History made in michigan. For the first time a sitting president has walked a picket line. President Biden Joining striking autoworkers with a message, you deserve a significant raise. And hunter biden going on offense. Hes suing Rudy Giuliani and his former attorney accusing them of totally annihilating his digital privacy. Only about four days left before the government shuts down and House Speaker Kevin Mckarthy and hard line republicans are no closer to an agreement. We are following these stories and many more all coming in to cnn news central. In a historic move, President Biden is taking sides in the nearly twoweek old United Autoworkers strike. He just became the first sitting president to join the Picket Line Walking with uaw members in wayne county, michigan, outside of gm redistribution center. Uaw president sean fain thanked the president for his inperson support and the president told picketers to stick with it. Listen. Wall street didnt build the country, the middle class built the country. Thats a fact. So lets keep going. You deserve what you earned and you earned a hell of a lot more than youre getting paid now. Tomorrow republican front runner donald trump is also going to be showing his support for those who are on strike. He is set to appear with autoworkers in detroit. Hell be skipping the second republican president ial debate while doing that, and we are covering the story from all sides. We have cnns Arlette Saenz who is following President Biden in wayne county, michigan. We have cnns Vanessa Er Cave Itch in michigan and Kristen Holmes is in detroit ahead of former President Trump tomorrow and we have cnn senior political analyst ron brownstein, Senior Editor at the atlantic. Tell us more about the message from the president to the uaw workers. Brianna, this trip by President Biden marked his most overts did play of support for these autoworkers as the struk against these big three Auto Companies continue. The president was invited here by uaw president sean fain and appeared with him as they rallied with striking workers outside of a gm facility here in wayne county. The president talked about how he believes these workers deserve significant raises and other benefits and that it is time, in his belief, that the Auto Companies begin to share more with these workers. Take a listen. The fact of the matter is that you guys, uaw saved the Automobile Industry back in ton2008 and before. You made a lot of sacrifices and gave up a lot. The companies were in trouble and now theyre doing incredibly well, and guess what . You should be doing incredibly well, too. Yes, sir [ cheering ] stick with it because you deserve the significant raise you need and other benefits. Lets get back what we lost, okay . They have to step up for us. Now after those remark, the president also told reporters that he supports the uaws calls for a 40 increase. That is one of the demands that has been made in these negotiations with the big three Auto Companies and really marked a change in the president s public position. The white house had really refrained from commenting on the specific terms that are under negotiation in these talks. One thing that the white house has noted quite often is that they dont have any Legal Authority to be direct party to the negotiations and allowing things to play out between the uaw and the big three auto company, but with the president s visit here today he was trying to show his support to the striking workers at a time when hes trying to balance not just the need to improve workers conditions and also concerns about the economy as there are still concerns about what a longterm impact this kind of strike could have on the country. Notably, the white house saying that the president s visit isnt an endorsement of the workers position, but that sure sound like one. Sure does. Vanessa, you actually have some new details on the conversation between President Biden and uaw president sean fain. What are you learning . We are learning that during the ride from the airport to the gm facility in wayne county, uaw president sean fain and President Biden had a conversation and according to a source familiar with the conversation, it was a good conversation. They spoke about workers issues and they also spoke about a Just Transition to Electric Vehicles. Now i want to bring in larry wynn. He was not in the beast with the two president s and he was with biden in wayne county. You shared a fist bump with President Biden. You heard all of what he had to say. Your reaction . I am very glad to see that hes supportive of us in our fight. All were asking for is for a good contract and they cant even afford to purchase the vehicles that they build. When you were listening to the president he seemed to say that he supports all of the unions demands and do you think his support will make a difference in the negotiations . I think its a big help. We are fighting against greedy ceos and the public needs to see that, as well. Weve had a lot of good things come from this, actually. Were getting support from all over. And do you think the president s visit today will change the movement from stellantis . We know that the union has seen more movement from ford, less from gm and stellantis. Does this put the pressure on in any way . It very well should put the pressure them. Weve been out here for a minute and were