The navys future flagship, which was commissioned by the queen earlier this month, has a problem with one of its propeller shafts. Our defence correspondent Jonathan Beale reports. Earlier this month, amid much fanfare, the royal navys largest, most expensive warship was being commissioned into service by the queen. I name this ship Queen Elizabeth. Hailed as the most powerful capable warship ever to raise the white ensign. But what the navy did not say at the time was that she was leaking. According to the sun newspaper, a fault with a seal around one of the ships propeller shafts has left her taking on up to 200 litres of water every hour. The problem was first identified during her sea trials earlier this year. A royal Navy Spokesman insisted the fault was now scheduled for repair and that it would not prevent the 65,000 tonne warship from sailing again early in the new year. Its not clear how easy or how much the repair will cost, but its believed to be one of a number of snags that will have to be rectified by the contractors. The first f35 international delivery. Meanwhile, mps have issued a warning about the cost of the new aircraft that will eventually fly off her. The Commons Defence Select Committee says there has been an unacceptable lack of transparency over the f35 jets, with one estimate that each plane will cost more than £150 million. Parents, teachers and young people are being asked to help create a new relationship and Sex Education curriculum which could include lessons on sexting and online pornography. Whats different, and whats the same . The guidelines for teaching schoolchildren about relationships and sex have not changed since the turn of the century. And with lessons like this to be made compulsory in all of englands schools, an update is urgently needed, particularly given how much time many children now spend online. Here, there are new risks, like sexting, when images of children are posted on messaging apps. And there is cyber bullying, and the availability online of ha rd core pornography. Often, young people do not necessarily know what is inappropriate in terms of behaviour and materials versus what is appropriate. They are confronted by so much stuff on the internet. But they often dont even know what is illegal and what is legal in terms of what they are doing. It really is time we update guidance. The government wants pupils, teachers and parents to suggest how sex and Relationship Education could be updated to make it more relevant. There will be a vigorous debate. Im a mother of two and i have been looking for Sex Education to be more about healthy relationships, like friendships, as you get older, more appropriate, getting your first boyfriend at the end of primary school, when people are starting to say im going out with him, i want them to understand what makes Good Relationship between a boy and a girl or between a girl and a girl or a boy and a boy or whatever. At the end of this process, the government says its goal is to make sure young people learn the importance of healthy and stable relationships. Richard galpin, bbc news. The Health Regulator is warning that the nhs workforce is at crunch point and its calling on the government to act. In its annual report, the General Medical Council says the supply of new doctors is failing to keep pace with demand and warns the service could suffer increasing pressure over the next 20 years. Our Health CorrespondentAdina Campbell reports. Another stark warning about the state of our nhs. This time, the gmc says its concerned about the pressures and unease on doctors as they grapple with their growing workloads. In its latest report, it found that the supply of new doctors into the uk has not kept up with demand with then dependence on non uk qualified doctors in some specialist areas. There was also a risk that some overseas doctors were being put off working in the uk. And an ongoing strain on doctors training. At the moment, we see our doctors day in, day out, doing a fantasticjob, but we shouldnt take that for granted, and thats why things like the training environment forjunior doctors is particularly important. And thats why we should be really clear about what we need to do to look after the attractiveness of the uk for overseas doctors as well. The department of health in england says the nhs currently has a Record Number of doctors, nearly 15,000 more since 2010, and is expanding the number of training places by 25 . Labour, though, has accused the government of mismanaging the nhs, and says the workforce is in crisis. To meet the future needs of patients, the gmc now wants to reduce the burden on doctors, with improvements to their Work Life Balance through better training and Flexible Working conditions. Adina campbell, bbc news. The government has outlined how it plans to tackle claims of racial bias in the criminalJustice System in england and wales. The justice secretary, David Lidington, says he wants to implement a new principle of change or explain when it comes to evidence of Racial Discrimination. It comes after a report by the labour mp david lammy, which found evidence of systemic discrimination against people from black and minority ethnic backgrounds. Mr lammy said in his report in september that 25 of the prison population in england and wales are bame. More than two fifths of those in the youth Justice System, 41 , are also from ethnic minorities. That compares to just 14 of the Wider Population in england and wales, which is black or minority ethnic so a clearly disproportionate Justice System population when it comes to ethnicity. In response thejustice secretary says hes determined to see a more diverse judicial system but stopped short of setting targets for more black and ethnic minorityjudges. We are taking forward all of the recommendations, most of them in part, for example this principle of change or explain something were going to try to mainstream into how we approach the work of Prison Service and the courts and tribunal service, so Prison Service, its been set some very demanding targets to recruit more prison officers, to make it more representative of the population including the person published as a whole and also get more black and asian people in the Prison Service to senior positions as prison governors. But the real testis as prison governors. But the real test is going to be whether