Bit about the last number of months. As you may recall, california was the first state in the nation to formally engage with the cdc, the Trump Administration and others. S in relationship to this pandemic. We engage formally by allowing the repatriation of flights from overseas primarily from Mainland China to come into the state of california. This was a conversation that occurred in late january and the early part of february. Those relationships were formalized through a series of agreements that allowed for that repatriation. Covid19, this pandemic, the coronavirus was on our radar screen for many weeks before it became a framework of reference for the nation. As wellhe opportunity to develop further relationships not only with the federal government and partnership with the cdc, but hhs and other federal agencies, particularly fema when it came time to repatriate that cruise ship. You may recall a number of months back, we had a cruise ship off the coast of california. Thousands of passenger and crew that we became responsible for in terms of bringing them back on shore and back across the rest of the country, and for those many passengers and primarily staff getting them back home overseas. Those relationships furthered our resolve, our recognition to meet this virus had on, head on, and begin the protocols and procedures for hospitalized individuals, to test individuals, to provide alternative care sites outside the Hospital System for individuals. And to begin the process of rationalizing our approach. We formally move forward as we started to see a spread in nursingon state at facilities, and we saw and experienced our First Community spread in california outside missions. Triation we moved forward as the first state in the country with a stayathome order on march 19. Oft began the process developing strategies and partnerships with local Health Officials, county elected officials up and down the state of california. Counties, 4808 cities, when we talk about our state, a scale and skies of scope that is equipment to 21 state populations combined. Trying to reconcile our challenge, but trying to inoncile the differentiation regions large and small all across the state became a big frame of focus and engagement at the local level. As a consequence of that, we , and localsocialize conditions are such that local elected, local Health Directors have the unique understanding of the criteria of concern, also the criteria to which they could afford a remedy to those concerns as it relates to the spread and transmission of this virus. We started to see density of transmission in certain parts of the state. Certain parts did not experience any real transmission. We saw deaths increasing in certain parts of the state, but not in other parts of the state. Many counties, many regions asserted themselves understandably, making that point that they are different from other parts of the state, and we began the process of what accusationsto of attestations, certain credibility, certain procedures and plans that would be put into place with a technical engagement with california. What allowed certain parts of the state to open more quickly , if inher Parts Partnership with california they tested to being prepared and accountable and responsible for the transmission of this disease. You recall at the time, we talked about making part of that attestation making sure you have adequate testing, adequate capacity, Contact Tracing, ppe,priate levels of personal protective equipment, not just face masks but gowns and gloves. Responsibility within the Hospital System to make sure they can address also possible needs for a surge, and prospects they have capacityntilators, icu as well. We also had a framework of focus on homelessness, on issues andted to seniors Residential Care facilities, as facilities,le in locked facilities, county jails, adult correction facilities and the like. Butte county was the first to move forward with an started our and we phased approach to reopen in the economy in california. We talked in terms of four phases. We have been clear through the attestations process that we will allow counties to move forward on their own time through three phases, not the fourth phase. I will remind you that fourth ,hase is largescale festivals ,utdoor facilities, concerts facilities Like Convention facilities and the like, large events. Large sporting that is all in that fourth phase, and no part of california is allowed even through the attestations process to move into that fourth phase. Andle are in phase two three. We had at last count last week, over 52, then went to 54 counties who went through this attestation. We highlighted one county that was interested in moving forward through the attestations phase, but was unable to attest the conditions were such that they can mitigate the spread of the virus or protect citizens if there was a surge. On friday we highlighted Imperial County as an example of the county that did not move forward with an additional attestation but needed to move back. Despite the fact they were not go deeper intoto phase three, they were able to open some parts of the economy, but even so the spread of the virus in Imperial County was such that we as a state were working with that county to decompress their Hospital System over a fiveweek period. Outad to move 500 patients of their Hospital System into surrounding county systems through a lot of stress and strain on the surrounding systems. Reinforcing the imperative to address the conditions in Imperial County, and address at anread was continuing extraordinary pace. We had Positivity Rates Positivity Rates are the number of people tested, percentage of people tested who test positive, Positivity Rate we had Positivity Rates as high as 23 . Raised red flags, and over the course of many weeks we have been supporting our Technical Assistance teams sent down there, federal, state and regional teams, including this weekend where we sent three of our cabinet secretaries to meet with representatives and reinforce our support to address the conditions in the county. We encouraged the county on , to