Have we mentioned that . It is quite cold. That number is perhaps the largest surprise here within these numbers. In terms of initial reaction in crude oil price, a little bit of a leg lower. 25 goingup about into this. It quickly pared that gained by about half, now bouncing around within that range. Im looking at the bloomberg. You see one tick down to unchanged but now bouncing around as traders try to figure out what to make of this. That big drop on the headline number, 7. 4 million barrels. A build in both gasoline and distillates. Vonnie nuc refinery utilization and and you see that refinery utilization was up, as well. Lets get reaction from alix steel. Alix, a little bit of a surprise here. Alix yeah, that distillate number is really confusing. I wonder if that means we imported some distillates somewhere and that is why we see a build. On the surface, we should have had a big drop. Imports were down, so that will help crude storage. Crude storage will be lower because of that. A big difference between wti and brent prices, it is difficult to import more of the oil. Crude production was up by 28,000 barrels of oil a day, so that is interesting because we had a substantial rally in oil last week. That we are at 61, do production numbers start climbing higher . What happens in six to 12 months . Wa up to now, it crude and net gas inventories have been dropping off a little bit. Explain this chart. Alix this is a wider taken terms of inventories. The top line is natural gas inventories. The yellow line is the fiveyear average, the simple average. We have declined quite a bit, but were still sort of not breaching that fiveyear level yet. The bottom panel is oil, well off the highs of the inventories we have seen, close to that fiveyour average, as well. The question became, what winds up happening with this storm . Will we draw faster and be tighter in the market . For the level with oil, it is interesting that natural gas inventories were only drawn by feet 206 billion cubic last week because the estimated number was 220 billion. Number, three times the average what we normally see this time of year. With oil and wti at multiyear highs, do shale producers ramp up drilling now . Alix that is the question. If i was a shale producer if i was a shale producer my would be like, this is cool. It was said that 61 to 65 is a sweet spot. A lot of the producers were hedged and 50 or 51, so this kind of rally will not mean much to them. But there are a few, like continental, they do not believe in hedging. 71 for oil, and he would be looking out at 61 a barrel. We will not know the answer until the next three to four months play out. Vonnie talk about natural gas. We got inventories or storage, rather, which was a major feetown, 206 billion cubic. Alix it was a miss is still huge. Typically, the fiveyear average poll is 91 million cubic feet. Much isural gas, so going to heating that if you need for electricity or other uses, you are seeing some switching to get to oil. You are seeing a Strong Demand pull for both areas. You also see a substantial power price shift, but not as high as you would have thought. If you look at pjm power prices, the head of big surge last week that are well off the highs of that. That is a puzzle for many Market Participants, including why natural gas is on at three dollars and not six dollars like we saw in 2014. Vonnie and we have a chart of that. The contract is off its peak. Alix pjm power prices, that is northeast power prices. So the conversation is potentially traders and Market Participants were so aggressively bullish coming into the cold snap that they were a little bit to aggressive, and the reality did not live up to it. In terms of prices coming of major long positions in wti and brent, which can explain some weakness, as well. Vonnie alix, thank you. That is bloombergs alix steel. Back to markets. Julie hyman is checking the rest of the markets. Nesse a lot of bullish remaining is all three major averages again rise to records today. A strong start to 2018 with now three straight updates. Mark coming up, new year, new rules the biggest shakeup in european markets in a decade. How are markets managing with it . We will speak with a guest. This is bloomberg. Vonnie live from bloomberg World Headquarters in new york, i am vonnie quinn. Mark and from london, i am mark martin, counting you down to the european close. Out with the old, in with mifid ii. The fallout, market liquidity trading on europes biggest exchanges, down about 30 from the 30 have a day average. It may be a oneoff as traders test the waters. Is joining us. Thanks for joining it is it too early to assess the impact of mifid ii on markets . I think it probably is. This is something that people operating in your, our colleagues in europe you have been working on for the last couple of years to get ready for. It is a massive piece of legislation affecting european markets. I think we need to see how it goes through, not just over the next few days, but the next few months, and certainly over the next year. I know you were