we can cut through what david lammy rightly identified as an enormous level of mistrust amongst people, particularly young people in black and ethnic minority communities, towards the criminalJustice System. Thank you very much for being with us. What is your experience first of all of the criminal Justice System . What is your experience first of all of the criminalJustice System . Good morning. I spoke to one of the people at the bbc this morning and we spoke about the subject we were going to speak about this morning andi going to speak about this morning and i basically think its a lack of education, if you take somebody from the suburbs and mix them with somebody from ethnic background theyve never mixed with before and theyve never mixed with before and theyve only ever seen that person portrayed in the media in a negative light or through a film, then i do think its going to be expected that is their perception of that culture and that sort of behaviour. So you believe there is Racial Discrimination within the Justice System . Discrimination within the Justice System . Definitely. The cause of it in my belief is sometimes notjust ignorance, its a lack of education for some of the staff who look after ethnic minority prisoners. You think that needs to change . Do you have ideas about how that should change . I think you need more integration and education. One of the things when i was in prison, ethnic minority people, especially black people, were very charismatic, and Something Like that used to get misconstrued as aggressive behaviour, which isjust something which happens in my culture where we talk about hands a lot. If people we re talk about hands a lot. If people were educated in the way we speak and use our body lang wouldnt speak to each other, things like that, they would understand as and it wouldnt be racist and us getting penalised for being aggressive when were just having conversations with our friends within the prison. Its quite difficult. Body language. We were penalised as i said forjust being ourselves. Its nonthreatening behaviour but it was misconstrued. That is within the Prison Service. Do you also think there is to scrum a nation within the Police Service and within the judiciary as well, thejudges and and within the judiciary as well, the judges and the magistrates . think they go hand in hand. It filters all away the board. The media is highly responsible for the images they put out and i think whatever the police think is what thejudges think, its whatever the police think is what the judges think, its what they think within the judicial system because obviously they Work Together and also i have found the presence had bame senior officers, the staff had bame senior officers, the staff had more understanding of the culture whereas when i went up north and their was minimal bame officers in the prison, there was more racial bias towards myself and my peers. One of the recommendations of this report is reformed offenders like yourself should have their criminal records sealed so they wouldnt have to declare that record to a potential employer. Is that something you would go along with . Im going to be totally fair. The element of risk of employers putting you ina element of risk of employers putting you in a workplace and you have a serious criminal history, they have to protect the rest of them employers. However i tried to get a job andi employers. However i tried to get a job and i went to a0 interviews before i decided to be self employed because my past, although i had done so well in the community, and showed change, nobody would give me a Second Chance based on the piece of paper, so there needs to be some sort of system or assessment process being put in place for ex offenders so they can change their lives. One of the things the government is saying is that one of the recommendations from the report they wont do is to sort of have quotas and targets for bame judges and magistrates fulled they dont think that would be a good idea. Do you think there should be some sort of quotas and targets put forward within thejudiciary . Quotas and targets put forward within the judiciary . quotas and targets put forward within the judiciary . I think theres quotas and targets outside theres quotas and targets outside thejudicially in normal theres quotas and targets outside the judicially in normal workplaces, they want to be fairer and get more ethnic people opportunities, so i think its only fair they have the same sort of system in the judiciary. We are living in a Multiracial Society so i do think the judiciary system should reflect the judiciary system should reflect the society we live in. Really good to talk to. It is a Daily Telegraph sting, reporters turned up at gatlins florida base and they spoke to Dennis Mitchell and Robert Wagner, who, as you say is an agent who what has had dealings with gatlin in the past. Its alleged that Robert Wagner offered them performance enhancing drugs which they wanted to make their actor look more like an athlete in a film they were producing, he said, well mrwagner said he could get testosterone or human growth hormone, both banned su bsta nces human growth hormone, both banned substances from a doctor he used in austria, get it sent to america and supply the producer with the drugs. It is alleged both men talked on tape about how doping was rampant in the sport of athletics and Denis Mitchell is saying the drugs they used, athletes could not be tested positive for them. Gatlin has been quick to distance himself from these allegations, he has fired his coach. What has been the response . This isa man what has been the response . This is a man who has been a divisive figure in the sport. Justin gatlin, remember was booed in london when he won the 100m in usain bolts final ever ra ce won the 100m in usain bolts final ever race before retime. There were reports of an explosion in the city, and earlier the huety rebels in neighbouring yemen have said they had fired a rocket. Huti rebels. Inmates at liverpool prison are being kept in the worst Living Conditions inspectors have ever seen, according to a leaked report seen by the bbc. Prison inspectors found rats, cockroaches, and exposed electrical wiring when they made an unannounced visit to the prison. A lack of leadership at all levels, including central government, was identified as the prime