E. P. A. Administrator scott pruitt expected to make his remarks in about 15 minutes or so and also tonight hearing from fox news channel, keynote speaker. The fourth and final day tomorrow watch coverage starting at 12 40 p. M. Eastern time. Well hear from budget director Mick Mulvaney discussing the Second Amendment and the chair of the House Intelligence Committee also tomorrow. While we wait for Scott Pruitts remarks tonight well take a look at some of todays washington journal. Host joining us this morning at the Political Action conference is the president and c. E. O. Of the Heartland Institute. Thank you for being with us. Lets begin with what is the Heartland Institute and why did you take this job after leaving congress . Absolutely. Great question. The Heartland Institute is a free market group. Weve been based in chicago the whole time but we operate in every state by working with state legislators, 7,000 plus of those around the country. Though congress is out of session this week there are 43 legislatures in session and heafertland is busy promoting freedom principles and Real Solutions in every one of these states. Host what will be your message to the conservatives gathered here outside of washington . Guest we have a number of messages. We certainly are for Energy Freedom and have been the principle opponent to al gore and his movement. Well have a panel talking about that and also talking about tax cuts. Ill be on a panel later on that and also promoting more of our Health Care Freedom ideas. We need more access to health care not government control. That will be a topic of discussion and what we are doing in state after state to expand access to health care which i think both the left and the right do agree on. Host congressman would you ave voted for the tax cut . Guest absolutely. On the flip side i wouldnt have voted for the big spending bill. That remains a problem going forward. Host what about the concern numbers that show the tax cuts would add to the nations deficit . The headline in the New York Times republicans have forgotten they hate deficit. The problem is the spending not the revenue side. Revenue continues to grow. We need to bolster this economy and tax cuts have done that. Also, the dereagan la tri efforts of scott pruitt and others in the administration have a tremendous economic boost as well. So weve got to create more. Obs and growth economy the flip side is the spending. Taxes arent the spending side. The swamp continues to win that battle against the administration and the Spending Continues to go up in department after department. We have to do something about that. That is a real concern outside of washington in state after state worried about the. Controlled spending patterns host congressman the republicans agreed to the twoyear spending bill because many on the right were demanding more money for the military. In order to get the vote they agreed with raising money on the domestic side as well. Do you disagree with your colleagues . Guest i would have voted against that package as did dozens, i dont know how many republicans but a bunch of us mainly fiscal conservatives. Yeah. For those in the Republican Party that think unlimited spending on the military is their goal, i disagree. Most americans disagree with that. At the end of the day our massive debt is i think the single biggest threat to our future as a nation. We got to do something about that. So state after state is looking at a way in which we can control run away spending with a balanced Budget Amendment. Even though washington continues to ignore the over spending in general, and again, a democrat and a liberal republican problem, multiple ates are very concerned that it is going to overtake our nation and economy because of out of control spending. Host what are states doing . Guest a number of things. States are looking at article five amendments, balanced Budget Amendment to hold washington accountable but specifically on policy initiatives state after state were working with them to reform medicaid, provide some work requirements, provide incentives to help move people off welfare into work which i think is good for the individual. Obviously good for the family. Good for the economy. Good for the budget. I think we could reduce spending by having proper free market principles on welfare, medicaid, Energy Freedom principles, grow the economy that way. Again, i think we can get the economy growing again and reduce spending by the proper types of welfare reform that actually i think were seeing now the Trump Administration and somewhat out of the house of representatives as well. Host what kind of grade would you give the Trump Administration their first year n Energy Policy . Host a definite a plus. Scott pruitt actually follows through and did what he was supposed to do. It is no longer about Climate Change but about Energy Freedom. Its about energy dominance. We hosted a conference last year promoting the America First energy plan, the only entity doing that promoting the fact that we have hundreds of years of Energy Resources available. It doesnt help leaving it in the ground. If the market needs coal it should be using that. If it needs oil it should be using that. Also seeing anwr open up, offshore drilling going forward, great for the economy and those states and certainly something the Heartland Institute has been promoting for years. Host what about Scott Pruitts spending, though, of taxpayer moneys for travel . Guest i havent seen the specifics. I know the left has been going after those specifically and you got to be good stewards of the money. I know a number of folks in the administration are doing fantastic jobs reducing spending past the e. P. A. And then folks are leaving the e. P. A. , which is saving money and the best thing scott pruitt has probably done is say lets focus specifically on environmental problems not the environmental fictions of al gore and the u. N. But making sure they keep our waters and ir clean of well known problems. At the end of the day co2 is not a problem in my opinion and the opinions of thousands of scientists. We are hopeful that the e. P. A. Or another agency will review the endangerment finding which was the claim that co2 was damaging to the environment. We have a long ways to go in terms of that. Lets have a real science based approach to the e. P. A. And that is actually what scott pruitt has delivered. Host it does seem to be the opinion of the Intelligence Community that Climate Change does pose a threat. Here as tweet by Sheldon Whitehouse democrat. Check out