Investigation is continuing just now, that has been difficult for the snp, hard for people to move past that. There was a lack of progress, of course, on independence. A number of people who have criticised a strategy that Nicola Sturgeon pursued, that Hamza Yusuf pursued as well, her successor, and of course Nicola Sturgeon was such a successful politician. She resigned quite suddenly and was replaced by Hamza Yusuf as her predecessor, who had a short time as First Minister and of course, he did not have the support at holyrood in the chamber i do not have enough mps to get things through. So there were a minority government, they had lost their Partnership Support so he had to go. John swinney is now coming in, trying to address a lot of those problems, a lot of those problems beyond their control, such as the police investigation. 0ther control, such as the police investigation. Other problems, when it comes to delivering, for example, Government Advisers here quite candid, say, yes there has been a problem about over delivering and not actually about overpromising and not actually delivering. That has been an issue, they feel, that is why John Swinney is trying to have that Laser Light Focus on just some key issues so that delivery can become something that this party can actually achieve. I think the other thing is, independent strategy, Thatis Thing is, independent strategy, that is something thatJohn Swinney knows is very difficult for The Party to achieve just in the short term, given this new Labour Government, given their views on independence, so i think what Mr Swinney is trying to do in his speech this afternoon is to say that when it comes to those key priorities, boosting economic growth, ending Child Poverty, he will try to intertwine the argument of independence around those key issues and try and set out to people, he will probably be attempt to say that actually, when you look at this problems, independence would provide solutions to those problems in the much longer time. In the short term, in a penance for this party is nowhere near independence. The reason that people are coming to this hall is because they want independence, they yearn for scottish independence. It is the very essence of this party, it is the Heart And Soul of this party. That is why they are giving up their Sunday Afternoon because they want to campaign for that in a sense. And it is may be quite difficult for people here to realise that in a Penance Recipe Referendum was ten years ago the independence referendum. It is quite difficult for them, quite a challenge in a sense. White matches explain to people who have justjoined matches explain to people who havejustjoined us. We matches explain to people who havejust joined us. Have just oined us. We are waitin have just joined us. We are waiting for have just joined us. We are waiting for the have just joined us. We are waiting for the first have just joined us. We are waiting for the First Minister| waiting for the First Minister of scotland, John Swinney, to take the stage at the Snp Conference that is taking place in edinburgh. We were expecting to see him about five minutes ago. Our Bbc Scotland political correspondent Andrew Kerr is thankfully with me. Theirs is the first time thatJohn Swinney has made the Party Conference as First Minister but not as leader of The Party . Yes and actually coming make a very significant point there because if you cast your mind back. I remember2i because if you cast your mind back. I remember 21 years ago this month, it was in inverness, Mr Swinney was actually making his annual Conference Address to delegates there as Snp Leader because of course, he used to be leader. That was after a pretty devastating Election Result in May 2003 for the scottish Parliament Election and there was a lot of unhappiness in the membership about the strategy when it came to independence so that Party Conference, Mr Swinney faced a challenge from an ordinary member, challenge from the leadership from a member called Bill Wilson who did Go On to become a member of the Scottish Parliament for the snp a bit later on. Mr swinney survived that challenge but then in june survived that challenge but then injune 2004, he faced another bad Election Defeat when it came to the european parliamentary election. In those days, when that United Kingdom were still in the European Union. And after that, time is up for Mr Swinney and he gave up, had to give up being Snp Leader at that point. To be replaced, of course, by one Alex Salmond with his deputy as one Nicola Sturgeon. So in terms of Snp Leadership figures, really notable figures in Scottish Politics. Those have been on quite quick succession in a sense. It is interesting that mrs when he will obviously now use this opportunity, second time as party leader, but first time as First Minister, addressing the conference. And it is a chance for him, i think, to really set out his stall, try to make clear his ambitions as First Minister, to try to really say, this is who i am this is where i am from and we will hear a bit of that personal stuff from him. He grew up not farfrom this Conference Centre and quite a modest backline, actually. I think it is may be an opportunity for him to speak about that and talk about his road into politics and he joined the snp as a very young teenager, held a number of offices in The Party, was first elected as a member of the Westminster Parliament back in 1997. So he has had a real journey through the parliament and as leader, and now as First Minister and it was trying to set out those goals and