word on when the hostage agreement entries will begin. it was suddenly delayed yesterday and there's been true confusion around it ever since. here looking live with the press conference, where the press conference will be starting any moment in qatar where qatari officials who have been key brokers in these negotiations will be giving that update, the word from the white house is final logistics are still being hammered out, as sources also say u.s. officials do have a working list of 10 hostages they believe will likely be released first. >> in gaza, israeli airstrikes continued to bombard the area, the idf says 300 targets were struck in the past 24 hours. just outside of gaza, aid trucks are lining up in preparation for this truce. this large convoy is right now at the roth crossing. this prolongs the anguish of hostage families and the suffering of gazans desperate for aid. >> caitlin collins is standing by in tel aviv, we have been talking about this since yesterday, last night, now this morning. we are going to hear from qatari officials right now, what do you hear about this delay? and what is next? >> 24 hours ago, we were under the impression by the time we were back on the show, this delay would already -- this pause would already be underway, hostages would be starting to be released, right now none of that has happened. no aid has gone into gaza, we are still waiting to see when this is going to begin, we do know right now as there has been a delay and we are told we are not expecting any hostages to be released until friday at the earliest, that's about a 24 hour delay from when we initially believe that was going to happen, this also came down late last night in a word from the national security council here who said no, this is not going to happen on thursday as many israeli officials have been expecting and that came not long after we heard from the prime minister himself, defending the steal saying it was a tough choice for them to make to release 150 palestinian prisoners in exchange for these 15 hostages, justifying why they were taking this move. now it has not happened yet, there's no reason to believe the entire dear -- deal has been derailed. that's a crucial point, we talk about those families who are basically waiting every single moment to find out when and if it'll be their loved one who was on that list of names, that list on who was initially going to be released was a sticking point. they have not turned over to israeli officials, whether or not that has happened in the last hours is still something that remains to be seen, we have not heard any confirmation . that's why this press conference we are waiting for is okay because it could give us a good indication of when this could potentially happen if it is still on track to happen on friday at the very least given the qatari has been the one at the center of all these negotiations between hamas and israel for the steal, something that has been painstaking and intensive and weeks in the works, we are also on the ground in tel aviv, i think this is a major question if this is going down on friday, what this tactically and operationally is going to look like. >> first and what this is all predicated upon is a pause in fighting, the troops in israel will take defensive positions, we expect after about 40 something days of war, nearing the seven week mark, there will be for the first time a stop in fighting. once that is established by both sides, the hostage release itself begins. from everything we understand, the framework has not changed even if they hammer out the last details, the framework is the release of 50 israeli women and children held in gaza over the course of four days in exchange for 150 palestinian women who will be released, they will likely go home to where they are in the occupied west bank in jerusalem, hamas will transfer the hostages to the red cross on the ground, the red cross will then bring the hostages to one of several crossing points between either gaza and egypt, that's where we saw the hostages come out at the beginning, four who came out early on or cross street into israel from gaza. from there, they will be taken into the care of the idf, soldiers will get them to hospitals and depending on their age, that will determine how quickly they meet their family, 12 years or younger will immediately meet their family. hostages over the age of 12 will be taken to the hospital and that is where they will meet their family. as is the case right now, there is no final word on when this all happens, the expectation is not sooner than tomorrow. israel not being very careful as we wait on the foreign ministry to hold a conference and say when they expect us to begin very difficult moment for the families who has been this close before only to see things fall apart and here they are for what is assigned deal moving forward, still waiting to find out who's coming out, when they are coming out, and how long until their pain ends. >> we went from having israeli officials giving us pretty specific time windows of 10 to 14 p.m. when these hostages will be coming out, this speaks to how fluid all this is behind the scenes, the other point of confusion is the prime minister, benjamin netanyahu spoke saying the red cross will be involved here, the red cross is coming out today saying they have no idea what the israeli government is talking about, they have not come to any agreement on being involved. >> there's quite a bit of confusion, at this point it is pretty much the final word of the red cross who says they have not been notified of their role in this agreement, then the prime minister benjamin netanyahu at his press conference not only spoke about this, he pulled out a document that appeared to be the agreement itself and a red one of the closet saying the red cross will visit the other hostages who do not come out, it is quite shocking to hear the confidence with which he expressed that, then having the red cross saying they do not know what this entails, that will have to be clarified at the rate this is going, it will have to be clarified very quickly, under international law, the red cross is supposed to be able to visit hostages. >> that is a key part of this for those of the who will not be released at the moment we are standing by to hear back from his qatari officials any moment now, as we wait for them, hopefully give some indication of the timing, we