talking about the fact that the european authorities are going to have to look back. In the u. S. Perspective, because of the extraterritorial nature of many parts of mifid, were thing for that the fcc, led by chairman clayton, took steps to make sure that crossborder execution would not be in conflict with u. S. Law when it or theo things like ats unbundling of research. From the u. S. Perspective so far, we have been able to handle the impact of this. Issues are your members bringing up . I know youre working closely with your members on the implementation of mifid ii. What are the biggest hurdles . The first of topic things from a u. S. Perspective was with the requirement of unbundling and research costs, where we did not want to be in conflict with u. S. Laws. Relief for 30 months, so it is something we will have to watch going forward. That allows research to continue to be provided to clients, which we think is very important. Second is the granting of. S. Ats, thefor u share trading. That was accomplished for about 30 ats in the u. S. We have not had problems with dual listing of shares in the u. S. And europe. On the legal entity identifier, again, you cannot trade without having an lei. I think that is less of a problem for the u. S. Than other jurisdictions, but those are things were watching closely. Lastly, as we move towards brexit, we will want to watch closely how europe decides to move forward with their thirdparty equivalents on a goingforward basis at vonnie what have you been hearing from your members obviously, members include everybody from Money Managers the banks am a brokerages, some winners and some losers in this new era, right . Conceivably, and probably more so in europe than in the u. S. , although many of our numbers are big operators in both jurisdictions. So i think we going to have to see how this plays out. As we were leading up to the go live date for mifid ii, and discussions i have been in the folks at the European Commission and with our members, i think the European Commission was looking and saying we are going to have to step back and come back and take a look at this, and they have already talked about 2019 and looking at the impact. This is such a massive piece of legislation. While the european markets are different than the u. S. Markets, concernller, there is a that all of this could have negative consequences on an ongoing basis with respect to liquidity. Not so much winners and losers as much as the terms of the execution of services for clients. Vonnie i would like to ask more domesticoriented questions for a minute. President trump talking about rolling back some regulations. How has that been affecting the financial industry in general as we close out 2017 and into 2018 . What are the main concerns . I think with the Trump Administration has done through the work at the treasury department, preparing these reports and looking at financial rules and regulations, it has been quite deliberate and down the middle of the road. There are a lot of things looking back at the various rules put in place since the financial crisis that need to be recalibrated. I see it more of a recalibration. In some cases, this is similar to what their colleagues in europe and asia are talking about. It is a gradual process, something we will see as the new seats. Ors take their they will be looking to say, are the rules adopted accomplishing the goals we want to be accomplished at this time, and what is the impact on Economic Growth . Do we need to adjust the dial to make them better and not for stall Economic Growth potential . Vonnie our thanks to convince and, sifma president. I officiallymp recognize jerusalem as the capital of israel. Vonnie since then, the idea of a two state solution for the israelis and palestinians has been waning. Now the likely successor to Benjamin Netanyahu says the idea is over. Wehner,us is david joining us from tel aviv. Talk about the successor to netanyahu. He seems to be more hawkish. Is that how the israeli and is tending . He speaks much like most of the members of netanyahus party. And in mind, the government place right now is a rightwing government, so anything could happen. It is certainly true that the israeli voter in general has moved to the right in recent years. Quite a big segment of the public is not very receptive to a peace deal with the palestinians at the moment. Calling for he is stop trying to create a fresh palestinian state. What are his issues, and what is the approach he is suggesting . He says, look, for 25 years the International Consensus has been we can create a palestinian state alongside israel and the problems will go away. He says it is a nice idea, but in practice he says it is not very practical. He is concerned about israels security and says the estinians could eventually theres they could be turned into a haven for an Islamist Movement that could attack israels central population centers. He basically says there needs to be innovative approaches, perhaps sharing a confederacy with jordan. He thinks egypt could get n oneved, swapping