ambitions, i think, set out those goals and ambitions, ithink, about set out those goals and ambitions, i think, about how he now wants to govern. It is almost at personal vision in a sense about what he wants to do with his time in office before that election in 2026. So it will be quite a big speech for him, i think. Will be quite a big speech for him, ithink. When will be quite a big speech for him, i think. When you think about it, one of the biggest in his career to be making one of those features and it is funny in a sense, when maybe people and a Uk Audience think ofJohn Swinney, they will see the man who is very smartly dressed, almost the quintessential scottish Bank Manager, the epitome of that kind of trusted figure, that old fashioned scottish Bank Manager figure figure, that old fashioned scottish Bank Managerfigure in a sense. That is his public persona but actually, privately when he is breaking journalists when he is breaking journalists when he is walking about around conference in real life, much more charismatic, actually. Actually quite witty, quite warm with that kind of Raucous Laugh and he has got a great Debating Style as well. So i think we will kind of see that essence of the man shining through in a sense, that real sense of power and might that he will want to deliver because as i was mentioning there, this is a man who was really, has grown up with the snp as a teenager. The spirit of independence, that flame of independence, that flame of independence burns brightly inside of him and he is wanting to get that message across to delegates to fire them up, to give them some of that passion that he has felt for this party through the years. You that he has felt for this party through the years. Through the years. You have been through the years. You have been you through the years. You have been you have through the years. You have j been you have impressed through the years. You have i been you have impressed all been you have impressed All Of Us here at your extensive knowledge of the John Swinney knowledge of theJohn Swinney biography and the knowledge of the John Swinney biography and the history of the snp over the last 25 years. Airports in the European Union and other Schengen Zone countries which had scrapped 100 Millilitre Liquid limits for Hand Luggage have been told they must put the restrictions back in place from today. The European Commission said its a temporary measure to address a technical issue with new equipment, but its not said how long it will remain in place. Heres our transport correspondent, katy austin. For a while, it looked like the era of the tiny toiletry was nearly over. All major airports in the uk were told to put in new state of the art scanners. They would allow the 100ml limit on liquid containers going through Security And Cabin bags to be lifted. Put your Tray Underneath there have been delays getting the kit in place at the biggest hubs, but some regional ones had fully installed it beforejune this year and dropped the old rules. Then, injune, the government suddenly announced the 100ml restriction was back. Its given no date for scrapping it again. Now, any eu airports which had moved over to the new scanners are also having to revert to the old limit. The European Commission says a technical issue with the equipment needs sorting. The big Issue Weve got now is there is real lack of clarity for consumers. So, weve seen in the busy periods when people are travelling, the confusion that entails when people are really not sure of what the process is now when theyre travelling with liquids. And we have real disparity not only across uk airports, but also across the eu as well. Rome and amsterdam are among the locations which had brought in the high Tech Scanning machines. Some others had started rolling them out. Its a very mixed picture, but whats for sure is that any which had got the scanners in place and eased their rules are now having to revert to 100ml. As with the uk, the eu has given no indication of when the restrictions will end. Katy austin, bbc news. Lets go back and hereJohn Swinney dress the Snp Conference. Address the Snp Conference. Address the Snp Conference conference. Conference, it is an immense conference. Conference, it is an immense privilege conference. Conference, it is an immense privilege for conference. Conference, it is an immense privilege for me conference. Conference, it is i an immense privilege for me to address you today for the first time as scotlands First Minister. Applause i want to begin by paying tribute to my predecessor, humza yousaf. Applause humza is a great friend to so many of us in this party. He is a great and assign man, a passionate campaigner for the snp and for independence. He has served our country with distinction and i thank humza for the bottom of my heart from the bottom of my heart. In his time at the limit as First Minister, he championed the qualities of community. That is the type of scotland i know All Of Us in this party are striving to achieve. We are in for a world defined by love and compassion, where Human Rights and the Rule Of Law are not as respected but they are segregated. He was one of the first celebrated. Let the message from this conference be heard loud and clear, the killing of innocent men, women and children must end and it must end now. Sadly, and perhaps even more dangerously, the conflict is now spreading to the West Bank and we have heard today the Author Or Loss of life among hostages that have been taken. The suffering on all sides have gone on forfar too the suffering on all sides