I dont need any comments, thank you. I now call the Prime Ministers to answer the engagement question, participating virtually. Prime minister . Mr. Speaker, i had meetings with the minister in addition to the duties in the house and i shall have further meetings today. Last week saw the anniversary of the beginning of the battle of britain. As you are aware, these systems alone deployed 10 thousands of people across lancaster and of taken on over 250 apprentices in that part of the business this year. We hope the Prime Minister can come to visit, meet the apprentices and what he can to secure the key jobs to support defense experts exports in the programs. I have no doubt i will be coming in due course. Already there are 1800 , programmers involved in the project, 2500 year. Next year. And 800 of those are in the constituency. I look forward to his constituency being at the epicenter of the development of the next u. K. Led combat program. Now the leader of the opposition. Thank you, mr. Speaker. Over the last few months, we have supported comic measures by the government. The decision not to provide specific support for those most at risk could end up costing thousands of jobs. One of the sectors, aviation, has already seen huge redundancies. They have announced 12,000 redundancies. Virgin 3000. Easyjet, 1900. If the governments priority is to protect jobs, why didnt the chancellor not bring forward sector specific details that could have done precisely that . No one should underestimate the scale of the challenge that this country faces. And that is why the chancellor has brought forward a range of measures which, by the way, he supported last week. The Job Retention bonus, the Kickstarter Program for young people, and we are also doing a huge amount to support the aviation sector. One of the companies, virgin, has now come out after extremely difficult and productive conversations. That is the work of this government, getting companies through it. Helping people through it. He has to work out whether he will support or oppose the Governments Program to get people back into it. [jeers] last week, the shadow chancellor said that here in the house of commons said he supported the program and this week he says he opposes it. Which is it . That is just rhetorical nonsense. [here, here] it is perfectly proper and right to set up a part of the package and the support of the government and highlight where there are problems. My problem with the Prime Ministers dismissal of this is that since the chancellor sat down, 10,000 people have lost their jobs. The Prime Minister should focus on them and not the rhetoric. Productive rday projected 3. 5 million unemployed next year. I want to press the Prime Minister further. A huge employer alongside the 12,000 redundancies announced, ba is trying to force through the rehiring of the remaining 30,000 workers on worse terms and conditions. It is unacceptable. The Prime Minister sent in email to ba staff. They should not be in a change the terms of conditions. Using furloughs to do that. That was the second of june. Will the Prime Minister make clear that they cannot be allowed to stand without consequences for landing slots . We are absolutely clear that we want our Great Companies across this country to support their workers and to keep them in employment where they possibly can. I made that point clear just in the last couple of weeks. British airways and many other companies are in severe difficulties at the moment. And we cannot with a magic wand , ensure that every single job before the crisis is retained. What we can do is encourage companies to keep their workers on with a Job Retention scheme, a Job Retention bonus, and a massive program of investment of 600 billion pounds, and Investment Program to build, build, build, and create jobs, jobs, jobs. [jeers] that is what im talking about, rehiring 30,000 people being rehired on worse terms and conditions. He should call it out. Yesterday, the Expert Advisory Group published a report. On the challenges this awesome and winter. They were asked to do so on the office of science. That report assessed the reasonable first Case Scenario reasonable worst Case Scenario of this automatic winter including a second covid spike and seasonal flu. It set out actions to mitigate the risks. The report was clear. July and august must be intense preparation. Did the Prime Minister make clear that he intends to implement the recommended action in full and at speed . Not only are we getting on with implementing the preparations for a potential new spike, but he should know that the government is engaged in record investments. 34 billion. What the house may not realize is just in the last year since the government has been in office, there are now 12,000 more nurses in the nhs, 6000 more doctors. And it was thanks to their hard work that we were able to prevent our Health Service from being overwhelmed this spring. And we will take steps to ensure that it is not overwhelmed this winter as well. [here, here] that is the whole point of this report. It sets out the worst Case Scenario and tells the government what to do about it. I am surprised hes not committing to fully implement. It is vital to government learns the lessons from mistakes made and ask now to save lives for the future. One of the key recommendations commissioned by the Government Office for science is that testing and , tracing capacity need to be significantly expanded to cope with increased demands over the