The report reveals that three of the men involved threatened witnesses during the investigation. More than half of employers think that a woman should disclose in the recruitment process whether she is pregnant or not. At the moment, the current roles as you can be asked you are pregnant when youre in an interview but it cant be discriminated for it. If you are pregnant and you are asked and you dont get the job, you could take them to an employment tribunal. So thatis them to an employment tribunal. So that is why many people dont ask in interviews. If you look at women who have had babies and are in work, they say women who have had more than one pregnancy, 44 of them, employers who are asked, say they are a burden. They can be a burden oii are a burden. They can be a burden on the workplace. They say 32 of mothers unless engaged when they come back. They feel that they are not concentrating perhaps as hard as people who dont have children. And there are various other statistics as well. I am sure there are lots of working women out there who would be livid at some of the attitudes in the survey. Played by over 300,000 people every week, its the second most popular tea m week, its the second most popular team sport among 11 15 year olds in the uk. And with more than half from black, asian and minority ethnic backgrounds, basketball is also one of the most diverse and most inclusive. You just need a ball and a hoop really to play it. We want to play on the world stage but we want to inspire the children to play as well, the Young Players to play and if theres nothing for them to come in after that then whats the point . Theres been an increase ofjust 22 prison officers in london in the last 18 months despite a recruitment drive to raise numbers in the capital. The government announced at the end of 2016 that it intended to increase numbers across the country. The Prison Officers Association says the issue isnt with recruitment but keeping staff in the job. Rachel long worked at wandsworth prison, but left after less than 18 months. I think that recruitment is fine, theyre able to recruit people. At my training we had about 30 people just for those six weeks and out of all of them i think there is only five left in the prison service, which is insane. The ministry ofjustice says its on track to recruit 2,500 new prison officers. There are also plans for a retention strategy to help governors ensure experienced staff remain in the service. Alongside the new recruits. Rmt Union Members in south western rail are working to rule for a fourth day, in their long running dispute over the future role of guards. I think the decision to introduce a part payment by stu d e nts decision to introduce a part payment by students for University Education was the correct one, it allowed us to expand places significantly so it was socially equitable and it allowed us to give a better deal to universities where staff were being grossly underpaid. The big problem was the decision in 2010 with the conservative and liberal Democrat Coalition two travel tuition fees overnight, they were £3000 before, there wasnt great controversy about that and they broke the Cross Party Consensus overnight by trebling the fees to treble. They lost the support of students, they were broadly happy with the deal before 2010 because it was a good deal, after 2010 when the fees went up to £9,000. £9,000 is more than the cost of a lot of the courses offered by universities and at that point it was unsustainable. To make it worse what they then also did was slap a 6. 1 real rate of interest on the student debt. Before the system we set up allowed students not to pay the real rate of interest, so essentially whats happened is a set of changes which took what was i think a veryjustified system of stu d e nts think a veryjustified system of students making a contribution to the cost of their University Education into what was essentially and is now a cash cow by the government to get money from students, which is widely seen as unfair. What happens now, are you saying it should go back to a system that you had envisaged in the first place . Does the whole thing need to be looked at again . Well, the government is clearly the clearly kicking the whole thing into touch, they are setting up a review that will put it into the long grass for months. But what should happen, my view has always been clear, the system set up with cross Party Support in 2004, 2005 with a contribution of £3000 a year by stu d e nts contribution of £3000 a year by students repaid after graduation through the tax system with low real rate of interest was the right system. Do you think they shouldnt be scrapped, they should be taken back to £3000 . I would like them to be kept at £3000. You have to understand, because the government has increased them to £9,250 with a 6 Interest Rate, whats happened is the labour party has moved against any fees at all, which was inevitable with the way politics works. I dont know frankly whether that will be sustainable to have a much more modest fee. I would like to see, being a rationalist when it comes to public policy, a new cross party comes to public policy, a new Cross Party Consensus comes to public policy, a new cross pa rty consensus on comes to public policy, a new Cross Party Consensus on bringing fees back down to £3000, getting rid of the Interest Rate of 6 and agreeing that we will stick with