cause of the problems, as our social Affairs CorrespondentMichael Buchanan reports. Liverpool prison holds more than 1100 inmates in the worst Living Conditions that inspectors have ever seen. Rats and cockroaches are rife. Blocked toilets create pools of urine in cells. Whistle blowers have told us that in recent weeks, prisoners have died following poor health care. In late september, an inmate with Mental Health problems killed himself in the Health Care Unit. Barely a fortnight later, a second suicide. The man, we are told, had not had the proper screening. A month later, a third death, an inmate in Failing Health had waited more than 17 hours to see a gp. Poor care forced this former prisoner to remove his own tooth. It got to a point where it had swollen that much that my tooth shattered. I ended up because of the wait, i ended up having to remove the roots myself. Health services at liverpool are provided by this nhs trust who admit it struggles to provide consistently good care. We have brought in new staff. We have considerably improve the access to gps in the prison. We have made improvements. But not at the pace and to the level that we would have liked. The healthcare failings come on top of the squalid conditions that inmates endure, with inspectors warning that the Prison Service has no credible plan to address the problems in liverpool. Michael buchanan, bbc news. And Michael Buchanan is here with me now. This is shocking. Inspectors finding rats, exposed wiring, cockroaches. It is appalling in modern day britain. The reasons for any numbers, there have been cutbacks in prison officers at the jail itself. Which means the staffing isnt there, the money isnt there to invest in the prison. Therefore, you then have pressures emanating out of then have pressures emanating out of the Central Mission of the prison to keep prisoners in there and provide them with meaningful activity. That has implications for the health care. You have health ca re the health care. You have Health Care Staff there who cant get to the prisoners who have Health Care Needs because theres no staff, no prison officers to perhaps take them there. Similarly the prison cant get to the Health Care Unit for the same issue. Nhs england which commissions health care service, they are trying to save money, so they are trying to save money, so they offered in this particular case a price for the contract that was too low which put pressure on the nhs trust providing it all and on top of the whole thing you have a general attitude amongst many members of the public that they are prisoners and we dont really care how they are treated, and so, therefore, government can the pressure isnt on government to actually make significant changes to the system. And we are used to hearing reports about terrible conditions in ourjails, but this, well this would make liverpool prison effectively one of the worst then in the country, would it . Absolutely. What the leaked report says it is the worst Living Conditions that inspectors have seen. What comes across in the lea ked seen. What comes across in the leaked report as well as the sheer exasperation of what is going on, this is not new, the inspectors were in in 2015. At that time they found it wasnt very good. They made 89 recommendations for improvement and become in september they found theme 22 of the recommendations had been fully implemented. They found that only 22 had been recommended. There were a few paintjobs done immediately around their visit and when attention is moved away things go back to normal. The exasperation about that happening in liverpool is very clear in that report. Thank you very clear in that report. Thank you very much indeed michael. Victims of last years devastating Christmas Market attack in berlin are being commemorated today. 12 people were killed and 70 injured when a truck deliberately ploughed into the market. The driver was anis amri, a tunisian whose asylum application had been turned down months before. Jenny hill is in berlin. Tell us how this terrible anniversary is being marked . Well in the last half an hour, relatives of those who lost their lives in the attack have been lighting candles and placing them on a newly opened memorial on the steps of the church which overlooks the site of the Christmas Market attack. Actually angela merkel, the german chancellor, gave a short impromptu speech in which she, in effect, acknowledged that berlin, the authorities in germany, havent really done enough to support victims families in the days and weeks following the attack and that lesson has been learnt for the future. As you can imagine, it is a very sombre day here in berlin. The Christmas Market itself is closed out of a sign of respect for the 12 people who lost their lives and of course for the 70 people who suffered injuries, some of them very serious. The site itself is closed, so that theres privacy for the victims families who as i say have been placing candles and white roses on the stone steps. This has caused afairdegreei on the stone steps. This has caused a fair degree i think of public anger directed at angela merkel. The families of those who died and some of those who were injured actually wrote her an open letter some time back accusing her of not doing enough to support them. They say she should have been in touch in person or in writing to offer condolences but what really angered them, is, i suppose, first of all, the fact they say they werent supported. It was several days for example, before come were told their loved ones were killed. Some families were sent bills by the Hospital Mortuary and there is some angry amongst some affected because the police say if they had been properly resourced might have had the capacity to actually stop, anis amri from carrying out the attack. Angela merkel met with about 100 people yesterday. Many said afterwards that they felt she had put their minds at rest, spoken with them and gave them a degree of comfort and reassurance about how the authorities would react in the future but i think there is still some anger there and that, of course, has really exacerbated a very painful anniversary. In france, the tradition ofjourneymen and women travelling around the country to learn their trade goes back to the early middle ages and its very much alive today. Theyre called the compagnons de devoir or the companions