Now, Wisconsin Republican Governor Scott walker delivers the faith date of the state address and focus on new Child Tax Credit, funding for rural schools and Small Businesses commit changes to the welfare system and Health Care Coverage for those with existing conditions. [applause] speaker ross, speaker pro tem august, president ron, majority leader fitzgerald, majority leader schilling, minority leader has come a Supreme Court stays, car additional officers, tribal leaders, members of the cabinet, members of the legislator, distinguished guests and most importantly fellow citizens of wisconsin, and it is an honor to come before you this afternoon to report on the state of our great state. Before we start come i want to recognize the first lady wisconsin, my wife. Net and our two sons, scotty and alex. [applause] last year as you might remember, join me at this podium to talk about her groundbreaking work called fostering fugitives could she and her team continued their efforts with tribal councils, county government, nonprofits, colleges and universities and employers from across wisconsin. State agencies trained on how to incorporate trauma, and foreign care into their daily routines. She brought together a group of first thousand cents after wisconsin to talk about the important work and went to washington to get the federal government more involved in this area. I want to thank you for your leadership that will change the lives of children, adults and families oliver wisconsin. [applause] next to my wife is Major General Donald Dunbar of the 10,000 strong men and women of the Wisconsin National guard. Thank you for your service, general dunbar. [applause] next to him, a great treat this year is Major General mark andersen. It was my privilege to administer the oath earlier this month to our second two star general. What an honor for wisconsin. Congratulations, general andersen. [applause] in september, general dunbar, Master Sergeant and i had the opportunity to visit members of the 115 fighter right here in madison while they were deployed in pusan air force base. Bedroom who is with us, well actually have the chance to find with another 16 years ago, he and 255 arab men were deployed to one of the most intense spots in the world, south korea. While we were there, i met the commander of the seventh air force, Lieutenant General thomas ferguson. By the way, 1981 graduate of Wisconsin Rapids high school. [applause] he told me of the incredible skill of our era men and women and as if that wasnt enough, the commander of the 115th Eric Peterson in many remarkable men and women of the Wisconsin National guard joined me last month as we announced that wisconsin had been a good host the brandnew s. 35 lightning fighter jets right here. Out of all the states in america, we had the number one location. Im looking forward to hearing the f35 take off because you know why, that is the sound of freedom. Congratulations to be a winning men and women come in many who are here today. [applause] today i am proud to declare that this state of our state, well, it is historically strong. [applause] in wisconsin, employment is at historic highs and unemployment is at historic lows. We invested more in actual dollars into schools than ever before in our history. The state property taxes gone. Wisconsins have received a bond rating grade from three National Agencies. Our Health Care Systems are ranked number one in the nation for quality and we announced the Largest Economic Development project in state history. It has been an amazing year, and historic year. [applause] we are getting positive things done for the people of what im saying. As mentioned, more people employed in wisconsin than ever before in the history of first day. Just last week, the department of work Worst Development announced that the Unemployment Rate had dropped to 3 . [applause] the only other time it was that low was in may, june and july of 299 when Tommy Johnson was our governor. Things are pretty good acting. They are pretty good now and they are only going to get better. [applause] we are getting positive things done for the people of wisconsin. Students in our schools had the highest ac tu scores and high scratcher we should rates in the country and we just invested more actual dollars into k12 education than ever before. An extra 200 for every student in every school in every part of our state. This year and another 204 increasing every student on top of that next year. Our children deserve a great education that prepares them for college, careers in real life. We are getting positive things done for the people of wisconsin. [applause] to make college more affordable for students and working families, we froze university of wisconsin tuition for all undergraduates for a state for six years in a row. [applause] we are partnering with Financial Institutions of graduates refinance loans and Financial Assistance for students in need left at an alltime high, making Higher Education possible for thousands of students at colleges and universities across the state. We are getting positive things done for the people of wisconsin. [applause] we were able to make record investments in education while still continuing to reduce the burden on Hardworking Taxpayers. According to the Nonpartisan Legislative Fiscal Bureau, both property and income taxes will be lowered in 2018 and they were in 2010. [applause] and we eliminated, thats right, we eliminated the state property tax. Thats right, 100 of the property taxpayers in ours they saw a 100 reduction in the day property tax bills. We are getting positive things done for the people of n. [applause] wisconsin. [applause] Health Care