useo phase back what we refer to over the last two months as the dimmer switch. We talk about these attestations , but they also have a dimmer component as well. Is your attest to capacity to move back to a place where we can mitigate the spread. That is exactly what we are requesting of Imperial County, the formal county board of supervisors will be meeting today and tomorrow in making that determination. If they are unsuccessful in building consensus around going back into a stayathome order frame, the state of california will assert itself and make sure that happens. Imperial just to underscore the unique characteristics and conditions that persist and exist throughout california, but there are many other parts of the. Tate that we are monitoring we will get to some slides and show you more specifically the number of counties we are currently monitoring, and what that monitoring looks like. The doctor will talk more specifically about what the criteria and conditions are to end up on this monitoring list, this watchlist. And then the work we will do as a state to begin to use that dimmer switch as we are suggesting and will ultimately require in Imperial County. Did overxactly what we the weekend. On sunday, recognizing the transmission has increased in areas of the state, not just in Imperial County, a we moved forward to require six additional counties to toggle back and use the dimmer switch by closing down bars. We also recommended yesterday that eight other counties consider doing the same thing. We are working closely and collaboratively with Imperial County because we believe they need to move back into the stayathome posture. The bottom line is, we are doing this because we have seen an increase in the spread of the virus. We have been very clear, they should not surprise anybody watching, as you reopen the economy and move away and make meaningful modifications, which we did to our stayathome order, you will see people mixing that otherwise were not mixing in the past. Many people were not necessarily being as responsible as we would like them to be as it relates to practicing physical distancing, social distancing. People were not wearing face masks. Why we required mandatory Face Coverings, mandatory face masks in california to help mitigate the spread. We need to take further steps, and that is what we did this weekend, on sunday, by closing down areas of concern. We talked to Health Officials up and down the state. One of the areas of concerns was bars in particular. Others like family gatherings, which we should be cognizant of as we move into the fourth of july weekend. We will talk more about that over the course of the next few days, and our concern from a Health Perspective of people mixing, extended family and people congregating that otherwise are letting their guard down a little bit. Mixing is also one of the reasons we are seeing an increase in the total number of positive cases in the state. We start with bars in these counties, and we have eight counties on top of those that we , that weated closure recommend the closure. Let me tell you the criteria we put forth for the bars. That is 14 days where we have seen these counties on the watchlist. That becomes the criteria. Once over a two week period, and you are on the watchlist and we are seeing an increase in spreading transmission, that triggers the kind of decision we made yesterday. The eight counties we are recommending, those are on a watchlist, but just 314 days. None exceed the 14 days on the watch list but none are less than three days. We are working with partnership with those counties, and i would consider similar guidance in the extent that they choose otherwise after a 14 day period. We will assess that and make a determination with our health team whether or not we will make the so that is the recent weekend action. Supportscounty and the we are providing that county and the actions we have taken as it relates to the bars. Let me now show you why that is the case. Here is the case numbers from friday. 5932 new cases on friday. Saturday, 4810. Numbers, 5307nday cases. That represents over a sevenday period if i provided you another slide to give you a sense of a sevenday snapshot, in the last seven days we have seen a 45 increase in the total number of cases that have tested positive in the state of california. There are a couple of reasons why that is the case and this is an important slide to underscore that. Forgive me, ive repeated this many times, but it is important. The first 14day cohort of Positivity Rate in the state of california. Period we arey now at 5. 5 Positivity Rate. But you see on this graph, those that are watching, not just listening, the significant increase in the blue lines here, the blue lines represent the total number of tests in the state of california. From less than a few thousand in april two a Record Number testsday, just shy of one were conducted yesterday. Tests were conducted yesterday. We expect you are likely to see more people test positive, but not only are we seeing that which is represented in that 45 increase over the last week, but the Positivity Rate is particularly concerning. Monitoring it are very closely. Let me give you another slide to see more specifically the concern. Just a couple of weeks ago, we were at 4. 4 positivity. And you recall the reason we started to reopen our economy is we saw the Positivity Rate remained very stable. The number of hospitalizations in icus for many weeks, arguably a few months, was incredibly stable. Just within the last few weeks, you are starting to see when you take a closer look at the Positivity Rate and increase that raised the concern that led to the decisions we made on friday in Imperial County, led to the decisions over the weekend as it relates to shutting down bars in many counties in the state. 5. 5 is of concern. It is not where some states are. They are substantially higher. But we dont like the trendline. That is why again the mandatory mask requirement is in effect. That is why we are using this dimmer switch to start to pull back on the stayathome order. 5. 