are also tracking the latest from the white house, we heard that israel had not gotten a list from hamas of exactly what the names were going to be, the white house had a bit of a working list of who they did expect to be on this list. were white house officials equally surprised about the delay in implementing this hostage deal? >> what i can tell you right now is not the white house still says the deal is still on, we saw the national security council saying last night that they were hopeful the implementation would begin at least starting on friday. what a senior u.s. official tomley is the logistical details that need to be ironed out included the details about the specific location of some of these hostages and just the logistics surrounding moving each of these hostages on day one, we were also told israel made the decision with qatar and egypt and the u.s. was consulted and agreed with this decision to delay the release by at least a day. regarding your reporting about hamas has yet to give a list, a finalist of the initial group of hostages that would be released on day one. the senior u.s. official says for now they do not see this has been a serious problem but importantly, they did say if there's still no list by tonight that there would be a lot more worrisome. >> that is something they said they expect to get only hours before the release, we will see if that happens tonight. mj lee, thank you. we are waiting for this press conference to start, it has started in arabic and they will switch to english. that's where we will take it, we want to hear these updates, what indication they have, and what it could mean for the families of hostages. we did hear from the israeli prime minister, he's meeting with the british defense minister david cameron during his meeting. he's meeting not only with israeli leaders but palestinian leaders, he's talking about the challenges of getting these hostages home which clearly we are watching have been in real time are now. >> even yesterday when benjamin netanyahu talked about this deal, he did not give any specifics on when the hostages would be released, when the pause in fighting would begin. he was asked about how the pause in fighting would work and was specifically asked what happens when a soldier is shot at. he's being very cautious with his wording especially now since we have seen the delay and it should be worth noting it seems israel was very much expecting this to happen today because the government press offerings -- office, was preparing a room for journalists to view video out of there, israel also expected this to come tomorrow, now benjamin netanyahu being very careful in his wording talking about the challenges and final details, the framework has long been as we know it the 50 for 150 more aid going to gaza, we have known this for quite some time. it is the details and final details and who is released, how exactly they come out, location, routes, crossing sites. the final decision to delay it was a talked about, there is a humanitarian aid, it's an integral part of the deal, they will start at 7:00 a.m. so we are expected to go in as soon as possible, in coalition with the egyptians and all international -- it is coming in through the crossing as soon as we have a period of calm were even workers would be safe going in. it would be a fraction of the need, the need is so great that no matter how much aid you will bring in, there will be certainly more need for aid. we are hoping to bring in as much as possible within the confines of the deal. of course, our aim is for this deal to end with a lasting truce, right now of course the confines of this deal are these four days that are subject to a second day in the following phases of expanding the pause through the formula of hostages be leaving directly into israel or potentially through rough on? >> regarding the red cross and -- they have been designated to receive the hostages and we cannot discuss the details on where this would happen, as i said, they are part of the operations. we appreciate of course all the work that the red cross is doing, they are taking rescue with their own staff, they will be an integral part of handling hostages, i cannot get into the details of that. i also cannot get into details on where they are leaving or where they will be coming out. a lot of things on the ground will effects this, the important thing is we maintain a clear line of communication with everybody throughout the affirmation -- operation. the environment in which the hostages will be in is a safe one, and we remember this is a war zone and we need to make sure this is where the discussion yesterday went into early this morning to make a plan for the invitation of this agreement. a lot of problems with the constitute a break in this truce, a breaking of this truce? we are talking about a truce on the ground and as i understand it in the air. as you described, what will be seen as a breakdown in that? >> i don't think i can get into technicalities on the ground of course, this is to be handled by people who were there on the ground. what i can tell you is that the agreement is about full secession of hostility between the four days. the presumption of hostilities of any time, i think it is very important that lines of communication remain open so that any possible breach however it is defined is communicated immediately to both sides and there is a way to walk back from it and make sure we continue. >> just a second question, can you just give us some sense about why we have seen delays, hamas or israel has made further demands further to what was in the proposal that was agreed upon 24 hours ago? are you expecting any further delays? >> we are hoping we do not see any delays, we have reached a point now where everything is in place and you are ready to go on the ground, we are hopeful that as i told you, by 7:00 a.m. tomorrow everything will stop and we have the beginning of humanitarian truce. when it comes to the reasons, i can tell you the discussion of details and schematics of how this will happen are very difficult and to make sure that nothing would cause harm. the parameters are being agreed upon. discussions between both sides, we're happy to say they have been in a positive environment where both sides showed their commitment to the agreement itself. >> any further demands? >> i'm not aware of any further demands in the delay, i told you