not ready to give up in this fight. We took concessions years ago and we just want the things that we lost back. Thank you so much, larry wynn, Support Driving By right now. We also know from our reporting that a union source telling us that they do not consider former President Trumps visit a show of solidarity in a union because that is not a union shop. However, we know that President Biden was invited directly by the union. He was here in town today just a few hours ago. The negotiations continue, though, between the three automakers and the union. We know that the union has been more interested in what ford has put on the table and not as much from gm and stellantis, but these workers are going to be out here until a deal is reached. Boris . See how long that is. Vanessa, thank you so much for that. Kristen, youre in detroit, that is where former President Trump is going to be showing up to make his own show of support. What is he planning to say especially considering its not a union shop as we heard vanessa detailing there . Yeah. It was really interesting to hear vanessa say that from a Union Members perspective. When i talk to trump members they believe there is a divide and they slammed the fact that he was coming saying he never helped him when he was in office and slamming his policies as well when he was president and the Rank And File members and some of this is about conservative issues as well. Thats what i talked to one adviser about here today. We do expect him to dive into the economy and how the economy was better when he was president , and i do want to note that Union Members and Labor Experts have pointed to the fact that Trumps Administration was inherently pro business and i am told by members of the uaw union. They will at event, and they stand stood with him about form are President Trump and there was a way to maneuver bidens policies, with the Electric Vehicles and essentially that autoworkers are not fopd these policies that will kill jobs here in detroit, and so that is what theyre trying to sell. The one thing i want to point out here is that trump won over voters in 2016 winning overworking class and Union Members in numbers they havent seen in years. He now has a past and administration and a record and whether or not he can do that again, that remains to be seen, brianna. A surprising victory for donald trump in michigan in 2016. Lets discuss more with ron brownstein. Ron, this is more than just about unions. I think both of these frontrunners going to michigan underscores not only the significance of michigan, but the significance of the middle class, working class vote. How are you seeing this play out . Yeah. There was a famous song in the 1930s Written Out Of A Coal Mining Strike in Ken Particulary called which side are you on. It became the rallying cry for unions during the depression. President biden tried to answer that today as unequivocally as weve ever seen an american president do by joining the picket line, and i think it will do him some good. The challenge he faces, though, boris as you suggested and earlier commentary suggested is that workers dont only decide who is on their side anymore by economic interests. They also make that decision based on Cultural Values and the fact that if you look at exit polls, mang noncollege whites won 3 5 of them in the 2022 election . The demeanor democrats did better with them speckly and even there, it was only about 50 50. Those Dee Rust Belt states of michigan, and going and you saw where at a time when cultural issues have pushed those same voters to the gop. By then did do session significantly than what clinton did in 2016. At the same time, wooe seeing some pretty decent economic indicators, but when you poll people and you ask them how is biden understan biden handling the economy . How are you feeling . Look at this approval number. How does that make things more difficult for him, ron in places like michigan . Look, there are two big headwinds that hes facing in 24, concerns about his age and frustration over inflation even if inflation is slowing down, it doesnt mean prices are going back down and there is a strong sense among americans that things are more, pensive and the necessity of daily life than they were when biden took office. On the other hand, michigan will be a really interesting test case, brianna, because the big three bills that bidens passed, the Semiconductor Bill and the Infrastructure Bill and above all the Inflation Reduction Act thats triggered over 500 billion in private investment in new plants and facilities since he took office and a boom in Construction Manufacturing and whil while a lot of that has gone south which is the concern that the uv transition to mack a second transition tord toward a lower wage, nonuven viantment. This would be a rell test case on whether the new jobs and biden can ameliorate any of that endemic concern about prices which is real. Its not going away and is a big cloud in front of all of the other good news on the economy that hes been able to tell. Ron, vanessa, arlette and kristen, thank you all so much. Appreciate you being with us. Still to come, Hunter Biden Suing Rudy Giuliani, accusing them of causing annihilation of his privacy and privacy laws. Well have a detail on that. M plus a Government Shutdown looms just four days away. That and much more next on