of duty and now they are opening up in the uk as well. Hugh schofield reports from burgundy. Dinner at the compagnon hostel in dijon. These are apprentice plumbers, carpenters, pastry chefs and many are on what they call their tour de france. Staying here forjust a few months before moving on to another hostel, another town. Its a Community Life and supervising is a person they call the mother. He translation its a big family with a mother, a father and all these brothers and sisters. Girls too now but not as many as the boys. Today the family members include a yorkshireman. There is nothing really in england that i know that can compare to Something Like this, like, a group of people, like working in a young environment and new places. The closest things i can think of is like a university of trade. The roots of the compagnon go back nine centuries and the journeymen guilds that helped built the great cathedrals. Theres still a lot of tradition. One of the odd things about the compagnon is that in every maison, hostel, you can see a lot of these strange creations, they are what they call the masterworks and every apprentice, at the end of his or her tour de france, has to complete one of these before they become a full compagnon. At meetings, apprentices are expected to wear suits and if youve begun your tour de france, you have the right to a sash and a walking stick. The ritual is symbolic and helps bind people together, says jacob hunt, hes the companions first ever representative in the uk and a Firm Believer in the merits of the journeying apprentice. It can be a bit daunting when you first arrive. You dont know where you are going to work, with who you are going to be living but you learn to be very sort of resourceful and adapt very quickly and just pick up, you know the new skills, new techniques, new materials and once you have been doing that for two, three, four, five years, you become very resourceful. His hope is to place more french compagnons with british firms and more british apprentices in france, brexit, of course, permitting. It is based upon the same financial issue, they said as a consequence it cant be relied upon any more. As a result, shareholders have completely lost a lot of faith in the business, as we say, 10 billion euro worth of value wiped off the business in what short period of time. They are now looking for a lifeline to re establish faith with the shareholders who are still invested in the business. And it is the people to which the firm owes money, they have said give us more time, we need to get our affairs in order to get things sorted. Welcome to bbc newsroom live. The government has outlined how it plans to tackle claims of racial bias in the criminalJustice System in england and wales. The justice secretary, David Lidington, says he wants to implement a new principle of change or explain when it comes to evidence of Racial Discrimination. It comes after a report by the labour mp david lammy, which found evidence of systemic discrimination against people from black and minority ethnic backgrounds. Mr lammy said in his report in september that 25 of the prison population in england and wales are bame. More than two fifths of those in the youth Justice System, a1 , are also from ethnic minorities. That compares to just 1a of the Wider Population in england and wales, which is black or minority ethnic so a clearly disproportionate Justice System population when it comes to ethnicity. In response thejustice secretary says hes determined to see a more diverse judicial system but stopped short of setting targets for more black and ethnic minorityjudges. We are taking forward all of the recommendations, most of them whole, some in part, for example this principle of change or explain something were going to try to mainstream into how we approach the work of Prison Service and the courts and tribunal service, so Prison Service, its been set some very demanding targets to recruit more prison officers, to make it more representative of the population including the person published as a whole and also get more black and asian people in the Prison Service to senior positions as prison governors. But the real test is going to be whether we can cut through what david lammy rightly identified as an enormous level of mistrust amongst people, particularly young people in black and ethnic minority communities, towards the criminalJustice System. I think its deeply disappointing. The government are not serious about adopting the recommendations because its actually something weve been asking about since we met lord mackay back in december 1988. This is nothing new. Its long overdue and each discipline needs to have a target for recruitment of bame the judges because the courts from the Supreme Court downwards, must reflect those upon whom it seeks to sit in judgment. The reflect those upon whom it seeks to sit injudgment. The targets introduced after the Stephen Lawrence enquiry, it made an enormous difference to the recruit mint of bame professionals and lay people across the board mint of bame professionals and lay people across the board and the judiciary is no different. You have to have a target to work towards and one of the things which we think has not been addressed by the government is the reform of the Guidelines Council which set up prior for sentencing of defendants and also the need to monitor sentencing decisions by each court centre. You must have that. Otherwise you wont know whether any progress has been made or not. That was Peter Herbert from the society of black lawyers. Well were joined now from westminster by the labour mp david lammy. He published a review on Racial Discrimination in the Justice System earlier this year and the governments announcement today is based on his findings. Thank you for being with us. What do you make of the response to your report from the government . Im obviously pleased that broadly the government have accepted the thrust of my review and my 35 recommendations, that they understand and get that you do need a system that explains what is happening or reforms it if they cant explain the numbers. We do need a system that is diverse across the board. Weve need a system that is diverse across the boa rd. Weve got need a system that is diverse across the board. Weve got to be clear on what the data is telling us and the government seems