5 masks,t forgive me it does match the sevenday trend which is that 5. 9 . 14day. The the last seven days we are up to 5. 9 positivity. As it relates to hospitalizations, not surprisingly you are seeing hospitalizations increasing in the state just over the last two weeks. Hospitalizations have increased by roughly 43 . 43 in the last two weeks. You will see here in terms of our total capacity as a system, our capacity absorbed this. I want to again take a moment. Didof these months when we the stayathome order, we did not sit on our hands. Remember, we are in the first wave and to prepare for a second wave, which many experts believe will come later into the fall. Making sure we had a Health Care Delivery system that included alternative care sites, hospital beds, and protocols and procedures to significantly increase our capacity within and around our system, not only in terms of physical capacity, but also human capacity. We had this team referred to as the health core. We identified personnel and appropriate protective gear, and worked to really build out a robust framework. Just sigh i have 75 thousand hospital beds and state of california. By the way, that number changes on any given day for a myriad of Different Reasons. Represented have 4776 individuals that are covid19 positive cases. That represents about 7 of the total Hospital System. Also the total number of admitted patients across the spectrum of patients that are in the Hospital System, which is currently about 58 of total capacity, so you get a sense. 30,000plus bed capacity that we have in this state. That we have in the Hospital System alone. In addition to this, we have protocol plantings that we are able to turn on these alternative fms sites, these federal medical station sites and other alternative care system sites. That we have procured and identified upanddown the state. Arena, sleep train arena up here in sacramento. All these are examples of those alternative care sites that have now capacity and we can turn them on in pretty short order. Icu missions, we focus on Positivity Rate. We focus on hospitalizations, we hospitalizations. Hospitalizations went up 43 . Tracking 30 increase over the course of the last few weeks. 13 will see that represents of the entire icu capacity in the state of california. They are being utilized for noncovid19 patients. We are utilizing about 39 of. Hat capacity of available beds if i confused you, let me step back and say that again. Total number icu positive patients versus the total number are 13 of our icu capacities. But of the available icu beds, roughly 39 have been up sorbed because of covid19 positive patients. It gives you a sense of the capacity we have in our system that allows us to work our way through and manage of the increase in the transmission of this virus, including by the way the ventilators available, over 11,000. As part of our Critical Care capacity. Numbers are going up, but our ability to manage and absorb also is significant. Just for the purposes of full disclosure, i wanted to tell you the challenges, but also tell you what we have done to meet those challenges head on in addition to try to mitigate the spread, so that you see less purple on this pie chart and more orange moving forward. It is the dimmer switch. Different parts of the state experiencing different challenges for Different Reasons. , the doctor will explain what the Different Reasons are. You may see increases primarily of spread that exists in a state prison. Other parts of the state, in a federal prison. That increases the total number of cases in a county. Others have more generic Community Spread. People mixing. And in not every case, wearing Face Coverings and practicing social distancing. Each county, different conditions. When you look at the numbers, you have to get in under the hood on why these numbers are increasing and that is the approach. The approach is a demers switch and that approach is different in each county. Final words for me. We monitor daily county by county the dashboard. We are making them as accountable as we can be in terms of providing you realtime looks at where your county or community may be. We are monitoring all 58 counties in the state of california. We are now targeting our monitoring in 19 counties. When we enter into the weekend on sunday, we had 15 counties we are monitoring. We headed for more counties today. We headed solano county. We headed merced county, we added orange county, and we added glynn county. Now we are 19 counties. Of thepresents 72 population in the state of california. Countiessented in 19 that have targeted engagement with our state Health Officials. As you see from the slide reference here, seven of those counties we are now adopting this dimmer in terms of their reopening. With that, let me know bring up dr. Ghaly to explain the slide in terms of what local conditions mean and how they drive our response. I will come back up, finish up, and of course answer any questions. Dr. Ghaly . Thank you, governor. Good afternoon. I wanted to remind you a bit about how we are looking at our support and work with various counties around ensuring that their epidemiology, that is really just to say the data we are watching closely around cases and availability of things like hospitalizations and limited Hospital Capacity in order to ensure that counties have the level of support they need to manage spread. Then to think about as the governor discussed the ability to further dim or go back with some sectors. We are watching closely elevated to these transmissions. What does that mean . We want no more than 25 cases per 100,000 people in a county reported as a case over a 14day period. We are also looking at a test Positivity Rate less than 8 over the 14day period. So as the governor is discussing the overall climb across the state from the mid 4 to the mid 5 over 14 days of test positivity, we are looking at that county by county as well. We also want to know that we have increasing hospitalization or have enough space in our hospitals, so watching very closely each county census. The number of people with covid positive diagnoses in hospital