Systems in our state ranked one in the nation for quality. [applause] plus, everyone living in poverty is now covered under badger care for the first time in the history of our state. According to the u. S. Systems bureau, the percentage of people with access to Health Coverage in wisconsin is now one of the best in the nation. We are getting positive things done for the people of wisconsin. [applause] wisconsin is number one in cheese, cranberries milk, corn, soybeans, beef, cherries, potatoes, vegetables. Im just getting hungry thinking about it. Agriculture is a big part of our economy. More than that its a way of life. We are getting positive things done for the people of wisconsin. [applause] no state in the nation provides more benefits for veterans and wisconsin. We offer 23 benefits for veterans while the next closest date offers 21. We can attend College Tuition free and we expanded eligibility so more of our veterans can do. They report our veterans homes are among the best in the country. We are getting positive things done for the people of wisconsin. Unemployment is at historic lows. Record investment in our kids education. More help for colleges and universities. Lower tax is, Quality Health care, growing agriculture and industry, it taken care of veterans. We are getting things done. We are getting things done for the people of wisconsin. [applause] but as you might recall, that wasnt always the case. Eight years ago, as are much different. This state was headed in the wrong direction. Instead of going forward, as he was going backwards. Eight years ago january 2010, the Unemployment Rate was 9. 2 . Today, the Unemployment Rate is down to 3 . That is well below the National Rate of four by 1 and as i mentioned before, it is time for the lowest Unemployment Rate in the history of wisconsin. [applause] in fact, more people are working than ever before. People like broken cliffs and sarah in whitewater all became employed for wisconsin fastforward Worker Training Program during the past year. [applause] eight years ago the State Government created a 3. 6 billion budget deficit. The previous governor and legislature raided for the transportation fund. The patient compensation fund. They even missed a payment to minnesota. Today the state and in the last fiscal year with more than half a billion dollars surplus in the Nonpartisan Legislative Fiscal Bureau just predict good they would win the current budget with an even larger surplus than first projected. [applause] our pension is fully funded in the Rainy Day Fund is 168 times bigger than when we took office. Wisconsins longterm mean that is one of the lowest, best in the nation. We are paying off our obligations faster than we take on that and three National Agencies upgraded our bond rating this past year. For movies, and i was the First Time Since 1973. It is the first time ever. That historic is more proof that our Financial Management is working. [applause] we invested more than 6 billion in the Transportation System in a recent state budget, which brings our total investment to 24 billion over eight years. That is 3 billion more than what former governor jim doyles and Fund Transportation over the same period time. You were that way. We invested in 3 billion more into transportation in jim doyle did during the same amount of time. In our budget, the increases we gave the local government to fix roads, repair bridges and fill potholes in some of the largest in 20 years a large amount into the diligent work of secretary dave ross and his team who found savings, we are able to move our projects like interstate 3990 and wisconsin for 41 while still keeping Major Projects on time. [applause] over outcome of these will move up 26 projects like highway 18 from dodgeville, highway 45, highway 16 from across an highway 172 in brown county. [applause] eight years ago according to the nonpartisan legislative bureau the previous governor and legislature actually cut some of thats right, cut funding for schools and local governments. I remember well because i was a county official at the time in the state did not give us tools to deal with the reduction in state aid. Many local leaders have been laid off workers or cut irises. Today we made the largest investment in actual dollars in the k12 education in history in increments of 200 for every student in every school in every part of the state this year and another 204dollar increase on top of that next year. Plus they give schools the resources to cover transportation costs and Health Services and put new technology in the classroom. [applause] in the reforms we passed years ago have save school districts, local and State Government more than 5 counting according to an independent review. Most importantly, they allow School Leaders to staff based on merit and pay based on requirements. That means they can put the best and the brightest in the classroom and pay them to be there. [applause] ec, putting more money in the schools is good, then making sure it goes to improving the quality of education for students in classrooms, that is priceless. Im proud to say that is what we are doing right here in wisconsin. [applause] only 1000 user partnerships. Today the number of youth apprenticeship students has more than doubled as has Financial Support for this day. The state funding for High Technology workshops doubled in the past budget. [applause] we are giving our students they had started on a tanning careers. Eight years ago tuition went up in the university of wisconsin system. During the decade before our freeze, tuition went up a whopping 118 . Today we froze tuition for all undergraduates from them for six years in a row. We did that