Happy easter for all those celebrating. Happy holy week. To my right we have dr. Jim. All for taking time. Lets go through where we are today. On this beautiful day. Lets start with the good news. We deserve some good news, lord knows. Change in total number of hospitalizations is down again. This is the number we have been watching, because the fear for us was always overwhelming the hospital system. Added capacity, we have moved equipment around. The fear was always overwhelming the raw capacity of the hospital system. The number of beds. The number of additional net beds was always important to track. That is what we see here. The net down 53, which is the lowest number since we started doing these charts. That is a good number. Three day average, it is a little more accurate than the youtoday is also down as see. 18,000ospitalizations, 18,700. He see the 18, 18, 18. That socalled flattening of the curve. The apex is not just an apex, it is a plateau. That is what the experts were talking about, that it might have been a straight up, then wrap it down, or might be up to an apex and the apex might become a plateau. That is what these numbers suggest. Change in icu admissions ticked up. Again, the icu admissions is questionable because almost all of the beds in hot in a hospital have been turned into an icu. How hospitals classify icu admissions is a little dubious to me. Average on icu admissions, same thing. Pickup in intubation, which is not good news, but you see yesterday was great news. That may have been a blip in the overall. Coming to the hospital, they get treated, hopefully they get discharged. If they dont get discharged, they stay in the hospital, they decline, they become intubated. The longer you are on a ventilator, the less likely will be to get off that ventilator. That is the trajectory we see, right . Who are intubated, will not come off the ventilator. Troubling number, the intubation number. Is threeday intubation rate down, relative to where we were. All of the numbers are basically saying the same thing. Upber of discharges goes because we had that high hospitalization rate. People stay for a week, two weeks, they get discharged. That is why the discharges are a function of the hospitalization rate. Three day average of the discharges, you see. Again, basically flat. It is all reinforcing the same thing. A flattening of all these numbers. A greatnot seeing decline in the numbers. If you are seeing a flattening. And you are also seeing a recurrence of the terrible news, it is the number of lives lost. Which is 758. Somebody asked the question toe, can you ever get numb seeing these numbers . Unfortunately, no. Lives in alost their 24 hour. 24 hour period. As picked too many families who are going through this. To many families who are going through this. Every family suffering on this weekend, which for many people in this nation is a high religious holiday, which is already distorted because we have churches close, we have temples closed. So, this is truly tragic news. I want every family to know that they are in our thoughts and prayers. We are sorry they had to go through this. I want them to know that new humanlydid Everything Possible to be there and try to save lives. We are proud of that. You see also a flattening in the number of lives lost, at a terribly high rate. If you look back over the past several days, you see there is a certain continuity to that number. Number that i the look forward to seeing drop. As soon as i open my eyes in the morning. Flattening, but flattening at a terribly high level. Context, put it in 9385 lives lost. When you add those from yesterday, put in the context of 9 11, which was supposed to be the tragedy of my lifetime. Big question for everyone is, when do we we open . People want to get on with their lives, people want to get out of their house, cabin fever. We need the economy working, people need a paycheck. Like us to function. When do we reopen . Is, we want tor reopen as soon as possible. Everyone does on a societal level. Everyone does on a personal level. Lets end this nightmare. Groundhog day, you get up, every day the same routine. You almost lose track of what they of the week it is, because they dont have meaning anymore. And there is also anxiety and stress we are dealing with. We want to reopen as soon as possible. The caveat is, we need to be smart in the way we reopen. Does smart mean . It means a coordinated approach and a safe approach. Nobody wants to pick between a Public Health strategy and an economic strategy. As governor of the state, im not going to pick one over the other. We need a Public Health strategy that is safe, that is consistent with an economic strategy. How do you reopen, but how do you do it in a way that is smart from a Public Health point of view . The last thing we want to see it an uptick in that infection rate and an uptick in those numbers. Strategy that coordinates business and schools and transportation and workforce. It stopped everything at the same time. It was a blunt device, and it shut down everything at the same time. E are going to need testing more testing, faster testing than we now have when you start to move people back to work. And we are going to need federal help. There is no doubt about that. I did a joint statement with governor hogan, who is the chairman of the National Governors association. He is a republican. I am the vice chair. Im a democrat, those of you dont know. We did a joint statement that said look, the federal bill,ment did a stimulus a bill that was supposed to help move the economy along. Called the federal care act. The federal cares act almost ignored state governments. When you ignore state government, you ignore our situation. 