beds. So ensuring that that threeday overall average of the number of covid positive hospitalization is no more than 10 . Signifying when it crosses that 10 threshold that day over day, many more covid positive patients are needing hospitalization. Then connected to that is ultimately our ability to care for people in the hospitals. Than 20 of icu beds available in a county or that less than 25 of the total ventilators that county has are available, we get concerned. That basically places them on the county monitoring list so we can begin that targeted engagement. As the governor said, in california, a state this size with this many people, we are really experiencing covid19 in quite different ways across the state. Sort of looking at three different counties starting in the north with Sacramento County, where we are here. With our close work with Sacramento County leaders, we have identified they have identified that family gatherings, getting together with family members may be outside, probably inside, not following some of the guidance around Face Coverings, being socially distanced, likely lead to outbreaks within families that led to the rise in cases and then the rise in hospitalizations that were seen in Sacramento County. The over 40 rise in hospitalizations in Sacramento County alone. Moving further south to San Bernardino county, a different story. This one due to local jail outbreaks, Skilled Nursing facility outbreaks, as well as Community Spread, that hybrid scenario has had that county experience quite a significant rise in cases. Then looking at Imperial County again. Entire team of leaders to augment that ongoing work that the governor highlighted last friday of the engagement with Imperial County and really looking closely not just at the border with mexico, but also the border with arizona , understanding how factories and farms play into disease spillsssion and how that over into Community Transmission similar to what we have seen in Sacramento County within households and at family gatherings, again emphasizing that each county, each part of the state needs a different solution to getting control of covid19 spread and our team at the state working closely with officials at the county level crafting those solutions and determining what can be done in advance to recommending and requiring moving back. On that theme, we look at this in three progressive areas, and terms of enforcement and Effective Community action. We are looking to help support counties in stabilizing their data as the first category. This is emphasizing education and public awareness, ensuring that messaging is reaching those populations that are experiencing the highest rates, those most vulnerable. Then looking to pause any further new sector openings. Once the county moves to the next level of concern, we start doing things like we saw over the weekend, closing a specific sector, looking at what additional Technical Assistance and support we can provide, looking at the sectors that close, understanding what they might do differently when they reopen again. Then establishing strike teams at the state not only in health and human services, but inviting a wide array of agencies and departments to support those counties in improving those conditions so we can avoid moving into what we think is the alarming rate of spread, where we continue all the things we were doing initially, but then very closely with elected officials helping officers considering a required to a stayathome order. Ae only county so far as result of the high rates of test positivity, the number of patients and people we were moving out of the local Hospital System into the regional and statewide Hospital System out of toerial, we are asking them return to the stayathome order today. With that, i will turn it back over to the governor. Thank you. Thank you, dr. Gha ly. There are different transmission dynamics that exist and persist at different parts of the state. What dr. Ghaly was referring to as it relates to differentiation is also wrecking nation that the critical need to mitigate this transmission also requires enforcement. Upon all ofcumbent us to do what we can to lead by example as individuals, by wearing Face Coverings when we cant practice physical distancing, but also as business leaders, to protect not only are workers, but your customers. We will be stepping up our enforcement in the state of california. There are many mechanisms to which you can enforce. At a state level there are some tools and at the local level there are more tools. Locally, that enforcement is driven by decisions of county Health Officers, by elected representatives. At the state level, we made comments last week, in relation to the budget that i will be signing later this afternoon that stipulates two point 5 billion of covid19 related and realignment related dollars to the counties that will stipulate certification as it relates to capacity to enforce these health orders. It is incumbent upon all of us in the state of california to take seriously these rules and regulations and to enforce them and i want to encourage our partners and they have been incredible partners upanddown and down the state of california, to do justice and to help us mitigate the spread and transmission of covid19 by enforcing these rules and regulations not putatively it is a ready, aim, fire approach. We want to work and be responsive to help support needs, particularly Small Businesses. I intimately understand that, as a former Small Business person, help educate on the rules and procedures, but remind people, we put out over 30 guidelines in the state of california that layout how to safely reopen. We have been so fixated and i cannot impress upon folks this point more, we have been so fixated on the when, not us responsively focused on the how. Guidelines, wel safelywith industry to. Ocus on the health and safety if people are flaunting those rules and regulations or disregarding or throwing out those guidelines, we want to continue to work with county officials and local officials to help us in ors that. Billionside this 2. 