that system for the next generation, not constantly changing but maybe its gone beyond that and the only thing that can be sustainable is scrapping the fees. What about the impact on poorer students . The government are saying younger people from poorer backgrounds has increased since 2009, but what about poorer students, what would help them the most . Its true, because them the most . Its true, because the fees and Student Loans are repaid after graduation, theres no reason why any student should be dissuaded from going to university. I say to any Prospective Students or stu d e nts i say to any Prospective Students or students listening to this, if they get decent a levels and have a good course then they should absolutely go to university. The question isnt so much putting off different groups, the question is whether it is fairand groups, the question is whether it is fair and with students graduating with 50 or £60,000 worth of debt, and a 6. 1 Interest Rate, which means they might have to pay back £100,000, and they have to get their lives sorted out, start buying houses and setting up families, its basically not fair. What began as a sensible system of part contribution by stu d e nts sensible system of part contribution by students to the cost of universities has become a treasury cash cow, with the vice chancellors milking the system for everything they can get because for them this is just they can get because for them this isjust a they can get because for them this is just a licence to print money. The government announced at the end of 2016 that it intended to increase numbers across the country. The Prison Officers Association says the issue isnt with recruitment but keeping staff in the job. Rachel long worked at wandsworth prison, but left after less than 18 months. I think that recruitment is fine, theyre able to recruit people. At my training we had about 30 people just for those six weeks and out of all of them i think there is only five left in the prison service, which is insane. The ministry ofjustice says its on track to recruit 2,500 new prison officers. There are also plans for a retention strategy to help governors ensure experienced staff remain in the service. Alongside the new recruits. Rmt Union Members in south western rail are working to rule for a fourth day in their long running dispute over the future role of guards. In the wake of the earthquake in haiti in 2010, seven of the oxfam staff sent there to help left because as a result of their unacceptable behaviour. An internal report published today shows one was dismissed and three resigned for using prostitutes on oxfam premises. The 11 page document makes various recommendations including finding better mechanisms for informing other aid agencies about so called problem staff. This is a survey of over 1000 employers, too it is pretty senior people in private sector organisations. They have asked them about how they feel whether they wa nt about how they feel whether they want to have children in the future and what they can and cant ask them inJob Interviews and what they can and cant ask them in Job Interviews and what they are like when they had children and came back to work some of the Key Statistics is that more than half of employers say that women should stay in the interview whether they are pregnant or not. At the moment, it is fine foran pregnant or not. At the moment, it is fine for an employer to ask somebody in an interview about pregnant but if they discriminate against them because they are pregnant, they can take them to an employment tribunal. Say a pregnant lady mentions or gets ask and says, im pregnant and afterwards, she doesnt get the job, and she can probably do that. Dont ask, dont go near discrimination. But when you look at why they have a problem with women having babies or being pregnant, its because of the attitude of the women when they are in work afterwards so according to the survey, they said about 44 of women who have had more than one pregnancy is more than one pregnancy are a burden on the company and some said that mothers we re company and some said that mothers were less engaged. I am sure there will be lots of women out there who are raging hearing this, working mums who say they are not a burden at all. This is why the equality and Human Rights Commission have looked into this because they say it is completely wrong to discriminate against women who have or want to have children. It needs to be organisations, government notjust it needs to be organisations, government not just saying to women who have spoken out about the problem, what are you going to do differently . Theres a whole set of things to think about, one, who is working in the industry where people are placed . What this means in terms of representation. The kind of content we re representation. Weve seen the industry here look at improving standards, and thats absolutely welcome, but we need to make sure there is accountability built in so that its not just something that accountability built in so that its notjust something that doesnt have teeth. We really need teeth around this. Media has such huge influence over what we do, so again to reiterate, lets think about whos doing what in our industry and also kind of the content were producing. Can we have diverse women on our screens and not always have black women in particular roles . Lets think about how all women are