We are seeing a large volume of businesses that havent yet ta ken large volume of businesses that havent yet taken cons make concrete steps. We produced something that will help and some businesses have seriously discussed the impact of that in their organisation and when you think that isa Step Organisation and when you think that is a step one, that is pretty low. And when you look at the knock on effect of the economy and how the shape we are in to handle the coming months, how does it look . There is no doubt the economy has slowed down this year. It shrank a little bit in the Second Quarter and we are in the Third Quarter now and so if we get a slowdown in this quarter, that could technically count for a recession. One of the key reasons is businesses dont have the confidence to invest in their businesses and it is a long Term Investment that help businesses grow and they dont have the confidence to do that so they will be looking at the events this week in westminster very nervously because i no deal result will be very concerning for a lot of those businesses. Henrietta, how are you feeling about no deal . The West Midlands, the governments own Analysis Shows that it will be probably one of the most negatively impacted areas. We have a significant portion of manufacturers like this in the region which we know will be seriously impacted by tariffs or nontariff barriers orders investment and tensions in the region is already looking low. In our last survey, we saw it fall to the lowest levels we have seen since the lowest levels we have seen since the last recession in 2009 are so really it is a concern that businesses are not feeling confident and being impacted by the uncertainty around brexit. The strongest ever to hit the bahamas and the second strongest in terms of wind. Slow moving, eight month worth of rain into the bahamas in a few days and it will push northwards and westwards. The most likely track with the strongest of winds will be along this line but these storms have a tendency to wobble one way or the other which is why people in florida are concerned it could make landfall, also the carolinas, and it could have a devastating effect. Some British Birds could be threatened to extinction because of Climate Change, according to the bird charity, the British Trust for ornithology. It analysed 50 years of data for the bbc and found many common garden and woodland species are coping well, but some moorland birds may suffer. Nick baker has been to the Peak District to find out more. The curlew, with its distinctive bill, was once a familiar sight on our uplands. But in some parts of the uk it is now close to extinction. Here in the peaks, the boggy moors are drying out. Which, as researchers are discovering, makes it hard for cu rlews to are discovering, makes it hard for curlews to feed. What are you doing . You know, these impacts are real. However many woodland birds appear to be benefiting from milder winters. Birds are incredible creatures, they are adaptable and resilient but only to a point. It follows an annual census of the mammals on the river. The society says the increasing size of the colony is a good indicator that the thames and its wildlife are now thriving. Gusts were already strengthening, but when it made landfall, wind speeds were measured at nearly 300 kilimetres an hour, the strongest storm ever recorded here. These are flat islands and the ocean surges predicted during the hurricane are expected to overwhelm them and anyone who didnt evacuate. The potential of severe risk to peoples lives will continue as the hurricane passes through the bahamas, but people on the south eastern coast of the usa are already preparing for what could come their way in the coming days. Weve talked about the wind, we will also have substantial destructive, life threatening storm surge, freshwater rainfall and four states florida, georgia, South Carolina and North Carolina can all expect to see Tropical Storm to Hurricane Force impacts over the coming days, so the time for preparation is now. Well, the problem for People Living in this part of the united states, as has been the case in the bahamas over the last couple of days, is that this hurricane has changed its path so dramatically, that its hard to know where to evacuate and where is going to be safe. It is a tight timescale which is why time will be of the effort make essence this week. Jeremy corbyn will work on a cross party basis and has been doing that this summer. Essence this week. I understand in an attempt to stop a no deal being put forward without parliamentary approval. was watching keir starmer yesterday and what you are asking for is more time . There has already been a lot of time. The bill that is going to be placed on tuesday intends to do, is to stop a no deal brexit without the approval of parliament. If it passes then understandably they will have to be a question as to whether they will be an extension required. Keir starmer was on andrew marr yesterday stating that any extension should be as short as possible. But he didnt put a date on it. He was specifically asked that question so how long is an extension . As short as possible but the intention of this week is to stop a disastrous no deal brexit which will damage industry and put a synonym highly unpredictable set of circumstances