to accept the thrust of my recommendations, so im pleased about that. The proof will be in the pudding. Weve got some really entrenched problems, a1 of our youth Justice System coming from an ethnic minority background is very, very serious indeed because it suggests the pipeline into the aduu it suggests the pipeline into the Adult Population is likely to rise over the coming years so i dont wa nt to over the coming years so i dont want to underestimate the scale of the challenge ahead of us in this country and also to indicate that this is wasted lives, many of these young people dont go on to get jobs, many of them remain on jobseekers allowance, all of this costs the taxpayers a lot of money and of course prison places an extraordinary amount of money indeed. Thats why this is so serious. Nearly all of your recommendations been accepted by the government apart from the one about the judiciary government apart from the one about thejudiciary and government apart from the one about the judiciary and the justice secretary says he doesnt think setting targets is the right way to tackle underrepresentation in the judiciary. What do you make of that . They have accepted the thrust of my 35 recommendations but some of them are in part, not a entirety, some of them are for pilots and to look with deeper consideration but on the issue of thejudiciary, deeper consideration but on the issue of the judiciary, look, deeper consideration but on the issue of thejudiciary, look, this cuts right to the heart of trust. Its extraordinary that in 2017 we have got one woman in the Supreme Court, no ethnic minorities and when we get to the court of appeal, again were seeing ethnic minorities judges, its not about this issue. There have been black and ethnic minority lawyers for 30, a0 years, many of them very, very experienced indeed, weve got a whole block of qcs in this country. They are applying but not getting through and thats why i recommended a target or a goal because it concentrates the mind on why they are not getting through and how we can change the process. My real fear is more of the same, fine words from our senior judiciary, and the appointments commission, will get fine words but not deliver results so well be back here in ten years time with fewer women, few ethnic minorities making their way through and im afraid the trust levels in black and ethnic minority appellations is lower than they were yesterday. The justice secretary, on the point about the judiciary Committee Says its not really a question of targets, its about how people get into the Legal Profession in the first place. How to get enough bame people into the profession in the first place. Not about quotas and targets. He is wrong on that issue. If you turn to page 38 of my review, you will see all of the evidence that stacks up that bame lawyers do apply to go into thejudiciary, but that bame lawyers do apply to go into the judiciary, but im afraid they get through at far less a rate than their white counterparts. That is the principal issue. Its not a pipeline issue. It is why they are not progressing further in the application process. The commission could not tell me why. Many of your viewers will come to their own conclusions as to why, but its certainly the case that those candidates need for proper feedback, the case that in modern recruitment practice, if you have got applicants, a panel and theres no women on it, you say why have there been no women interviewed, i wanted to bring forward a woman, and if you have two applicants that do was well ina have two applicants that do was well in a competition, you support the woman tom ford the ethnic minority because you recognise that you have got to have diversity. Just on that point, would you have a percentage target of thejudicially point, would you have a percentage target of the judicially who are black, asian, minority ethnic and women . How would you do it in terms of numbers . In my reviewl set women . How would you do it in terms of numbers . In my review i set a target. All of this is got to be based on merit, of course, but i think weve got to be careful that we are not always defining merit as a certain kind of man who went to a certain kind of public school, who went to a certain kind of elite university. And too often im afraid thats what you see when you look at the british system. So what is your target for the judicially . By 2025, we would see a step change, for the government to determine entirely on the basis of what i said what that should be, buti the basis of what i said what that should be, but i think the population levels of 1a mean that really weve got to have a reflective judiciary by 2025 so it was bold and would mean that in the recruitment cycles ahead, one in four of those who were selected would come from an ethnic minority background. Four men from South Yorkshire and derbyshire have been arrested on suspicion of terrorism offences. Three of the men, who are aged 22, 36 and a1, were arrested at their homes in sheffield. A fourth man, whos 31, was arrested at an address in chesterfield. All of the men have been taken to a Police Station in West Yorkshire for questioning. Our correspondent mark ansell is in sheffield. The department of health in england says the nhs currently has a Record Number of doctors, nearly 15,000 more since 2010, and is expanding the number of training places by 25 . To meet the future needs of patients, the gmc now wants to reduce the burden on doctors, with improvements to their Work Life Balance through better training and Flexible Working conditions. Our population is getting older and there are more things we can do for patients and as people get older they develop more long term conditions, and they all need treating, managing and supervision, so we do need more gps. We also need more other health care professionals, too, more nurses in the community, supporting gps working for delivery of the care of patients deserve. The government will say theyre putting more money in the Health Service and training more doctors. Yes, it was great to hear that 1500 more medical School Places will be made available over the next few years but of course it ta kes a the next few years but of course it takes a long time to train somebody through to consultant gp level and hospital level, at least ten years. This isnt a quick fix. In the meantime we need