presented. Lets think about those changes because that will make a difference. What about people who might think for example this is all where very well, i will ask you both, hollywood getting involved, but how real is that and how much is this joining but how real is that and how much is thisjoining in this joining in something thats become a movement. We know the problem is enormous and it affects women in all industries, we know almost half of all women experience Sexual Harassment in the workplace and two thirds of young women. We know its worse when that is compounded by racism, racism, discrimination on the grounds of gender identity and disability. Everyone has a role to play across those boundaries. Of course its important for women in entertainment to speak out because they put a spotlight on an issue and for every one of those stories weve heard there might be 1000 other women whose stories were not hearing. And woman on a zero hours contract whos in precarious employment and its hard for her to use her voice for risk of losing her job at. We need those women to use their platform to draw attention to their platform to draw attention to the wider issue. I would say a similar thing but were not saying the lives of women in entertainment are more important, we asked a in bow have this platform that allows for amplification that we havent had before. We are sailing women in entertainment. We are saying. What you have is this amazing solidarity across completely different sectors. That means something in terms of shifting the conversation. Diagnosing autism in children has always been a challenging process but Scientists Say they have now developed a blood and urine test that can accurately detect the disorder. Researchers at the university of warwick claim it could lead to earlier diagnosis but experts have expressed caution, saying such a test is still a long way from being reliable. Joining us now in the studio is naila rabanni who conducted the research and james cusack from the Autism Charity autistica. Thank you very much forjoining us. You conducted this research, what did you do and what did you find . We wa nted did you do and what did you find . We wanted to look at the disease which has a high impact in parents and children and find some sort of biomarker that could diagnose early and conclusively that no child who doesnt have autism is wrongly diagnosed. That was the idea. We looked at the protein damage in plasma and then using Machine Learning to find the combination of markers seen in autistic children to develop a test that could give you a high, accurate diagnosis of autistic children. James, how difficult has diagnosis of autism being . Families have to wait a long time for diagnosis, so we know in the last ten years the average waiting time for diagnosis hasnt changed. Families are very keen to get a diagnosis as soon as is the. It was a small amount of people you tested, wasnt it . As soon as possible. Did you find there was a marker . As far as you could see . This is a typical medium sized study, Clinical Study when you look at by markers to diagnose this. We really needed to get a significant change, about 18 patients and 18 healthy children biomarker is. We used about 38. It isa biomarker is. We used about 38. It is a good sized. I wouldnt call it a small biomarker is. We had good results. The powerful technique. Reason for this is look at the fingerprints of the processes of autism and it identifies which pathway is involved in the process of developing autism. These markers are linked to the disease process. Finding that and then combining it with artificial intelligence, we we re with artificial intelligence, we were able to narrow it down from about 30 markers to about four markers with accuracy of 88 , which is way better than any current test available. Can i put this to you from the Royal College of paediatrics and child health, this is far away from a test and if applied to a Large Population this will cause false positives, meaning there is worry to children and families. With the Likelihood Ratio of having false positive. It is new, 0. 1. It is 0. 1. It gives you conclusive evidence of absence of disease in a healthy child. This is not the first test i have developed, i have developed heads for osteoarthritis where we can bring g8 with prices dimity and specificity tests. I dont think its a long way off differentiate with specificity. Families want to have their diagnosis as soon as per the. That is key. As soon as possible. We need tests that are accurate. One of the issues with this research with this diagnostic is it compares autism with people who dont have autism with people who dont have autism and a cliniciansjob is to go beyond deciding weather someone has autism, but weather they have autism, adhd or whatever. Accurate diagnosis is key to ensuring someone gets the best treatment and support they can weather. Gets the best treatment and support they can weather. I agree with james. Thats the beauty of this test. The Likelihood Ratio, as i mentioned, is 0. 