to make college more affordable for units and working families. The nonpartisan estimates the average student saved more than 6000 over four years thanks to the freeze. That is real money. [applause] eight years ago there were actually People Living in poverty on a waiting list for action under badger care. Today for the first time in his three of the state everyone living in poverty is covered under badger care. Because of our unique wisconsinbased solution, we had according to the Kaiser Family foundation, no gap in coverage and we rank as one of the top states in the nation for access to Health Care Coverage according to the u. S. Systems bureau. [applause] hard to believe, eight years ago there were about 4000 people with disabilities including children and adults on a waiting list for longterm Care Services with many counties were not included in the longterm care programs. We are extending to every options for people with disabilities to allow them to live. Im happy to to report by the end of this year, we will eliminate weight less for children with longterm Care Services in every county in the state. [applause] in the moments for longterm Care Services means children like 14yearold molly of kenosha finally gets the support they need. Malik was a Cerebral Palsy and autism and has limited mobility. After two years on the wait list, today gets inhome therapy in the modified bathroom timor independence and his family gets muchneeded respite services. His mother says all of this has been a game changer. [applause] malik and his mother are here tonight. [cheers and applause] access to longterm Care Services read on for people like nick in green bay. Nick fell and broke his leg, but he was able to return home to his life of 70 years thanks to the services and equipment he receives under family care. The woman who comes to their apartment to help it daily task for visiting angel. [applause] anyway it was for longterm care house to collect melissa and fox v. Melissa was born with a disorder that affected her Cognitive Development and after high school landed her dream job. She doesnt drive and transportation was an issue. Through her longterm care is, melissa gets help in transportation and other home Care Services which has helped improve her life. [applause] people like molly, nick and alyssa should not have to put their lives on hold to get the help that they need to be independent and to live their best lives. These are Success Stories and i am glad that these services will be available all over the state. [applause] since 2011, wisconsin has been recognized as a National Leader in helping people disabilities enter the workforce. Today according to the handheld disability statistics, we rank in the top 10 states for hiring people with disabilities. [applause] thats good news for people like marquez. He was one of the first intern at the childrens hospital, with constant. Marcus was hired fulltime by the hospital. Helping students with disabilities prepare to enter the workforce and i love going to graduation. One of the most original things you can do. The success rate for project search and wisconsin is 88 , which makes it one of the best in the entire country. [applause] eight years ago there was one program versus when School Starts in the fall, there will be 27 sites across the state of wisconsin. [applause] eight years ago, and closing all eight of the Visitor Centers around the state. Today, weve seen a 351st inning great Economic Impact of tourism. A marketing focused not on his logan, but the fun people have in wisconsin. We partnered with local visitor bureaus and chambers of commerce to open Visitor Centers all across the state. Check out travel wisconsin. Com for more details. Travel wisconsin. Com. [applause] the State Government did not have any Grant Programs for broadband infrastructure. Today we do and in the fussbudget we invested 41. 5 billion, an increase of 35 million to connect communities across the state, and highspeed Internet Connections as well as schools access to the latest technology and training. Over the next two years. In 2007 the Economic Impact estimated at 922 billion. Today report estimates of agriculture has been 88 billion impact on wisconsin economy. [applause] lower property not for cloture practices. Limits on lawsuits and expanded export opportunities will help our family armors continue to grow in 2018 and beyond. [applause] eight years ago, taxes are going up. Through the decade before we took office, property taxes alone went up 27 . People were telling me about how they fell that they were being taxed out of their homes. Today, both property and income taxes are lower than they were in 2015. Property taxes on the median value home are estimated be more than 100 lower in 2018 than they were eight years before. Think about this. The previous trend had continued from before he took office, the estimated property tax bill on a typical home in wisconsin would be 612 higher than they were this year. [applause] and for the First Time Since 1931, there is no state property tax. In fact, property taxes a percentage of personal income below is that they have been since the end of world war ii. Plus, income taxes. A typical family will have saved 1400 since 2010. The overalls date and local tax burden. It is now below the national average. It is the lowest it has been in more than 50 years. [applause] through the end of this budget, the cumulative impact of our savings to the Hardworking Taxpayers of wisconsin would see 8 billion. At this rate. 8 billion. Only two other states in the entire country have reduced their tax burden more than we have since 2011. Eight years ago according to chief executive