on the 31st of october. So how long . You say as short as possible. Do you say weeks or months . As short as possible. We want to stop a no deal brexit because we think that will be disastrous for a the economy. The general election is being probably going to be called so the public hazard chance to say. Is it days or weeks . My own personalview is hazard chance to say. Is it days or weeks . My own personal view is that has to be as short as possible. We are looking at an extremely short time that i dont want to be drawn into specific timescales because that will depend on the circumstances following the passing of the legislation, how the government react to that, for example, and what position our country is at that time. It should be as short as possible. That is the only answer we are going to get on the timeframe. You talk about this is what you intend to do but what are the numbers here . There are some Labour Party Members that wont vote on what labour intends to do. Parliament is largely united to stop a no deal brexit. That isnt to say that there are no divisions as to where we go after that. You hope but you cant guarantee . Well, we hope. We are urging all of our mp5 to adopt the Party Position, as we are asking all the cross party mp5 to adopt the same position but we know already there is a majority in parliament against no deal going forward. What we do after that, as we know from the last three years is quite contentious amongst mp5. We know from the last three years is quite contentious amongst mps. dont know what you can say about this but every time we talk about the labour Party Position on these issues, it comes back to the fact that there seems to be a lack of agreement on what you would do. What with the position be on the party on a second referendum . If you could find a position everyone could hear at adhere to, it would strengthen your position and people could look and say ok, that is the stance of the labour party. Until you can do that, interviews like this become incredibly difficult because you cant say. We have been very clear. For three years we have been trying to negotiate a compromise deal. I spent six weeks in negotiations with the government myself alongside collea g u es the government myself alongside colleagues to try to push forward a compromise that would have taken us away from a no deal situation and we would have had a deal on the table that would have been put before parliament. We are in a situation where we are looking at a disastrous no deal and our Party Position is very clear on that. We do not support a no deal under any circumstances because of the damage it would cause to our economy and we can do everything we possibly can and we think our mp5 are united on that so we will do that this week and we will hope that other parties across the house will follow suit and support these messages which will be laid on tuesday. What is clear to everybody watching is that there are so many unknowns but if you ask for a general election over the last three years, is that what you want now . We have always wanted a general election not to deal with the mess the tories have caused and the mess the tories have caused and the Brexit Strategy they have had so far, but to deal with nine years of tory austerity and the damage that the tories have done to our economy. We are expecting tony blair to be talking today and he calls it an elephant trap. Will you agree with him . That is why it is imperative that we lay the legislation this week that will stop a no deal brexit because many pundits are looking at the prospect of borisjohnson potentially calling a no deal general election. We could crash out without a deal in that case. The legislation proposed this week will stop that from happening so that in any general election period we will not be crashing out without a deal. Lets say an election is called before the 31st of october, would you back that . Firstly there are two things that we want to ensure happen this week, firstly that the legislation is passed with a full support of parliament to stop a no deal brexit without parliamentary approval and secondly we want the government to recognise that and assure that passes through parliament. Any attempts by the government to stop that would be a constitutional outrage and we would not want to be in a position, during a general election, we crash out without a no deal. We want to get rid of this conservative government because of the damage it has done across the uk. I do not want to sound cruel in saying this. You come on this programme a lot and are a lwa ys on this programme a lot and are always ready to answer question but can you see how frustrating it is when we ask mp5 questions and it is ha rd to when we ask mp5 questions and it is hard to get a straight question, even when you ask two or three times. It is always ifs and bus. You asked me if i want a general election. Straight answers resonate with people. I am answering, of course we want a general election. We have asked for one full weeks and months. This government has done damage to normal people 5 lives not just over brexit. I dont we will talk to you over the next few days and weeks. Captured by the International Space station as Hurricane Dorian passed over the northern bahamas. Look at the size of it there. Dorian