1, that conclusively tells you. That is compared to the population. It is in a merry small sample size for autism. You cant really compare autism to arthritis and varied. Autism is a more complex, varied condition. Very small. That is correct, i agree. There have been hundreds of studies that have got to this stage before. It looks promising and you see a great difference between autism and people who are just in the general population. Can i briefly say again, previously all these studies have done looking at the normal protein. We are looking at the damaged protein involved in the disease process and these are the markers actually in each disease and each different type of these neurological disorders. I agree with you, we need to do further validation in a large cohort and in other neurological disorders, disorders, and thats on the cards, thats what were going to do. The government announced at the end of 2016 that it intended to increase numbers across the country. The Prison Officers Association says the issue isnt with recruitment but keeping staff in the job. Rachel long worked at wandsworth prison, but left after less than 18 months. I think that recruitment is fine, theyre able to recruit people. At my training we had about 30 people just for those six weeks and out of all of them i think there is only five left in the prison service, which is insane. The ministry ofjustice says its on track to recruit 2,500 new prison officers. There are also plans for a retention strategy to help governors ensure experienced staff remain in the service. The conservative governments policy on University Tuition fees has undergone something of a transformation. After backing an increase in the level to more than £9,000 just over a year ago, the Prime Minister said in the autumn that she wanted tuition fees frozen. Today, she will launch a review of the system which will consider cutting the amount students pay. Education secretary damian hinds joins us from westminster. For those viewers who have been watching for the last few hours, we spoke to lord adonis aboutan hourago, few hours, we spoke to lord adonis about an hour ago, can you firstly explain why this review is needed . It will take at least a year for proposals to be suggested, why another review . We have one of the best University Systems in the world with some of the best individual universities. We have more young people going on to university than ever before, but when the current financing system came in in 2012 it was widely anticipated there would be more variety in the system, more different prices for different courses, but also different structures, different ways of delivering a degree there will be analysis of how you stimulate variety and choice. Different ways of getting a degree and the alternatives to university, some of the technical and vocational routes that arent necessarily a three year degree but other ways of investing in ourfuture skills degree but other ways of investing in our future skills base. Does the Current System not work . It works very well in some really important ways. We have properly sustainable if financed universities, theres a share in the cost between the student and students, they learn a lot more earn a lot more money through their lifetime by going to university than not, theres a taxpayer element, it is fairly done, you dont repay until you reach a certain income threshold, which is about to go up to £25,000. Ill say again, we expected there to be and i wa nt again, we expected there to be and i want there to be more variety in whats on offer and be absolutely sure that every would be student can get good value for money and were also getting the skills we need for the future of our country. With respect that was meant to be what was happening already. For example, there was meant to be a variation of these but what happened is all universities charged the top whack, everything they can charge, to get the most money out of students fees. Your observation is good, the average fee is £9,100, very close to the top, we want to see more variety. Its not just the top, we want to see more variety. Its notjust about the the top, we want to see more variety. Its not just about the fee you charge for a three year course, its about whether you have more compressed courses into, say, two yea rs, compressed courses into, say, two years, where there can be more options to study while youre working. Maybe more people who can do commuter degrees, so not having to work to another town or sadly move. All of these aspects are important. City. Thinking about a joined up system with Technical Education post 18 and some of those other collocations in disciplines that are important for the future of the country. What are you going to say to a student facing £50,000 debt, interest of 6. 1 , how do you encourage them to be part of the system and also can you give them a promised those fees are going to go down rather than up . A promise. Thats a really good question you pose. Im aware obviously of the concerns people have and are very visible number that you come out with, the debt number, but its not like a normal debt in the sense that a lot of people will never pay that full amount back because we have an earnings threshold, £25,000, and you dont pay anything back if you are earning under that and by the time 30 years has passed, whatevers left is written of and as for the taxpayer subsidy, thats when that comes in written of. People shouldnt be put off applying for university because youre only going to contribute if youre earning. I say again, we have one of the best systems of universities in the world, four of the top ten in the world, four of the top ten in the world, 16 of the top 100. Over a lifetime a graduate will earn £100,000 more by going