracks and utilizes the funds appropriated for the modernization on behalf of the Copyright Office . I would like to start and thank you for the question about addressing the benefits of centralizing it efforts and projects in the library in general. That was one of them nature challenges and major focuses of the it modernization effort to knock outside lowes that were referred to with centralization we can track fiscal expenditures and resources and equipment. We can professionalize personnel and also additional security. When you have a number of units dealing with security, thats difficult. So, it centralization has allowed us to track all of our expenditures and keep a better view enterprise wise of what it has sought. But im very pleased to centralization has been helpful in so many ways. Thank you for the question. We have two things i would like to address on that. One is overall from the it funding management perspective, we are in the middle of implementing something they call the Technology Business model. This is something that the executive branch has been working on for several years and industry has been working on for several years and while we may not be as far along as some of the agencies that started ahead of us, we have made Great Strides and expect by the end of the fiscal year we will have our tools in place that gets us down to a level where we are spending the it funding that we can make much more of an informed decision about what is working and what isnt working. With regards to the Copyright Office, we have a regularly scheduled every other week meeting with the chief Financial Officer at the library, chief Financial Officer at the office and my it funding manager and we go over into details with the fundinbut thefunding is being ue modernization effort where it is being used and spend, contracts, personnel and all of the resources that are involved in the it modernization for the Copyright Office. Thank you very much. Senator cortez. Thank you. Welcome. Its great to see you all. I am a big fan of the library of congress and what you all do and your staff, please know that and im just sitting here talking to my wonderful colleague from new mexico at the veterans history project count me in as my staff are listening we will be participating with you in the great state of nevada. We have incredible veterans that ive met and have heard their story believe it or not theres 140,000 population of filipinos. Many of those veterans, and i would love to capture their stories if they are not captured in so many more in the state so we will be following up with you. Let me followu follow up on the enterprise copyright system that seems to be the topic this morning. I know as part of the goal for this updated system is to improve the Public Record of service to the researchers and for registering copyrights and i think that you mentioned in your testimony according to the program it will be piloted in the spring of 2020. Is that right . And so how do you, i guess the only question i ask is how did you manage the success of the program . I have my colleague here that we have a Copyright Modernization Office and we also have regular tracking of progress and we are about to have a Critical Path opportunity that we can overlay everything that is happening with copyright modernization. Also including whether they will be able to provide feedback as well. To piggyback on your last statement, we think it is critical to have the public provide input and feedback as we develop our system so for the record, the system that will be piloted in the spring of 2020 we are going from a completely paperbased system to a digital system for the first time so that is something very exciting for us. We have established a group of companies and individuals who will participate in the pilot. But as we continue to iterate and add functionality, we will be adding an additional individuals to participate, and during that process we will be getting feedback from them as to how the system works. Is it as easy as we thought it would be, are there changes that we need to make and i think that is one of the benefits of agile methodology in terms of the System Development that we will be able to quickly take the feedback and add onto the existing system and change it as the users provide. Thank you. I appreciate that. Mr. Barton you mentioned before that one of the labor is Biggest Challenges for storage. And i know when i was over there visiting with some of your staff, he talked a little bit about that. Can you talk about the work the labor he ilibrary is doing to ae current storage problem . We are taking several prongs of the approached the storage issue. One, as doctor hayden mentioned in her opening remarks, the stabilization was the first thing. The second phase of the it modernization is what we call the optimization and then modernization. They were not necessarily sequential. We are doing in those activities in parallel. The optimization part is making sure that where we need storage we are using the right type of storage. So, for example if we are presenting information to the public, we want that information to be on the computer screens instantly so that is going to add a different type of storage bin that preservation storage where we want to make sure something is here for posterity in 100 years its still available. Its still available. That isnt necessarily something that needs to be retrieved rapidly in a matter of milliseconds. So, that would be a less expensive storage and that is one of the avenues we are approaching us became sure thate that its the right half of storage for the type that is needed. The other part is looking at our options from the priorities of ownership. Cloudbased storage we would consider something less expensive for us to maintain because we are not in the position of having to replace the hardware. So making sure we are taking advantage of all of the options from the storagebased perspective to make sure that its being done correctly and efficiently. Thank you all for the testimony today. Appreciate you being here and all the good work you do. So, earlier when you mention a moving from the Madison Building to the new storage facility, how much would that be physically somewhere stored and how much of that is being digitized, moved to the cloud, however you are doing that differently than was the case a few years ago . That is a great question, sir. We are attempting to get all of our analog written materials digitized in a way that is accessible by the citizens of the state and worldwide. Right now i would have to get back to you on the exact number of what is digitized and what isnt. Its a constantly growing requirement. When i first arrived, we were dealing with the content as 150 million items in as they testify today was 170 million to 10 million items in less than four years on the analog basis. Thats something thats going to be a challenge for us and we are implementing a process where we look at what is the best way to make this happen and i know the Copyright Office has a really good story on storage device dont feel qualified. Lets hear that story. I think what he is eluting to is to our efforts to digitize our Public Records. One of the things we were really excited to be able to release to the public last year were earlier this year was march of 2019 we did our final release of our