winter. The reality is this. Trace and track is not working as promised as it stands today. , the report makes clear that it needs to be significantly expanded to cope with the risks of autumn ed winter. What assurance can the Prime Minister give that the system will be fit for purpose by this september. Once again, the investment rate is working at an absolutely unprecedented scale. [jeers] 144,000 people across the country have now agreed to selfisolate to stop the spread of the virus. He keeps saying that the test and trace operation is failing to contact and people are failing to get enough people to selfisolate, but actually, they are doing fantastic work. 80 of the contacts are found and they are getting through to the vast majority of people that have the disease. I can give the assurance that our test and trace system is as good as or better than any other system anywhere in the world. And yes, it will play a vital part in ensuring that we do not have a second spite this winter. What i think he should do instead of locking the confidence of the country in the test and trace system now is the , time for him to return to his previous script and build it up. The problem with the Prime Minister quoting the 70 of people selfisolating, it has gone down. It was 90 a few weeks ago and every week has gone down. So i would not quote the latest figure looking at the trend. I would ask the question has the , Prime Minister actually read this report that sets up the reasonable worstCase Scenario and tells the government what to do in the next six weeks . Has he read it . Of course im aware of the report. [jeers] we are taking every reasonable step to prepare this country for a second spike. I might say to the right honorable gentlemen, get behind the government and what it is doing or not. He has previously supported and come to this house and said that he supports our measures. He now says i think that he doesnt support. I think what he needs to do is build up the confidence of the people of this country cautiously to get back to work. Cautiously restart the economy instead of endlessly knocking the confidence of the people of this country, knocking their confidence in our schools and the safety of our schools. And knocking our confidence in our transport network. Now is the time for him to decide if he backs the government or not. [here, here] it is entirely possible to support and point out the problems. Standing up every week and saying it is a stunning success is kidding no one. It is not keeping confidence in the system. Not that it is a stunning success when it is obviously not true. The afternoon i am meeting families of the covid19 bereaved families for justice group, a group of hundreds of families who have lost loved ones. They say we will not let the deaths of our loved ones be in vain and we will not allow the government to risk a second wave of deaths without learning from their mistakes. They will be listening to the Prime Ministers answers today. So what would the Prime Minister like to say to them . Mr. Speaker, i join with every member of the house in morning the loss of everybody that has died in this epidemic. I can ensure that through them, the victims and their families, we will do everything in their in our power to prevent a second spike in this epidemic. That is why we are investing that is why we are taking the steps we are. That is why we are investing massively in our front line staff. In the last year, recruiting 12,000 more nurses as part of a program to recruit 50,000 more, preparing nhs for winter. We will do everything we can to protect our country. And to stop a second spike. What he has to decide is whether he wants to back that program or not. Because one day, he says it is safe to go back to school and the next day, hes taking the line of the union. One day, supporting economic programs and saying a duty cut is unacceptable. And one day the result of the brexit referendum and the next day, today they will tell their , troops to do the exact opposite. He needs to make up his mind which brief he is going to take today. At the moment he has more briefs than calvin klein. , we are getting on with delivering the agenda and getting this country through the pandemic. In taking forward. Can i just say to the Prime Minister as well that we will work through it. We are not the audience that way, it is this way. Thank you, mr. Speaker. My constituency is home to many farms producing excellent british food. The new trade deal of our government, is it working and will it safeguard our food standard and provide fantastic new opportunities for the hardworking farmers. Yes indeed i can give an , assurance. Will not only protect high food standards in this country safeguard Animal Welfare and opportunities for farmers and bucking sure and across the u. K. Thank you, mr. Speaker. Tomorrow, the tory government will publish legislation for the Biggest Program since the scottish people wanted all the voted overwhelmingly for the Scottish Parliament in 1987. Westminsters plan to force an unelected unaccountable body to rule on decisions made by the Scottish Parliament will not be accepted. The decisions of the Scottish Parliament must and will be decided by the scottish people. We also reject attempts from one lower standards from one part of the United Kingdom being forced on scotland. The tory government is prepared to sell out the food and agriculture industry to its pal donald trump. Will the Prime Minister confirm that his tory government