How much difference did it make, when you were at your lowest, that the school would come and help pick up the kids . Massive, massive difference. I changed in myself. It gave me more spirit. Across this group of schools, its the teenagers theyre worried about. They told me theyre increasing support as more families struggle. If youre living in rat infested accommodation, that you are struggling to sleep, youre sharing your room with siblings, youre not able to do homework, you are hungry, you are walking rather than taking the bus to school, all those are what i describe as headwinds for those poorest children to come to school. And it is getting worse. So what does work to stop kids missing school . Here, theyve found its intensive support for families when its most needed. Accept the help, please. Its not embarrassing. Theyre there to help. And if you need it, please accept it. Because its done me and my children a hell of a good, so it will you. They can use those drugs under the supervision of trained professional staff who can respond to any adverse events that arise, but also support those Service Users in the harms that they are experiencing in relation to their drug use, and support them to engage with other treatment Care Services that they may need. What kind of drugs could they use . We anticipate the vast majority of people who use this service will be wanting to inject heroin and cocaine. Scotland has the worst death rate from drugs in europe. The Scottish Government insists this Pilot Project could improve the lives of drug users by getting them off the streets. Although the uk government opposes the plan, its not trying to stop it, after scotlands senior law officer said it would not be in the Public Interest to prosecute people for possession of Illegal Drugs while in the facility. But critics say the Scottish Government has its priorities wrong. Lets be perfectly clear there are no safe ways to take drugs. What i would like to see would be a balance of investment. And whilst this is a worthwhile investment, a proposed 2. 3 million a year, i have to make the point that we are only spending half a million a year on rehab in glasgow that helps people get off drugs and helps them to get well. He started struggling with his Mental Health aged 15 when stressed by exams. It led to a decade of moving in and out of hospitals. You are used to seeing the same things every day and then once you leave the units and you are going out into the real world, its like, whats going on . Sort of thing. Todays report says daily stresses like finding housing, paying bills and Cost Of Living pressures are tipping too many people into Mental Health crises. Nice to meet you. Nice to meet you, too. But the flat that hayden is proudly showing me around has been organised by his Mental Health trust to try to head off the problems that might push him back to hospital. Bathrooms on the left. I cant stress enough, its the greatest support i could ever have. Itjust provides that platform for you to push on and become independent, become strong minded and itjust boosts you, gives you that boost to do what you want to do. His Mental Health trust also has schemes helping with debt and rough sleeping, aimed at preventing people reaching a crisis. It says it is keeping people out of hospital. Whats really important is whats going on in that persons life. If we can treat the person, which takes into account, you know, their social stresses, their accommodation status, their relationship status, all of these things, you know, we often get much better outcomes. Its Preventative Action that the 35 organisations calling for a long term Mental Health strategy say is vital. In england, they point to a 26 rise in people needing Mental Health support over four years, and in the last Year Services have seen 4. 8 million requests for help. The report says as well as improving those services, its essential to tackle poverty and other inequalities. If we do nothing, we will create more illness, more pressure on Mental Health services, more families will struggle, more people will have their lives affected by something which could be prevented. This is really good value for public money. Haydens parents, pat and simon, believe early support services, available whenever needed, would have made a huge difference when he was first struggling. If we won the lottery, wed put money in and make sure there was that out of hours so there could be people that could actually come out. So i think if we had the help and support out there, i dont think it would have been as many years as it took. And Seeing Hayden now settled and in a job has been a huge relief. Ive got my son, and i didnt l lose him, when we could have been looking the other way. Hes living his life now. Hes doing the things he wants to do. Most 16 or 17 year old children that are accepted as homeless by a local authority should then be taken into care under section 20 of The Children Act and are then able to access a range of support into adulthood. Instead many children complain Social Workers dont explain the full benefits and steer them into independent hostel accommodation which is significantly less expensive for councils. Again and again we find situations where young people tell us that they have not been given the full picture. Very much with the Social Worker they are speaking to offering and really promoting the lesser of the two options. What the young people arent told is about the support they