magazine, wisconsin ranked 41st for business. The stay was consistently in the bottom 10 for places to do business then. Today, for the first time in the history of wisconsin ranks in the top 10 states for business. [cheers and applause] that is why global businesses like harvell and fox, coming to wisconsin. It is safely arm is expanding in chippewa falls, genera in waukesha. Expanding in appleton, quiktrip building across great lakes cheese company. America is growing. Adding jobs in with bill and oshkosh corp. Expanding in oshkosh. You like that. [cheers and applause] theres a joke in there somewhere but im going to take a pass. Thanks to the many employees these companies are here with us tonight. [applause] and you know what, we are just getting started. Ffoxtrot and four example would begin construction this year on a 10 million campus. [cheers and applause] this will require some 10,000 construction workers from all over the state. Earthmovers from half an correction on the Black River Falls already starting work on the structure for this major project. Families, workers and Companies Across the state will benefit or one of the Largest Economic Development projects in the history of america. [applause] once operational, fox con will spend roughly one point for billion dollars a year with wisconsin businesses. To put that in perspective, oshkosh corp. , one of our great Wisconsin Employers come a company that just when the coolest thing made in wisconsin contest spend about 300 million each year with this companies. Fox con will spend more than four times as much. That is a big deal. [applause] if you are a Small Business i would like to be a part of the fox con team, i invite you to sign off on the website. Most importantly, fox con will be one more reason to keep our graduates here in the state. Young people like amber who is a student at gateway Technical College. Joe we intend to attend Madison College and eric who is a student at rocksolid Technical College comedy and many many others have plans to be a part of the 13,000 people working on the team. Thank you for being such a reminder of those growing here in the state of wisconsin. [applause] eight years ago things were not very good and our state. They were doubledigit tax increases. Billiondollar increases. Billion dollar budget deficits and record job loss. The schools and local governments were caught with no tools provided. Tuition would go up faster than inflation in wisconsin can assume he ranked in the bottom 10 days for business. We do want to go back to those days. That would be a giant that backwards. Thankfully, many in this chamber, many in this chamber today had the courage to make some tough decisions. The results from those tough decisions help turn our state around. The results now allow us to invest record amounts into our schools and to other priorities while still making wisconsin more affordable for the Hardworking Taxpayers in the state. Now we need to keep moving wisconsin forward. [applause] so today, i am laying out an ambitious agenda for 2018 to keep his head in the right direction. First, to ensure that every child, every child across state has access to a great education. We will find additional ways to put more resources into the classroom. A good school it equals a great place and we have some of the best schools in the country. We will build off of our historic investments in the k12 education. Looking ahead, we need to continue to help rural schools keep more money in the classroom. [applause] many schools have unique needs related to transportation into the size of the district. I want to ensure Educational Excellence everywhere. With that in mind, weve a plan that will increase the plan to help out Revenue School districts. 29 and today i want to personally think the cochair john make room for his leadership as well as senator howard macron and jeff marsala are working together on this and today i go on members of the state legislature to pass this plan. [applause] thinking, we need to grow the number of opportunities for young people to pursue great careers right here in our state. Together we develop a plan with wisconsin Technical College system, the university with this diamond universities across wisconsin. Well have jobs being created in the data we must have enough graduates with the skills to build careers here today proposed that we use that 20 million designated to establish a new wisconsin Career Program on campuses all over the state. Years ago we had brain drain. I was really a problem. Now with all the exciting new jobs and development, there are many, many more reasons to keep our graduates right here in wisconsin. Now that is what i call a brain game. [applause] we love the fact that our son worked here in the state. We know how nice it is a family close to home. We want that for other families as well. The education and training are the keys to building a strong workforce. We also increase opportunities for physical and intellectual disabilities in the work force is her most recent budget included a major increase in funding for training within the correctional and they are working to give veterans into the workforce. Still, we need to increase the number of those in the state. With more people working than before we can not afford to have anyone in the sidelines. As a third point in our ambitious agenda i propose we expand our wisconsin works for everyone while their reforms. Since we started reforming employment and worker training, more than 25,000 people have gained employment. [applause] people like thomas from Stevens Point in charlotte from deloitte have it working if there of seasonal jobs at their Training