will once again ignore the wishes of the scottish people in launching their hostile agenda against devolution. On the contrary, what we are doing is possibly the biggest single act of devolution from scotland, wales, and Northern Ireland in modern memory. He should be celebrating them. The 70 pounds or more that are going to be transferred to the elected people in scotland. Wants is trade barriers between england and scotland. Not to be able to use sterling. He talks about unelected at unaccountable people. What he wants to do, mr. Speaker, is hand the powers that we would give back to scotland to brussels which is neither elected nor accountable. Thank you, mr. Speaker. Of course the document will talk about the benefits of the single markets. A pity that the Prime Minister doesnt understand the economic value of the european single market. This Prime Minister often states the need to respect referendum results. Then he should respect the decision taken by the scottish people in 1997. We know this government is undertaking this fullscale assault. On devolution. Scotlandand settlement rejected it being imposed on scotland. An immigration system scotland rejected imposed on scotland. A decade of tory government scotland rejected imposed on scotland. It is no wonder the Prime Ministers Approval Ratings are three times that of this Prime Minister. The sense of leadership and respecting the will of the people, contrasted with the bumbling shamble coming from westminster. Scotland has the right for decisions to be made by those we elected, not by westminster. With the Prime Minister guarantee his plans will not be imposed on scotland, that scotland will have the chance to choose for ourselves . Mr. Speaker just to repeat my extraordinary for him to attack unelected bureaucrats for any role they may have in scotland where his role is to hand back the powers that we are going to be preferring back to brussels where they are neither elected nor accountable to the people of scotland so i really do not know what he means. As for his point about respecting the referendum results, it is a referendum on the issue of scottish. Independence. On the issue of breaking out of the union in 2014. In 2014, they said at the time that it would be a once in a generation event. I think they should keep the promise. Thank you, mr. Speaker. My constituents includes a nineyearold girl with an inoperable brain tumor. People are rallying around but with the only feasible treatment option offered abroad the family , is struggling to make travel arrangements. Will the Prime Minister offer reassurance to work with the family for ways for them to access treatment . Yes, i thank my honorable friend for her question. Our thoughts are very much with eva and her family. We will, of course, look at everything we can do to support her and her travel arrangements. Under this Prime Minister, we suffered one of the worst traits worst death rates in the world. And europes worst death rate for health and care workers. Previously, he has refused my demand for a repeated inquiry, immediate independent saying inquiry saying it is too soon. , even back in 2003, he voted for an independent inquiry just months after that conflict just started, in the iraq war. If he still rejects an immediate inquiry, will he, instead, commit, in principle, to a future Public Inquiry . Yes or no . I said several times that i do not believe that now in the middle of combating a pandemic is the right moment to devote huge amounts of official time to an inquiry. But of course, mr. Speaker, we will seek to learn the lessons of this pandemic in the future. And certainly, we will have an independent inquiry into what happened. After such a difficult few months for everyone people with , Mental Health conditions are especially suffering increased anxiety. The effects of isolation, months without treatment, and most importantly, a lack of early intervention. Can the Prime Minister outline the steps the government will take to make sure that people with Mental Health conditions are not left alone or behind . I thank my honorable friend for campaigning on this issue which is incredibly important. It has been particularly during lockdown. Have increased our funding for Mental Health care to 12. 5 billion and we are now publishing the National Strategy for disabled people which will cover all types of disability occluding physical and Mental Health. Thank you, mr. Speaker. On monday, announcing new immigration rules that will prevent people coming to work in social care. They said workers should be paid more. The chair of the government advisory should receive around 50 more than current rates. The government is the primary funder for social care. Will the Prime Minister commit to providing additional money to pay the higher rates . [here, here] mr. Speaker we have already , taken steps to support that level of authority and another 3. 