have gone on for far too long so a ceasefire is essential. The sending of Uk Arms to israel must stop. Applause all hostages must be returned. Israelis and palestinians must be able to live in peace and that peace must be based on a two State Solution and a viable sovereign palestinian state. The agony we see daily on our Television Screens reminds us of our common humanity. As we watch the suffering and the loss of Loved Ones enjoyed by so many in the gaza conflict, it reminds us of what really matters in life. It reminds us that it matters in life. It reminds us thatitis matters in life. It reminds us that it is the love of those around us that makes us drive and for me, that has been central to what i have done in the last few months. Before i could response to the many calls from across this party for me to stand for leadership, i had to be certain that those i had to be certain that those i love would be all right if i was First Minister. As many of you know, my wife elizabeth has ms. Her condition is something that affects our lives every minute of every day. We have to make plans, adjustments and sometimes accept that some things arejust sometimes accept that some things are just not possible to do. But despite all of that, elizabeth remains determined that her condition should not stop her and those around her from living life to the full. I can only lead this party and be First Minister of scotland because elizabeth is prepared to make the sacrifice of not having her husband around quite as much as she probably needs. So, to elizabeth, thank you so much for the sacrifice you make so that i can serve our country. 0utside outside of my immediate family, i have been part of the Snp Family for most of my life. I join the snp in 1979. To put it mildly, it was not the easiest of times. We had had a by Election Result and lost the majority of our seats. We had 17 of the vote. Devolution, let alone independence, was off the table. Like others, i decided that it was in the difficult times that it was most important to step up and to make a contribution. It wasnt easy. We went through some of the toughest times this party has ever had but the hard work paid off. We helped create our national parliament. The people of scotland trusted us to be their government and the prospect of a better future with independence became the dominant debate of Scottish Politics and delegates, it is only because the snp stepped up then that we are able to deliver the people of scotland now. Deliverfor the people of scotland now. Tens of thousands of parents are going out to work helped by the expansion of we have delivered. Tens of thousands of scottish students are attending some of the finest universities in the world without paying a single penny in Tuition Fees and lots more of them are coming from deprived backgrounds because we made that happen. Applause around 100,000 children are being kept out of poverty because we introduced policies like the scottish child payment. The snp stepped up, we are transforming the lives of people in scotland and we should be proud to say that to our country. Applause 0nce once again, it is time for us all to step up. Ijoined the snp not because i wanted a political career. I joined snp not because i wanted a political career. Ijoined the snp because i believed in scottish self government, taking decisions in scotland for scotland. I believe that is the key for unlocking a better future for the people you choose to live here. I believe that to be the case now more than ever with all of my head and all of my heart. July the 4th was clearly an incredibly tough night for the snp. So many great colleagues lost their seats and i want to come as a leader and First Minister, thanked everyone of them for their service to their communities and to our country. We have reflected as a party and be a Learning Set that election. Today i want to talk about how we will go forward to about how we will go forward to a betterfuture. A better future for our party, and more importantly, a betterfuture importantly, a better future for our country. Importantly, a betterfuture for our country. Firstly, let me address All Of You in this hall and the wider party around the country. You are The Party who knock the doors, make the calls, stuff the envelopes. Nowadays, pluck the keyboards. The people who innocently turn up the people who innocently turn up the local Branch Meetings and find yourself leaving as an office bearer. The people who campaign enthusiastically even in the worst weather that scotland throws at you. All of you, all of everyone of you deserve the most dynamic, modern election winning organisation and hit me when i say this, that is what i am going to deliver so we can win in 2026. When i stood for the Party Leadership back in may, i said i would enable honest, candid, respectful internal debate within The Party. We could all have our say and once we have agreed how to proceed, we stick together. That is internal democracy in action. We have our say, then we move on together. That is what has happen at this conference. That is what is going to happen in the future. That is the foundation of a confident, sure footed scottish national party that is able to lead our country to success. Applause we also have to make sure that we are heard by The Public. And only earned the right to be heard by The Public when we are focused not on ourselves but on making life better for the people of scotland. As the Snp Leader and First Minister, it is my responsibility to make sure this is the case. I dont want our party looking inwards. I