10 to 15 million deficit. We got our budget done, but our budget was contingent on what happens going forward. Without federal assistance, how does this state economy come back . How do we start to fund schools . That has to happen from a federal level. Above a statevel government that can make a difference besides the federal government. We did a statement on a bipartisan basis that said, the federal government has to fix this in the next bill. He called for 500 billion funding for state governments. On a bipartisan basis. From new yorks point of view, the past bills were like most federal bills. Through the political process. To get a bill passed in washington, everyone has to get their piece of the pie to pass a bill. I understand politics. I understand it very well. That is not how this should be operating here. You did an injustice to places that actually had the need, which, from a taxpayer point of view, that is what you are trying to create. You were trying to create to correct the devastation of the virus. Not everything has to be an opportunity for porkbarrel, right . He looked where the money actually went theoretically the bill distributed funding to andes for corrective action expenses on handling the virus. A veryhealth, which is notable organization, said that nebraska, montana, for example, minnesota are getting approximately 300,000 per covid19 case. New york state its approximately 12,000. How can that be . It can be, because in the senate it became a game of political pork, and i want my share as opposed to, where is the need, genuinely . New york is vital to this American Economy it is not just about new york. Our economy is vital to this country. You want new yorks economy up and running, not just for the good of new york but for the good of the nation. That was the purpose of the legislation. It missed the mark, i hope they do it next time. A simple, easy way to help new york is, right the wrong that the federal government did when it passed the salt tax. Maneuver inolitical the first place. You are trying to help places that are suffering from the virus . Repeal the salt tax. Which should have never been done, as i said, in the first place. We are going to work with our neighboring states, because this is the tristate area, it is a regional economy. Im going to speak with governor murphy and governor lamont later today on coming up with a reopening plan that is a Public Health plan, safeguard Public Health, but also starts to move us towards economic activation. Therell also do an executive order today which direct employers to provide essential workers with a cloth or surgical face mask to their employees when they are interacting with the public. And they should provide those masks cost free. New jersey did a similar order and i think governor murphy was right. I want to do that here in new york. Expand testing. One of the ways we want to do that is, by executive order we are going to expand the number of people who are eligible to do the Antibody Test. We have state regulations that say, who can do the Antibody Test . There are two tests. The Antibody Test tells you if the person has the virus and that over the virus. That would be a prime person who could go back to work, because they theoretically have an immunity to the virus. Arent tremendously large numbers of people with the antibodies. Wech is good news, because kept on the infection rate, but that is an important test and we have to get that test scale. This executive order will do that. Happy easter, for all those who are celebrating. Happy spring, for all of those who are not celebrating. Spring is my favorite season. Spring is my favorite season. That was a dark number of conversations we had with people who lost their father, their spouse, their sister, their brother out of the blue. There has also been some moments that just were so inspirational to me. They show such a positive spirit. Worst,ings are at their that is when you will see the good, the bag, and the ugly. When people are under pressure. You see the true essence will come out. Some people will break your heart. People you expect to react differently. Then some people who you expected nothing from will show you a strength and resilience that is an inspiration. We were going through a time when we were afraid of the Hospital Capacity peeking p eaking and we needed ventilators. Nobody ever anticipated this kind of situation. We had a mad rush for ventilators. We were shipping them all of the state. Some hospitals were great and some were less great. Out of the blue, a phone call came. A nursing home said downstate may need ventilators. Borrow 35 let them ventilators. Unsolicited. Offered thelled and 35 ventilators. We picks them up and we brought them downstate. Home isd me a nursing one of the most vulnerable places in this entire situation. Here a nursing home comes forward and says, we want to lend you 35 ventilators. Is,me, when i heard that with all of the bad and negative, something inside me said we will be ok. We will find a way through this. There