is forecast to approach the east coast of florida before taking a possible track up the southeastern us seaboard later this week. A state of emergency that as well. The pictures are fascinating and the conditions in the middle of that song, nearly 200 Miles Per Hour some of those winds. Indeed. Those pictures are beautiful but it is a catastrophic store. This is the centre, winds as it crosses the abaco islands with over 200 Miles Per Hour gusts. That grand bahama item, 100 85 per hour gusts. That grand bahama item,100 85 Miles Per Hour winds, unimaginable for most of us. 180. Those winds will cause untold amount of damage. The reason those in florida, particularly the populated parts of florida, that is only 125 miles away from the coast so this is by the concern is building but the forecast does actually take it, we believe along this line. It keeps the worse of the winds of shop maybe making landfall in North Carolina later in the week. But it could push in if it wobbles. Steel isa could push in if it wobbles. Steel is a major hurricane. Either way, damaging winds across the east coast, dangerous serve and possibly a storm surge. I take you now back to the calmer shores of the uk. A lovely bright start to many parts of the uk. The chilli night though. While many start bright, it will turn cloudier particularly to the north of west with outbreaks of rain developing. We will need the umbrella straight in western parts of scotland. The spreading north and west, Northern Ireland already turning wetter. Isolated showers in Northern England. It comes ahead of a momentous week in westminster, where opposition mp5 will try to pass through emergency legislation to prevent no deal, ahead of the suspension of parliament next week. Yesterday, the minister responsible for no deal planning, michael gove, refused to guarantee the government would abide by any such legislation. So, lets take a look at whats in store for the week ahead. Tomorrow, mp5 return to the commons after summer recess, where legislation to stop no deal will be introduced by opposition mp5. On wednesday, the bill will be debated in the commons. At midday, borisjohnson will take to the podium for his first pmqs as Prime Minister. The anti no deal bill could reach the house of lords on thursday, if it is passed by mp5. Otherwise, the consideration of the bill could spill into monday. If the bill passes all hurdles, it will become law on monday. Lets get the latest now from our Political Correspondent ben wright. We have been talking about this to various mp5. What would you say about the strategy from Boris Johnson . Is it high risk, threatening his own mp5 . Johnson . Is it high risk, threatening his own mps . Enormously so threatening his own mps . Enormously so because it could have the effect of simply galvanising tory mp5 who feel this is now a matter of National Interest that trumps their party loyalty. It is a pretty extraordinary way for number 10 to treat tory backbenchers, i dont remember a time when they have been threatened with effectively a purge from the party if they vote with the opposition to try to close down the possibility of a no deal brexit. They have completely upped the ante, pouring oil on the civil war that is raging within the tory party over brexit. The question is whether this threat will do anything to diminish the likely tory rebellion that we expect to see tomorrow. Earlier you spoke to Gavin Williamson, the education secretary, and he explained why he thought it was right to demand tory mp5 dont vote with the opposition and keep the possibility of a no deal brexit alive. What he needs is to have the full support of all parliamentary colleagues. I dont think that is too much to ask for. He is committed too much to ask for. He is committed to delivering a deal for uk with the eu but by passing legislation this week, or going down that route, it is undermining his ability to deliver the very best. That is something i dont think anybody wants to see. Well, ben, earlierwe spoke to the shadow business secretary, rebecca long bailey, and asked her how long an extension labour would push for in the event the legislation passes. The shortest possible but the intention of the bill this week is to stop a no deal brexit, a disastrous no deal brexit that would damage industry and put us in a completely unpredictable set of circumstances on the 3ist of october. Can i ask you that again, how long . You say as short as possible but are you talking weeks or months . As short as possible what we want to do firstly is a stop a no deal brexit which we think would be disastrous for the comic and repeatedly the labour party has been calling for a general election so the public can have the opportunity to determine what happens next with brexit but our First Priority is to stop that no deal from happening without parliamentary approval and thatis without parliamentary approval and that is what the bill intends to do. Is it days or weeks . What is as short as possible . My own personal view is it has to be as short as possible. Laughter i dont want to be drawn into specific timescales because it will depend on the circumstances following the passing of the legislation, how the government reacts to it for example and what position the country is in at that time but it should be as short as