the worldwide threat assessment put out by the u. S. Intelligence community. Page 16 includes a serious warning about Climate Change. Wond fer the president has read this. Here is the worldwide threat assessment. This is something that the director of the National Intelligence talked about when he presented this to members of congress recently. Guest yeah. Ive seen portions of that assessment. As far as i know he is a former u. S. Snorks not a scientist. There are thousands of scientists who say that conclusion is wrong. That is part of the assessment process to take a look and review them. On the flip side you have the city of oakland for example who says on one hand they have a massive problem. They are suing Oil Companies because theyre going to have massive increases in a rise in sea level, a hundredyear flood every week, but in their bond statement they say there is really no problem here. Theres a lot of alarmism going on and that is why we are very hopeful that the administration will work forward on the Red Team Blue team concept and look closely at the science. I think all americans can agree, what is the science . Do we really know if al gore was right 20 years ago when he predicted all the ice caps would melt . He was wrong on that. Plenty of other predictions. At the end of the day it should be about science. We should assess any risk and our cities should as well. When you have oakland and numerous other cities claiming in a lawsuit that theyre going to have massive upheaval because of Climate Change but then when they go out to borrow money they say there is no problem. Either theyre lying in the courts or in their Municipal Bond documents. Either of those i think are crimes and should be looked at closely in the court of Public Opinion as well as in the legal avenues. Host we are talking about energy and Economic Policy here with the former congressman Tim Huelskamp represented kansas, republican from 2011 to 2017. Now the president and c. E. O. Of the Heartland Institute. Lets go to ron in thousand palms, california. Independent. Youre up first. Crveragets hi. I just have crveragets hi. I just have two comments. According to the constitution gun control is restricted to a well regulated militia which today would be the National Guard. Youd have to be a member of the National Guard to get an ar15. Thats not being done. Number two guest that is not the case at all, ron. Please. That is not in the constitution. That is not what our founders intended as well. We have a real crisis that happened. But to minimize the crisis in florida by claiming it is all about the militia is not the case. Thats what im worried about on this particular issue where you have a bunch of politicians, folks in washington who dictated a gun free zone and these types of policies all over america. What the Heartland Institute believes is there should be a well protected Second Amendment and we also believe that the parents of the children at that school should have a choice where they go to school. That is in my mind these kids have to go back to a school where the adults, the Police Officer failed to intervene, the school didnt do the job, the f. B. I. Didnt do the job. The politicians are making a crisis, misusing that. There are real issues here but did is not about a constitutional amendment or the National Guard. Im sorry, ron. Host do you back the president when he asks for bump stocks to be banned . Guest i dont think that is certainly not going to solve that problem that occurred or i dont know how that is related to that but i do support his idea that perhaps, and i support the idea that they should, we should have concealed carry for teachers that are trained. Lets let the federal Government Back off that and make the let the states make the decisions. I aaron tee in my home state of guarantee in my home state and other states lets make certain that teachers and administration and Police Officers are doing their jobs and are well armed to defend and well trained to defend our kids in their schools. Host what about raising the age limit from 18 to be able to purchase an ar15 to 21 . Guest i dont think you need to do that. It doesnt address the problem. We have plenty of Mental Health crises in america, plenty of things driving these problems at our schools and elsewhere. Raising the age and saying because you are 20 and you happen to be a single mother with two but you cant defend yourself or you have a restriction of your Second Amendment doesnt make sense to me and frankly doesnt make sense to most americans. At the end of the day lets take a breath. Lets get on our knees and pray and just take a breath and say, hey. How can we solve this crisis . Because it is a crisis. I have an 11yearold son. I have a 16yearold at home as well. Im worried about what happens to them, worried about a violent society. When you have politicians running out, media running out saying, hey, well do something quickly, well lets look back. Should we actually allow teachers to conceal carry in school . I believe we should. We should have done it a long time ago. But i will tell you across the state, let the states make the decisions rather than dictated by folks in washington, d. C. Host david, grand rapids, michigan, a democrat. Your question or comment . Caller hey, now we do know the scientists are out there that Climate Change is real, carbon, co2 gases are bad for the environment. We know it for a fact. I dont know where you get your junk science from. Oh, the bible. Screw the bible. It is not a book of science. Go to heartland. Org. Caller let me talk. Youve been talking all this time. Medicaid is for kids that are sick. Its not a welfare program. It is for people that need it. Its people that are priced out of the insurance economy. Dude, im glad youre not in congress anymore. I am so glad. Host ok. Mr. Huelskamp . Guest a couple things on medicaid. It is not just for kids. Its for adults, for seniors. And what we also know on medicaid, there are folks that probably shouldnt be on that. There are folks that should be encouraged to look for a job. And what we find out, the actual Scientific Research shows that if you expect people to work, you expect people to look for a job, expect people to actually get training and actually go out and volunteer, i think, do that. It works. We want to get people off medicaid. We want to get them on Health Insurance that they can afford. And so we support health care reform, welfare reform, lower the price of insurance and care. We are doing that and working with groups on the left and the right to reduce Health