cnn news central. Hunter biden is suing Rudy Giuliani and giulianis former lawyer. The president s son claims they hacked his devices and lifted personal data resulting in what he calls a Total Annihilation of his digital privacy. This is a continuation of Hunter Bidens aggressive civil strategy that began before he was indicted on criminal gun charges. Cnn legal analyst and former federal prosecutor Jennifer Rogers here with us. Okay, jennifer. Just first off, does hunter biden have a case here, do you think . Well, its hard to say at this point, brianna, because this is a civil case, not a criminal case so what happens is you make a colorable claim that some wrongful conduct happened and then you get to get discovery. You get to depose witnesses and ask for documents and ask questions of your opponent and only after that is done do parties make motions to dismiss based on the fact. So its a little early to tell. He certainly makes colorable allegations so if his discovery turns up facts to support those allegations then there is a case here. In this suit, hunter biden does not concede that the infamous laptop was his. Still, though, he alleges they accessed his data. How do you explain that to a jury . Yeah. So theyre trying to walk this fine line here. What he says is that its not so much the taking of something that belonged to him in the form of the tangible object, the laptop or the external hard drive and physical object. They took this object and dug into it and they took the data, thats what he alleges is the problem, financial data, personal data and personal information and thats what the law says you cant do, you cant have access to someones personal data. Trying to get around this notion that what he had, what belonged to him was abandoned. Whatever the object was was my right and my personal and private data, so thats the line theyre trying to draw here. Could he be deposed . Could hunt are biden be deposed . Obviously that would be something that could obviously dig into his privacy if he has a concern for that and could that hurt him . Well, he certainly can and certainly will be deposed here. I think whats happened is this. It would be one thing if not all of the information had come out in The Public Realm then hunter biden would have interest in not pursuing these potential legal cases of his, but at this point with everything out there and the embarrassing stuff already in The Public Eye i think he probably feels luke whats the harm . Theres nothing else that can come out factually that would be more embarrassing so i might as well push back and try to make my legal claims and turn the tide of Public Opinion as far as who is in the right and who is in the wrong here. Maybe what has he got to lose here . Jennifer rodgers, thank you for your insights. We appreciate it. Boris. With fewer than five days until a Government Shutdown House Speaker Kevin Mccarthy still cant get his members in line. Right now there is no funding deal in sight, but the senate could release its own bipartisan shortterm Spending Bill at any moment. If that happens, mccarthy faces a critical test. Could he work with democrats and potentially get fired by his gop hardline right or potentially wrangle them and risk the possibility of the government running out of money on Saturday Night . Cnns manu raju is live for us on capitol hill. Manu, where do things stand right now . Speaker mccarthy has very little room to maneuver. He still wants to pass a shortterm end . Ing bill to keep the government open with republican votes alone, but theres a problem. He does not have enough votes because the included provisions in there including Spending Cuts and Border Security provisions that simply will not get democratic support and those hard liners on the right want to go even deeper in terms of Spending Cuts and theyre not willing to go look with any short term bill at all and mccarthy does not have the votes if they were to go that route, but if they were to decide to moderate and cut a deal with democrats, that could push hem out of the leadership. That is a warning issued by several conservatives and one that the Speakers Team and his allies dont take lightly. When i asked the speaker moments ago about whether or not he has the votes and how he can reconcile these problems, he sidestepped that question and indicated he still wants to press ahead. Do you acknowledge that you have a math problem right now . You have more than four members of your own conference that will vote against any Stopgap Measure. Why continue to try to convince them to go along with you when they are saying theyre not going to go along with anything that you put on the table. The concern to me is there are people in the Republican Party that would take the position of President Biden against what the rest of the americans want. Hes saying that those hard liners are essentially aligning themselves with President Bidens position. What mccarthy has been calling for all day is more Border Security measures as part of this plan trying to shift the blame to the white house and the simple fact is he doesnt have the votes himself to get a Party Line Plan out of the house. This comes as the Senate Leaders on both sides of the aisle are still negotiating and trying to come up with their own compromise, a 45day Stopgap Measure to keep the government open that would not