would have if they were taken into care. The debt Charity Citizens Advice says it helped a Record Number of people last year, and expects that number to increase. Ben has the details for us. That is what the charity is explaining. Yes, we have seen the rate at which the Cost Of Living is rising slow in the last few months but its still incredibly tough for families out there. So much that the Charity Citizens Advice says that up to the end of august this year, they had offered Food Bank Referrals and other charitable support to nearly 160,000 people, thats an increase of 16 on the same period last year and in total in 2023 they expect to help about 240,000 people, nearly 40,000 more than last year which was itself a Record Number for the organisation. I went to one food bank in london to find out. Thats kids, isnt it . Lovely to see these thickjackets. You have people queuing from seven in the morning even though we only open at 11. Were sort of dreading the winter in a way, because the demand goes up. It did last year. People are struggling to heat their homes. We had a lot of requests for hot Water Bottles last year. Volunteers at the lewisham donation hub have seen demand for help soar due to the Cost Of Living crisis. Increasingly, theyre seeing Working Families like chidis. He works full time at the local hospital but is struggling. Before, i never use credit card to top off my electric or gas because i use my normal debit card. I withdraw money if i go to corner shop and top it. But now i have to use credit card because the costs, the cost of food is too much. So youre saving the cash to be able to afford food. Youre having to use a credit card to top up for gas and electricity. Yeah, i use a credit card to top up gas and electricity. And this is with both you and your wife working . Thats correct. I work full time, my missus work part time. And this is in the summer . Yeah, this is in the summer. How do you feel thinking about winter approaching . Thats like a nightmare. The Charity Citizens Advice says its helped thousands more people with Crisis Support so far this year than it had done by the same point last year. Thats things like Fuel Vouchers or referrals to food banks and support hubs like this one. And its warning that for many people, this winter will be even tougher than the last. Among the hardest hit, pensioners like patrick. Youre approaching winter now, so youre doing the same things youve done for the last nine or ten months. Youre not turning lights on, youre trying to keep yourself warm with Granny Jumpers or whatever. A luxury such as an Electric Blanket is an absolute no no. I will treat myself to hot water bottle in a few weeks time, but not until then. And its a similar story for mothers like malida. She and her family having to keep an eye on costs, even for basics like yoghurt. The yoghurt, you know, yoghurt is with flavour, double price. Before it was £1, now it is double, i mean, almost £2. So you said, ok, im not going to take that. I will take the plain to try to save at least 20p, 50p. Every single penny is worth it. Within these freezers is our main way of assisting people. Charities like this food bank are bracing themselves for the months ahead. Every winter is an extreme challenge for us. We see a massive increase in the people needing warm jackets. We see a huge increase in the number of people that are homeless. We also see a big increase in the number of people that have to choose between heating or eating. Last winter, we had a lot of requests for people needing candles, for fresh food that doesnt need cooking. And then theres many others who simply dont have the appliances to even cook, even if they can afford the electricity. So it is a very difficult time for us. The government told us that it realises people are struggling and that it has a plan to halve inflation and is providing what it says are record levels of Financial Support to households. And remember if you are struggling with the Cost Of Living, you can find a range of advice on the bbc news website. Speaking to people in lewisham and hearing stories elsewhere it could well be another tough winter for people if things stay as they are. The thing is, going to that donation hub, it really hit home how tough it is for people. Patrick the pensioner you heard from, he told me sometimes as a small treaty will go to mcdonalds, he has the cheapest thing on the menu, flatbread and a £3, even that he has to think carefully about and do it once a month as a little treat. New rules that were supposed to protect the countryside and wildlife from developments have been delayed. The Flagship Laws aim to make Developers Improve nature when they take on new building projects and were due to come into force in november. But now, theyre not expected until the new year as Claire Marshall reports. Whenever something is built, theres almost always a cost to the natural world. Lost green spaces or trees and hedges cut down. With the uks wildlife in devastating decline, a law was passed to force developers in england to improve habitats either on the Building Site itself or as close to it as possible. Because it provides buffer habitat. Called Biodiversity Net Gain or bmg, it could see more schemes like this one, intensively farmed fields brought up to be turned into wildlife rich havens. Schemes that bring land back to life like these wetlands. These rules were due to come into force in november, but the bbc understands they now wont be introduced