Care Costs in state after state. We can do that. We dont have to have somebody in washington, d. C. Dictate that. Appreciate the concern. Xxx it was good to get that right. We had to get the right ramp. The right ramp and were all good and very jealous of larrys voice. That tone bringing the great introductions just as our mothers wrote them. So that is exactly right. You are a member of the president s cabinet. You come to washington, d. C. But there is a story that goes before that. It has nothing to do with politics. It has to do with baseball. Yeah. A superstar athlete. There you go. Baseball and football. A division i scholarship to the university of kentucky. A career didnt go exactly where you would have liked it baseball wise but you became an owner. Tell us real quick. By the way, spring training has begun. Thats good news. [applause] everyone is optimistic this time of the year. Everyone believes they can win the world series. If the cubs can win a couple years ago, anybody can. We believe in miracles. Thats right. Yes, i enjoyed my time as owner of a baseball team. We had an affiliate with the texas rangers. And nolan ryan and reed were involved in that bollingt of whom are with the astros now. They had a great year this past year. We are excited about the baseball season beginning. So the astros and dodgers. Had it all mixed up. Exactly right. You came to washington to take over an agency that larry already identified as being a mess. On day one what did you find the e. P. A. To be structurally and with respect to policy . How bad was it . Well, i think it has been talked about. The president did a wonderful job today. I know you had a wonderful time hearing the president. What courage he has shown this year. What leadership he has shown this year. Its been outstanding. Well talk about that a little bit but when you think about the e. P. A. Over the last several years before the president arrived, it was an agency that was weaponized. It was weaponized against certain sectors of our economy. Think about that for a second. An agency of the u. S. Government. A department of the United States government. Weaponizing against certain sectors of the economy declaring war on coal. I was in pennsylvania early in my time as administrator. First administrator to go underground at a coal mine. I was a thousand feet down and three miles in. If youre claustrophic i dont recommend it. S i was at this mine, i was there were about 30 miners in attendance when i was there. I told them the president has a message for you. It was the message he shared with you today. The war on coal is over. Thats something that i think i think that war on coal is demonstrative of something. Its what was wrong with the past administration, accumulating power in washington, d. C. , using Regulatory Authority in a way that was punitive toward certain sectors of our economy. What we spent the time doing this past year, charlie, is deweaponizing. You know, basically saying what is our goal . What is our mission . Lets get back to the fundamentals of what we should be about as an agency and recognize we are not in the business of picking winners and losers. The deregulatory effort we are engaged in, 22 significant actions over the past year, equaling about a billion dollars in savings to the u. S. Economy in a year. The administration as a whole, 8 billion from a regulatory perspective. I know the president talked about this earlier today. The tax cuts, partnered with Regulatory Reform, you see what is happening across our economy. Its been a busy year. We have plenty to do. Im excited about what weve been able to achieve this first year. I want to talk about the specifics. Most notably the clean power plant. I love the way these things get named. Kind of like the Affordable Care act or net neutrality. Waters of the United States. So many, right . All thrown into the same mix. But here is a plan that the president has specifically asked you to dismantle. The program that youre undertaking will save upwards of 35 billion. They would say other than that how was the play mrs. Lincoln . But beyond that, why is it so important to repeal the clean power plant . Again, this is an example of an agency before the president arrived using its authority to say, were going to act outside of the statute. Ow, you know this. The past administration did not. It is fifth grade civics that our job is to enforce the law not legislate. Not make the law. And so when an agency when congress doesnt give the e. P. A. The authority to do something, we cant pinch hit using a baseball term. And that is exactly what happened with the clean power plant. They sat at the agency and said what can we do to reimagine authority under the statutes to regulate an area we are unsure we can but were going to do so anyway . They acted outside of rule of law and the scope of Authority Given to them by the u. S. Congress. That is something were getting right and that is why the president sent a very strong message. It wasnt just c. P. P. He issued an executive order saying we need more than energy independence. We want energy dominance. We as a country have been blessed with substantial Natural Resources. Lets harvest those resources and have stewardship principles in mind and recognize that the agency of the federal government, the e. P. A. , or any other agency shouldnt be used in a punitive way to address that. The clean power plant is demonstrative of a violation of rule of law, the court said so. The first time in history, charlie, the u. S. Supreme court intervened in a case to issue a stay against a rule of law pending before the d. C. Court. That never happened before. Why did they do that . Because of the likelihood it was unlawful. Because of the great over reach of the past administration. The president corrected that. Were in the business of executing upon it. It sends regulatory certainty across the market place. Well do things the right way. Youve been doing it in so many ways. The whole issue of Regulatory Reform has been at the forefront of this administration. It was one of the president s specific charges to you. In fact, he said that one of the reasons he selected you is the administrator was because of his perceived notion about your ability to carry on real Regulatory Reform. Youve gone to work and really rolled up your sleeves. 