likely deal with the issues of Border Security. So if that does pass the senate in the next few days what does Speaker Mccarthy do . Does he put it on the floor to avert a shutdown and he refuses to commit and taking up a senatepassed plan all raising Major Concerns in washington that a shutdown could happen by sunday. Boris . A math problem, as you put it, manu, with no simple solution. Manu raju on capitol hill. Thanks so much. Brianna . Coming up, the Supreme Court rejec rejecting alabama, what this could mean for the state and the nation. El paso at the Breaking Point as migrants continue streaming into the city. Wooe w we will tack you there live. You know i got two home runs. You got two jacks. And then my grand slam. I signed a ball for you. Okay. And it says papa i love you. Why did you do that . Because youve taught me everything about baseball. Oh hunny bunny, thats so sweet. for a second time in less than four months, the Supreme Court has rejected an attempt by alabama to avoid creating a second black Congressional District. The states population is 27 black and right now only has one majority black district. We have cnn Supreme Court reporter arianne devogue. Whats happening here . The Supreme Court said to alabama today oh, no, you dont, and it rejected alabamas request to keep its congressional map that only had one black majority district in a state with 27 black majority and that will clear the way for courtordered map that would leak likely add another black majority and you have to remember the history. It was just last time the Supreme Court heard almost an identical case. Im having deja vu right now. Absolutely. It came with this map, only one Congressional District the report on a five to four vote said no, you have to go back and draw another map with another black majority district or Something Like it. Alabama goes back to the Drawing Board any comes up in july with one district and the lower court was furious here. And said, look, youre in defiance of the Supreme Court. Alabama said i dont care well go to the Supreme Court anyway, just ask and well say that that we can distinguish the maps this time around and the Supreme Court said no dice today in an order with no dissent. Heres the important takeaway. This is a big, important case because it will likely give to other states involved in similar disputes. The Supreme Court was really definitive today. Nobody noted any dissent on this order. Maybe the Supreme Court didnt really mean it, guys . I dont know. It was odd. Thank you very much for that. Boris . Now to a glimmer of hope for easing the migrant surge at the southern border. A source tells cnn that crossings into the el paso area have been dropping since mexico pledged to report migrants from its own northern border city. On monday encounters dropped by 30 to fewer than 1400. That number is still higher than septembers daily average of 1200 a day. To cope with that influx, el paso is turning an Old Middle School into a migrant shelter. In the last ten days the citys help more than 7,000 migrants with housing, but hundreds more are now unhoused, sleeping on the city streets and its parks. We are joined now by john martin, the Deputy Director of opportunity for the homeless in el paso. John, thank you so much for sharing part of your afternoon with us. The mayor of el paso says the city is at a Breaking Point. How would you describe the situation there . I would actually agree with the mayor. Weve been anticipating this for the last three to four weeks just based upon the numbers that were seeing and those numbers being the encounters of those in custody and of course, the releases. The significance here is not only in the numbers, but in the demographics, the types of migrants that are crossing the border. Youre seeing a lot more families, right . We are seeing a lot more families, and i would tell you that a good majority of them, probably close to 85 to 90 originate from the country of venezuela, and as a general rule and theres also some exceptions to that, but the venezuelans that are coming to us are unresourced and so they dont necessarily have funds to be able to continue their travels within the united states. Thats also leading to that Breaking Point because were seeing longer stays within the Shelter System as a direct result, and we still have a continual flow of new faces coming in on a daily basis. So weve seen the pictures from your city, and theyre heartbreaking because you see these groups of people essentially just camped out in the street. I imagine it taxes you to see this happen. It truly does, and as a result of the large numbers, many of our shelters have been focusing on those families with children and so the ones that you see out on the streets tend to be the adult, singlemale population. We simply dont have space. So the announcement by the mayor with regard to additional capacity has been very welcome and the city has also come to us and provided many hotel rooms, as well. As of this past weekend, i believe they had over a thousand in hotel rooms and theyre trying to decompress as we speak. John, what do you think it will take to get this under control . How soon can el paso get a handle on the situation . Well, im very proud of the fact that we all work jointly and that includes the city of el paso and multiple ngos within our community. Simply stated we