5 of state money in this budget to encourage and inspire more enlightened health behavior, enforcement behavior to help advantage the health and saved safety of the population of california. We have regulatory responsibilities as well. Osha has unique capabilities. Some receiving notices know exactly what i mean. I dont want to do this in a punitive mindset, but we have to keep people safe. What we dont want to see happen is a few bad apples that are flaunting and exploiting the situation and making the rest of the industry, making some of their competitors look bad, and more to bet to do more responsible individually and within sectors. Capacity,the tools, to do more effective capacity and enforcement and we will be doing that. Let me do a few other things that are top of mind. Deep focus over the last few weeks. There has been an increase in a number of cases in certain prisons in our prison system in the state of california. You may remember that i brought up some concerns around lancaster prison, chino prison, some other prisons in the state of california. We saw an early outbreak of covid19. In many of those prisons, we were able to mitigate the spread in terms of the total number of inmates that are positive and the total number of Staff Members as well. The entire california correctional system has 2589 individuals that have tested positive, inmates that have tested positive, just shy of 2600. One prison is of particular concern and it is generating an appropriate level of interest, as it showed, and that assent and in. Prison, wetin currently have 1011 inmates that have tested positive. Those are numbers that came in this morning. Test results are coming back in real time, so that is a dynamic number. The entire system, about 2600 people. You have about 113,000 prisoners. Rather, in our, correctional system. We currently have about 2600 that have tested positive for covid19. 1011 have tested positive just in san quentin. So that is our deep area of focus and concern right now. Did aer of months ago, i number of things that got a little attention, perhaps you may not be so familiar with it. To decompress the system, to provide space and more flexibility within our correctional facilities to allow people to more safely move about and to mitigate the spread of from the Intake Center that we capped for a period of time to changing the way we were doing transfers between the prisons. Obvious concern about transferring someone that may be tested positive and that is exactly what looks like occurred at san quentin. I will get to that in a moment. We did that in addition to looking at people with sentences that were almost concluded. We looked at those sentences, within 180 days or so and we said, you are going to be released in 180 days, those of you who have real plans, those of you with a place to go, those with ourat can connect probation parole system and have actual plans in place, we are going to move you forward a little bit sooner. We did that for a cohort, what we referred to as nonsex offenders, a criteria to screen out those that are the highest risk if they are released. These were sentences that were already being can alluded to. Roughly 35 people went out of that system in a very orderly way. That was a number of months ago. Manye working with advocates in the courts and others. We have identified an additional cohort of over 3500 additional prisoners working to a similar process. Accordingly and not surprisingly, looking at the medical conditions of many of our prisoners, those that are most medically vulnerable. Ago thatis a few days san quentin has about 42 of its is deemedulation that medically vulnerable. It is a large percentage of the total number of prisoners that are in this area of concern. Are looking to work through the medical screening and move people as quickly as we can. We are looking to move people safely and responsibly as we can. We have 110 people we have identified for the protocol of Early Release within 180 degrees that we have screened. The challenge is only 40 of them have a place to go. The question is do you make a bad situation worse by releasing someone that is not ready to be released because they dont have a place to stay . They dont have a place to go, they dont have plans in place. It is not an excuse. Quite the contrary. It is an imperative that we work to keep our inmates safe and our staff safe in these correctional facilities. I want folks to know we are working overtime to do just that. Im pleased and grateful members of the California Legislature will be doing an oversight hearing and we will be talking a lot more in the next few days about the details and strategies and plans, but it is just an example of some of the work you have to do and some of the concerns we continue to have an relation to the spread of this disease. Thatifferent challenges present themselves on a daily and weekly basis. So, we are monitoring, not just monitoring that situation, we are actualizing plans to move people. We are doing as responsibly as we possibly can. I just want folks to know, advocates for urgency to know your voices are being heard. For family members or loved ones in those facilities, your voices are being heard. To no that we are committed meeting our responsibilities andin cdc are cdcr moreover when we release prisoners, the impact that will have outside of our system as well. I just want to do highlight that, update you will little bit on san quentin. Broad overview about the dimmer switch. Broad overview on some of the progress we have made in the state and some of the concerns that continue to persist throughout the state of california. I will just end as i tend to on a daily, weekly, monthly, it seems like most of 2020, with the following. Please, wash your hands, practice the hygiene that we know can mitigate the spread of this disease. Please physically distance when you can. , in youre out and about lines come out on the street, just do your best to keep that safe distance and, where you cant, where you now must come up please wear a Face Covering or facemask. It is incumbent on all of us to take advantage of this nonpharmaceutical