22 specific actions. From my understanding for every 22 thats going away only one is coming onboard. The 22 that have already saved a billion dollars. Regulation ultimately is a tax. How important is it to the economy and to the environment both that we have the kinds of Regulatory Reform that youre working with . What happens . I mentioned that earlier about fifth grade civics and where we what has happened in the last several years, and its not just been at our agency but at interior, it happened at other places, where a statute says one thing. And an Agency Regulation does something quite opposite. If youre regulated, if youre a business across this country and you have a statute that says one thing and a regulation untethered to that that says something quite different, what do you do . Do you follow the statute . Follow the regulation . Really what you do is you dont invest. You dont deploy capital. That causes paralysis with respect to growth in the economy and why weve had slow contraction. What weve done is start from the premise, it is novel at least for the past administration, that you start with the statute and ask what is our authority . Then take the regulation from there so it provides regulatory certainty to those who are regulated so they can invest and deploy capital to achieve good outcomes for the environment but also know theyre not acting in ways or forced to act in ways that are unlawful. That is what regulatory certainty achieves for our economy. It has happened across the full spectrum of agencies, 8 billion total savings as i indicated earlier across President Trumps administration. 1 billion alone at the e. P. A. By just simply focusing on rule of law, doing what the statute requires. You know, we had so much to address. You asked what it was like when we first got there. To get back to the core, fundamental mission of saying what is our job in getting back there was a tremendous opportunity and we see it playing out throughout the ear. So many on the environmentalist left want to claim monopoly about caring about the environment and want to say those of us on the right care more about the economy. Your critics have been harsh in saying you are rolling back safeguards on air and water. What are the facts . What youre doing to protect air and Water Quality for us and future generations . Ive asked rhetorically what is so great about what the last administration did for the environment . When you think about air quality, when president obama left office, about 40 of this country lived in areas that didnt meet air quality standards. About 120 Million People. You had gold king in flint, michigan with respect to water. You had more Super Fund Sites on the list when he left office than when he came in. Those sites that have some of the most egregious waste across the country, uraniuim, lead, dioxin in the soil. We have more sites when he left than when he came in. What is so great about that record . As we came into this position what i have done is spent time with our agency heads, Department Heads in each of those areas and said what are we going to be five years from now . Lets set some real goals and measure those goals and work toward those every single day and get accountability. That is what is so great about the president s leadership. I think his leadership is so key because of courage but also getting results. He is about getting results for the American People and were focused on the same thing at the e. P. A. What can we do to improve air quality, Water Quality, land remediation as far as addressing waste. Lets do so consistent with our authority and not act in a punitive way toward our economy. Get back to the basics in that regard. I really believe if we do that it is going to produce Great Results and also the economy is going to grow. Charlie and i have talked about this before we came in. You had been told, i have been told the last eight years we have to choose between jobs and protecting the environment. That is a false choice. We have never done that as a country. Since 1980, those air pollutants we regulate under the Clean Air Act weve reduced y over 65 since 1980. As weve done that weve also grown our g. D. P. We as a country have always believed we can be about job growth, job creation, stewardship, and taking care of the environment. And we can do that collectively. It just simply is a false choice to say we must choose between the two. That is what weve got i think to adopt as a country and recognize that we have that obligation to do as we go forward and the president is lead thag agenda in a substantial way. We teased a moment ago about waters of the United States. And the president talked about it earlier. He talked about puddles didnt he . Yeah. Puddles have become lakes for regulatory purposes. How big an overreach was waters of the United States . Why is it so significant to take the action you did . Taking steps about power was the lakes rule. Truly a reimagining. Start at the beginning. Tell those who may not know what the waters of the United States act was and what it did. So the clean water act gives that ain authority in clean water act there is a term called waters of the United States. The reason that is important is because if you define that broadly, if you stretch it as far as you can, it gives the federal government more jurisdiction, more say in how youre using land all over the country. As an example i was in utah mid part of last year. I was standing outside of the sub division in salt lake city. I was with an army corps of engineers representative. Pointed to a Drainage Ditch there in the division and he said, scott, that as water of the United States. And i said, its not going to e anymore. [applause] the reason thats important is because if that is a water of the United States the decisions being made on a subdivision in salt lake city, utah are being made by whom . A federal agency in washington, d. C. Called the e. P. A. Because its all about power and jurisdiction. So the president on february 28, early in his time, in fact, he addressed a joint session of congress on february 28 in his office that day in the roosevelt room as well he signed an executive order and instructed me, scott, go fix that. Go take care of this waters issue. Guess what . That is what were doing. No longer is a puddle, a dry creek bed or a Drainage Ditch going to be called a water of the United States. [applause] listen, make no mistake about it. It is not about Water Quality. It is not about that. It truly is about power and jurisdiction and oversight that was being stretched so far. Can you imagine congress in 1972 if they wrote out a law called the clean water act looking at that definition of the water of the United States and saying you know what . As we adopt this law we want it to be interpreted to include a dry