Program he now has a permanent job at st. Michaels in Stevens Point and says its his dream job. Charlotte had Health Issues that forced her out of a job. And was hired almost immediately to work in registration. These are just Success Stories of the 25,000 people in the workforce because of our goal to transition more people from government dependence to independence. True independent through work. [applause] still, we need more individuals in the workforce. Each week we have 80,000 to 100,000 job openings on our state website jobs wisconsin. Com. Thats the opportunity ringing right they are. With that in mind, and calling a special session to pass our common sense welfare reform plan. We want ablebodied working agents to work 30 hours a week or to enroll in job training to get assistants and nurse day. We want to expand welfare reforms a wide and to ensure that everyone getting public assistance to pass a drug test. [applause] heres the important part. If someone fails, we set aside resources to get them into rehabilitation because we understand if we get them help me, we can find a job for anyone in the state. We also propose putting asset limits on public assistance to people with giant mansions in fancy cars to get welfare checks while hardworking tax is like you have to pay the bills. [applause] while many are upset with the inability to get things done in washington, we are getting positive things done for the people of wisconsin. [applause] i want to think speaker ross and Chris Carpenter for leaving on this issue and working with us on welfare reform. [applause] said maybe even in this capital will complain that our reforms are about making it harder to government assistance. The truth is, our reforms are about making it easier to get a job. [applause] for those who are able, we will enable them to find meaningful work. We want to pursue careers to support themselves and their families. Public assistance should you like a trampoline and less like a hammock. Just like Tommy Thompson did in the 1990s when unemployment to pass our Small Business plan even more important across the state. First up is reducing cost for Small Business, lower taxes and reducing frivolous lawsuits all part of the plan. Still more being done on unemployment fraud lets get it done. The next step for Small Businesses preparing the workforce tree plants include investment in schools, partnerships, Higher Education and worker training. Another step is removing barriers to work. The plan includes more people to work him and take more in advance and do high wage jobs. That includes work requirement we just talked about for use for Welfare Benefits as well as new final step of our plan for Small Businesses to help attract new talent. We have for the assistance of the legislature as we attract wisconsin for several key groups of employees. Transitioning veterans and families, graduates that was in college and and universities in the lineal from across the midwest. [applause] for more details on our Small Business plan, please visit our website, walker. Wri. Gov. We are committed to helping Small Businesses grow in every part of wisconsin. We recently made a major announcement in terms of investment into her chambers of comments and minority owned businesses in particular in the state. We continue to partner with local chambers account economic Government Entities and regional Economic Development organizations to grow Small Businesses and to ensure that there are more Small Businesses that succeed in the rural parts of ours they, i propose today that we create a rural Economic Development fund of 50 million per year. [applause] this fund will support development of new businesses in the expansion of Small Businesses in rural areas and can assist in training more people to fill positions being created by employers in rural areas. On top of that come in many Small Businesses in a Rural Community support and depend on our farm families to keep more of our dairy farm i propose a plan that will create a family farm fun and create scholarships to encourage students to take advantage of agricultural related studies and wisconsin Technical College or at the university of Wisconsin College of agriculture. We believe that will help them to get a rewarding career in farming. Our plan will help farmers deal with the cost of insuring the farming practices preserve clean water in rural areas. [applause] we also recognize farmers are raising challenges with low commodity prices. Thats why earlier today i signed an executive order that expands resources for farmers to reach new markets across the country and around the world. [applause] we also need to do more to connect people and businesses in rural areas to highspeed Internet Connections. As mentioned, we made a major investment in Broadband Access grants for communities and teach grants for schools and students, but we can do more. Thats when colin and the federal Communications Commission to finalize rules increasing access to bribe and internet by advancing television waysbased technology. White Space Technology is the unused spectrum between broadcast television and can deliver highspeed internet to underserved areas of wisconsin. [applause] each of these items will help grow Small Businesses here in wisconsin. Therefore as for the members of the legislature to act on these items that require legislative approval before the end of the session. [applause] are ambitious agenda also includes artwork to reforms the government, to make it more, more efficient. We will continue to challenge the status quo. With that in mind we push a major reform of the criminal Justice System for serious juvenile offenders are the pastor we work