the agreement is still as it stands and as was agreed upon from day one. [ speaking in non-english ] >> translator: have you noticed any desire for a continued and sustainable truce ? in respect of this agreement, it is only limited to the gaza strip. with your partners, hamas israeli authorities. we have not expanded into other parties. this is a particular concern with gaza and everything in gaza. is there any desire from the two we have seen a level of commitment from the two parties. what will happen after this i don't know. our aim is to reach this agreement and on the hope this would be an incentive to finish this case which everybody suffers from him. this cannot be achieved except through building up on what we have achieved already. are you of the arabi tv ? are you still confident that will be able to happen? >> we are hopeful. i don't know about confident, and the commitment we have seen from both sides leads us to a very positive ways to deal with this positively. we are seeing a level of commitment over it itself, the executive plan of this agreement it is all very sound and robust. we are hoping these four days work as a proof of concept in de-escalation measures including expanding, extending this humanitarian pause. it is a more sustainable truce. i have to remind everybody that we all know this, covering complex from the world. these are not set in stone. they are not completely guaranteed, anything could happen on the ground but we are confident with the agreement. the international and regional departments are working with us, everyone is highly committed. this actually constitutes the light at the end of the tunnel. hoping and working towards succeeding, the operation will run from here in the main purpose is to make sure that information is getting made in real time. any issue that comes up can be dealt with immediately not that i would escalate in a way that has the -- makes the whole deal collapse. stephen? >> the prime minister has mentioned we are working very closely with the united states, we had the various delegations come here. we had secretary blinken, president biden has been calling on the -- we had conference calls between both sides to make sure we work together on this and appreciate of course the work done by the united states to make sure the deal comes to permission and we -- fruition. i cannot speak to the details on how the united states was formulated, i can tell you what's taking place all across the board. the israelis and americans working with them over the issue. >> translator: has there been an agreement as to the quantity of delivery and the shipments from rafah to gaza? how many fuel trucks, because these are very important to the hospital. regarding the aide, we will basically answer this at the time. this information regarding this at the moment. has the iranian foreign minister arrived? what is the fate of this detainees, the truce as i said on the go agreement was only to do with the escalation in gaza. the current escalation, and we knew this truce would lead into further discussions. the scope of this agreement is only to deal with the gaza strip. we do not have anything to confirm -- women and children are only going to be released on the other side too from israel. >> the way you would be monitoring this, are you setting up operations where you are looking at all the aspects of security and humanitarian of the deal. the moment you have to step in to say no, we have to put it this way. >> we are not on the ground which is always a handicap for overseeing it itself, happening right now. the operations -- direct lines of communications in hamas and with the israeli side. with the red cross all happening in real time, we are monitoring everything that happens. we talked about the hostages, any additional information we can relate between the three sides we are working with. egypt and internationally, including the united states so we can make sure that we immediately jump into continuing our mediation work. we troubleshoot any issue that might arrive on the ground. the operations room is very instrumental in working with those parties i mentioned -- we make sure the deal goes through the way it was agreed upon. >> the hostages being released, how many -- will be released tomorrow? >> i know that your respectable organization is to get people out and get to safety which is what we are working for mediation process, and i am not aware of the caveat of getting any journalists in. we applaud all of the coverage that the brave journalists have been doing inside and have given their lives, and give our condolences to them and their families and the organizations which they have given so long of a time. the bravery of those who brought us the truth from the field is something that we agree is all instances a level of bravery that a lot of us would not have. [ speaking in a global language ] >> translator: i cannot comment on this. i don't know what is happening in rafah, and as i said before, now we are talking about what has been agreed upon for the lists of the people being released and until now i do not have any accurate detailsf what exactly is going to happen. what i can say is that the agreement happened between the two parties and what is israel-hamas will begin. it is 7:00 a.m. local here, that the hostages, the first ones who are expected to be released will be release 9:00 a.m. eastern and 4:00 p.m. local. we are not told the names, but it is 13 women and children, and we are told that the list of the names, the first 13 hostages who are expected to be released by hamas on the first day of this temporary truce have been handed over to israel. that is something that the prime minister's office have confirmed they have received that list of names, and they have in turn have turned over their list of palestinian prisoners to be released from israel. the key list is that humanitarian aid to be surged through gaza is to go through the rafah crossing and the official is not putting an exact time on it, but it is a key part of this. and the pause of fighting, and the cessation of hostile tis to happen for four days straight is starting midnight eastern tonight, and 7:00 a.m. local. so we have been hearing the confirmation of when this deal is going to happen, and whether or not this deal would hold after some delays from both sides. cnn's oren liebermann is also here, and as we have been listening to the