until next year at the earliest. Theres been a lot of time and a lot of preparation. A lot of developers have done a lot of work to prepare for bmg and a lot of local authorities have had to do that as well. So it feels unnecessary really for there to be a delay. And were quite, quite shocked that thats where weve ended up. We need the government to take action and to invest in making sure that we deliver on those targets and those commitments. Weve had weeks of political uncertainty, from Water Pollution to net zero, and this is another signal to those who are trying to get a grip on the Biodiversity Crisis here in the uk. Whether its conservationists or developers, they need some certainty. Plotting out space for wildlife like this in the Planning Process will come down to local councils, but they say they havent been given the resources to make it happen. What we have found from our survey is that 61 of Public Sector planners say they cant yet confirm whether theyve got that expertise and those resources in place. We would want to see any delay minimised with that additional resource brought in. What about the Home Builders themselves . Most seem keen to make it work, but they say the delay and a lack of guidance has left them in limbo. Everybody wants to see bmg happen. Everybody wants to see it made a success. What were really talking about, and were all talking about, is the government preparing the. Publishing the guidance to help that transition be as smooth as possible. Even in the most urban of developments, green areas can be designed in as a refuge for living things. The governments advisers on nature say more will be done to make sure building does become greener. So were working really, really hard to get this scheme up and running as well, working closely with colleagues in government, so in defra and department for levelling up, it is for them in terms of the actual commencement date as well. We know theyre wanting to get this implemented, but we also know that people need guidance and information to get it off the ground as well. So thats what were waiting for. And as soon as thats out, were ready to go. The government says its already given more than £15 million to local councils to deliver the delayed scheme. It told the bbc its still fully committed to Biodiversity Net Gain and details on final implementation would be set out soon. My daughter, angie, died of covid earlier this year. She was disabled both mentally and physically, and she was looked after admirably in a home that was run by fitzroy. And i wanted to pay them back for 30 years of looking after her in a way that was wonderful. So audrey decided to raise money in a way most other octogenarians would never consider, on top of a plane at aerosuperbatics wing walkers in cirencester. I think its fantastic because it demonstrates that people of that age can do these sorts of things. Its a tremendous experience anyway. Fantastic views, you know, shes flying along above the ground with a completely free environment, itsjust wonderful. With friends and family watching on and audrey strapped in tight, she took to the skies for an experience of a lifetime. Now, audreys stood on top of a 1943 boeing stearman. If youre living in rat infested accommodation, that you are struggling to sleep, youre sharing your room with siblings, youre not able to do homework, you are hungry, you are walking rather than taking the bus to school, all those are what i describe as headwinds for those poorest children to come to school. Well have more details later. The uks first Drug Consumption Facility is set to be approved in glasgow, allowing people to inject Illegal Drugs under supervision. Officials hope the plans will help to lower the rate of deaths in the area and could help pave the way for similar things to be established elsewhere. Our scotland editor james cook has more. This clinic in the east end of glasgow could soon be home to a new approach to tackling drug addiction. Just now, it provides a small number of long term users with prescribed pharmaceutical heroin. But if it expands to include a Consumption Room, many more people could be taking their own drugs here. They can use those drugs under the supervision of trained professional staff who can respond to any adverse events that arise, but also support those Service Users in the harms that they are experiencing in relation to their drug use, and support them to engage with other treatment Care Services that they may need. What kind of drugs could they use . We anticipate the vast majority of people who use this service will be wanting to inject heroin and cocaine. Scotland has the worst death rate from drugs in europe. The Scottish Government insists this Pilot Project could improve the lives of drug users by getting them off the streets. Although the uk government opposes the plan, its not trying to stop it, after scotlands senior law officer said it would not be in the Public Interest to prosecute people for possession of Illegal Drugs while in the facility. But critics say the Scottish Government has its priorities wrong. Lets be perfectly clear there are no safe ways to take drugs. What i would like to see would be a balance of investment. And whilst this is a worthwhile investment, a proposed 2. 