want our party looking outwards, speaking with the people of scotland, serving the people of scotland, serving the people of scotland, proving we are The Party best able to take scotland forward. It is just it isjust a it is just a few weeks since i re entered the Front Line politics. When i became First Minister, i spoke of my desire for a less polarised national debate. I gave a promise that i would work to bring our country together as First Minister. To serve everyone who chooses to make scotland their home. Recently, sadly, in other parts of the uk, we saw far right, as some phobic and racist thugs trying to state the vision as a phobic. People fleeing oppression overseas fed for their lives in the United Kingdom. They deserved sanctuary but they ended up under attack. Sanctuary but they ended up underattack. People sanctuary but they ended up under attack. People applying for asylum should never have to face that. They should feel safe, they should not feel fearful. Applause ascot ands First Minister, i reached out and i had first from members of scotlands muslim community, members of scotlandsJewish Community muslim community, members of scotlands Jewish Community and from other faith and scotlands Jewish Community and from Otherfaith And Committee leaders. Let me make a few things clear. This party will never ever grey people who honour us by choosing to make scotland their home. Migrants have enriched our country and so many ways. Refugees are welcome here. Applause and whether it is anti semitism, is lamb a Phobia Orany anti semitism, is lamb a phobia or any form of prejudice, the scottish national party will always sign up for a party free of hatred and intolerance. And we will never be found wanting when the world has to step up. Scotland opened her doors when russia launched its War Of Aggression on ukraine. Today, just as we did on the 24th of february 2022, we stand with the people of ukraine. I know i speak for every single person in this whole when i say we are very glad to see the back of the tory government. If ever we needed proof that the Westminster System is broken, the last 14 years have provided the last 14 years have provided the evidence. I have made clear that the Snp Government will work in good faith with the new Labour Government, is and i stress the word if, it is in the interest of the people of scotland to do so. Applause if the Prime Minister wants to start unpicking the damage of 14 years of conservative rule, then he will find a willing partner in me. There is an awful lot to unpack. I could start a good start would be to pick. The first sign that a Labour Government will work constructively with scotland would be to restore the powers of the Scottish Parliament and reverse the damage done to our powers by the discredited tory government. Applause i have to say, when i listen some labour frontbenchers, i have to say, when i listen some labourfrontbenchers, i some labour frontbenchers, i fear their vision some labourfrontbenchers, i fear their vision is very different from ours and very different from ours and very different from ours and very different from the wishes of the people of scotland. Labours Health Secretary want to hold the door wide open to private Sector Involvement in the nhs. That might be labour s plan, it is not our plan. Applause the snp will keep the national Health Service in public hands. 0ur Nhs Will never be up for sale. Applause labours Foreign Secretary thinks labour should be as proud as creating the uks Weapons Of Mass Destruction as they are of creating the national Health Service. The snp wants to get rid of nuclear weapons and with independence, remove them from scotland once and for all. Labour is embracing brexit. With independence, scotland will be at the heart of europe as an equal independent member state. Applause and labour have announced not the end of Tory Austerity but an intensification of Tory Austerity. You may remember a need for moment during the Election Campaign when the Labour Leader in scotland said to me and to the people of scotland, read my lips, no austerity under labour. Within weeks, the chancellor stood up and announced £22 billion worth of spending cuts. That is politics at its most cynical. A total breach of trust with all those who support labour. This then has been a watershed week for the uk and for scotland. I believe it will go down as a defining moment. A Labour Party that promised change is developing more of the same, the same tory cuts agenda. Labour hasnt deliver change. Labour hasnt deliver change. Labour is living the same damaging authority as the tories. Delivering. I want to chart a very different course for our country. As my very first day as the Snp Leader i said i wanted to lift every child in scotland out of poverty. I was like he has a child, there was not a lot of money around but we did not leap in poverty. Nearly 50 years ago here in the city when i went to high school, it was clear to me that some of my classmates were growing up in poverty. And now nearly 50 years on my youngest son attends a local school in perth where there are children, my constituents, growing up in the same poverty. After the passage of half a century, the persistence of Child Poverty is testament to How Westminster has totally and utterly failed scotland. This Week Labourer attacked the snp for the spending decisions we have made in government as part of our progressive, modern left of centre agenda. It was a rather baseless attack given that the Snp Government has balanced the budget every single year since 2007. But we have taken