to Work Together to make the nhs as efficient as it can be, to encourage patients to the nhs judiciously, carefully, but also to use our other professional colleagues, not just use our other professional colleagues, notjust doctors but the whole team to deliver the best care to patients and perhaps a message for patients is dont be surprised if youre offered an appointment with somebody other than your gp when you go to the surgery, whoever you are offered to see will be highly trained all know what theyre doing. In terms of wanting to create more gps, if the more doctors being trained, is it a question of not all, a lot of doctors who are trained dont want to be gps. Have you got to make the profession of being a general practitioner more attractive so more of those doctors who are trained want to become gps rather than hospital doctors or anything else . Youve hit the nail on the head. We need to make general practice the attractive career it once was. I would save the bestjob in the world when you are adequately resourced and supported, having a one to one relationship with patients over a period of time when you understand the person and their psychological set up, notjust the physical problems and need to inspire younger doctors is a great place to be, a stimulator in korea. Our correspondent Richard Galpin reports. Whats different, and whats the same . The guidelines for teaching schoolchildren about relationships and sex have not changed since the turn of the century. And with lessons like this to be made compulsory in all of englands schools, an update is urgently needed, particularly given how much time many children now spend online. Here, there are new risks, like sexting, when images of children are posted on messaging apps. And there is cyber bullying, and the availability online of ha rd core pornography. Often, young people do not necessarily know what is inappropriate in terms of behaviour and materials versus what is appropriate. They are confronted by so much stuff on the internet. But they often dont even know what is illegal and what is legal in terms of what they are doing. It really is time we update guidance. The government wants pupils, teachers and parents to suggest how sex and Relationship Education could be updated to make it more relevant. There will be a vigorous debate. Im a mother of two and i have been looking for Sex Education to be more about healthy relationships, like friendships, as you get older, more appropriate, getting your first boyfriend at the end of primary school, when people are starting to say im going out with him, i want them to understand what makes Good Relationship between a boy and a girl or between a girl and a girl or a boy and a boy or whatever. At the end of this process, the government says its goal is to make sure young people learn the importance of healthy and stable relationships. Richard galpin, bbc news. Joining me in the studio is vicki shotbolt, shes the ceo and founder of parent zone, an organisation working with schools, parents and children to try and make the internet safer. So, you think the guidelines on this sort of education, Sex Education should be updated. We are looking at 2019 when they will be updated. What kind of things would you like to see included that are not included now . Its really time for a shake up and a fresh look at them. They have to start looking at the sort of information children access online. We have to talk about the grittier stuff, we have to talk about porn and healthy relationships and sexting, the new ways childrening are growing up and living their lives. Some parents will be worried about that. They dont want their kids at a young age to be exposed to discussion about that sort of thing they absolutely will. We always say it parents if you are not talking to your children, if your school arent talking to your children about sex and relationships, the internet will be, we have to get ahead of that curve and start being brave. And so what sort of age would you think that you could Start Talking about say Something Like online pornography or sexting. What kind of age is appropriate to discuss that . I think starting to introduce ideas about what is healthy and body issues and privacy and those sorts of concepts have to start at primary school. Obviously when you are talking about the grittier things like pornography, thats something you start to talk about at secondary school. But i dont think it is a conversation that should suddenly start at a specific age. We have to develop in age appropriate ways from the very first years at school. It is hard, isnt it, i know the guidelines havent been updated for 17 years but it is hard to keep pace for the authorities to keep pace, with, for example, social media and what kids are accessing, that is changing almost day by day i think it is. What has happened in the past Sex Education in schools has been about the mechanics and what is interesting about this development is we are bringing in relationships, so well have a broader conversation about sex and relationships and Online Dating and all the complicated things that hopefully will come into the new curriculum. Do you think when we compare ourselves to other countries around the world, are we lagging behind a bit in the way we talk to our young people about sex . I fear we are n scandinavia and other countries around the world they are much more open. It is much less of a scary at that boo. Im afraid we have to get a little bit forward thinking in this. You think thats still the case, that we are a bit scared, we are still sort of, you know, not very forthright when it comes to talking about dhind of issue . think we are. I understand that it is difficult to talk to children about sex. Nobody wants to do it, it isa about sex. Nobody wants to do it, it is a real challenge but if we all feel more comfortable about talking about t then itll be much easier to involve our children in that conversation. So you think a really radical rethink because as i say the guidelines being updated not for next year, the year after, so there is time. What are the other areas that you would like to see included that you would like to see included that are not there now . that you would like to see included that are not there now . I think the big one, the really big with area we have to talk about is relationships, not in the sense