land i of the most crowded places in the world. Of course, a lot of this is great for him to say, but it is not clear that anybody around the world, including arab countries that are close to israel, would embrace such an idea. Vonnie were talking about gideon saar. The palestinians should be at the table, at least according to donald trump. Is that even on the cards at this point . That the palestinians come to any peace talks table now they say they will not after the u. S. Made that announcement. It is very complicated. They have essentially said the americans are not a reliable mediator anymore. The palestinians are split between hamas and fatah and are working on reaching a deal to reconcile between them selves. Nearterm, it is not look like anything is really going to happen, especially after trumps jerusalem announcement. Vonnie our thanks to david wainer, joining us from tel aviv. Mark Morgan StanleyWealth Management is getting ready for a recession. They announced they would no longer advise clients on a position in junk bonds, saying the late cycle dynamics are clear. Lets bring in dani burger. Morgan stanley is pointing out a couple of things, including how late we are in this cycle. Recessiond toward a they are not saying we will have a recession this year but all signs indicate we are headed that way. Credit investors are always the ones to pick up on those signals sooner than stock investors do. In order to gear up for that in pending change as we have biggest tightening as they see less surprises coming in economically. They recommend to completely remove all junkbond holdings here it holdings. Mark we could see a boost from tax cuts. Dani it is almost a negative to you mightuse they say have this boost from tax cuts that is kind of artificial. He will have an excessive attitude in the market that is indicative of the coming recession. Operating margins might hit a peak, but because of the tax cuts. It is not a healthy reason of better growth or better sales. Interesting, as if you look at our bloomberg chart 3701, the highyield total return index, we are at records. Burn a bit of a slash and to go from whatever your allocation is, to zero, right . Dani that is the remarkable thing to be talking about, completely getting rid of your allocation when markets appear so healthy. This is not the first time Morgan Stanley has recommended doing this. In the summer when credit markets looked like they were peeking, they recommended a reduction. A lot of this is sustained for a fear of missing out. It is really hard to make that big move when every day you wait, come in, markets are trading even higher. People like Morgan StanleyWealth Management, and a fair amount of other folks are predicting a correction and more volatility to come back into the market. That might be the catalyst that moves more Money Managers to do this sort of thing. Vonnie one thing mike wilson said is the tax move might be shortlived and might mask weakness on balance sheet. Where is Morgan Stanley seeing weakness now . Dani in terms of the market overall, has been a lot of debt buildup. It is really these highyield bonds they are most concerned about that will have a lot of damage, because debt levels are so high and so sustained. Mark interesting call on the stock market as well. Investors should prepare for at least one correction. It aint going to be easy to make money this year, is it . Dani it will not be easy this year or next year. They did not make a call for when they believe a recession is coming, but they said it would be a shallow recession, 20 to 25 decline in the market. That is certainly painful. Mark when we have not even seen a 3 move for over a year or something. Dani that would be quite jarring, especially when you think of strategies that are reliant on low volatility. That is not necessarily short volatility, but trades that do well when volatility is low, so well imagine all of a sudden we get a few corrections as Morgan Stanley is predicting. A lot of money will start shifting and sloshing around that could potentially exacerbate any correction. Mark dani burger, markets reporter. Dani it is vonnie it is time to check in on the bloomberg first word news. Courtney the powerful storm battering the east coast has made travel go from bad to worse. This is bloomberg. Vonnie coming up, Brookfield Business Partners is going to buy westinghouse electric. What will the deal mean for both companies . This is bloomberg. Mark live from london, i am mark barton. Vonnie in new york, im vonnie quinn. It is time now for our stock of the hour. Shares of tesla lower after they pushed back there model three output targets. Nothing really new. Abigail this is the third time they have done this, the third time they have pushed out the 5,000 per week production of the model three since last year. First targeting that would happen in december, now march and then june, so it is nothing new to investors. It is surprising the stock is down as much as it is. Investors really giving them the pass for the vision. What will the effect be on