possible. Lets pick up some of those thoughts about the labour position. I suppose the question is whether or not they have the numbers and the time within parliament to do what they want to do. and the time within parliament to do what they want to do. I think you are right, there is very little time left since the government decided to suspend parliament effectively for five weeks. Mp5 in the opposition and some tory rebels know that they have to rattle through this this week if they have any chance of getting the law passed so there is the time question and also the numbers question. Category five Hurricane Dorian battered the area with winds of up to 185 Miles Per Hour. The us states of florida, georgia, north and South Carolina have all declared states of emergency. Our north america correspondent Aleem Maqbool reports. These were the last pictures out of the abaco islands in the bahamas before Hurricane Dorian hit. Gusts were already strengthening when it made landfall. Wind speeds were measured at nearly 300 kph the strongest storm ever recorded here. These are flat islands and the ocean surges predicted during the hurricane are expected to overwhelm them and anyone who didnt evacuate. The potential of severe risk to peoples lives will continue as the hurricane passes through the bahamas but people on the south eastern coast of the usa are already preparing for what could come their way in the coming days. Weve talked about the wind but we will also have some substantial, destructive, life threatening storm surge, freshwater rainfall and four states florida, georgia, South Carolina and North Carolina can all expect to see Tropical Storm to Hurricane Force impacts over the coming days so the time for preparation is now. Well, the problem for People Living in this part of the united states, as has been the case in the bahamas over the last couple of days, is that this hurricane has changed its path so dramatically that its hard to know where to evacuate and where is going to be safe. The immediate concern, though, is that all those who needed to escape for their lives in the bahamas managed to do so. Aleem maqbool, bbc news, on the east coast of florida. More than a million teenage boys will miss out on potentially life saving vaccinations, a charity has warned. The teenage cancer trust is calling for boys and young men to be offered the hpv vaccination on the nhs, to protect them in later life. Teenage girls have been able to get the jab in the uk since 2008 but now boys aged 11 to 13 will be offered it too. The charity said older boys were missing out, as anisa kadri reports. Take a deep breath in. For more than ten years, girls in the uk have been vaccinated against the sexually transmitted virus causing most cases of Cervical Cancer. This year, boys aged 11 to 13 will also be able to get the hpv vaccine at schools but, unlike girls, those over the age of 13 will not be able to get it for free on the nhs. The teenage cancer trust says it is unfair older boys would have to pay £150 per dose for vaccinations. Their research, involving 2000 people, shows around three quarters of teenage boys and young men aged 13 to 24 would take up the jab if it was offered to them for free, as it is for teenage girls and young women. However, if they had to pay, nearly half say they would remain unvaccinated. Only one in three teenagers and young adults would be willing to pay for the hpv vaccine. As well as the majority of Cervical Cancer cases, hpv is also linked to oral, throat and anal cancers. The government says that vaccinating older boys would only have limited benefit but the charity is worried more than a million teenage boys and young men could miss out on life saving vaccinations. I am certainly going to be looking at all the options that come forward on the order paper tomorrow. But you heard from Gavin Williamson that the Prime Minister is saying that conservative mp5 should not vote withJeremy Corbyn but you need to remember that that very same Prime Minister voted with Jeremy Corbyn twice that very same Prime Minister voted withJeremy Corbyn twice to strike down what was a good withdrawal agreement. That is the point, you mentioned Gavin Williamson, that i made to mr williamson about that accusation of hypocrisy that nearly accusation of hypocrisy that nearly a quarter of the government voted against the tories and theresa may, and art now in the position of forcing you and others to do the opposite of what they did themselves. Is that a point that you and other potential tory rebels art making, when the hand is on your back, if you like . I havent been called by the chief whip who hasnt given me the courtesy of a telephone call to ask me why im voting the way that i am, and the decision has been made without the government even seeing the legislation that we are likely to be voting on tomorrow. It seems to me that this is a very deliberate attempt to try and purge the conservative party of moderate, sensible voices, people who voted for a deal, for theresa mays deal, and it is because there are no meaningful negotiations going on in brussels. Brussels have said they have not had any proposals from the Prime Minister and my concern is that parliament is being prorogued precisely to avoid the kind of scrutiny that i and others would be subjecting the government too. My