Moreover in the groundbreaking report, this was established to conduct research, deliver training and provide consultation in the areas of threat assessment in the prevention of all forms of targeted violence. Since its inception, we have conducted numerous studies on how to prevent mass attacks, school based violence, attacks on golf government buildings and highprofile targets. I will invite the chief to give an update and the efforts. But before i did, i wanted to cover some highlights that would bear repeating. This years mass report focuses on 27 incidents of mass violence. We are talking about incidents in which three or more people were injured or killed, incidents that were carried out in public spaces between january and december of 2018 and among the 27 incidents, we are talking about events that took place at workplaces, schools and houses of worship. In addition, the report goes on to identify common themes in the back grounds and behaviors of the attackers. For example, half of the attackers were motivated by a grievance. 2 3 had a history of Mental Health challenges and nearly all experienced a behavioral stress or had threatening communication. While there is no single profile, the person who commits targeted violence, this report aims to assist our partners in law enforcement, the education arena and so many other broader stakeholders in the community to understand the motivations behind mass attacks as well as the causal factor. I commend the staff. Im proud of what they accomplished and i encourage everyone to take advantage of the resources they created and the training they deliver and the consultation they provide. All that being said, i would ask the chief to come up and provide further information. Thank you. Good afternoon. Thank you for coming. I know you just received the report and some of the talking points. So im going to take you through some of the findings of the report and why the secret service in this space and some of the reports we previously published. All of the information is available on the secretservice. Com go website. We have been analyzing targeted attacks from the initial case study project that set the standard and in fact, it was that study that coined the term targeted violence. We conducted Research Following the tragedy at columbine and partnered with the department of education that the secret service uses to study cases. The findings of that study sets the standard for conducting threat assessments in schools. Since then we continued as the Center Advanced its mission to investigate include attacks against public government and public spaces which is the focus of todays presentation. I wanted to highlight a guide we released last year enhancing school safety. That guide, we massed produced and distributed to 40,000 schools. The guide sets the threat amess ment and provides schools with actions they can take and keep their communities safe. If we go to the next slide. Today we will be talking about the mass attacks report including the 2018 report looking at incidents in 2017 and the next report, mass attacks, 2019. Go to the next slide. One more, thank you. Some of the findings from this report to highlight is these incidents occurred all over the country. 27 attacks that occurred in the calendar year 2018. These attacks occurred in 18 different states. Ome of them are high profile incidents such as parkland and santa fe and other incidents which didnt garner media attention. These are the sights, most common sights were places of work. That doesnt include just corporations or retail. That includes hospitals, clinics, any place where we work. Some of the target locations were open spaces. Those occurred on sidewalks, parking lots and other areas where there are common spaces and we also included three schools, santa fe. Another School Attack in North Carolina and the parkland tragedy. Three high schools targeted in this time frame. Last years report we had elementary school. This year, three high schools and house of worship which is thethis is why we highlight focus on threat assessment and prevention. We know from studying these incidents as these attacks very rapidly. Over half the attacks ended in five minutes or less. There were some attacks that were in a longer period of time and those are an and ration. And Police Response is important but what is more important, we want to identify these individuals before they embark on that path that gets them to think violence is an option. The resolution of how these incidents ended. Over half the subjects departed on their own or committed suicide. The weapon became inoperable and those are vehicle attacks. And two were the result of bystander intervention. One was the waffle house shooting and one restrained the individual and the last attack he dropped in his own and then discovered. Moving onto the next slide. Lets talk about the back grouped of the perpetrators. Every report we produced not only looks at the individuals who carried out these attacks to understand why and what behavior indicators they may have exhibited. In this report, the majority were male. Except for two. Last years report, all male. The youngest was 15, 15yearold sophomore that carried out the attack, the oldest was 64 years old. The age ranges. Half had history of violent history and over a third had histories of Domestic Violence and when we tag the cases that had Domestic Violence history, it was actually physically violent behavior or brandishing a weapon. They had extensive histories of Domestic Violence. Moving on in terms of symptoms of mental illness, the majority of the symptoms were depressive, paraknowa. Those were common symptoms of people hole become fixated on an issue. 2 3 had Mental Health symptoms that impacted their relationships and for some of them, it contributed to the motive of why they carried out the attack. In terms of motive, over half and we saw this in last years mass attack report, were retaliating for a wrong that they felt was done to them. So it was grifeance with a spouse or intimate partner and related to workplace issues such as being fired, passed over for promotion or the Work Environment or personal issues such as losing a video game competition. Or getting into an argument at a Retail Establishment and coming back. You can see the motives varied. Only two incidents had a component to their motive and that was antiabortion perpetrator who carried out an attack against the planned parent hood and at a synagogue. Why do we study these incidents . For us in the secret service, our Number One Mission is to mitigate harm and we work closely with Community Partners to do so. In terms of the National Threat assessment center, we have a congressional authorization to our mission not only to enhance our agencys protective mission but also the communities in preventing attacks against schools and workplaces and so