the capital structure, more specifically cash . We look at the Financial Analysis function on tesla. We see the Free Cash Flow is strongly in negative territory, really taking a hit. Last year, they raise money does go different times and this may suggest if they continue to burn cash they may have to tap the Capital Markets again. Whatat one point point will investors care . Abigail it is tough to know, because it is the vision is vision of elon musk that they value so much. Lets hop back into the bloomberg. We are going to see that it is trading on a revenues ev revenues basis, three times the group, general motors, fiat, and ford. Some of the Tech Companies are close to a six time, so we have tesla it three times to ev revenue, may be an appropriate valuation. So far, not really seeming to happen. Vonnie thank you. Brookfield Asset Management has agreed to buy westinghouse electric. The offer is worth 4. 6 billion and if approved by the regulators, would close in the Third Quarter of this year. Schatzkerg in erik who brookfield very well as a company. Is this a good fit for brookfield . Erik i suppose that depends on what brookfield wants to become. He want to double their assets under management to 500 billion over the next five years. ,he ceo wants to achieve that he is going to have to get creative. They are known for their work in real estate, one of the largest Real Estate Investors along with lack stone. Blackstone. Less heralded his brookstones brookfields history in energy. The Company Began its business in brazil in the 19th century in real estate. However, they have not been in nuclear until now. This is not all that out of step with recent history, because brookfield also bought the solar and wind astronauts assets of sun edison not long ago. If you add the hydroelectric history in brazil, nuclear is not that far out of character, but it is a bit of a surprise because brookfields name was not swirling around westinghouse the way others were. Vonnie brookfield is becoming a powerhouse in this area, in terms of these major deals, multibilliondollar deals. Where else is it looking . Erik brookfield still wants to do deals in real estate. There is probably not much more it can do in nuclear. There are few Nuclear Assets for sale, and buying westinghouse does not mean that brookfield is getting into the business of Building Nuclear plants. Westinghouse is more about Nuclear Plant servicing since its bankruptcy, and not many are being built but many will continue operating for many years. It is a continuing revenue. Brookfield is putting up 1 billion of equity and financing it with 3 billion of debt. There is an opportunity if you can suck some cops out of the business comps out of the business, to do well. Yes, there will be more in real estate and private equity. And the ceo of brookfield told me last month that he wants to go big into private credit after the next downturn, never that happens. Mark we learned in march that westinghouse was moving away from the reactor business. Since then, have been reports that trump is trying to persuade saudi arabia, or encourage saudi arabia to consider bids by westinghouse or other u. S. Companies. Do we know anything about that . Erik we know westinghouse is, if you will, has the rights to much of what would be considered key proprietary u. S. Technology when it comes to building reactors. Westinghouse would not be the reactor in this case, taste on what we know about the decisions they have taken over the past nine months, not be building the reactors but maybe westinghouse Technology Gets put to work if the members of the Trump Administration are key to see a reactor built in saudi arabia with u. S. Technology or to get their way. As far as this deal is concerned, there is not anything explicitly on the table as far as brookfields purchase of westinghouse that includes some kind of saudi arabia provision, but it is something we will have to watch closely. I had heard that colony, which is a firm run by tom barrick, Donald Trumps good friend, had also been interested. I am not sure they ever put forth a bid for westinghouse, but brookfield is a good deal further away from the white house colony northstar is. Mark will there be any call to a regulatory fuse or not . Erik it is difficult to answer that with any certainty, but court and regulator terry Regulatory Approval are required. This was being done in bankruptcy. The creditors have a very best very big seat at the table very big seat at the table, and none of that is guaranteed. Brookfield is a Canadian Company , so that may attract a tiny bit more scrutiny than it would if perhaps this had been an american buyer instead. So far at least, relations between the white house and ott owa seem to be pretty good ottawa seem to be pretty good for the time being. Vonnie it is a 45 billion deal , pretty massive for brookfield, possibly the biggest ever. Erik it is the biggest private equity deal ever done by their private equity arm. They have done bigger deals, but Brookfield Business Partners, the privately traded equity unit , has never done a deal this big. Vonnie you said apollo and blackstone were on the sidelines . Erik going back to the nature of westinghouse, because it is a servicing business primarily now , which generates stable cash flow, it is the ideal kind of business for a financial sponsor if you prefer. You can use those steady cash flows to back up a fair amount of leverage, which is what is being done here, one billion dollars of equity, 3 billion of leverage. They runn of equity if this business well and brookfield is all about operating if they operated as well as they have done things in the past, it could be a nice investment. Vonnie erik schatzker, wonderful reporting. Fascinating deal. Mark time for the Bloomberg Business flash, look at some of the biggest business stories in news. Perdue has become a very close friend of mine, and he will be briefed as to what is happening. Our current immigration system fails americans. Chain migrations threatens our security and environment economy, and provides a gateway for terrorism. The visa lottery is bad for our economy and security. Walled a physical border and we will have a wall, from ever that, we are going to have a wall to keep out deadly drug dealers, dangerous traffickers, and violent criminal cartels. Mexico has a tremendous problem with crime, and we want to keep it out of our country. We want to make sure immigration officers have the rules tools and authority they desperately need to save and protect american lives. Even the Border Patrol agents as you saw a recently killed, a couple of them killed, one very badly hurt. It is a rough job, and they are incredible people. They have been with me right from the beginning and they love what we are doing. That is why our position has been clear and very clear from the beginning. Any legislation on daca must secure the border with the wall, must give our immigration officers the resources they need to stop ilLegal Immigration, and also to stop these overstays. Chaingislation must end migration and the visa lottery. Dangerous, and i think many of the democrats agree. The lottery system is a disaster. Tom and i talk about it all the time. They put down there probably worst people, who knows, but they are not giving their best people so they put their worst people in a hopper and we are picking them out and we find out, what do we have . It is not a good situation. We are ending it. The lottery system has to be laughed at by other countries. I want to thank the senators for working with us, because it has been a very collaborative effort. We are, believe it or not, also working with democrats. We are moving across the aisle. I think we have a lot of support. We will soon see. I would love to take care of daca, but we will only do it under these conditions. We appreciate it very much. You have made immigration a centerpiece in the national vein. You said all along the way, we will build a wall. We wont reform our immigration system, enforce the laws of this country for the citizens of our country. You have opened the door to an agreement on daca, and today is part of an ongoing discussion. I look forward to being a part of it. Senator grassley, anything to say . Of course we were here with you on november the eighth. We set out a program that we all agreed to hear. A know there has to be location in regard to that, but you have laid out some principles that we will not compromise on. And you have been a great voice, i appreciate it. Mineto be a great enemy of and now is a great friend of mine, i really like lindsay. Thank you. Obama could not do it. Bush could not do it. I think you can do it. There is a deal to be had. If you want it bad enough, we will get it. It will be good for the country. I have never been more optimistic about Immigration Reform proposal making it to the president s desk as right now. I think we have a good chance. Tom cotton. As senator graham said, there is a deal to be had. The president made it clear he wants to provide protections to those who receive a daca work permit, but we have to end chain migration and prevent a future set of chain migrants coming in, and secure our border. We need to enforce our laws on the interior as well. Has i think democrats will sit down with us and take yes for an answer. We have got a good shot, we really do. I just want to say exactly what lindsay did. If you think about the obama administration, when you had votes to pass obamacare and you could not get the dream act passed you know something is structurally wrong with the baseline. You are providing leadership to come up with a balance where you will produce a bipartisan solution that is consistent with your principles, which is important to us to fill fill a promise to the american people, and we can provide certainty to the daca population. Shame on anybody for getting caught up in words. The wall, for example, when we got an opportunity to achieve your goals, i think we should. Thank you. Tom . Mr. President , thank you for bringing us together. Im that with you in september when you first spoke about daca.