of man and wife, partners together, notjust about those partnerships, it is about how we manage online relationships, how we manage online relationships, how we interact with each other, what consent means and the broader more wholistic look at what we mean by a healthy relationship. Well thank you for coming in and talking to us about that. More now on the governments attempt to tackle claims of racial bias in the Justice System in england and wales. Thejustice secretary David Lidington says institutions will have to change or explain when it comes to evidence of Racial Discrimination. Earlier i spoke to a former offender micquel wright, he explained some of his experiences of discrimination during his ten years in prison. One of the things when i was in prison, you know, ethnic minority people, especially black people like myself are very charismatic, we talk about our hands, something as simple as that, used to get misconstewed as aggressive behaviour misconstrued as aggressive behaviour whereas we just talk by our hands. Approximate people understood the way we use our body language and speak to one another like, that they would probably understand be and they wouldnt come across as racist and us wouldnt come across as racist and us getting penalised for being aggressive when we are just having conversations with our be friends on the wing within the prison. You know it was quite difficult, and it was racially biassed. We were penalised, like i said for being ourselves and it is non threatening behaviour to anyone but it was misconstrued. Thats within the Prison Service, do you also think theres discrimination within the Police Service and judiciary, the judges and magistrates . I think they go hand in hand, ithink and magistrates . I think they go hand in hand, i think if iters across the board. The media is highly responsible for the images they put out and i think what eve roever they put out and i think what everoever the police think is what thejudges think everoever the police think is what the judges think and it is what they think within the judicial system because obviously they Work Together. Also i found the prisons who had bme officers working higher up, like bme senior officers, the staff had more of an understanding of the culture, whereas when i went up of the culture, whereas when i went up north and there were minimal bme officers or staff in the prisons there was a lot more racial bias towards myself and my peers. One of the things the government is saying, one of the recommendations from the lamy report is they are not going to have quote at thats or targets for black, asian and ethnic minority judges and magistrates. Dhoent think itll be a good idea. Do you think there should be they dont think itll be a good idea . Do you think there should be . I think there are quotas and targets outside the judiciary in normal work places they wa nt to judiciary in normal work places they want to be more fair and give more ethnic people more opportunities. I think it should be the same. We are living in a Multiracial Society. I do think thejudiciary living in a Multiracial Society. I do think the judiciary system should reflect the society we live in. President Trumps National security adviser has told the bbc that the us is ready to force north korea to give up its Nuclear Weapons, with or without their co operation. General hr mcmaster told the bbcs yalda hakim that the regime of kim jong un remains a grave threat. Are you committed to a peaceful resolution to this . Of course. Thats what we want. But we are not committed to a peaceful were committed to a peaceful were committed to a resolution. We want the resolution to be peaceful but as the resolution to be peaceful but as the president said all options are on the table and we have to be prepared, if necessary, to compel the denuclearisation of north korea without the cooperation of that regime. Well, the chance of war, who knows what they are. They could go up or down based on what we all decide to do. North korea is a grave threat to all civilised people across the globe. Lets talk about russia. All of the Us Intelligence community has said that russia interfered, meddled in the 2016 elections. Putting the politics to one side, would you say that this is a National Security risk and threat . Certainly it is. And so what this National Security strategy actually said explicitly in the document, this strategy reviews the world as it ist this strategy reviews the world as it is t doesnt create an aspirational model. Thats how we have to view russian behaviour as, we have to look at what russia is doing. 0f we have to look at what russia is doing. Of course we have to counter russias destabilising behaviour and the Sophisticated Campaigns of propaganda and disinformation. Effo rts propaganda and disinformation. Efforts to polarise communities and pit them against each other, especially in the democratic world and ina especially in the democratic world and in a free and open society, they use that openness and freedom against countries i think to weaken their popular will and resolve. Do you believe that russia meddled in the 2016 elections . I believe russia is engaged in a very Sophisticated Campaign of subversion to affect our confidence in democratic institutions, in democratic process. Institutions, in democratic process. They meddled . Including. Including your election . What they used is propaganda and disinformation. On both sides. Both support very left groups, both support very right groups. What they want to do is create the kind of tension and vitriol that undermines our confidence in who we are. Is this something the president is saying as well . Yes, of course. He is acknowledging that this kind of meddling took place . He acknowledged it publicly. Will you ensure this doesnt happen in the future . This kind of interference . To the degree we have agency and control over it, certainly. One of the important things to do is to pull the curtain back on this activity and expose it. Would your life be easier if the president stopped tweeting . Aristotle said focus on what you can control and you can make a difference. The president will do what he wants to do. We have also worked hard to, again, within the platform, where we see somebody who is getting a lot of mentions and allot of abuses, a lot of abusive content, that they we will increasingly communicate with them, within the platform to, you know, to suggest ways in which they can protect themselves within the platform. Victims of last years devastating Christmas Market attack in berlin are being commemorated today. 