2 billion, to support them with 600 Million Pounds, a contribution to fight infection. We are incredibly proud of what our social care workers do and what the government has done. In contrast to the previous government. We have introduced a National Living wage, but we have increased it by the biggest ever amount. Thank you, mr. Speaker. On friday, the last surviving britain aircrew member turns 101, John Hemingway. In the week that marks the 80th anniversary of the staff of that difficult campaign. In contrast with that goal generation, he will not seek any recognition for himself. But we ought to shine a spotlight on the sacrifice of those who defended freedom and particularly the 1500 from all commands who fell. Would the Prime Minister give some thought as to how we might recognize crew captain John Hemingway not for himself but as the final representative of the few . Speaker, i think you for the question. I will, indeed, think about what we can do. Honorare for the committees which are independent of government and i would urge him strongly to make his representations to them. Mr. Speaker, last month, the chancellor received a letter [indiscernible] it requested urgent action to sign off on a deal after more than 18 months of waiting. 6000 jobs hang in the balance. The constant delay continues and the situation has been ridiculous by the chief of executive of the regions commerce. Will this Prime Minister guarantee he will sign off on the vital deal without delay . Mr. Speaker, i know we have done a number of great deals in scotland. Recently, and i know we intend to more. I will write him with an answer. About the deal. Mr. Speaker there is a sense , of great celebration with the positive development. In east kent with a positive development of Consent Order for the airport allowing that asset to fly once more but we have one part of the jigsaw puzzle to solve. That is parkway station. It was deemed desirable before the dco and it now has to be deemed essential. Unfortunately through covid pressure, Kent County Council 17l unable to raise the Million Pounds to support the final part of the jigsaw. Can my right honorable friend use the influence of his great office the chancellor and ministers finding the 17 Million Pounds to complete the regeneration of kent. The department of transport has received a bid for funding the railway station. It will be in effect in the third round of the new stations funds and i hope you will hear good news in the near future. Mr. Speaker on the 23rd of , june and the 24th of june, we the Prime Minister said with respect to Financial Support for businesses and workers during local lockdowns, that nobody should be penalized for doing the right thing. Last week the secretary of state with Business Energy and industrial were unable to give any details. About this vital future local support. Can the Prime Minister today be crystal clear, penalizing workers and businesses for doing the right thing or not. In the towns and cities preparing for lockdowns. Mr. Speaker, we have given in , addition to the 160 billion pounds of support that the government has given to people and firms across the country, we have supported areas with considerable grants. 20 million to luster, business for 44, 60 8 million in business funds. The best thing possible is for them all to work hard to open up as blackburn and darwin have done. Again. In my constituency, there are over 20,000 people directly employed in the aerospace and defense sectors. As well as 17 point 5000 people in the supply chain through the southwest. Vital for the individuals and these are not only families supporting them, but they are increasing to the region and country at large. Our future export prospects of a conductivity and sovereign defense manufacturing capability, with programs like tempest, the next generation of fighter aircraft. A wide ranging support package so when will the Prime Minister announceda wide ranging support package for the aerospace industry, it is highly polluting industry, which much ink clued which must include a scrapping scheme for old and highly polluting aircraft. I will examine the scheme for the highly polluting aircraft. Before then we will be putting , 3. 9 billion into the Aerospace Technology institute. It has been set up with transport, a joint task force. To create jet zero, zero emissions passenger plane which this country well lead the world. Last week, the chancellor asd that he could not say Business Councils across business 10 billion pounds, the 10 billion pounds, witch could see issues section effectively declaring 114, bankruptcy. Many councils are already beginning to submit to layoffs. Will does he feel that the the local counsel and does he feel that the support he has provided is enough for vulnerable communities . And will not lead to counsel cook in another era of austerity . Indeed, mr. Speaker. In bradford, we have advocated allocated 30 Million Pounds a deal with the pressures of the virus and as i have said to the house just now, 4. 2 billion in support of the local councils across the country. I pay tribute to the work of local councils and services for helping us to get through this pandemic, and we will continue to support them. Thank you, mr. Speaker. Talking to the good people and they are worried about the economic effects of covid, although they say thank god the other lot did not get in because imagine how much trouble we would be a now. Can the Prime Minister confirm that while there might be tough days ahead, this conservative government is throwing the kitchen sink at fixing it. Not only the kitchen sink, but every part of the kitchen because we are going to build, build, build our way forward and we will be supporting the building of 300,000 new homes a year, and we are going to do everything we can to ensure we get jobs, jobs, jobs throughout this country, whether by installing kitchen sinks or any other parts of the house, we will take this country forward. [here, here] can i refer the Prime Minister to the question asked by my honorable friend . Due to a covid outbreak in kirks