is an inherent goodness in people that will surprise you. In the end, good will win against bad. Love will conquer all. Thank you on behalf of all the people of the state. Thank you for your generosity. Thank you on behalf of the people of the state. People said you will get a chance to talk to them. I wanted to say thank you for from me. Because they brought me inspiration and hope and energy at a time when i really needed it. And that generosity and that love boo with my spirit and my feelings. Nd was such a left for me i went and i talked to the team and i said, can you believe how beautiful a gesture this is . So i wanted to say thank you. For me myselfnd and i, andrew cuomo, thank you to the people of pathways. Questions . Are there any updates on new York City Schools . Have you had any conversations with mayor de blasio . Gov. Cuomo we are where we are. We are where we were. Twoschools, first we have have a coordinated approach on the reactivation, if you will. Businesses, workforce, transportation, it all has to be coordinated. Number two, it all has to be coordinated regionally. He closed everything down in a coordinated fashion and we did it regionally. We did it with new york and new jersey, connecticut, tristate area. That partnership is very important for our individual states and our collective states. And we did it with nassau, suffolk, westchester, the whole downstate region, together in the tristate partners. Forward,ow we will go together. We will have a coordinated plan, we will have a regional plan. On thely, we will get same page with new jersey and connecticut. We are going to try. That is the optimum situation. I dont know if we can achieve it. States are a little different, demographically. We are optimum that still trying is, a holy coordinated approach. Part of that process, not only will i be working with governor murphy and governor lamont, new jersey and connecticut respectively, i will also work with Suffolk County and Nassau County and new york city. We will do it in a coordinated, regional approach. Just to extrapolate, are you suggesting that new York City Schools could reopen this year . Gov. Cuomo all the schools are closed. All the schools in the downstate and upstate area are closed. They will remain closed. We are not going to open any school until it is safe from a Public Health point of view. Will not open schools one minute sooner than they should be opened, but we wont open schools one minute later than they should be opened either. That has to work in a coordinated plan with businesses. Prepared to here say what we will be doing in june . No. I do not know what will be doing in june. Nobody knows what we will be doing in june. Bestsaid, i talked to the experts in the globe on this, and the smartest ones start by saying, i dont know. We have to watch and see and follow the science, followed the data, and see what happens. I am not prepared to say what we will do in june. Whatever plan would come up with will be driven by data and science. It would be coordinated to do all of those functions at once. If you say the schools are closed through june, you are effectively saying businesses are closed through june. Because you cannot put restart the economy up fully without restarting schools. Schools are also provide not just education that they are in many ways childcare for those who can go to work. So, coordinate all of that, do it regionally, and june is a long way from now. Go daytoday to watch those numbers. We will work with jersey and connecticut and our local governments in each reporter does it make sense to . Pen schools gov. Cuomo i would not assume anything. When you say schools are not going to open, you are saying businesses are not going to open. Does is anyone prepared to say businesses are not going to open through june . June is a long way away. One allaid from day these predictions, we are going to do this in may, this in june, i think that is all premature. I dont think anyone can make an informed decision right now. Every informed projection by experts, by the way, has not turned out correct. , which is good news. Our policies and social compliance changed the projection models. Those for only three or four weeks ago, so, you know, june is a long, long way away. Gov. Cuomo it seems reporter there is a lot of confusion over conflicting messages between the mayor and yourself over closing schools. How do you avoid that confusion when it comes to reopening the state . We have remained remarkably consistent. I have worked hand in glove with the federal government, which has not always been the easiest relationship. I have worked hard to make sure that relationship works. That is a prime relationship for our states response. I work with local governments across the state. Sometimes it is less coordinated than we would like, but that happens when youre dealing with a lot of local governments. But we will work with new jersey, connecticut. Octomom we come up optimum, we come up with one plan for all three states. If we cannot come up with the exact same plan, similar plans. We have a tristate workforce, right . You have people who live in westchester who work in connecticut. You have People Living in connecticut who work in new york city. This all works as one or does not work. Transportation works with economic development, with housing, with schools, or it does not work. You cannot