constituents, who are going to lose theirjobs constituents, who are going to lose their jobs potentially constituents, who are going to lose theirjobs potentially constituents who are married to eu nationals, they are going to see their family life potentially disrupted. I have constituents very dependent on medical supplies from europe who may also be effected, and we should be allowed to ask the Prime Minister and his ministers really serious questions about the proposals that he claims he is making in europe. There are a couple of questions to get to and i know we are short of time, we will speak to gordon brown later, the former Prime Minister, but put the Government Point of view which Gavin Williamson put to us, to say that what they are doing is try to make sure that they keep that in negotiating tool on the table, which they say puts the uk in the best possible position. We heard this before and the reality is that europe have said they will not remove the backstop. The Prime Minister is putting such a high bar on negotiations that it virtually guarantees they will not be successful in any event. We know that if we are going to act, it has to be done this week because of his actions in proroguing parliament. I am willing to put myjob on the line for my constituents. In my view, it is time for conservative mp5 to act in the National Interest and that is exactly what i intend to do. You say you have not been called by the chief whip. How was this communicated to you, but if you voted against the government you would be kicked out . Through the press. Nobody from the party has contacted you at all . No. Do you find it surprising . I find it surprising, the fact that nobody is prepared to talk to me about my concerns, the Prime Minister is not prepared to meet me to explain what hes doing because, as far as we know, european capitals and brussels have confirmed that they have not received detailed proposals the uk government, and it seems to me that this is an excuse by the Prime Minister to try and engineer a general election where he can blame others rather than his own behaviour. Can i ask you as well, i find it fascinating that nobody has communicated with you at all on this andi communicated with you at all on this and i would imagine others are in the same situation. You were among i think about 50 cross party mp5 who said that if prorogation went ahead you would sit in an alternative house of commons. Is that still the plan . I will certainly look at all options to try to keep the government under scrutiny in what is now a national crisis. We really need to resolve this. Borisjohnson wrote to a number of conservative mp5 when he was seeking election, and in that letter he said he wanted to obtain consensus across the house. Where is that action from him . At the moment we are not seeing consensus but confrontation. And quickly, if there was to be another general election, would you it as an independent . Support another party . Lets see if the whip is actually taken away from me. I have no intention of resigning the whip and i think its a great shame, when you look at the maastricht rebels from 1992, they have been allowed to stay in the party for 25 years. I think that Boris Johnson in the party for 25 years. I think that borisjohnson will find that if he purges moderate, sensible conservatives, conservatives like me who are willing to leave with a deal, who voted for it three times, unlike him, he will pay a penalty at the ballot box i think. Another thing we have been talking about is Hurricane Dorian which has been causing all sorts of damage. Matt has the details. Yes, horrendous conditions over the other side of the atlantic but things are much quieter here for the first week of mythological autumn and while we have some sunshine, it was a chilly start with temperatures well into single figures. While we have sunshine for some, the cloud is gathering for others and there will be some rain in the north this morning at this afternoon. It is raining already and quite heavily in some parts of western scotland. This is the last few hours, pushing into western parts, northern and western parts of Northern Ireland and it spreads southwards and eastwards. Along with increasing cloud. The far south and east of the country had some earlier showers but it will mostly stay dry, the cloud increasing but still with sunny spells fault we will continue to see rain coming and going in Northern England, Northern Ireland and much of mainland scotland. It is something we have spoken about before. The system is already in place in wales. In may, 23 year old jim lynskey passed away while waiting for a heart transplant. He appeared on breakfast last year to tell us his story. Its a very fragile subject to promote. I try and promote it with a campaign myself on social media called save nine lives. I think the message today really is not which scheme are we operating, whether we opt in or opt out, it is, you know, can we please talk about it amongst our loved ones . Because, ultimately, that is the main thing, the key thing. With it being a soft opt out system, families can actually reject consent, which is the frustrating thing for patients like myself. Its not, you know, whether you are or arent an organ donor, its whether you have or havent had that conversation and i