with counter officials, members of the judiciary, policy experts and lawmakers from Political Parties. We Political Parties could relate to best practices in states like missouri and elsewhere to see how to reform wisconsin. Thank you a secretary linda c. Meyer for their work and not of their incredible teams. [applause] instead of one or two large facilities, which has been the motto in the thompson for decades, i reform plan will create six smaller facilities spread throughout the state. Locations for five of the site could be termed it by collaborating the candidates and the offenders are in state facilities from individual candidates. The other facility will be right here at Mental Health institute is part of the nationally recognized program for Mental Health treatment for the complex in Lincoln County would be converted to a medium celebrate. We focus on alcohol and drug treatment. The Additional Space would also help limit the amount of money the department of corrections has to pay for contract outside of the system. We have made many changes over the past few years to a group safety treatment. Increased compensation the changes im talking about today are much larger than not in there about longterm reform of the system. I ask members to act on this plan by the end of the session. [applause] i particularly want to thank representative aven quicky for his work on these reforms. [cheers and applause] much of his plan much of our plan parallels his work. Hes now as i understand amended courses to include our additions to Mental Health and foreign care. Lets Work Together to pass this plan quickly so we can move forward with plans system. Just like families across the state over the past eight or nine years, we had to make some tough decisions. And you know why . To pay it off. Reforms are working, the economy is growing and as promised when we have a surplus who will give it back to you, the Hardworking Taxpayers, this is your reform dividend. You deserve it. First i had a phone. Now i have kids. So today, i propose that we create a Child Tax Credit here in the state of wisconsin. [applause] [applause] we are going to create a new wisconsin Child Tax Credit. Families from across the state will receive 100 for every child under eight teen living at home. More in the Family Budget could make it different when getting ready for the next school year. [applause] it could be a new pair of shoes, a winter coat, activity fees that school or maybe a copay at the back or a dentist office. Sometimes wisconsin families face challenges in making ends meet in this new Child Tax Credit we think and how. Today im joined by families from all over wisconsin who will benefit from a Child Tax Credit. [applause] so today, i ask you, the members of the state legislature, to pass our plan so by the time these kids mlb others like them across to state in school this fall, their parents will receive a check in the mail box. [applause] i had to. I can only imagine what it liked to have all these kids together. The final part of our agenda for 2018 is providing stability and health care. Citizens are crying out for a Stable Health care system. Washington has failed to act, so it is time for us to lead in wisconsin. [cheers and applause] that is why today i propose the creation of a Health Care Stability plan. Most people receive their Health Care Coverage from their employer. Premium increases for the majority were fairly modest this past year at about 5 . The biggest concern i hear about as i travel the state is those who are worried about preexisting conditions. [applause] this part is serious. Someone who is cancer or another serious disease or illness and will not have to worry about obtaining for keeping coverage. The members of the state assembly havarti move forward on this process by now as the members of the state senate to do the same. This will provide comfort and stability for people all across. [applause] for our Senior Citizen like my parents were watching at home hello, mom. Most receive healthcare coverage through medicare. This is a federal state program we can provide certain instability stability for those who depend on senior care. In the past there has been debate about whether the should be federal or State Government response ability. It is clear that the people wanted at the state level. Therefore i am officially seeking a permanent waiver for the state of wisconsin to provide senior care. [applause] since it was first approved in 2002 the state has asked for an extension of senior care four times. It is time to make this a permanent and stable program. [applause] and a small number of people who seek coverage through the individual market and not through their employer or medicaid or medicare i propose that the state provide assistance to keep those premiums for making Health Care Coverage unreachable for many of our fellow citizens. Under obamacare the socalled Affordable Care act premiums for people in the individual market are going up an average of 36 this year. Summers the much larger premium increases. For example christine from brown county saw her premiums go up but get this almost 2000 a month, a month and thats about 120 increase and that is unsustainable and unacceptable. Thankfully, our healthcare Stability Program will help keep premiums at a reasonable level here in wisconsin and this is a marketdriven approach to bring stability to health care in wisconsin we found a unique way to help everyone living in poverty in wisconsin history. We have a unique way to drive down premiums and this is not a republican or democrat issue. It is a wisconsin issue. We listen to the people and pray that we find a wisconsin solution.