creek bed, a puddle, and a Drainage Ditch in utah, oklahoma, and texas. The answer would be no way. They didnt intend that. It wasnt part of the language. Well get it right. Justice scalia authored an opinion. Were going to be inspired by Justice Scalia as we make the decision on the definition. [applause] that definition is coming this year. So the president has shown tremendous courage there. Before we get to an overview of what you have been able to accomplish at e. P. A. , mr. Administrator, i want to mention the fact that you have managed to land on the cover of the Weekly Standard and the national review, two of the great magazines in our nation. And gq. Maybe not one of the best magazines in our nation but named you the fifth most powerful man in washington, d. C. Something in the Fourth Estate in the media paint a little bit different picture. I am always reminded of the great protestant devine that great works have great enemies. And so when the slings and arrows come your way, what is the guiding star that scott i really believe and i talk to my team. These issues should not be as contentious as they are. Republicans and democrats are for clean air and clean water. Its about how we achieve those things. It isou think about how done, we should be focused on partnership of the state. States across this country, governments have been cooperative. In protecting our water and air. Industry come up businesses. We have reduced our co2 footprint in this country. 2000 two 2014. Do you know how . Through individual technology. Technology is making the way for us as a country. We should celebrate that. I focus and tell our team, lets get our job done. Lets focus on process. Lets do the work before us. Lets have a cheerful attitude and work together. Good outcomes will happen. Hopefully people will see this direction. Washington gets competitive. We have tremendous opportunity. One of the things the president and i talk about, he is excited about addressing led in the drinking water. It is very important. May look at the infrastructure, and the east coast it has aged to the point where lead is leaching into the drinking water. That is the kind of leadership we need to show difference with respect to the environment and not using the weaponize tway. , we need to ask ourselves what is true about our military. The past administration told us that the we have been blessed with Natural Resources, tremendous Natural Resources to feed the world empower the world, they told us to put up tenses and do not touch. It was prohibition. That is what they in interpreted environmental to be. Accuse them for the betterment of mankind and feed the world empower the world but with stewardship mentalities. That is where the American People are. Lets advance it and achieve great things together. And i should mention this is not your first time here. You have spoken here several times. It is great to have you here. Scott first time was the reagan dinner. Charlie having this conversation is the highlight of the week. Scott that is very nice. Charlie i want to ask u. S. You look back at a year of incredible activity, staggering amounts of accomplishment, not only in the epa but across this could everion, few have anticipated what this administration has accomplished in 365 days. As you look at your agency bonus the one thing you reflect on as being the thing you are most proud of . Scott the president talks about this today. His decision on harris knocked it out of the park. [applause] much couragek so to do what the president did. Exited in 2001. 15 years of this being baked in in the dialogue and discussion, the administration and becoming apologetic, we have reduced our co2 footprint by 20 . We have let the world and reduction. The paris accord was never about co2 production. It was a bumper sticker. Reduction, bout co2 why do you let china wait until 2030 . Why do you say that you have india until 2030 and qualify their changes . But america, frontload your cost. It was all about putting our economy at a disadvantage despite the fact that we are leaving leading the world in co2 production anyway. I will put America First. I will recognize but we have achieved. We will continue leading through action. We are not going to agree to a deal in paris. It is a bad deal for the country and a bad deal for america. [applause] scott so god bless him for that. Charlie finally, seven more years of a Trump Administration . Scott thumbs up. What is your fondest hope, goal, and dream for accomplishment within the Environmental Protection . Scott we are living in a time i was 12 years old in 1980. I was a child of the reagan revolution. Come i remember my dad as an entrepreneur in 1977. Ant he was facing thenpresident reagan came in and the light started shining. I will tell you we are living in a similar time. President trump is bleeding at a time so consequential for future. Think about how you felt november 8, 2016 how you felt after. Its an exciting time. When he to become energized and excited about what is happening. Where on the trajectory to see great things. He is truly about making America Great again. And gentlemen, please help me in thanking the administrator of the Environmental Protection agency, the honorable scott pruitt. Good news if you had led to, co2, i wasnt expecting order to. You have one tonights word lotto. Please turn your ticket in. Kyoto, co2. I had it leaching. He said leaching. But that wasnt you dont play word lotto . Its not working . Ok, that makes sense. That is my father. The one laugh. That was a good time to thank the American Conservative Union to invite me back for my final reagan inner. [laughter] larry im grateful to be here. It is humbling to be here. There are other people i would like to thank for a moment. Tucker carlton, for declining. It gave me a lane. Lets face it. I am going to thank the entire fox news runtime lineup for declining. Giving me that same lane. They are eager names. Bigger names. Did you enjoy dinner . [applause] larry we are in maryland, by the way. Were not in washington, d. C. This is prince georges county, maryland. They have a republican governor. [applause] we were told that could never get done. Larry hogan come our governor is up for reelection this year. When he was elected, i had him on my program and i said you were on my show every other week. You won. I feeling we have something to do with this. He said yeah you were fantastic. I said, i would think that i should get a payoff for this, why dont you give me a meaningless title . He did. I am the official crab cake thougczar. Tonights crab cake, 7. 