to university thanif £100,000 more by going to university than if they didnt. Weve created this system now whereby universities are dependent on these high fees and if you were to take those away then they would really struggle, they would be a huge funding gap which they would currently not be able to fill. Its in nobodys interests to have universities that arent properly funded, thats in the interests of the universities and the students because we want to make sure we have a world class Higher Education system available. One of the things the review will look at, one of the things the panel will look at no doubt will be about the different costs to put on different types of courses. This is a research by the equality and Human Rights Commission, who spoke to over 1,000 employers across the private sector. They found six in ten believe that a woman should have to disclose whether she is pregnant during the recruitment process, and 40 of employers believe that women who have had more than one pregnancy while in the same job are a burden on their team. It seems ludicrous we have to remind ourselves the whole point ofa to remind ourselves the whole point of a Job Interview is to get the best person for thejob of a Job Interview is to get the best person for the job depending on their skills and experience and not any discriminatory factors. It is unlawful to not appoint somebody for a job because theyre a woman, pregnant or because you even think they might get pregnant at sometime in the future. But they can be asked, though, cant be . Theyjust cant discriminate them for it. But the big question is why would you wa nt to the big question is why would you want to ask those questions in an interview if youre not allowed to actually act on the answers to deny people work . I worked for denton is, the Biggest International law firm, had my second child when i was there and i was brought in first day back after maternity and said i was under redundancy consultation and effectively was made redundant, went through the internal process, which was flawed, and had to unfortunately ta ke was flawed, and had to unfortunately take them to a tribunal, which i won at the end of last year. That was a year of your life trying to win that case . A whole year. To be honest im ashamed to say i resented my son for the first year of his life purely because of what happened to me. The emotional impact, the financial impact, the anxiety, the sleepless night and its something i live with my daily basis and its something i will never be able to forget that nights. The government announced at the end of 2016 that it intended to increase numbers across the country. The Prison Officers Association says the issue isnt with recruitment but keeping staff in the job. Thats also the experience of other officers. I think that recruitment is fine, theyre able to recruit people. At my training we had about 30 people just for those six weeks and out of all of them i think there is only five left in the prison service, which is insane. The ministry ofjustice says its on track to recruit 2,500 new prison officers. There are also plans for a retention strategy to help governors ensure experienced staff remain in the service. It will go on for some time, it will be government led, not an entirely independent review, but the issue around rising student debt has been hot politics since 2012, when the government allowed the cap on fees to rise to around £9,000. But it has become particularly hot politics since labour announced they would scrap tuition fees altogether. That has made labour even more popular amongst students and young people but also, as theresa may will say today, pa rents parents and grandparents are concerned about this issue, which is why the government needs to address it. It does not seem that the whole is you of the way graduates pay for tuition is on the table, i think that will remain the way that universities are funded, but, as damian hinds, education secretary, told breakfast earlier, there are changes the government is considering. It is not like a normal debt in the sense that a lot of people will never pay back that full amount because we have an earnings threshold, £21,000, about to go up to 25. You dont pay back anything if you are earning under that. By the time 30 years has passed, whatever is left is written off, thatis whatever is left is written off, that is where the taxpayer subsidy comes in, so people should not be put off right now applying to university and so on. But it could be that the government decides to cap some courses at some universities. There is also an argument in the tory party about whether maintenance grants should be brought back to help cope with the costs, labour as well arguing for that. It will be a big debate about a very complex question. I think the political challenge for the government is coming up with an a nswer to some of these questions that does not just looked like a some of these questions that does notjust looked like a pale imitation of labours policy, which is why i think this is difficult territory for the government. The report inlcudes accusations of bullying, intimidation of staff and use of prostitutes, as well as suggesting that oxfam bosses ignored a recommendation that better ways should be found to inform other charities about problem staff. Our Diplomatic Correspondent James Landale reports. In the wake of the earthquake