dont have enough capacity at this point, but with the efforts that are under way, i believe that we are heading in the right direction, and in truth be told the reality of it is we are just seeing a large number of people and we are still seeing within 40 to 60 a day just per program and there are multiple programs that are coming in. So you take that, combine that with the extended shelter stays and thats whats happening to the Emergency Shelters within our community. John, i heard you mention local programs there within the city and the county, but what about the state and federal government. Are you getting the assistance you need there . Whats your message to folks on capitol hill . Well, the reality of it is the city of el paso elected to bring in the Texas Division of Emergency Management and as a direct result were seeing assista assistance not only with regard to the sheltering component and as it relates to transportation. I know that this past saturday there were five busses that left the community. Its my understanding that weve had others since then, none on sunday. So that does help to decompress, but we still focus in working with the migrant and their destination of choice. So we take advantage of those busses if, by chance, their destination matches up with the location that the busses are going to. So i think the efforts are well at this point. It may be premature to say has been successful and will we see less people overall, but i do believe were headed in the right direction as a community. John martin, we appreciate you sharing your perspective with us. Thank you so much for the time. Thank you. Bye. Of course. Still, plenty more news to come on cnn news central. There is doubt over the fate of one of the top russian commanders. The administration releasing this video of showing their Military Commander alive after ukraine said hes killed in a strike. We will discuss when we come back. Questions swirling about whether a top russian commander is alive. Ukraine Special Forces claimed that theyd killed the head of russias Black Sea Fleet Admiral Viktor Sokolov in a recent strike in the recent headquarters in crimea, but the kremlin has since shared a video reportedly showing sokolov in a defense meeting. Cnn cannot confirm the veracity of that video and ukraine is clarifying the information and when asked by Christiane Amanpour today the new Defense Minister was noncommittal. Minister, can you confirm that the head of russias Black Sea Fleet Viktor Sokolov is, in fact, Dead Or Alive . First of all he is in our occupied territory, so he should not be there at all. So if hes dead its good news for everybody that we are continuing to deoccupy our territory. Lets talk about this with retired Army Major John spencer. All right. What is your read on this considering that its also prudent to be very skeptical of what the russians say about this kind of thing . Absolutely. The russians lie more than they tell the truth, but its unnecessary vagueness. If hes alive, show him on tv. It reminds me of baghdad bob, theres no problem here. This is the picture if we can put it back up so we can see it. Theyre showing a Piscture Of Hm in a meeting, this picture of him here. What do you make of this . Its not definitive. Not definitive. No idea when it was taken and it looks like hes in a hospital bed. Its crazy and innecessary. Were his death, if it were to have happened or if hes out of commission would that have russian capabilities on the black sea capabilities . Absolutely. Theyre a top down military and they take instruction from Senior Leaders that they cant replace. Not just that he was hit and the headquarters and the personnel if you cant identify bodies no matter who they were, but there are officers and it would have a massive impact. If theyre operating comfortably out headquarters and now theyre worried about being targeted by the ukrainians, how does it change the operation . The Black Sea Fleet, lets be clear, its the force that bombs ukrainian sites and it will cause momentum and safety, and if theyre not safe in their headquarters theyre not safe anywhere. This is part of a concentration, we should be clear, that weve seen by the ukrainians on crimea, and weve heard it from the president. They want crimea back. What do you make of this concerted effort in crimea . I think its the right strategy. Ukraine crimea is ukraine. Ukraine has to win back crimea to basically have a strategic victory of this campaign, and theyre doing it. Theyre making it untenable for Russian Military forces to stay in crimea which is a path to the victory. What makes it untenable . At what point do you think the russians say all right, this isnt sustainable for us . Right. I cant get inside the head of putin because its not rational to continue thus far, but as they continue to lose these billion dollar ships and these strategic assets you would think that that would make a reasonable and rational decision, but clearly, their air defenses are weak and they have all of these weaknesses to allow ukraine to strike with Cardboard Drones and things like that so easily that there has to be a change, youd think, for russia. They need to get the kerch bridge and weve seen a couple of attacks on that at least and get to the land bridge to that area. Right. Can they do that . What are the challenges . Of course, their cutting the