intervention that can truly mitigate the spread of the disease. It also sends a message that we are not out of this. We are still in phase one or first wave of this personal,t, point of because it is important. We have been very successful in this state, close to a quarter billion masks now are in our inventory. In excess of one quarter of one billion masks are now in the state inventory. Hundreds of millions we want to get out in the next weeks and months. We sent out tens of millions of masks, n95 masks, not just procedure masks, and surgical masks. I just want folks to know we have been blessed with receiving this unprecedented inventory in the last few weeks. So much so, we have 17 million of those masks to another state to help support efforts as well. We announced on friday we will be distributing for free masks within sectors as we reopen our economy. Part of reopening the economy safely is having Face Coverings for workers and encouraging Face Coverings for customers, we are providing free masks. When we talk about a mandate, we also are mindful of our responsibility to help support people when we mandate something. We are working retail, grocers working, and other representatives across the spectrum. We are disturbing millions of masks. 35 Million Masks were sent into three sectors of our economy. We announced that on friday. Tens of millions of more will be coming. With that, i look forward to any forthcoming questions you may have. Kqed. Thanks, governor. Im wondering if the state is considering any changes to the policy of transferring inmates between the state. I wonder if you agree with some calls from the north bay local state representatives for the federal received to replace the state receiving medical care. Gov. Newsom as i mentioned moments ago, we have already mitigated transfers in the system going back a couple of months. There was a cohort of prisoners transferred from chino prison. It appears to be the case. We are still getting through the complete investigation so i want to have that as a caveat of consideration. It has been reported there was a transfer from chino into san quentin that unfortunately that was tested, but was transferred and nonetheless turned out to be positive. The receiver and the question you are asking, to explain it to others, what a receiver is and what you are referring to. A number of years ago in the state of california, because the capacity of the state to address the medical needs of its inmates, the federal government intervened. This goes back a number of administrations, many years ago. It basically took over the function of the Health Care Delivery within our present system. s who makes those decisions. Makes those determinations in partnership with many different players. Thatnot of the opinion some are about the individual receiver at this stage. This is incredibly daunting and challenging, and we are just uncovering in real time and understanding of what specifically happened regarding that transfer from chino to san quentin. Anytheless, one thing lacks ambiguity is that over 1000 prisoners have already tested positive in san quentin prison. We have formalized strategies and plans, including the prospect of using alternative care facility sites if we have to transfer many patients into the Hospital System. From san quentin. All of those processes and protocols are putting into place, have been put into place and being worked on in real time. We will be making announcements probably on a daily basis, not just a weekly basis as it relates to further efforts. Hi, governor. The Unemployment Rate in california remains higher than nearly every other state in the country. I am wondering if you think this is a reflection of californias slow efforts to work through the backlog of unemployment claims or if there is other unique circumstances that are that make the economic recovery here slower and more challenging . Gov. Newsom i dont think is in yourion to the frame of question. I think it is foundational. We tend to do better in the good times and tend to do worse in the bad times with the macro economy. California was experiencing record low unemployment. 121 consecutive months of net job creation. Bond rating the highest that has been into decades. Enjoying record reserves and a significant, sizable surplus which we estimate roughly 6 billion. So, we are doing everything in our power with our economic workforce, rather economic recovery and Workforce Development task force. Some of the best and the brightest minds in Small Business and, more broadly, social justice and industry with just depth of experience. Cohort of leaders to help us nuide us to in a economic and Workforce Development and recovery plan. We are pleased and i would be pleased to sign a budget today that helps with the cost associated with incorporating as new business startups next year provides tens of millions of dollars of additional small grants and loans, loans to Small Businesses, many that fall through the cracks that do not get the sba support, ppp support and the like. We have a lot of work to do but i am very confident in our resiliency and capacity to recover as a state. Governor, why just close bars . You mentioned they were areas of concern. Are you finding that bars are areas that a lot of people are contracting the virus . In terms of Imperial County, another stayathome order is in place. How do you want them to be more restrictive . Does that tie back to enforcement . Gov. Newsom local electives will make a formal decision. Give them cover to make the right decision. If they dont, we will have the decision to have a stayathome order. That is working very collaboratively, including this weekend when three cabinet secretaries went down and visited with the health officer, their city administered a. Ortrator. Had really positive conversations of how we can support effort to mitigate the spread. We have been providing other tenets of support, but we believe working with their Health Officials that pulling back the stayathome order is advisable at this moment. Or again, to mitigate the spread of this disease to help support stabilization in their Hospital System as well as address the Positivity Rate which in the state over 14 days is 5. 