virtual card catalog and on that we were able to get access for the first time to over 41 million images that were previously physical images where you had to come into the office to be able to get access to those documents and those are completely digitized and put into a digital database for people to be able to access from wherever they wanted to answer that is something we are really pleased with and we are continuing to digitize the remainder of our Copyright Office records and that is one of the work strengths that we do have on the modernization this year. We are going to hopefully be able to pilot a Public Record system, limited time get ecosystem where we will be able to add in the virtual card catalog records are already digitized as well as the records we were digitizing now and then work on how we might be able to make all of those records in some way available to the public. And on that project, do you do that with outside contractors . Yes, yes. We have contract and have been working with fred link assisting with us and outside contractors to digitize the records beyond the card catalog. We have about 26,000 record books we are hoping to digitize and make the implementation of those books, the data like the registration numbers, author, title available in a database for people who want to come to our office digitally or online will be able to very easily search the copyright status of the individual copyright work. I dont like in the department of agriculture i used to be the top on that appropriating committee. They had a number of cios in the various entities around the country. But any big project has to be cleared by the central usda. Do you own an outside contract on information to go through a clearance process at the library as well . Yes. I can answer that. And the link referred to as managed by the library and be we managed for contracting and services for other federal agencies and so anything that is part of the centralization of the standards and operation of any it has a review. Is one of the Agency Leaders in the library, does that process work quickly enough in your view and certainly gives you a safeguard you wouldnt have otherwise. Yes i mean obviously all people within the government would love to be able to work even more quickly than they do. But yes i think that we have an efficient process where what we do is work with both on their related projects to develop the contract and send back to the centralized Contract Office within a the library before the digitization site which is actually or the business side project that also does so the resulting contracts will go to the contract within the library and we will work with them whether it is through the link or an outside vendor to develop that contract and get that solicitation out and improved and work with the Contracting Officer which will be in the library of the Contracting Office to make sure that contract is operating smoothly. I think originally the reason the Copyright Office and the library was as much as anything else to ensure the collection so one question i would have with all of this material out there, you still have the kind of relationship are the best addition for the positive requirements so that you are getting for your deposit what you think is what the library really needs to have independently digitized form as well as the other forms. It has allowed library of congress to have one of the most comprehensive collections in the world and its now the largest collection in the world and it is such a benefit to be able to have an opportunity to select from the deposit requirements and so we are very pleased and i just want to also take an opportunity to commend the virtual cartel law project even though its records have been just to think of 41 million cards and catalog drawers. That was a major undertaking, so visualize a card catalog set with 41 million cars. And how is that used now . People still do actually come to the office to use it but we are looking to now that people are aware of the fact they can access those card catalogs online we are going to take advantage potentially of the space and save some space and probably decommission the physical card catalog and actually direct more people to go online as its becoming more enhanced. People have a bit of an affection for card catalogs. We even published a book about card catalogs with a different ending. Senator udall. Thank you very much, mr. Chairman. When you last testified in march, you and i discussed tribal concerns with the proposed rule for music modernization act that deals with the pre 1972 recordings. Since then, the Copyright Office has issued its final rule, the rule did not include a Public Domain exemption for pre 1972 Tribal Cultural recordings because according to the Copyright Office that would exceed the offices regulatory authority. This question is i think for both you and ms. Temple. Are you working with tribes to continue addressing this issue and if so what are you doing and what can congress do to assist your office . We have several initiatives with making sure that we preserve and make available the Cultural Heritage and we have the cylinder project and thats where we are preserving actual very fragile Historical Records dating back to the late 19th century and then the industrial voices digital collection at the center is making sure that we provide access digitally so we are very active at making sure that we are capturing and using technology to its great extent for that. Will you give me your commitment that the office will work with me and my Indian Affairs subcommittee staff on the issue is the vice chair on Indian Affairs respecting tribal sovereignty as a priority for me so i look forward to working with future result this issue would you give me your commitment . Yes of course during this process are the modernization act implementation of the regulations we did seek outside comments about issues including issues with respect to tribal recordings. We have some specific provisions of the regulations that do address the musical works and are committed to working with you and the various tribes on ways we can continue that partnership in the future. One of the issues they are raising that is a critical issue i think you know about this but its important for everybody to know about it in the first half of the 20th century, anthropologists and sociologists took a substantial number of tribal ceremony and religious event recordings without the consent of the tribes. And many museums and universities now hold these collections without tribal knowledge. The mma would require these institutions to make the recordings public resulting in the potential release of culturally sensitive informati information. So that is the issue we are trying to focus on and we want to work very closely with you on that. Thank you mr. Chairman. Thank you, senator udall. I think the library and mentioned that 95 of the 2015 gao recommendations have been fulfilled. What are the Business Units 5 largely congregated at . So how would that be followed up as it relates to the oci oh . Are you not getting the peru should or the funding that you need . We are getting the funding we need to closeout these particular findings. We are in constant communication with the gao to provide evidence on those remaining six findings. I have no concerns about being able