think that is the key message today. Jims twin sister gracejoins us now. Good morning. It is really clear that he was so passionate about the fa ct that he was so passionate about the fact that everybody should be having this conversation, whether or not you would like to donate your organs. Yes, so passionate, jim put so organs. Yes, so passionate, jim put so much energy into the save nine lives campaign and really pushed the emphasis on people having that conversation. The law is changing and that is great progress but as he mentioned, it is imperative that people know, even if it isjust mentioned, it is imperative that people know, even if it is just a throwaway comment, what you would have wanted. You could see his passion coming through in that interview. Since he died, do you feel you have got to carry that on and you want to . Of course. In a way i feel quite lucky to have this legacy from him to continue, and to continue the amazing work that he did, saving peoples lives. He made such an impact that i feel it has to continue. He became friends with Lewis Capaldi continue. He became friends with lewis ca paldi in continue. He became friends with Lewis Capaldi in hisjourney, tell us Lewis Capaldi in hisjourney, tell us about that. He did a lot of work with musicians and artists and sport to try to raise awareness that way and he reached out to Lewis Capaldis manager at the time and said, is there any way we can get a photo or something . He came back and said, actually, we are doing the someone you love about Organ Donation and it went from there. They made a friendship by the end of it. That video is such a powerful tool. It is so emotional and powerful that they managed to get that across because i dont think a lot of people realised the impact that filters out to peoples families and friends who are affected. We mentioned about the system being up and running in wales. What do you make of the opt out system coming into england and scotland as well . Obviously it is a great step forward and it will increase the amount of donors, but i think what we really need to push is that that can still be overridden by families if they dont know what the person would have wa nted dont know what the person would have wanted which is why it is so important. Or if they disagree . Exactly, if thats not what they wa nt exactly, if thats not what they want either. I think people need to get over that it is a taboo topic and if there is any way they can just drop in what they would want, ina just drop in what they would want, in a less formal way, it is a much more healthy way to talk about the topic and get the message across. You have a very personal experience of all of this, and you talk about that in an informal way, but how difficult were the discussions you had withjim and yourfamily . Difficult were the discussions you had with jim and your family . For us asa had with jim and your family . For us as a family, it was a no brainer, what we would have wanted. In the moment, when we were in that situation, we were still so kind of blinded by the tragedy and shock of the situation which made me realise how much harder it is for families who have never really touched on it. You work much better prepared than anybody else in many ways. Exactly, we knew what we wanted but for families who have never talked about it or thought about it, it is ten times harder which is why it is so important to have something to pull on, even if it is a throwaway comment or even if somebody watching right now turns to the person in the room with them and says, thats a good thing, or im not comfortable with that. That is how it will make ita with that. That is how it will make it a bit easier, if, god forbid, you ever find yourself in that situation. You talked about the musical connection, i know situation. One of his last quests in springtime was to try to get a save nine lives stage, a festival stage named after it for awareness. He did not get much luck for that but that is my quest for next summer. How is that going . Its early days but hopefully, as we get closer, itll get better. And tell us about what happened to him. He was very little when he got meningitis which caused the problems with his heart. We were two weeks old and we had a relatively normal life until 19. Four years ago he was fitted with a heart pump which basically pumped his heart for him when it failed and thatis his heart for him when it failed and that is when he went on the transplant list and it was from there that he pushed the campaign and realised he would need a heart in his 205. And realised he would need a heart in his 20s. We talked to him about it, being on the transplant list is incredible difficult for the person and their family. It is. There are 6000 other people waiting and that is what drove him, that he had that strength to go and campaign whereas a lot of those people dont even have the strength to get out and about and raise awareness. It is terrible. He had that chance and that pump to keep him going but it isa that pump to keep him going but it is a difficult life and you are suffering today today. Grace, it is really good to talk to you and thank you so much for coming in and best of luck sorting at the festival stage, i can tell you are determined to try and make a difference forjim and many others.