5 . 23 oas of last week in Imperial County. That is an example of collaboration, partnership, support and technical resources. As it relates to bars, we reached out to state Health Officials up and down the state. They made a number of comments about what they are seeing in their communities as it relates to spread. We talk about Community Spread in some areas and where that was most selfevident. Other issues related to conger get facilities. We referenced prisons moments ago as it relates to the challenges they have in senior and adult daycare facilities. We also heard a lot of consternation and concern from Health Officials about family gatherings. I mentioned that a moment ago. That is just people letting their guard down, bringing up uncle bob, aunt susie over, all the cousins over. While you start with all the best intentions, maybe people show up with their masks, they put the masks down in order to have a drink, eat some food all of a sudden, cousins are getting closer. Kids are jumping on top of you. Susie is pulling you off and makes the mistake to kiss you goodbye. All the normalcy of life, love, family, relationships. You let your guard down and we are seeing a lot of that. Thats a point of real concern from Health Officials, specific to your question. Bars were referenced by a number of people. No one is naive. Look at some of the images. My phone is filled with images taking photos of some of the bars over the weekend, say how can this help with Community Spread . It is only going to make things worse, not better. You are in a bar, moving around, you are drinking. Your mask is off, you are close to other people. We are seeing that in other countries. We saw in south korea, some infamous examples as they were making real progress. They had to pull back on bars and nightclubs which they were specifically able to track. Our Health Officials identify all of these areas as hotspots. Each county is different. Each county is seeing something different, but in the aggregate, based upon that feedback, based upon evidence of spread, based have withoncerns we these 15 counties where we have mandated and or advised the closure of these bars. L. A. Times. Foreclosure is the allowing bars to remain open if they serve food, which we know many do. It allows bars to contract with food trucks to remain open. If someone wants to go out and drink in public, they still cant as long as they order a plate of fries with alcohol. How can this prevent the spread of the virus . Gov. Newsom i know a thing or two about this business, as you know well. Youre describing exceptions, not the rule. To the extent, we expect compliance and we expect better behavior and that we are committed to enforcing compliance, as i have been very clear, moving forward. I think we can mitigate the stress and that concern, but dr. Ghaly who is very familiar with l. A. County in particular in the relationship to this guidance can answer more specifically. Governor, and thank you for the question. We looked closely early on at restaurants that also serve alcohol and then bars, as different bars being places where primarily you are there to drink alcohol. We are targeting this intervention around the bar theure where food is not primary driver of the business. In those locations where you might have a restaurant with a bar where you can sit down and not just have a drink, but order food, this does not apply in the same way. So, we tried to clarify in that guidance. Again, we are seeing as a result of these actions and our data whether further steps need to be taken across the state, in certain counties. And we will be in Constant Contact with our county partners to understand how this might impact what they are seeing and experiencing in their communities and how this plays out in their data. Barsto clarify, again, where primarily alcohol is consumed, you may be able to order some food there but that is not the primary purpose for gathering or being a patron at that location versus restaurants where you are primarily their ordering food. You may do that at the restaurant bar, have a drink as well. Those are different in how we handled it in this guidance. Gov. Newsom dr. Ghalys point in this guidance, let me be forthright with you. We are considering a number of other things to advance and we will be making those public as conditions change. On we will make the public the appropriate time based on our feedback and engagement with local Health Officers. This is a dynamic process, not a static one. Changing environment, changing conditions, changing data will present a new set of facts that will allow us to process those facts, make some determinations as it relates to augmenting the orders and advancing, perhaps, even more restrictive ones as may be necessary. Ap. Hi, governor. Back to bars. I understand the point you are making that counties need to have their own unique circumstances, but it sounds like we made the decision to close bars not because we are tracing outbreaks there, but because they are Public Public Health Officials consider them to be the highest risk spaces. If we know they are highrisk spaces, why arent we closing them statewide . Secondly, some advocates call for relatives to be able to visit loved ones in nursing home facilities if they follow appropriate safety protocols. They say people in these facilities are literally dying from isolation. What needs to happen to allow the resumption of business in Nursing Homes . Gov. Newsom dr. Ghaly has been working on that issue as well. As it relates to factors across the state, i began this presentation, i will end it by making the point that there are different dynamics that play out differently in different parts of the state. So, based upon the data, based upon the dashboard we put out, based upon the criteria referenced today, the criteria 14 days on this watchlist, three to 14 days where we are concerned. We will process 19 counties representing 72 of the state population, we are now advising related to the bar closure or