3. Wasnt bad, right . Meaty, lumpy, not to ready. Not easy to do for this many people. Has spoken. I need a fez to give at the final it is lent on a friday and i am doing what is wrong with me . I have been appear wait to long. That is what everyone is thinking right now. Thank you. [laughter] larry no, but seriously. You know youre in trouble when you say but seriously. Iss is the time when larry on stage stretching because it is almost time to move on to the next event. We are all done with dinner, right . And you are waiting for dessert. And you have had enough to drink . Can we get another round, please . [applause] by the way, matt slaps has become a lot of attention this week. Could we pause for a moment and acknowledge mercedes . Where are you . [applause] larry she not only does an incredible job wrangling matt, but raising by children and working in the white house. A plate full for anybody. Congratulations. [applause] larry and your daughter of course, who will be appearing in sound of music. She gets to kiss a nazi. [laughter] larry have you not seen it . Why is that a problem . Shes not a nonthough, she is 16 going on 17. Lets all sing along. [laughter] larry i would like to welcome back to the podium none too soon , hang on a minute. I have never done this before. I like to call the snake. [laughter] no . They said i could do that. But it is the snake . [laughter] i would like to now welcome back to the podium matt flap. [applause] matt now we have a special guest as you all know. I have to say, it is wonderful to see this room full. When the dinner is done, we will walk across over there and enjoy some dessert and some fun which we all need. Each year at the Ronald Reagan inner, we look for a courageous thoughtful conservative to the our keynote speaker. Someone who wakes you up after a good meal. This years speaker definitely its that and then some. She is in the process of finishing her fifth book, liars, leakers, and liberals. She plans to cover them all. I cant wait for it to come out this summer. I heard earlier today, we have something in common. She appears on tv a lot. Sometimes her children are horrified to see her on tv here it i can share that concern. A lot offirst in things. Q was the first female District First female judge elected in westchester county, new york. [applause] matt she has taken on the clintons and the cuomo machines in new york. Credit for her willingness to be in the arena no matter the odds. She has stood up to corruption and injustice whether new york or the legal elites in washington dc. Even at the fbi. She is the host of a show you all watch. Justice come with judge jeanine. She is a wonderful friend. [applause] [applause] thank you. thank you all very much. I am delighted to be your keynote speaker at this special dinner. I must tell you, how come i didnt get dinner . Dinner . Uy me ok. Im not going to keep going there. Follow a long line of very distinguished speakers and i am truly honored and humbled to be here in front of you tonight. I am proud to speak to you about american conservative values. It is simple, really. Who are you . What is important to you . Where do you put a stake in the ground . Questionsswer those tells one who you are and what you are willing to fight for. When the truthme and reality is diluted to satisfy the masses. Political correctness has so is a painted our values that we cant even recognize the america that our Founding Fathers envisioned. How did we get so lost . How do we get our country back . Simpleonal story is a one. I grew up in upstate new york and worked at the very. At a dairy. My dad worked, my mom stayed home. We went to church on sunday and said the rosary on tuesday. [applause] i was taught to respect my elders. To Obey Authority and protect the weak. Euphemia when sister went by with that roller. Thought about calling her. Truthfully, that not only feels like a different generation, it feels like a different planet. I decided to be eight lawyer at a young age. I became a prosecutor and judge and da. Three term elected da, elected judge. [applause] me say, thanket you. There is nothing i enjoy more than presenting my case and making my argument, whether it was in front of a jury, on fox news, or when i speak around the country. I started prosecutor, one of the first Domestic Violence units in the nation. I was passionate. I was passionate about crime victims. I was passionate about the person who unlike the criminal, never chose to be a part of the criminal justice system. The criminalalled justice system, when in truth it should have been called the victims justice system. The victim never wanted to be in the game. Fight to level the playing field, between the criminals and the victims. Or as i say, between the politicians and us. [laughter] [applause] judge pirro i ran for office five times in new york, because politics was a means for me to attain my goal. Running for office gave me the ability to be an agent of change. To make him at the end game was to protect women, children, and the vulnerable. The silent items of crime. Emphasishe rights and same to be upside down. On the criminal. Me, was how ifor got my message out there. Make a mistake, it is a blood sport. I have the scars to prove it. It was worth it. Awas able to fight to make system accessible to those who never thought they had rights. , with the, every time republican, the independent, and the conservative line. [applause] judge pirro i was lucky. I had a great assist. I was lucky to be born, as they say in the usa, which brings me to my message. Why do people come to america . Why do they flock here . Why . Because we are the greatest country on earth. Because we have the right to speak freely, because we have the right to practice our religion. Because we have individual rights that other countries have never even heard of. [applause] i want you to think about where we were 14 months leftist leader, barack obama. Reminded thatedly we were not exceptional. That we were not special. That america was just another one of the global nations. I have got news for you. I dont want to be a part of a global nation. I want to be a part of this nation. America. [applause] judge pirro the nation that my grandparents chose. A nation that my father and grandfather fought for in world war ii. But folks, i hate to tell you this, we are losing it. To believeinwashed that we werent special. That we werent christian if we didnt do what they said we should do. And he came at just the right time. [applause] at a time when we needed his tough talk. His unvarnished