land bridge is a much bigger challenge and we are seeing breakthroughs of the defensive lines which are headed toward cutting the land bridge and the kerch bridge is pretty easy. How much more do they want to strike it . Its a key to crimea, as well. Well see. If seems like, if anything, they will attempt it again from what weve seen. John, great to have you. Thank you so much. Still ahead, the impact of Cell Phone Use on teens. This is something so many parents want to know about. What a new report says about the effect on their health and on their education. A new report said that teenagers are getting swamped by cell phone messages. Data showed young people are bombarded daily with hundreds of notifications and this could impact their health and schooling. Dr. Sanjay gupta is here with more. So sanjay, walk us through the findings . Im a father of three teenagers, so i pay close attention to this. When you look at the findings, people have a lot of speculation of how much usage is going on. What they found was that for 11 to 17 years olds on average, about 4 1 2 hours a day of usage. 16 used it for two hours and 13 used it for nine hours or month. So for a fair amount. And the point about the notifications. On average people got about 237 notifications aday so which they responded to a quarter of them. About 46 notifications. Which means that four times an hour for 12 hours, boris, they are being diverted. Theyre attention is being diverted from whatever theyre doing. If youre working on your device and controlling it, that is one thing. But when you start getting bombarded with notifications. You know the brain and youve been doing reporting about specifically the issue of americans and tech use, on phone and social media, how concerning is the impact that this is happening on people . Well, you know, the Surgeon Generals office is listed this as a primary Public Health concern. The connection between devices and teens mental health. I think the task switching, the devices enable, that is a significant problem. But one thing i will tell you, boris, is that there is a lot of the same behavior among adults as well. And i think this is relevant. We point a lot to adolescents but if you look at adults, they are on arverage picking up they are phone 100 to 300 times a day. 97 own a phone. And 87 are interacting with their phones at a time when they should be asleep for sure. Between 12 00 a. M. And 5 00 a. M. So i think there is a the lo of modeling of this sort of behavior going on from young people watching what is happening to older people. The question is, are their brains going to respond differently and we dont know the answer to that. Im glad you said it is not just teens because im thinking, im guilty of that. I look at my Phone Hundreds Of Times a day. A lot of notifications. How could we have a healthier relationship. Think think are practical things, but i think practical things like programming do not disturb times so people dont interact with their phone. We set limits on social media use for our girls, for our teenage girls. There are things like that. I think there are two things that struck me when were reporting on this. One is the change the way you think of a phone. Instead of a toy, it is like a high powered tool like a car and we let them drive and they have to have the gravity of the use and the appreciation of it. And something catherine price said, every time youre about to pick up your phone, ask yourself three questions. What for . Why now . And what else . What else could i be doing. Breaking the habits could make a big difference in terms of developing that healthy relationship. I go the to figure out Something Else to occupy myself with when im bored in line or Something Else. Thank you so much. You got it. Thank you. Of course, stay with cnn news central. Were back in just moments. It is a big week here at cnn. Cnn max is about to launch and our jim sciutto is helping to lead the charge. So were glad to hang out with him as a trio for the last time in at least a while. Yes. Right. On tv. On tv. Well still hang out in the hallways. Plus studio is right next door. So you may not have heard at home but cnn max is launching tomorrow. Ill have a show in the afternoon in addition to covering breaking news. It is going to have so much of the stuff that you guys love on cnn. Christiane amanpour, wolf blitzer, you name it plus a lot of new stuff and im part of that and looking forward to it. And the door is always open if you want to come back. I hope the same is true, we could pop in. Yeah. If you with an invitation. Ill look for mine in the mail. If i bang on this wall, would you hear me during your show. It is on the other side of this big red wall. But it is going to be exciting. Listen, you guys could watch at home like this but you could also watch via the max app when you could get anywhere. And were going to be covering all of the stuff that cnn does the best. And it is on demand and no commercial breaks . There are no commercial breaks. That is wild. So that might mean that is a whole new world. That is a little less tea or diet coke. But i know were still be in each others lives and work and hair occasionally as well. Weve had the best time dancing and doing the news. We did dance on television. We did. Remember that moment. It was half decent. Should we dance right now . We might ge