have one year gear spinning if the other gears are not spending. That does not work. You cannot have new york city work without nassau, suffolk, westchester, jersey, and connecticut. About a third of the workforce in new york city comes from outside of new york city or leaves newer city to go to work in that area. It has got to work for the whole region or it does not work. Reporter how will you respond to localities who say we are going to continue to shut down after the state would like it to be shut down . How would you respond to a locality that does that . Cooperativelywork with all the local governments and i hope nassau, suffolk, new york city, westchester, new jersey, connecticut can all get on the same page. That is the ideal. Day,at the end of the there is one page, right . One page and one plan. Nassauly suffolk agrees, agrees, westchester agrees, new york city agrees, you know, but you do the best you can to come up with mutual agreement. At the end of the day you have one plan. Gov. Cuomo when you reporter when you say there is one plan are you talking about your own plan . Gov. Cuomo no. New jersey, connecticut, new york that is the trick to come up with one page. How do you get three states to agree on one plan . It is hard. Great, but it is difficult, and it requires compromise. But it is also the right way to do it. For each of the three states it is easiest for each state to say, i am going to do my own thing. I am connecticut, i am going to do a connecticut plan, why do i have to coordinate with new jersey and new york . Either it is easier for me to say i will do one plan. Why do i have to coordinate . They want this, they want this, you have to work it out. It is easier to do it alone. But it is better to do it together. In this situation, we need to do the best product we can do for the people. That is where i start. The best product is to come up with a plan that new jersey, connecticut, and new york and all execute simultaneously. Which is what we have done to date. We made difficult decisions together and we implemented them together because we were aware of the interplay between these pieces. And our regional workforce. Jerseye an action in new , you put people in a difficult position. They live in jersey, they work in new york. You know, coordinate. If im not there, i say coordinate. Neck, it is a pain in the but that is what i pay you for. Ideally we all get on the same page. Is there any of driveinn theaters becoming an essential business because people can sit in their car and they are not interacting, they get the movie piped into their car, for the radio i believe, so is there a way people could at least get out and see movies . Gov. Cuomo drivein theaters that is a good question. Why . It has not been raised yet to my knowledge. Gov. Cuomo i am going to advance your argument. Why where is the Public Safety issue . Employees. He if you make a nonessential, the employees have to show up to operate the theater. They themselves would have to interact to operate. That is what it is for the most of the businesses. The employees that have to show up come show up, perform the service, essentially putting themselves at risk. The drivein movie Empire State Development is making these decisions and they are all tricky, by the way you are trying to balance the need here, right . But i see your point. How was your working reporter how was your working relationship with bill de blasio . Gov. Cuomo i understand the mayors position. To worry aboute nassau, suffolk. He does not have to worry about new jersey. But i do. The homeless problem as it relates to covid19 . I ask because someone said you cannot force Homeless People to you guys have to enforce social distancing, i feel like it is not likely that i have worked with the homeless since i was in my 20s, youre right. A fine for the homeless is not going to be effective. You cannot force a homeless person into a shelter unless they are endangering their own lives or others. But the shelters do have to operate under those guidelines, however. Where a facility is operating by the local government, it has to adhere to those guidelines. Healtheporter Department Said they are running out of tests. Have they been in contact with you . Gov. Cuomo of the testing swabs . I have not heard that. Reporter part of the executive order as part of the executive order, is the state going to be issuing masks for Public Sector employees . If you are an essential worker, you should be protected. You should not have to put yourself in unnecessary danger. So we are putting it on the employers. S. If you are a state employee who public,acting with the you have to provide that mask. We have done there is probably about 2000 patients who are being treated with hydrochloric queen oquine. Lori we were supplied the drug. Hospitals andthe doctors because they have to do the ministry should of it. The administration of it. I dont believe there are results yet to speak of. It has been about 10 days that patients have been getting it. I do not know what the period is where it would kick in. But i assume we will be getting data soon. On the drug, two things. I, like the president , hope it works. Im not a doctor, but everybody hopes something works. I think it would be unnatural not to hope that it works. Where a hundred percent pushing every kind of therapy, research, lab. Praying for something to