perspective. In shambles. As more americans were unemployed that on ever before in our nations history. Millions werent counted because they gave up looking for work. They had the gall to tell us it was a healthy economy, when there was barely a pulse. Normannual gdp was the new for these geniuses. [laughter] and the depth of corruption in the department of justice and the fbi. So immoral, so unethical, that they allowed the sale of 20 of withcas uranium to russia a classic payback to the clinton 145 million. [applause] they want to accuse our president of collusion . Amazing that every time they accuse the president of one thing, it comes back at them like a boomerang . For our facingnd back at you. Back to thethink president who couldnt comprehend global terrorism, who called isis a jv team, not knowing whether to contain them, to dismantle them, to destroy them. None of which he ever did. Itshis jv Team Unleashed brutal and inhumane genocide on christians across the middle , president obama unless we get on her high horse and think this is unique to some other place, remember that during the crusades and the inquisition people committed terrible deeds in the name of christ. And in our home country, slavery and jim crow is all too often justified in the name of christ. Wait. Are you saying that we deserved this . That it is our turn at the stake of barbarity . Oh yes. He arrived just in time. When we needed to be inspired. [applause] judge pirro when we needed a new agenda. When we needed someone that we could look up to. We were desperate for equal justice. Tired of being told by the fbi and department of justice that all was well with Hillary Clinton and the foundation and the emails. That everything is on the up and up. Sure, it was not your politically correct standard candidate. [laughter] [applause] yes. Pirro there are some saturday nights i had to think through my opens. He is my friend and he has been for 25 years. Willso proud that he change the course of american history. [applause] he was ano overachiever. He was never satisfied with the status quo. Unlike those in washington, he really not only wanted to make America Great again, he wanted to make us proud of being a part of that Great America again. [applause] the washington insiders and the ideologues had every thing they could. Because he is the clearest, most driven threat to the perverse, twisted world a created. That one in which we had been forced to live. A nation where shockingly, the term law and order is actually defensive. For the protection of the criminal, the illegal immigrant, antiterrorist are more important than the safety of american citizens. A nation where you could be for statingsilenced or living your beliefs as a christian, as a conservative, or as a gun owner. All of a sudden, everything that special. Essel were under attack. The media said everything backwards. I have got to tell you a story. Im walking in here, can i walk away from that . Im walking in here today and a guy comes up to me and says, judge. Do you think some of the stuff you say is over the top . So i said, who are you . He said i am with cnn. So, i just said he said why do you say what you do . Watch my show. You can find out. I am on saturday nights at 9 00. He said i watch your show every , except i am only on saturday nights and there you have the fake news, right out of the box. I hadnt even walked into the building. But when President Trump came, he came to a country where hardworking, forgotten men and women did not get a rare shot. Made to pay for those who violate our immigration laws. 1. 5re forced to pay billion 150 billion to a country committed to our destruction in the construction destruction of israel. If we object to any of this the democrats in the media called us racist and fascist. And so it was. Donald trump stepped into the spotlight, a patriot, who believed in putting americas interest first. Who believed that the decline of a great nation was not inevitable, but instead a choice. , talking to you safety. Ay, talked about he talked about the first order of government which is the protection of its citizens. He said that every child deserves to be raised in a safe community. I cant go forward without recognizing those lost on valentines day in a School Shooting that most of us are still trying to comprehend. In their honor, i think we should bow our heads in a moment of silence for all of them. After that shooting, the reaction of many was to take away guns, and make schools gun free zones. Be myight very well reaction, if god for bid, Something Like this horror and this evil was perpetrated on my child or family member. I learned in law school, hard facts make bad law. Some have even said the blood of these young people is on the hands of gun owners. Let me be clear. I am a gun owner. [applause] long guns, handguns, all kinds of guns. [laughter] comparedare you lawabiding citizens who go through the process to legally buy a gun, exercising our Second Amendment right to the evil mass murderer in parkland florida, a nut job whose signs of impending disaster was missed by just about everybody, in addition to our fbi. The mother of the boston bombers. Mom becausee jihadi she trashed america. I got huge blowback and saying thatat i was about all muslims by trashing her. I wasnt. I was trashing her. [laughter] [applause] but, lets turn this one around. You want to blame me for trashing all muslims because i trashed one person . How about you not blame all gun owners for the actions of one person. [applause] i know crime. I was in the trenches when the fight was good and evil unfold everyday. I have seen the worst of the worst. I did it for 30 years. To think that disarming legal gun owners will put an end to gun violence is a joke. Administration and had ouro hates guns way, we could all be like chicago, possibly the murder capital of the world, of america, where no one is allowed to have a gun but the criminals. They take away guns from everyone but the criminals. That is the mentality that got thousands of people victims including children killed in the first place. Chicago, where guns are illegal, children are shut out so often they dont even run. When they hear gunfire, when they are on the playground. The clearance rate is more than 50 . A 50 chancee than that no one will be held accountable for telling, let alone arrested, even convicted. We order. Weenie prosecutor we need law and order. We need prosecution. You want to know how to stop gun crimes . Background increased checks, and we need to stop those with mental issues from buying a gun. I dont know