12 people were killed and 70 injured when a truck deliberately ploughed into the market. The driver was anis amri, a tunisian whose asylum application had been turned down months before. Our berlin correspondent, jenny hill has been explaining how the anniversary is being marked relatives of those who lost their lives in the attack have been lighting candles and placed them on a newly opened memorial on the steps of the church which overlooks the site of the Christmas Market attack. Actually, angela merkel, the german chancellor, gave a short impromptu speech in which she in effect acknowledged that bore lip, the authorities in germany hadnt really done enough to support victims families in the days and weeks following the attack and that lessons following the attack and that lesso ns ha d following the attack and that lessons had been learnt for the future. As you can imagine, it is a very sombre day here in berlin. The Christmas Market itself is closed, out of a sign of respect for the 12 people who lost their lives and, of course, for the 70 people who suffered injuries. Some of them very serious. The site itself is closed so that theres privacy for the victims families, who, as i say have been placing candles and white roses on the stone steps. This has caused a fair degree, i think of public anger directed at angela merkel. The families of those who died and some of those who were injured actually wrote her an open letter some time back, accusing her of not doing enough to support them. And they say she should have been in touch, either in person or in writing to offer her condolences, but whats really angered them, i suppose is, first of all, the fact that they say they werent supported, it was several days in some case before they were told, for example, that their loved one had been killed. Some families were sent bills by the Hospital Mortuary. And there is some anger amongst relatives and those affected because they say that the police, had they been properly resourced, might have had the capacity to actually anis amri from carrying out this attack. Angela merkel actually met with about 100 of those people yesterday. Many of them said, afterwards, that they felt that she had put their minds at rest, she had spoken with them and given them a degree of comfort and reassurance about how authorities would react in the future. But i think there is still some anger there, and that has exacerbated a very painful anniversary. Notjust exacerbated a very painful anniversary. Not just for the exacerbated a very painful anniversary. Notjust for the people who were caught up in the attack but i think for the whole of germany because, bear in mind that the Christmas Market is a really strong german tradition. It really matters to german people and so, when a terrorist struck not just to german people and so, when a terrorist struck notjust in the capital, in the heart of the country, anis amri also struck at the very heart of the christmas tradition which has been very, very painful for tradition which has been very, very painfulfor many tradition which has been very, very painful for many germans. Interestingly, i spent some time at this Christmas Market a few days ago and people there say they were resolved to carry on the tradition. One man said there might be another attack but im going sit here with my gluwine and sausage because it is the only way i can demonstrate my defiance. The indian prime minister, narendra modi, is in the Southern State of kerala to meet the families of victims killed in a devastating cyclone which struck there two weeks ago. Nearly 70 people died when cyclone 0khi hit the South West Indian coast and some 500 fishermen are still missing at sea. From kerala, our correspondent Sanjoy Majumder reports. They are mourning the dead and others who may never come back. Special services are being held in churches across kerbala for hundreds of fishermen, mission since cyclone 0khi hit the coast more than two weeks ago. A tleedge has devastated be communities all along this coast. At this fishing village a vigil right by the beach. These men went out to sea when the cyclone struck. Theirfamilies still out to sea when the cyclone struck. Their families still waiting for them to return. Translation they left early in the morning, 16 of them in three boats. This womans husband and brother were among them. But with every passing day, she is losing hope of finding them alive. Translation now i know they will not come back. They must be dead. I just want their bodies. I just want to give them a decent burial. This part of india has not been hit bya this part of india has not been hit by a cyclone in 100 years. So the fishermen were caught completely off guard. Warnings had been issued by the authorities but it was too late. They were already out at sea. Most of the fishermen travel out to sea in little boats such as this one. To travel deep into the sea, sometimes spending several days before coming back. Now even on a day when the sea is as calm as it is todayit day when the sea is as calm as it is today it is still choppy, quite unsteady. So you can imagine when there are strong winds, or a storm that hits you, you have little or no chance of survival. This is now the largest sea rescue operation launched by india since the asian tsunami of 200a. A search for survivors across the vast arabian sea and indian ocean, all the way up to the maldives. But many believe the authorities reacted late. That a lot more people have been affected than officially reported. Every day the bodies are sorted and we are sorting out and burying them. Hundreds of people a day. And as for the number of people missing, there are about thousands of people. The sea has always sustained these fishing communities. Theyve depended on it for everything. Now its wrecked their lives and shaken their faith. We know trees can help in the fight against climate change, but did you know its also important to plant them in the right places to see the greatest benefit . But they are more than just beautiful. As Damejudi Dench learned in a new documentary, they are an ally in the fight against climate change.