3 million a year, i have to make the point that we are only spending half a million a year on rehab in glasgow that helps people get off drugs and helps them to get well. Other countries have tried Consumption Rooms. This one is in the portuguese capital, lisbon. The Scottish Government insists they work and that a similar facility in scotland will save lives. So there is an opportunity to engage with people in a range of things that may be important to them, welfare, housing, Treatment Services and a whole range of other support that could be in place. It is part of a bigger package of support and of course there also needs to be residential settings for people who are in a position where they want to seek other approaches, such as abstinence based, but none of these approaches are superior to the other and we shouldnt be pitting them against each other. We need everything because we are in the midst of a Public Health emergency with drug deaths so we have to provide all services to people in their of need. We have just heard from our Political Team that the Rosebank Development oil and Gas Development off the coast of shetland has just been approved. We have spoken about this several times in the last few months. It is about 80 miles west of shetland and their have been questions about whether there should be drilling, whether it should get the go ahead given the government is under pressure to meet its Carbon Emissions and net zero targets. Health experts are calling for a ban on the sale of vapes and Tobacco Products near schools following a rise in the number of young people using e cigarettes. The World Health Organization published a series of recommendations to tackle what theyre calling a tobacco epidemic. Hes not the only parent to be told by doctors that their childrens symptoms could be linked to vaping. Thats when she said, are you doing any drugs . She said that theyve had other teenagers in complaining of various ailments. The common denominator is the vaping. I was horrified. Hes never smoked a cigarette in his life. But hes vaping regularly and i found that hes addicted to vaping. And the more i looked into it, the more i realized that hes not alone. Theres Ongoing Research on whether children who vape are more likely to smoke. Doctors are also seeing an increase in children with persistent coughs, bronchitis type symptoms and in some cases, severe lung collapse, though the numbers are small. There are many children and young people, who have taken up vaping who never intended to smoke and are now likely addicted to vaping. And i think its absolutely shocking that weve allowed that to happen. The government says measures to tackle youth vaping in england will be unveiled soon. The scottish and welsh governments have called for a ban on disposable vapes. Experts agree theres still no long term evidence on the safety of e cigarettes. In england, they point to a 26 rise in people needing Mental Health support over four years, and in the last Year Services have seen 4. 8 million requests for help. The report says as well as improving those services, its essential to tackle poverty and other inequalities. If we do nothing, we will create more illness, more pressure on Mental Health services, more families will struggle, more people will have their lives affected by something which could be prevented. Around twice as many pupils in england are missing significant lesson time compared with before the pandemic, and a new report from the Commons Education Committee says more needs to be done. We started this report because persistent absence was clearly not Getting Better after the pandemic and, during the time when we were researching it, its got even worse. Around a quarter of children are now missing more than 10 of sessions of school, and rising towards 2 of children are missing almost half their time in school. The education secretary, quite rightly, has called this a crisis, but we believe there are a number of steps the government can take to put things right. Lets take a look at what that involves. One key recommendation is a proposal to end the so called Postcode Lottery of fines on parents for unauthorised absences. Another is to allow children with serious Mental Health problems to miss School Without it being recorded as an unauthorised absence, and to offer clear advice for parents on when Sick Children need to stay home. And there are calls to speed up plans to improve support for pupils with special Educational Needs and disabilities. The distress these children fuel in the morning is actually horrifying. Very upsetting. To be told by people, just drag them into school, just do this, you are the parent. If it was that simple, we would all be doing that. We have tried it and listened to people, we have been told to make home horrible. Well, the children are unhappy at school. This is what people are told. A lot of parents have to deal with this. They say make it uncomfortable, dont let them watch tv, dont let them enjoy stuff, make you unhappy. So now we have a child that is unhappy at school and at home and the people they trust more than anything in the world, they are parents, are hurting them as well. Instead of looking at why the child is refusing school, why . Last winter, we had a lot of requests for people needing candles, for fresh food that doesnt need cooking. And then theres many others who simply dont have the appliances to even cook, even if they can afford the electricity. So it is a very difficult time for us. The government told us that it realises people are struggling and that it has a plan to halve inflation and is providing what it says are record levels of Financial Support to households.