to meet that by the end of this fiscal years why am confident. So then are there specific units that are more challenges than others we dont have any made remaining to closeout there were those specifically related to the Copyright Office but those are a closed. All remaining are in the purview of the t 14 will be closed by the end of the calendar year. Is there anything you are trying to get done in this calendar year that is a concern for you . Questionmark as alluded to we were pleased we were able to closeout the last remaining two gao recommendations so we are prepared to move forward aggressively and modernization effort. The timeline to which he with as chief Financial Officer and the cio are working on one that you think is reasonable quick. Yes the stakeholders would love to have a new system yesterday so we do take that very seriously but we are working very aggressively to get specific funding for the copyright system now fy 20 we will have three separate strains of Public Records and System Development all at the same time so now this will be something that we can see the progress more completely that were in the second tier of the funding phase. Its always great to see you. But i want to talk about the chair of the appropriations subcommittee. With that language of the subcommittee report. With end with that gao finding of the lack of leadership in that was duplicative overlapping. But the ig finding it failed to have organization rot wide strategy and the goal was not included in the Strategic Plan for Information Technology. So now bring these up with the progress that has been made. Already implemented 95 percent. So as we talked about this can you flesh out of how the public is benefiting how is this impacting americans in general quick. In general what people will be able to do is have more access they would be able to download the photographs and to have those exhibits on mobile devices and then record the veteran history projects and also use congress. Gov to use information that is available to all citizens a variety of opportunities that Information Technology provides. Thats just amazing to think about rosa parks with her hand written notes and Thomas Jeffersons draft with the declaration of independence we have invited the public to help us transcribe. And then to lunch it with the gettysburg address we had High Schoolers come in and the aspect to read Cursive Writing gave us opportunity of intergenerational programs old people reading the cursive the young people doing the computer. [laughter] we sent looked at the letters that had not been reviewed in decades or even seen to abraham lincoln. And the hook for young people that they were making something by transcribing. And then to be available for everyone to see. So without the Digital Access. It could not have happened. So the fact that the it modernization had so many based on benefits to make it more useful and inspirational for so many people in with the copyrights modernization those who search Historic Records and file or register online. And now they can register quickly and do Different Things with the entire copyright system. Thank you all very much. One final statement diagnosed senator klobuchar is the Ranking Member and is interested in these issues and is working with you i believe she is working on a piece of legislation called the case act to help reduce the cost and barriers to make a small copyright claim less expensive you are all aware of that but they will be working with you and im sure she will be putting in questions for the record. I had a photographer add event i was speaking at said i hope you are looking at the case act i cannot afford to defend my work anywhere else. We want to create that opportunity but what are the challenges to the additional staff or the other challenges you would see quick senator kennedy along with senator klobuchar is interested in the case act how you tell me if it is a responsibility you could handle. And then to do a full study of 2013 actually recommending congress adopted legislation and the Copyright Office and then if they were to pass to be signed into legislation we could readily implement it without modernization act as a historic piece of legislation that required the Copyright Office to develop online and we could with the office of general counsel to get that done ahead of time to post a new website overnight so given our history and experience we are confident to source those requirements of the case act as it was passed. Is that largely a cio operation they explain their problem without having to have an attorney. And those regulations and additional staff to do the regulation side and the legal staff. And to streamline the process. And video conferencing. So people dont need to come into the office if necessary. And with those Additional Resources that are needed and have access so we would work with congress to make sure we have the resources to hide that higher that staff but there are many attorneys i am sure who would be willing to participate in that tribunal process. And physically you have space of those people quick. We have a copyright royalty board with the administration of there is a hearing room and to score the case act. So it just depends if congress would like us to have the additional hearing room from what we already have spent with your comments you designee or the it advisor to work directly with cio and what is the benefit of that quick. The main reason we did that is to strengthen our communications and then some lawyers have a slightly different language. We wanted to make sure as we are working on those work streams to effectively communicate with one another. And that the Copyright Office is easily translated to t 14 with these Development Activities and that will be helpful that we have everything that we are working on that this is an individual that came from oh cio to help the collaboration moving forward. By internally of the whole Library Structure it is a good thing i believe there was an effort made from 2014 or 2015 the copyright modernization largely independent of the internal structure. And nothing was produced as a result. That is an example of what happens when that is just put into place. So to point out the structure has grown up over time with intellectual property needs have grown up. And as you have more immediate accessibility of this vast collection including the copyright space. And laster we made an effort to at least say the Copyright Community had greater interest with a different kind of procedure to choose the register. And i dont think it would be again so it is critically important to make that structure work between all three of you vast resources that are substantial how you make those resources work. I also point out this committee is the oversight committee. Not those that right copyright law. As is often the case and with that responsibility for oversight and how you manage that responsibility to of the previous chairman of the appropriating committee who are on this committee and with that money available and how that is spent to have an incredible ability not only to ask the right questions but help you help us understand the answers. I dont think we have had problems with that since you became the library about responding to questions with the modernization effort systemwide and we intend to continue to do that.