in haiti in 2010, seven of the oxfam staff sent there to help left the organisation as a result of their unacceptable behaviour. An internal report published today shows that one was dismissed and three resigned for using prostitutes on oxfam premises. Two more were dismissed for bullying and intimidation, one of whom also downloaded pornography. And another man was sacked for failing to protect staff. The report says three of the suspect physically threatened witnesses during the investigation. The 11 page document makes various recommendations, including finding better mechanisms for informing other aid agencies about so called problem staff. This is something that oxfam appears to have ignored as the charitys director in haiti went on to work for another Aid Organisation in bangladesh even though the charity says he resigned for using prostitutes. His parents say treating him with cannabis oil dramtically reduces the symptoms. But the home office has ruled the treatment will remain illegal in the uk. Alfies mum joins us on the sofa, but first lets take a look at their journey so far. When Alfie Dingley has seizures, he can have as many as 30 in a day. Multiply that over a number of weeks, and one year he got to 3000, meaning 48 trips to hospital. The numbers when he went to the netherlands were very different. There, he was prescribed a cannabis based treatment. No attacks in 24 days. But a license for him to use the medication here has been turned down. The government says it can only be used for research at the moment, but a group of mp5 is calling on the home secretary to make an exception. If we can find a way for her around the regulations that exist, and we believe that we can, she can issue a licence to make sure that alfie can get this medicine. Counting up, there are good days in alfies life as well as bad, but his parents say even just one bad day is enough. Alfies mum, hannah deacon, joins us now. You have a lot of mps forward on this. You have a lot of mp5 on your side, so tell us a bit about his condition . He has a condition called pcdh19, he is one of nine boys in the world, incredibly rare, but he is the only one responding to an intravenous steroid used for people who have anaphylactic shock, so it is something to be used sparingly, not every week, not up to five times a week, which is what was happening to him for the last 18 months before he had treatment with medical cannabis. So he went abroad to get the medical cannabis . We went to holland under a neurological paediatrician, so we did everything officially and properly with the doctor. And it made, as far as you could tell, a big difference . An astounding result. We went from having seen clusters, very severe clusters, of seizures every four to ten days where he would have up to five doses of intravenous steroids to having one seizure a month where he would still need an intravenous steroid but our neurologist said we need to find a way of reducing the amount of steroids we are using. Which is a com plete steroids we are using. Which is a complete difference of life not only for you but for him as well . It is amazing, you went from being locked in his body, not socialising, actually being very. Hitting people, being aggressive, because he was full of steroids all the time, full of drugs, everything kabaddi went from back to playing with his sister, interacting with her, noticing things, starting to spell words, talking to me and his dad, being a different child. It was just wonderful, wonderfulfor being a different child. It was just wonderful, wonderful for us. And you could not stay there so you have come back here and what has happened . Your request for a licence to prescribe this, it is cannabis . It is basically a whole plant cannabis oil which has two parts, cbd and thc. Cbd is legal in this country to consume but not the thc. And one does not work without the other for and one does not work without the otherfor him . And one does not work without the other for him . Not for him, no. The government says, we recognise that people with chronic pain are looking to alleviate symptoms but it is important medicines are thoroughly tested to ensure they meet rigorous standards before being placed on the market said doctors and patients are assured of efficacy, quality and safety. So where are you, what can you do now . We know the all Parliamentary Group have called for the home secretary to issue a licence. But i would say to the statement is that we have used a paediatric urologist in holland, we have not gone somewhere to buy, we used a company who have, who make medical cannabis, they have a licence in the eu, the only certification for a company in the eu, they are a pharmaceutical grade oil. This is safe. And also what i would say is, my son, from eight months old, has been injected with opiates, with steroids, they are not safe for children. There is no Clinical Data to say that is safe. And you can see the impact, as you said. My son will die or have psychosis if we carry on the way we were. This product we are using is safe, it is made by a medical company, it is available in 11 eu countries, soon to be 14. We need to catch up. Medical cannabis has a value and, for my son, who is unique, iam value and, for my son, who is unique, i am not opening the floodgates for anyone, he is unique, iam asking floodgates for anyone, he is unique, i am asking for some compassion and humanity.
