The us and china sit down later today for a 13th round of trade talks. Both sides may walk away empty handed. Union walkers of the United States entered their fourth week on the picket line with no resolution in sight. Union workers. Good morning, asia. Hello, world. This is thursday, thank you for joining us for another exciting addition of Asia Business report. Lets start with the ongoing us china trade war because the 13th round of talks is set to resume in washington, dc today. This is the first meeting between top negotiators on us soil since the trade talks collapsed in may. But there is little hope they will be productive. News reports are saying that the two day meeting may be cut short due to unresolved issues on key Sticking Points. As you can see right now on our motherboard screens, right now on our motherboard screens, virtually unchanged for the major markets open at this hour. Earlier they were up by 0. 8 but they have basically lost some of those gains and us futures showing negative territory due to the news reports. Of course, i have been speaking to the former economic ambassador to the British Embassy in beijing and a former trade advisor for the us. Matt told says the best both sides can hope for is a limited deal at rest. You are talking about the chinese agreeing to talk further and you are talking about the chinese making a few Agricultural Commodity purchases. Commodities that the chinese need but are not purchasing as a concession to the United States. They buy them because they need them and they cannot source them elsewhere. The United States will not be getting anything from this deal but the United States, in theory, would agree to postpone the tariff hike that is planned for october 15 and possibly talk about postponing the tariff hike planned for december 15. One of the major Sticking Points over the last 12 rounds of negotiations has been this forced Technology Transfer and intellectual property theft. Will the chinese agree to have this limited . We have already seen some concessions from china over the last year. The new inward investment law that came into play at the beginning of this year and will come into full effect next year include some ip rights which are a step in the right direction. There is a huge amount to go but i think there is some understanding that this is an issue that will not go away. The chinese are looking to respond. Will they respond by not even getting to the negotiating table as the United States has imposed this blacklist and visa restrictions . Could this be and visa restrictions . Could this be a major Sticking Point even during the negotiations . I think we have seena the negotiations . I think we have seen a lot of aggression over the course of the last week. We are not only seeing the blacklist that you referred to but also some visa sanctions that were put into base yesterday and when you add this to the other pressures that china has oii the other pressures that china has on it in terms of the pressures going on in hong kong and if we are also thinking about the huawei issue that has not been resolved and the us is very much looking at it in terms of trying to figure out the entities list and be active there. I think there are many things on the table. At the same time, economics oii table. At the same time, economics on both sides of the us and china are being adversely affected. So i think both sides have been able to get to the table but can there be a mini deal from this . Certainly nothing comprehensive. Both economies are being affected and now Global Economic growth is also being impacted. Wont do us and china take this into consideration, that they need to resolve their differences sooner need to resolve their differences sooner rather than later to avoid a potential global recession . The dynamic is not therefore that. The chinese president is entrenched, he is leaderfor life, he is looking chinese president is entrenched, he is leader for life, he is looking at a20 is leader for life, he is looking at a 20 year horizon. He is primarily concerned with not seeing President Trump succeed and not handing him a victory. He does not want to see donald trump for another four years, he does not want to see future american another political candidates being the next donald trump. He wants to see donald trump failand he is trump. He wants to see donald trump fail and he is willing to see that happen. It has been just over one week since consumption tax was raised injapan and the impact appears to be bigger than expected. The Prime Minister has pushed a hike from 8 to 10 in order to cut the country s deficit and increase spending on social programmes, particularly to help with an ageing population. The impact been that the has government believes that for the further six days of october, the daily consumption for food and staples has been down here over year by ii . The impression, the immediate impression on the street has been that it is a little confusing and a little negative to the consumer sentiment. Is this just negative to the consumer sentiment. Is thisjust a negative to the consumer sentiment. Is this just a knee jerk reaction . Is this just a knee jerk reaction . Is there a possibility that spending patterns will improve Going Forward despite sales falling . It is too early to tell. But the Immediate Reaction so far may be short term because some of the hampering factors. Over the long run we need to see factoring in the accounts of the local economy and the mitigation measures that will take a long time to ta ke measures that will take a long time to take hold such as childcare subsidies. You mentioned a point about the reward system, that is pa rt about the reward system, that is part of the impact mitigation measures. Do you think the government will implement more mitigation initiatives Going Forward to smoothing out the implementation of this rise in the consumption tax . As of now, i dont think there will be an immediate additional action. I think it is still kind of playing out in the field and there has been a series of politics waiting to take effect. And in other business news, the Federal Reserve have grown more fea rful of Federal Reserve have grown more fearful of a global slowdown and the us china trade war s impact on the broader economy did but its september minutes released yesterday says the outlook remains good in the moment with a strong jobs market and low unemployment. He was with the country that my company during the financial crisis when the carmaker had to be bailed out by the Us Government. You didnt know if they would be open or closed. We just didnt know if they would be open or closed. Wejust did not didnt know if they would be open or closed. We just did not know. And then when they were bailed out . Workers took a hit. Yes, we did. We took it and that is why we will stand strong now because we feel we deserve our share now because we took a hit act then when they were losing. We save them. They need to step up and save us. The impact of the strike goes beyond just the workers and General Motors. The Auto Industry is the largest employer in michigan. And thousands of other businesses rely on it. So if the strike goes on too long, it could lunch this state into a recession. Normally these trucks would be hauling parts but today they stand idle. 90 of the trucking business comes from gm. It has already cut 120 employees. That is bad. It is really bad. We had to go into our savings and probably we have a couple of week. We have to figure out another plan. But ending the strike does not mean everything will be ok. Despite an eye watering 1 billion in profit for gm last year, the car industry is facing an uncertain future. All the trade stuff is coming up in the media and we dont know when electrification and ornamentation that make automation will take hold. Gm spending a lot of money on that and the whole Business Model of people buying a car or buying mobility as a service, that is another risk for gm in the future. Even before the strike, the Manufacturing Sector was slowing down. This strike makes it worse, stoking more fears that a recession is just around the corner.