mandating as is the case in those six counties plus, imperial the seventh. Operable, your point but only when the data bears out we should advance it. With that, let me ask dr. Ghaly to talk about nursing facilities and the issue of spending time with loved ones in endoflife. Governor, and thank you for the timely question. Happy to report that on friday, we had an all facility letter go out giving guidance on exactly how visitation and Skilled Nursing facilities can occur in a lower risk way. We recognize the need, and frankly, the demand of loved ones to not just visit, but participate in the care of those family members in Skilled Nursing facilities. This has always been an asset to the facilities, the families and the residents to continue on the road to better and improved health and happiness. Over the period of covid the last few months, we know it has been very hard to see that diminished and altogether forbidden while we try to contain the spread. We do feel like we are at a point where it can be done in a safer way. So that is the purpose of having that facility guidance out. I hope over the days and weeks to come that in a lower risk way, that we can begin to provide visitation to certain family members to not just the loved ones, but to support the care that they need. Gov. Newsom next question. Final question. Twopart question. The county to come on the radar of state Health Officials for being a higher level of positivity percentage, what is that percentage that is crossing the threshold . The second part is related to l. A. County. The decision to open bars was on june 19. The week prior to that, the Positivity Rate was 12 . Similarly, when you opened restaurants there, the Positivity Rate was 13 . Was that too high . Did things move too quickly in that county . Gov. Newsom this is an opportunity to go back to the slide regarding local conditions driving our response and what the criteria towards elevated disease transmission, hospitalizations, limited capacity. Dr. Ghaly can walk back through this slide in ways to directly answer your question. Doctor . Governor, and thank you for the question. I will just remind you that we have from the beginning of the county monitoring process, coupled with the process for counties to declare they have both the level of epidemiological data that is in good shape, plus the preparedness information around ppe, Hospital Capacity, testing, Contact Tracing, that together, counties were in a decision to decide when to move forward. The state had given clear guidance on the how. In the case of any county that gets onto the county monitoring list, i want to say that being on the county monitoring list brings with it additional focus, assistance, resources at the state level and really galvanizes the response of the county level to really to try to stay in front of and make sure that spread does not increase so rapidly. In the case of los angeles county, they were one of the later counties to be able to test, in part because of their initial level of transmission, as well as the need to take some time to create that preparedness we know is essential. Since that time, obviously across the state, we have seen an increasing number of cases. We expect that those local conversations between Health Officers, health departments, local leaders, they are making the decision to move forward with certain sectors. Our decision this weekend to look closely at those counties have been on the county monitoring list for at least 14 days. Requiring that they close the bars is a move to be focused on those areas where we know spread or transmission is not only increased, but sustained. And looking at high risk areas frequent,ng is Contact Tracing is difficult such as bars, as places not just to take a pause but to move backwards so we can stay in front as much as possible of transmission of covid19. Not just in those counties, but across the state. We have learned with imperial is thethat not only Hospital System in the county important, but the regional and statewide system to support increases is equally important. So that look at county by county has implications statewide and we will continue to look at it not just at the county level, not just at the regional level, but statewide in order to make and support good decisions at the local level and the state level. Importantm just an point dr. Ghaly is making and it has almost become a mantra. When we put out guidelines, it does not mean go. When we put out sectoral guidelines, it is a document that says how we believe you can responsibly and safely reopen. It absolutely does not attach to when. Perhaps,e sense a little ambiguity in terms of the reporting out there that the state makes that determination. You just heard dr. Ghaly expressed to the contrary. Local county Health Officers with their county elected officials make that determination as to when they are prepared to safely reopen. We provide the Technical Assistance through this process of what we expect in terms of the criteria. We post that criteria and then we monitor progress towards the stated goals. As dr. Ghaly said, i have to give him a lot of credit, that local Health Officials, county and l. A. s own mayor garcetti were very, very focused as a consequence, did not move as quickly as other counties to the attestation process or as quickly through the phases as of the parts of the state. I want to acknowledge that because i have Great Respect for local decisionmaking on the front end and recognize the deep responsibility we all have to monitor and not be complacent at the same time. To provide support as we continue to do so those that need those supports. With that, i just want to thank all of you for supporting the cause of updating you of where we are as it relates to this pandemic. I will remind everyone the imperative importance of individual decisionmaking and the sum total, those decisions will determine the fate and future of the spread of this disease. Please practice physical distancing. Please, when you are in cohorts, mixing with strangers, people that are not part of your household, please wear a Face Covering.