work, but i dont have the data yet. Excuse me. About april 20 we think we will have results. There is some anecdotal evidence of positive results. Gov. Cuomo it is anecdotal. When i am speaking to a Hospital Administrator i will ask them and they have said they have seen some positive results. I dont know what that means from a trial point of view. Me theyle of said to have had positive results. I think we will get actual reports on april 20. Hospitals are going to be coming off of ppe rationing guidelines . Gov. Cuomo say that again. Has been told by thatly task force to they are coming up the cdc crisis guidelines . Something of aen disconnect between the hospitals and the nurses on the front lines. The hospitals repeatedly say we have what we need, or if they dont, they come to us. Then we hear anecdotally from nisna that the front lines people on the front lines are operating under the crisis conversation conservation guidelines. So you are masks for days at a time, gowns for a full shift instead of changing between patients. Earlier on, that was something that was very real because we had a shortage. At this point in the process, we have been relieved of that shortage and we have got what we believe we should have in the hospital say that, too. What we have now done is gone to specific hospitals and say, we t you to reports of us report to us are you operating er the crisis conversation conservation guidelines . And if so, why . Federal Prison Bureau is identifying governor, the federal Prison Bureau is reporting which facilities have coronavirus cases. Do you think the state prison system should do the same . Reporter there is a lot of concern and some rural areas in some rural areas that they are beginning to see an uptick in cases. What sort of efforts are you going to make to get out to those more remote spots where testing might not be as widespread . Gov. Cuomo we watch very carefully movement of the virus. We were watching Movement Towards long island, which has abated somewhat. We were watching Movement Towards nursing homes. If you look at the number of deaths, you will see an increase in nursing homes, which was inevitable because that is where the vulnerable population has been, congregated in one facility. So we watch the movement geographically or demographically. We have not seen a significant uptick. We see little clusters pop up and then we jump on the clusters when they pop up additional testing, resources, etc. You know it works both ways. It was downstate. Stabilized on the imminent threat to the capacity of the health care system, so we have a little breathing room in terms of capacity and equipment. Wherever we see a pop up, we jump on that immediately. I think you will see more growth in less populated places. The virus first hits in the most dense locations. Why new york city . It is one of the densest places in the country. Just in terms of concentration of people in a small area of space. Angeles, but los angeles is like half the population unlike one point five times the geographic footprint. It is the density of new york city. Everybody going into the transportation system, walking down a block, you cannot do that and social distance. Practically impossible if everything was open. So that was the first wave. I think you will see that move in there will be more growth more suburban communities, rural communities, especially in what they call these super spreader situations. We learned that in new rochelle. New rochelle and westchester had the highest cluster. Winchester westchester had the highest cluster . Why . They had a gathering of 300 people. One gathering. A lot of people can get infected. That can happen in any suburban or rural community. Whenever we see it, we will be there. We will be there. Reporter what about the tristate area . Why do you leave out rockland in Orange County and Orange County . Pennsylvania, ohio, vermont, massachusetts, and rhode island . Gov. Cuomo that is too many pieces to coordinate. It is not when i talk tristate area, what we did on the closedown was the entirety of the state of new york, the entirety of the state of connecticut, the entirety of the state of new jersey. We are also going to work with pennsylvania. Pennsylvania was very involved with a marijuana regional pact, but obviously there is less interaction on a daytoday basis with pennsylvania than those other two states. It will be a statewide plan for all of new york, all of new jersey, all of connecticut. That is the optimum. I am not promising that. That, am sure if we do not every local government in new jersey, connecticut, and new york is going to agree with every aspect of the plan. They did not agree with every aspect of the closedown. We had a lot of School Districts unhappy with the closedown decision. But you do the best that you can to come up with mutuality. At a point, you cannot make everybody happy. Rockland and orange are in this state. It is going to be the whole state. Theres more commutation from westchester and nassausuffolk. But rocklandorange certainly. It is going to be upstate new york, mid hudson. Reporter is there a problem with how county executives feel . Gov. Cuomo yes, but the closedown plan was a statewide plan. Every School District had an opinion. Every county executive had an opinion. Many did not agree. And im sure there will be county executives that do not agree with this plan.