we are needing enhanced , support. There are now testing on workforces and closing operations. There is a cost to this to the business, but also to the work on statutory sick pay. Can i ask the Prime Minister to help us in the council and communities. Can we have daily post covid data, and can the Prime Minister commit to a package of support so businesses can close and individuals can do the right thing to benefit all of us . [here, here] yes, of course, we are committing to sharing as much data as we have so they can deal at the local level in dealing with the pandemic. Some of them have been doing an outstanding job. Kirk in particular and we will continue to councils up and down the land as they engage in local action to make sure the whole country can start to get back to work. A pleasure to be back. In nufacturing based low emission hybrid in the u. K. , the aim of local governments is to achieve zero emissions. Would my right honorable friend agree that the importance of recognizing and improving the role of hybrids can play in the transition as we move from the vehicles we have today to zero Going Forward . Pm johnson i think hybrids and plugin cars concert may make a huge difference and the important part of the transition to zero emission vehicles in which this country has been manufacturing technology, this country beats the world. The deputy leader kristin knowles. Thank you. My constituent who just turned 17 has been diagnosed with a brain tumor. That is a terminal diagnosis and a crushing one. There have been no new treatments for conditions like daniels for 40 years. Will the Prime Minister join me in supporting Daniels Family and their call for renewed focus on research, and for a light to be shown on awareness for child brainstem cancers so other families in the future dont have to experience the heartbreak that daniel and his family are facing today . Pm johnson yes, indeed. Mr. Speaker, i know everybody will sympathize very much with daniel and his family, and i will do what i can to ensure that she is able to make representations to the department of health about ensuring that childhood brainstem cancers are properly understood and properly tackled by this country. Make sure they understood. Some people find they are as happy and productive as they can be at the office. Does the primus or agree with me, the worst is to follow blanket government advice to take account of safety and will he commit to revising government advice urgent. Im sure he knows from studying the governments advice, it is important business should be carried on and employers should decide in consultation with their workers whether it is safe for workers to come into work or continue working some have made huge strides in getting workplaces safe and that is the message. Be conveyed. I am sure the Prime Minister will agree according to cumberland in the report last week, it is what happened to thousands of women at the hands of medical experts. They were gaslight it and not believed. The campaign and constituent who suffered as a result to ensure that women are not denied essential care and those affected get the recompense they are due. I speak for many members in this house when i say there are direct representations for exactly the conditions that were identified by baroness cumberland and her committee and i can assure this government takes issue with extreme seriousness and i have no hesitation in the request for a meeting. I myself always with the department of health to make sure she feels we are addressing issues in the way she would want. The government wants green energy and security benefit supply and to boost economic develop into the regions and to encourage apprenticeships and Youth Employment and to increase innovation and have dynamic supply chain. Will the Prime Minister support with government financial backing the building of Nuclear Power generation facilities . We believe Nuclear Power is a significant potential for net 0 ambitions and i look forward to working with my honorable friend to ensure cumbria continues to long tradition as a pioneer of nuclear technologies. It is a week, in my constituency. It is two years and the Youth Violence commission issued a report setting out irrefutable evidence for the introduction of a cross government approach to tackling Serious Violence but the scourge across the country continues. The Youth Violence commission will issue its final report, will the Prime Minister commit that its recommendations and act immediately to introduce Public Health approach, to stop anymore families from suffering such terrible knocks . Everybodys sympathies will be with the families of the victim and her constituency and knife crime, there are two things we have to do. You need a Cross Department medical approach focused on the needs of the families who are particularly getting involved and you need to put your arms around them and keep them from being devoted into the gaining or the recourse of the problem but you also need a top policing ive been concerned that in london in particular we have not seen the approach we saw where there was a significant reduction in life crime and murder, by didnt of having proportionate policing that included the use of stop and search to stop young kids caring knives. We need 0tolerance of kids going out on the street armed with a bladed weapon. That is vital. It is shocking. It has been my experience those who are most supported, the mothers of those kids are at risk of being killed.