what the way to do that is, but maybe we ought to start tracking kids in school. Maybe we should ought to start tracking kids of problems, and something where we know who is buying a gun and who has a problem. How tough is that . If we can handle 20 Million People that dont belong there belong here, we can handle the kids and our country that might be a risk to our kids in school. [applause] how tough was it for the fbi to pick up a phone . How tough was it when they predicted what this kid would do . Iny had more probable cause that phone call than i have seen in half the words i have signed to a judge. Shame on them. [applause] to prosecute gun crimes. You figure out who is buying the guns, you arrest the criminals. You know what . Needing nonsense about to ensure guns, tracking guns, register guns, we need to do this to guns, no. Andneed to stop gun crime stop prosecuting those who are buying guns and using them you legally. And to stop being afraid of using the power of the law against those who are looking to hurt the rest of us. [applause] and they want to hold us up to public disdain by telling people that we, the legal gun owners, are dangerous. They want to tell people, what kind of guns we should have, or whether we should even have a gun at all. How much ammunition is enough ammunition . How big azine magazine we should have. Here is this new yorkers answer to you. Hell not only no, it is no. [applause] i dont need your permission or your sanctimonious condescension , and toward the reason why i should or should not have a gun. I own guns because it is my right. My Second Amendment right, and no one in washington gave me thats right. And you will not take that away. It is a natural right confirmed by the very people who founded this nation. [applause] you heard him today. You heard him talk about how the American Dream is being renewed. O market this. The military are getting the support that they need to protect us, freedom of religion, it doesnt have to be practiced in the shadows. He has reignited the flame of aty, and he is the nationalist and a long line of nationalists like our Founding Fathers, like winston churchill, like abraham lincoln. They were all nationalists. Theres nothing wrong with that. I am proud of it, and im proud of him. [applause] despite all of this, tonight, we must take knowledge that the struggle that elected this man and empowered this administration is still ahead of us. The struggle is still ahead of us. The opposition, the hate, the obstruction, the resistance of those who claim america is unparalleled in american history. It is time for the same americans who helped put donald trump in office to gear up for the next revolution. [applause] to stand firm and our principles, in our faith, our love america our love of america in the our love of america, and in the man, donald trump. [applause] if you want to see that shining city on the hill that Ronald Reagan talked about, continue to be a shining city on the hill, then we need a man whose views are most like that. Of the moral vision of our founders, the framers of the constitution. We need a man whose philosophy is not based on politics, but on morals and reasoning. A man who understands that we are born, born with certain natural rights. Rights, which we do not get from government, rights that we get from god. [applause] a man [applause] oh yeah. Oh yeah. A man who understands that government only has the power that we, the governed, consent to give it. Like our Founding Fathers who gave up family and fortune for a twoon called america, we must be vigilant in protecting it and what she stands for. It is up to you. 2018 is just around the corner, the 2018 elections. You may have worked hard to get him elected, but strapping, this ride is going to be even bumpier than before. [applause] i tell young people all the time to stop worrying about hurting someones feelings and being politically correct. Right is right and wrong is wrong. [applause] if you dont stand up for your values, if you dont stand up for what you believe in, if you dont stand up to what you fail andn, then we all we lose america. Dillydallying is not the way to do this. According to james, chapter one, you must, when you act believe and not doubt, because the one who doubts is the wave of the sea, blown and tossed by the wind. That is what will happen to us in america if we do not put that stake in the ground and a standard strong to our values. I dont want to hear about any more politically correct nonsense. It is time to stop being politically correct and start being morally right. It is time to go back to being , time tobeing unafraid go back to the america that our Founding Fathers envisioned and that they would actually recognize today. WordsRonald Reagan whose i always end up with. They ring true when i think, especially about the path this country is on. It goes Something Like this. Freedom is never more than one generation away extinction. We dont pass it on to our children in the bloodstream, it must be fought for, protected, and handed on to them to do the same. Best daysamericas are still in front of her. We have a man who is willing to take the shots. A man who can get us there. You have a choice. Do you want to go back to the lies, the corruption, the trashing of our judeochristian ethics and in america overrun by people who actually hate our guts . Do you believe in america . Do you believe in the constitution . [applause] do you believe in the nation with borders . A Strong Military . Do you respect the Law Enforcement . Do you believe in law and order . [applause] you but american citizens before those who have no right to be here and want to hurt us and injure us in sanctuary cities. Arent the americans in the cities entitled to justice . Yes. Proudyou can say you are. O cling to god and guns [applause] choice,u dont have a do you . God bless you and god bless america, and godless donald trump. Thank you. Thank you. [applause] coverage of cpac continues with a discussion about the Second Amendment. We have from Mick Mulvaney and House Intelligence Committee devin nunes, that is all live tomorrow starting at 1240 12 40 p. M. On cspan. President trump was at least back cpac earlier. He talked about a range of issues like immigration, gun rights, and school security. His remarks are followed by more of todays speakers. Im proud to be an american where at least i know im free. Diedt forget the men who who gave that to write to me, and i would gladly stand up next to you and defend her through the day. There aint no doubt i love this usa. God bless the
